    > Contrary to the CS service, the follow-up of radio layers QoSindicators (from drive tests or OMC-R) is not sufficient to havea complete status of the end user QoS

    > Good QoS at radio layers level does not necessarily meangood end user QoS.

    > Inversely, trying to improve QoS at end user side can haveside effect on QoS at radio layers.

    Starting TBF in CS2 allows better throughput during FTP transferbut QoS at radio layers shows that it can degrade the DL TBFestablishment success rate.

    Enabling delayed downlink TBF release allows better responsetime from mobiles but it leads to more risks to drop DL TBF.

    Radio and End user QoS are both part of GPRS optimisation.
