MESSAGE FROM THE CHAIRMAN
During the past nine years, GPCA has played a key role in supporting the overall competitiveness of the chemical industry in the Gulf region while maintaining the necessary firewalls to ensure fair competition. Through its conventions and events, GPCA provides an excellent platform that connects different stakeholders from industry, academia and government, highlighting themes that are crucial to the industry today. In 2014, GPCA organized six successful calendar events, with delegate numbers that continue to soar.
Sustainability, innovation and talent development were connecting threads during all of our conferences, with the importance of the first two themes also being emphasized during conferences of their own. In addition, during our second Sustainability Conference, GPCA launched the first sustainability report for the industry, showing GPCA’s commitment to shaping the sustainability agenda in the region and highlighting how it is working with all members to reach ambitious goals.
The first GPCA Research & Innovation Summit emphasized how we as an industry must continue to invest in the right nutrients for the overall competitiveness of the industry and for growing a knowledge-based economy. It is much to my delight that we have seen a growing number of students attending our conventions. It is these young men and women that will be the backbone of our industry in the years to come.
The fact that we as an industry must continue to build on the wealth of our young talent to be among the foremost players in petrochemicals was resonated by nearly all speakers during GPCA’s flagship event, the Annual GPCA Forum, attended by a record number of over 2,000 delegates. Almost all regional leaders acknowledged that it is time for us to aim higher when it comes to unleashing the full power and potential of the next generation and expanding areas of the business that are richer in terms of value
addition and job creation.
During 2014, GPCA’s role as the “think tank” of the industry was also strengthened by the new reports and studies that it published and made available in its online library. These included analytical data such as GPCA Facts & Figures and the Plastics and Fertilizer indicators, but also a series of co-branded reports, published in partnership with leading international consultancies. Going forward, the industry’s focus on innovation and sustainability will only make this pillar of GPCA’s activities more important as research and ideas based on sound data are often the seeds needed for industry transformation to grow and flourish.
With regards to advocacy, GPCA can be proud on the results it achieved in championing Responsible Care initiatives in the region. As you will be able to read in this report, sixteen member companies have achieved Responsible Care standard RC-14001 certification, a significant achievement for the industry in the GCC. In parallel, GPCA has made significant strides forward with the Gulf Sustainability and Quality Assessment System (SQAS), expanding the coverage of Responsible Care throughout the product supply chain.
lastly, GPCA’s Waste Free environment campaign, which aims to educate the public about responsible waste disposal and tackle challenges associated with plastics, proved so successful in 2014, that it laid the foundations for the initiative to go global in the year to come.
And with our eyes firmly on the the future, we can see GPCA’s anniversary year on the horizon, starting with the celebration of the 10th edition of the Annual GPCA Forum. It will be a milestone year for GPCA, in which we are looking to excel in driving the industry in the Arabian Gulf region to new heights.
Mohamed Al-Mady
GPCA’s events and workshops are evidence of the networking and knowledge sharing opportunities that GPCA provides for industry members and stakeholders. The flagship event of which is the GPCA Annual Forum. This year’s Forum, our ninth, welcomed a star line up of speakers and a record breaking number of over 2,000 industry leaders attending the conference.
Recognizing the importance of driving innovation and taking our industry forward, we organized the inaugural Research & Innovation Summit in March, providing a regional platform to advocate the crucial need for the GCC’s chemical industry to focus on the developing innovations capabilities.
We also organized a successful 5th edition of GPCA PlastiCon; the 6th edition of the GPCA Supply Chain Conference and the 5th edition of the GPCA Fertilizer Convention. Finally, GPCA organized in october the 2nd edition of its Sustainability Conference, where we launched the first ever Sustainability Report
for the industry in the region and presented our second Responsible Care Performance Metrics Report.
In total, a staggering 3,509 delegates attended our six calendar events, which represents a 15 percent growth from 2013. I would like to extend my profound appreciation to those of you that have made it possible for future talent to attend these events, by sponsoring a total of 81 students, who attended our events last year.
