Development of communication package on protection, the aim of which will be to convey a simpler and more coherent conceptual framework for protection, with a view to explaining protection in terms to which everyone can relate. The communication package, which may include inter alia key messages, power point presentations, audio-visual materials, and repository of relevant background documents, will detail the strategic, cross-cutting and technical dimensions of protection, and will be aimed at various audiences including protection actors, global and field-level clusters, HCs/HCTs, donors and governments. The contents of the communication package will be conveyed through means such as webinars, possible social media presence, and through protection-related trainings. It will as well take into consideration the new IASC protection policy and will be adjusted as necessary.

On behalf of the GPC Protection Mainstreaming Task Team, IRC will organize a series of Training of Trainers (ToTs) based on the Protection Mainstreaming Training Package. The objectives of the ToTs are to disseminate the Training Manual, build capacity on protection mainstreaming and facilitation skills, and develop a pool of qualified trainers who will be able to train larger numbers of field staff from all humanitarian sectors – with a focus on WASH, Food Security and Shelter/NFI clusters in accordance with the 2015 TT-PM workplan.

Initiative by the TT-L to collectively define the competencies that each protection cluster coordinator should have. Once the competencies are agreed upon, relevant existing learning initiatives will be identified for each competency, as well as eventual gaps in learning that may persist in acquiring them. Ultimately, the hiring process of protection cluster coordinators should be in line with the competencies framework so as to identify suitable candidates with necessary competencies relevant for the job of protection cluster coordinator.

Training materials on Protection Information Management developed

Target audience for training materials includes Protection Cluster Coordinators, NGO co-facilitators, Information Management Officers and to the extent possible, sub-cluster coordinators. Training materials will cover protection information management in an integrated and holistic manner, including but not limited to the following topics:

– Protection: General protection principles, the role of protection analysis in response planning and what protection means in concrete terms.

– Protection Information Management: a common understanding of protection information management as a discipline, including key components, standards, tools and methodologies, in-depth approaches to and principles of needs assessment, identification of persons with specific needs, protection monitoring and programming for protection interventions.

– Humanitarian response: The role of the Protection Cluster within the Humanitarian Programme Cycle, roles and responsibilities of cluster coordinators and information management officers, strategic coordination between key Cluster partners and planning for protection response.
