Focus on how to cut, not just how muchAs another challenging financial year comes to an end, the decisions on how to meet our target on cost reduction rests on all individuals to adopt and implement best practices. The presump-tion is that they have a more detailed understanding of their particular area of the business and will take the right actions to control costs. Our approach entail changing general behaviour in the way people think about costs by, for example, setting new policies and procedures and then modelling the desired be-haviour. WE ALL HAVE A ROLE TO TAKE CARE OF ADM ASSETS

Why is it that not a day seems to go by without a report appearing in the press of some or other organ of state being taken to court?

One of the reasons for this apparent appetite to litigate against govern-ment, it seems, is the increasing awareness of the public of their cons-titutional rights, especially the right to just administrative action that they can demand from government decision makers.

Unfortunately, it appears that govern-ment is seen as easy targets when it comes to just administrative action, simply because often, government’s administrative action, including its decision making, has been found wanting.

Certainly, the Amathole District Municipality (ADM) itself has not been immune to the current litigation trend against government. Although the ADM has a good track record in defen-ding litigation matters brought against it, in a few instances the court has ruled against the ADM.

The success or failure of ADM’s defence in most of these matters has, at the end of the day, come down to the correct-ness of a decision that was made.

5IF�TJHOJñDBODF�PG�DPSSFDU�EFDJTJPO�making then cannot be underesti-mated. It is also important to note that "%.�TUBí�BSF�BMM �JO�POF�XBZ�PS�another, decision makers in their day to day activities.

There are also decisions made CZ�PîDJBMT �UIBU�XIJMTU�UIF�EFDJ�sion itself does not form the sub-ject matter of a court case, they ultimately have the potential of the ADM being taken to court.

For example: A driver of an ADM vehicle is involved in a collision. He decides not to report the inci-dent to Fleet Management - as the Policy requires. A year later, the owner of the other vehicle institutes legal action against the ADM for damages to his vehicle.

Due to the fact that the Fleet Unitwas not aware of the collision, ADM’s insurers repudiate the claim because they were not infor-med of the incident at the time of its occurrence. The result then is that the ADM eit-IFS�IBT�UP�JODVS�MFHBM�DPTUT�ñHIUJOH�the matter in court, and if unsuccess-ful, also pay the damages claimed plus the legal costs of the other party, or has to settle the claim paying the other side’s legal costs.

Whereas if the driver had decided to report the collision to Fleet Man-agement as the time of the collision, the claim would have been covered in terms of ADM’s insurance policy.

The controversial violent disruptions of the country wide ANC Mayoral candi-dature has left many reeling over the future stability of the state and its citizens.

Even though the many explan-ations from media outlets re-late to criminal elements (which do in fact play a part) one must look at the evolution of violent protests in the cou-ntry in respect to gaining att-ention from those who are in power.

If we look back at the mannerwith which the proletariat has gained attention in this country, particularly those who belong to the “golden generation of 76” violence and anarchy have been the mainstay in gaining attention from political figures in power so that change is implemented.

The reasons and physical output varied, but the goal was the same, to make a shift in the status quo, for the benefit of the masses.

The call for an armed struggle bythe then ANC youth league and other liberation movements was a to make Apartheid ungovern-able, as such attention was afforded to those who could

Fast forward to the recent of violent protests and you will find that the reasoning emanating from most media outlets is the mayoral candidate list released by the ru-ling party. The most highlighted of violent protests is the Sosha-nguwe outbreak in Pretoria in June 2016.

When analyzed carefully my script has kept a stance on violent pro-tests, touched on matters of politics affecting the masses e.g. Xenophobia and the Mayoral candidate list.

This then seeks to suggest that in a broader sense the intelligence or at least political awareness of "the people" has been undermined and as such the South African majority that were involved in the liberation

The question then would be, is politics headed for a violent seizure due to its history (creating hype over their griev-ances by destroying infrastructure-political heritage) or has it evolved to a point whereby violence occurs to con-vey a message then order is quickly re-stored in part by the authorities and the reservation of the masses.

I would argue for political evolution smaller skirmishes have ignited large civil wars throughout history, and somehow the South African public and the ruling party, the ANC has remained stable given the many encounters that are apparent. So the people look to-wards their self-interest and as a re-sult convey certain messages to the state to feed these self-interests.

For example, taking from the Xeno-phobia protest, this largely had to do with the political economy of the country, complaints of defunct busines-ses, employment opportunity and the trivial lack of social attention from heterosexual females all point to the basic neglect of Maslow’s hierarchy of needs within the proletariat. It is then by all accounts within the best interest of the public to revolt until these matters are addressed, job creation being a large campaign for those in governance over the past 8 years since those protests in 2008.

In conclusion, this is not set in stone, many more altercations will occur be-tween the public and the state. As history has shown us freedom de-mands chaos and order demands tota-litarianism

President Jacob Zuma during his speech at the National Youth Day on the occasion of the 40th anniversary of the June 16, 1976 Student Uprising said. “The country is celebrating the heroism of students who stood up to the apartheid state as they fought for their rights and the liberation of their country from racial oppression and subjuga-tion.

We are also today reflecting on the achievements, challenges and opportunities facing the current generation of young people, under the theme; Youth Moving South Africa Forward.”

We young people say we celeb-rate Youth day by standing up and confronting the challenges we face just like our patriots did in 1976.

We need to come out of a mind-set where we as youth wait for the government to do things for us. We need to liberate ourselves from our circumstances and take up opportunities that are available to us and build a better future for ourselves.I have always asked myself what back chatting is and I still don’t know it to this age.

My point is that there main problem is the communication gap between ourselves and the elders — the former believing themselves to be old enough for taking their own decisions for matters personal or social while the latter just refuse to hand over this responsibility to them.

This leads to temperaments rising high more often. Our country has come far in achieving the growth our youth enjoy today we need to protect that because it did not come easy. We need to keep the knowledge of our history conscious in our youth, to be encourage to be daring and face challenges to succeed.

I also wish to remind South African youth to uphold values that we hold dear as a nation, such as Ubuntu and respect. Decent human beings respect one another, regardless of age. Even if they disagree, they do so with respect and dignity.