Workshops organized by GPCA over the last year include the Chemical Supply Chain Security workshop in association with Sandia National lab; a workshop on Capacity Building organized by the Responsible Care Committee; a landmark workshop on Intellectual Property Awareness organized by the R&I Committee; and the Climate Change workshop which took place earlier this month, as a forerunner to the united Nations Climate Change Conference (CoP 21) in 2015.
Networking
The year 2014 has been a productive and eventful one at GPCA, with many notable achievements. This Annual Report highlights many of those accomplishments that serve our members and the broader chemical industry in the GCC.
At the end of 2014, total membership of GPCA stood at 240 compared to just
over 60 members when we launched in 2006. Between 2013 and 2014 members increased by 8%. The continued growth of our association indicates that, with your support, we have steered the regional chemical industry towards a whole new level of collaboration for our common interests.
Through our active membership of the International Council of Chemical Associations (ICCA), GPCA continued to add to its global positioning as the voice of the chemical industry for the Arabian Gulf region. our full membership of ICCA enables GPCA to increase its leverage in international policy debates and contribute to the formulation of the global policy agenda.
GPCA hosted members of the ICCA Chemical Policy & Health leadership Group in April and in october, co-organized a two day workshop
on “Telling the Chemical Industry Story” with the ICCA Communications leadership Group for lead communicators from its member companies. In November, we also hosted the first General Assembly Meeting of the World Plastics Council in Dubai.
on an international level, GPCA spearheaded advocating the industry’s stance on free trade and successfully achieved the suspension of import duties and other trade barriers on a number of occasions, helping our members save more than uS$ 100 million, annually.

MESSAGE FROM THE SECRETARY-GENERAL
9
GPCA continued its drive to emerge as the information clearing house for the regional industry through the expansion of its comprehensive database for the regional industry from a timespan and product coverage perspective.
our thought leadership capabilities were further enhanced in 2013, through the production of twelve key industry publications in english and six in Arabic.
These publications are available in the online library on the GPCA website, which underwent a facelift this year and is now available in both english and Arabic. We also published the 2013 editions of our membership Directory “Connecting the Gulf” and “Facts & Figures”, the 30th edition of our Insight Newsletter and the 3rd edition of Gulf Plastics and are currently in the process of launching our improved product database by year end.
Thought leadership
2015 will be a significant and special year for us, in which we will host the 10th edition of our Annual GPCA Forum in November, which will also start the celebrations of GPCA’s landmark 10th anniversary year. A key year therefore, in which we hope to build on the achievements
from last year. With a solid record of results in 2014, it is clear why GPCA will remain “the voice of the industry” in the years to come.
looking forward
Recognizing that innovation is a key factor in achieving sustainable growth, GPCA’s continued sponsorship of the Plastics excellence Awards is further evidence of the way that GPCA seeks to advocate the development of globally competitive downstream industries in our region.
Another example of our commitment to international best practice is the launch of the Gulf Sustainability & Quality Assessment System (SQAS) program to logistics Service Providers (lSPs) in the GCC this year. The first of four modules, Transport Services, was launched in August and we have trained 14 Regional Assessors to build our capabilities in the region.
The 2014 edition of our Waste Free environment campaign, which promotes recycling and encourages a more responsible attitude towards litter disposal, signaled a growth both in
plastic collection and participation. over 5,000 participants, more than double the number of 2013, joined forces in nine cities across the GCC to clean up the coast lines and desert areas of their cities. In all, they collected more than 11.7 tons in one day. Waste collected over a week in three villages in Sohar, oman, was recorded at 500 tons.
All in all, I can say that 2014 has been a successful year for GPCA. Its success is due to the collective efforts and commitments of you as members and partners as well as the confidence in us by our many stakeholders. I wish to thank the Members of the Board for their guidance and support and record my appreciation to all of you. I also acknowledge the dedication and hard work of the GPCA Secretariat staff and wish to thank them very much as well.

At the start of 2015, it is time to reflect on what has been achieved in the past 12 months, while looking forward to the challenges and opportunities in the year ahead. In the global chemical industry, production was affected by the possible tertiary recession in europe and the economic slowdown in China. As reported by the American Chemistry Council, global production advanced by 2.8% in 2014, about the same as in 2013. The most dynamic achievements were noted in the developing nations of Asia-Pacific and Africa and the Middle east, which grew by 5.3% and 4.5% respectively.
Within the different global industry segments, the plastics industry experienced the strongest growth of 3.5%. In the GCC, plastics growth in 2014 is estimated to be 6%, which is almost double of the global growth. The weakness in global manufacturing, however, has resulted in the GCC basic chemical industry’s activity slowing down to 2.3% in 2014, compared to 2.4% the year before. In the GCC, the basic chemical industry, comprised of inorganic chemicals and petrochemicals segments, has demonstrated a growth of 4% year-on-year in 2014, slightly higher than the average global industry growth.
OVERVIEW OF THE GLOBAL CHEMICAL INduSTRY
17
The region is slowly moving into the next phase of product development – specialty and intermediate chemicals instead of “just the commodities”. The number of products produced by the region has almost doubled between 2005 and 2013 to 102, with total production capacity reaching 147 million tons per year. In addition, the regional industry has also started to diversify its portfolio by producing more downstream and intermediate chemicals. Among the new products added to the industry’s products portfolio since 2005, 39% were new downstream chemicals, followed by intermediates which accounted for 19% of the newly launched products.
The fall in oil prices since the middle of 2014 by about 55% has had an impact on petrochemical product prices and has raised buyer uncertainty. The new reality creates new scenarios which consequently impacted some planned projects in the GCC region. one of the largest impacts was the cancellation of two
mega projects in Qatar: Sajeel and Karaana. The former was put on hold, because the partners involved are studying a new downstream petrochemical project that is expected to yield better economic returns. In the case of Karaana, its high capital costs made it “commercially unfeasible, particularly in the current economic climate prevailing in the energy industry”. Similarly, Sabic and Shell agreed not to pursue the development of the planned polyurethane (Pu) project in Jubail, Saudi Arabia.
Historically, the petrochemical industry has been cyclical and volatile. Being predominantly export-oriented, the GCC chemical industry’s sales revenues and margins are increasingly linked to the global economy’s health, which is beyond the producers’ control. economic cyclicality may affect their sales revenues margins. However, the GCC chemical industry is expected to retain its competitiveness and will continue to grow.
The GCC petrochemical industry continues its growth trajectory with a number of projects completed and brought on stream during 2014. Most of these projects are in Saudi Arabia; however, the uAe and oman have also witnessed substantial industry expansion.

The next 10 years are seen by many commentators as critical
in terms of ensuring a sustainable future for the world and its inhab-itants over the longer term.
“We are at a crucial moment and the chemical industry has a role to play as an enabler of change,” asserts John Pearson, CEO of Chemical Industry Round-tables and program developer of the GPCA’s second Sustainability Conference, to be held in Dubai on 21-23 October 2014.
“But this may not be enough – the industry may need to change its own business model radically if it is to be truly sustainable,” he adds.
The chemical industry has been developing its own approach to sustainability for some years, looking at its internal practices and policies on energy and mate-rials usage, for instance. But it has also been emphasizing that it has a critical role to play in enabling sustainable development in al-most all manufacturing sectors.
Its products have a key role to play in energy efficiency, through better insulation and lightweight-ing of automotives, for instance, and in resource efficiency, reduc-ing materials consumption and
enabling the shift away from fossil fuels to renewable feedstocks.
With improved packaging tech-nology, it can play an important role in food preservation, and it has a key role to play in delivering and purifying water to the grow-ing world population.
But although the industry has done much good work, dating back to its voluntary development of Responsible Care in the mid-1980s, it needs to accelerate its ef-forts considerably over the next decade, says Pearson.
Chemical producers in the GCC region, he adds, have a big role to play. They have huge as-sets on the ground which can be used to contribute to the indus-
try’s enabling role. But, says Pear-son, the producers need to get much closer to their downstream customers, especially the big brand owners – like Nike, Coca-Cola and Ford – to influence their discussions and decisions on such things as improving packag-ing and materials selection.
The GCC producers are also very committed to trying to step up innovation to help drive sus-tainability, but in this respect they need to do much more overseas, outside their domestic markets. “They need to engage with the global research community and develop facilities around the globe. My biggest concern is they

which attracted over 350 industry attendees from many local and international companies. Then the focus was on the growth of the sector and the key role of innovation.
GPCA PlastiCon 2015 will focus even more on trends in innovation that will bring added value to regional converters. It will showcase the value regional producers bring to converters and focus on core technical and commercial as-pects of the conversion industry.
Topics to be discussed include: ■ Innovation in plastic resins and high-technol-ogy polymers■ Trends in global converting technologies■ International markets and associated price developments■ Market strength through joint developments■ New investment opportunities.
Three keynote speakers have been lined up to open the event. Ziad Al-Labban, CEO of
Sadara Chemical, will discuss trends to watch in the plastics industry. Abdullah Bin Saleh Al-Suwailem, CEO, Rabigh Re-fining and Petrochemical, will talk about new investment op-portunities for plastic convert-ers. And Mosaed Al-Ohali, ex-ecutive vice president polymers at SABIC, will dis-cuss consumer driven growth.
The conference will be opened by Abdulaziz Alhajri, CEO of Borouge and chair-man of the GPCA Plastics Committee. ■

WELCOMEDear ColleaguesWelcome to the third issue of Gulf Plastics, published by GPCA to stimulate dialogue and understanding between Gulf polymer producers and plastics converters. Our aim for this publication is to cover topics that will help improve performance of the GCC region’s plastics conversion industry.
The GCC conversion industry is making steady progress, spurred on by a number of factors, including: government promotion of the downstream sector, growing local demand for plastics parts and packaging, and the expansion of polymer production capability in the region both in terms of capacity and range of polymers produced.
In this issue of Gulf Plastics, we engage in discussions with a range of converters and hear of their optimism for growth and the advantages associated with this upsurge. The converters are targeting domestic and export markets, notably developing ones in Asia and Africa.
We also cover what will happen in January at GPCA’s 2015 PlastiCon event, and look at next year’s Plastics Excellence Awards. We also have an in-depth interview with the winner of last year’s “Researcher of the Year Category”, who talks us through the importance of research in the development of the polymer sector in the GCC region.
Another important issue for the GCC plastics sector is plastics waste and recycling in conjunction with the drive for adopting best sustainability practices within the regional plastics industry. As we report here, this year GPCA is widening the scope of its Waste Free Environment campaign on a global reach to include other parts of the world in addition to the GCC states.

PETROCHEMICALS dATABASE
Covering 155 products, GPCA’s petrochemical database serves as a reference for producers, researchers, policy makers and everyone involved in the petrochemical industry. It provides GPCA member companies with the forecasts they need to make thoughtful and well-informed plans for the future. The members-only service covers data on capacity, export and import, consumption, capacity utilization and trade balance.
During 2014, GPCA has worked towards improving the database user-experience by including flexible report generation, a search function and the ability to customize the display of data in addition to downloading raw data used for GPCA publications. Currently in a trial phase, the upgraded database will be launched early 2015.

RESPONSIBLE CARE
The GPCA Responsible Care Journey has reached a significant five year milestone since executives from GPCA member companies collectively signed the International Council of Chemical Association (ICCA) Responsible Care Global Charter. The performance and progress achieved towards implementation of the global initiative have been widely acknowledged both regionally and internationally.
To carry on this journey of continuous improvement in environment, Health, Safety and Security (eHS&S) the GPCA Responsible Care Committee (RCC) added to its portfolio of sub-committees and task forces, two additional task forces during 2014, namely, Product Stewardship and Advocacy, each of which consists of industry experts from GPCA Member Companies and chaired by a member of the RCC. The sub-committees and task forces underpin the success of the RCC.
In terms of RC Metrics Reporting, 2014, GPCA issued their second edition report which included not only additional data, but also significant improvement of Member Companies’ contributions from 16 (2010-2012) to 24 (2013) and Affiliates from 5 (2010-2012) to 18 (2013). The report was prepared by the Metrics Sub-Committee with the support of lloyds Register, who also offered an independent perspective. Company success stories of GPCA Members actively engaged in Responsible Care were also included in the publication. The Performance Metrics span a wide range of operational areas and the support of the Member Companies is a testimony to their transparency.
RC14001, which expands the requirements of ISo14001 to include health, safety and security, is the industry standard for Companies practicing Responsible Care. Similar with ISo standards, independent verification is an important factor to verify Responsible Care implementation. Although deemed optional, GPCA Members, in their continuous strive for excellence, have endeavored to attain RC14001 certification as a key milestone in their journey. By December 2014, sixteen Member Companies have achieved, through third party verification, Responsible Care standard RC-14001, a significant achievement for the chemical and petrochemical industry in the GCC.
During 2014, the RCC successfully conducted three technical workshops, attended by a broader audience than previously, including Government delegates, namely:
• Chemical Security for Industry and the Chemical Supply Chain
• RC Beyond the Fence
• Climate Change Challenges
As a condition of the GPCA Responsible Care logo usage conditions, GPCA requested all Member Companies to conduct a code of management, practice self-assessment and to provide a resulting improvement plan that should be implemented by 2016. The codes were developed by a RCC task force, during 2011. eighteen companies fulfilled this obligation and the RCC will seek greater compliance during 2015. The Codes Sub-Committee will analyze the content of the self-assessments looking for best practice and common area(s) of concern, adopting a regional approach to improve Responsible Care along the entire business value chain.
GPCA Responsible Care Awards Program has been developed to recognize and share the experiences of the companies that exemplified leadership and outstanding performance based on the implementation and execution of the Responsible Care Program. The Awards Program has been established and will continue to be a valuable tool when recognizing GPCA Member Companies’ achievements in Responsible Care. Through this recognition, GPCA provides its members with opportunities to promote the Responsible Care brand while expanding business value, an awards ceremony will be held during GPCA’s first Responsible Care Conference in 2015.
Recognizing the fact that some Member Companies are more advanced in their implementation of Responsible Care, the RCC initiated an outreach campaign to engage those Member Companies who are on the periphery of our Responsible Care Program, the outreach campaign will continue during Q1, 2015.
Finally, in 2014, the ICCA revised their Global Charter for Responsible Care, with a more focused emphasis on worldwide manufacturers as opposed to national associations. In line with previous commitments, the previous twenty-seven Member Companies and an additional three Member Companies once again declared their commitment by signing the new Global Charter.
GuLF SQAS
Following the success and continuous growth of SQAS in europe, GPCA, spearheaded by the Supply Chain Committee, established the Gulf SQAS Technical and Accreditation (T&A) Sub-Committee to implement a Gulf version of the Sustainability and Quality Assessment System (Gulf SQAS) in the Gulf region. Ceos of thirty of the most prominent companies, accounting for approximately 90% of the region’s petrochemical and chemical production volume, have signed a SQAS declaration of support.
SQAS extends Responsible Care throughout the product supply chain by evaluating, in a uniform and transparent manner, the environmental, health, safety, security and quality (eHSS&Q) performance of logistics Service Providers (lSPs).
Main benefits of SQAS are summarized as follows:
• A key element in promoting continuous improvement of the eHSS&Q standards in logistics operations;
• A cost-effective tool for chemical companies (less auditing), as well as for lSPs (fewer audits);
• A systematic approach focusing on issues that need attention and improvement, e.g. transport safety;
• An important tool for logistics eHSS&Q Managers and Procurement Managers;
• It enhances the overall image of the industry.
During 2014, the following key milestones were successfully achieved:
• Gulf SQAS workshop took place on Day Zero of the Supply Chain Conference;
• System architecture was commissioned;
• Regional SQAS Assessor Pool was established;
• Transport Service pilot study successfully completed in four countries, followed by the Transport Service module being officially launched on 10 August;
• First lSP assessments completed.
2015 will witness Gulf SQAS expanding its coverage to include warehouse operations, followed by tank cleaning stations, which are emerging across the GCC region. The final module, rail, will be launched to coincide with development of regional rail networks. GPCA and its Member Companies encourage logistics Service Providers to complete their first SQAS Transport Service during 2015.

WASTE FREE ENVIRONMENT
GPCA’s Waste Free environment initiative promotes recycling and encourages a more responsible attitude towards litter disposal and the need for the community to respond to environmental issues.
The second edition of Waste Free environment, held in February 2014, signaled a growth in both collection and participation. over 5000 participants, more than double the number of 2013, joined forces in nine different cities across the GCC to clean up the coastlines and desert areas of their cities. They collected more than 11 tons of waste in one day.
The WFe campaign highlights the fact that plastic litter in the Gulf’s marine and desert environments is largely due to irresponsible disposal of plastic waste combined with poor waste management, a lack of regulatory frameworks and insufficient recycling infrastructure. WFe also aims to change attitudes towards waste disposal, which are tarnishing the image of plastic products, a major part of the region’s economy that are both economically valuable and sustainable.
2014 Highlights:
• More than 11 tons of litter collected by over 5,000 participants across nine GCC cities as part of WFe 2014;
• Participants increased by 119%, with the number of divers increasing by 31%;
• 71 schools involved;
• Waste collected over a week-long period in three villages in Sohar totaled 500 tons;
• Initiative’s uAe’s leg recycled over 2.5 tons of waste.

LOOKING FORWARd
2015 will be a true milestone year for GPCA. First and foremost, GPCA will continue to connect member companies and stakeholders, and aims to expand its role as the voice of the industry in the Arabian Gulf. To add greater significance to its three pillars – networking, thought leadership and advocacy – GPCA will continue to expand on an organizational level by adding experienced and qualified staff members to its team. The GPCA team will continue to work closely with the new members of the GPCA Board of Directors, who will be elected during the Annual General Meeting in March 2015.
As a consequence of its growing stature and organizational requirements, GPCA will move to its new office location in Vision Tower, Business Bay, Dubai, in March, occupying the 16th floor of this iconic and centrally located tower – a major leap from GPCA’s humble start from a rented two room office. The new GPCA office will be able to host GPCA Committee meetings in its ample boardroom and has several break-out rooms available for sub-committees to gather and prepare prior to each meeting.
To reflect the strength of GPCA’s role as the leading industry association in the region, 2015 will also see the launch of the new GPCA brand. embodying the association’s role as a platform for members and industry stakeholders to network and share information, the new GPCA brand identity, including a new logo, font and color palette, will be launched externally during the Annual GPCA Forum, supporting GPCA’s ongoing membership expansion.
The 10th edition of the Annual GPCA Forum in November will be the highlight of 2015 and the start of GPCA’s 10 year anniversary year. An impressive line-up of speakers will join the 2,000+ delegates that are expected in Dubai for the Forum. To prepare for this festive occasion, the GPCA team will review and catalogue the association’s assets from over the years and is currently working with the uS-based Chemical Heritage Foundation to publish two comprehensive publications: a book documenting its decade long activities and accomplishments as an association; and a more comprehensive volume that will narrate the history of the chemical industry in the Arabian Gulf, giving a voice to some of the key past and present movers-and-shakers that have determined the course of the industry’s development.
GPCA’s conference calendar will offer many opportunities for networking and knowledge sharing. In october 2015, GPCA will host its first Responsible Care Conference, demonstrating the region’s active efforts and commitment to continuously improve health, safety and environment, while benefitting society. The conference will host the GPCA Responsible Care Awards, adding to the GPCA Plastics excellence Awards in recognizing those embracing industry best practices. The 2nd GPCA Sustainability Report, which will include updated Responsible Care Metrics, will be launched during this conference.
GPCA will host the ICCA Steering Committee in March 2015, which will provide the opportunity to highlight issues related to the regional industry’s agenda. During the same month, GPCA will also host the first session of the re-established GPCA Communications Advisory Team. The team aims to
bring communications leaders from the industry together to exchange ideas on how to drive the industry agenda forward from a communications perspective. The first session of the Communications Advisory Team will focus on advocacy, while the second session will focus on promoting STeM (science, technology, engineering and mathematics) education in the region. In addition, GPCA will launch a series of educational background sessions for some of the region’s leading journalists, improving the quality and accuracy of media coverage about the industry.
last but not least, 2015 will see the GPCA’s Waste Free environment campaign going global, with projects running across 18 locations in 12 cities in the GCC, India and europe, gathering an even higher number of school children and volunteers to clean up the local beaches, desert and urban areas.
Strengthened by the unwavering support of its members and peer associations, GPCA is well positioned to enter the next decade of its existence with remarkable success, adding further achievements to its already well-established track record.
