Most Worshipful Brother Costigan extended greetings and best wishe to the Grand Chapter of Alberta for a successful Convocation and remarked that in about a month he would be summonsing the Grand Lodge of Alberta into Annual Communication . He invited all those eligible to attend . The Grand Master then delivered a short but impressive address on his term theme "Getting back to basics". The speech was well received and enjoyed, as witness the standing ovation, as the address concluded.
ADJOURNMENT The informal session of Grand Chapter was declared adjourned by th Grand First Principal at 9:11 p.m., to be re-opened in Ample Form at 9:00 a .m. Saturday , May 12th, 1979. Following the adjournment, refreshments were served in the lower hall, where an hour of good fellowship was enjoyed by all.

Resolution of Loyalty
The following Resolution, moved by R. E. Companion M. R. Harper, seconded by R. E. Companion D. W. Purnell was unanimously adopted.
BE IT RESOLVED. that: This Most Excellent Grand Chapter of Royal Arch Masons of Alberta assembled for its Sixty-fifth Annual Convocation on this twelfth day of May , nineteen hundred and seventy nine, reaffirm our most sincere loyalty and dearest affection to Her Most Gracious Majesty Queen Elizabeth the Second. May the Most High protect Her and guide Her.
We were moved with joy as Her Majesty mingled amongst us at the Commonwealth Games at Edmonton in 1978. Long may Her Reign continue.

BE IT FURTHER RESOLVED that: A true copy of this Resolution be forwarded to His Honour the Lieutenant Governor, Ralph Steinhauer, for transmittal to Her Majesty by way of the Honourable Secretary of State of Canada, under the Seal of the Most Excellent Grand Chapter of Royal Arch Masons of Alberta.

READING AND CONFIRMING MINUTES OF PREVIOUS CONVOCATION The Grand Scribe E. moved that : whereas the Minutes of the previous Convocation have been printed in the 1978 Proceedings of the Grand Chapter, and distributed to all constituent Chapters and all Officers of the Grand Chapter, the Minutes be received and adopted as printed. The motion was seconded by R.E. Comp. Merv. Harper and carried.
GRAND HONORS All Representatives and Visitors of Sister Grand Chapter Jurisdictions were re-presented and given Grand Honors in proper Form.
CORRESPONDENCE The Grand Scribe E. reported that all correspondence received to date, had been dealt with on a day to day basis and filed. Moved by R.E. Comp. Sam Slater, seconded by M.E. Comp. Andy Gunning that: further reading of correspondence be dispensed with. Carried.
MOTION TO CHANGE ORDER OF BUSINESS Moved by R.E. Comp. Don. Purnell, seconded by R.E. Comp. Merv. Harper that: the Grand First Principal be authorized to change the Order of Business as may be required to suit the circumstances of the day. Motion carried.

He stated that his most thrilling experience had ieen when he, as G.Z. presented a Seventy-year Gold Button to a 1inety two year old Companion in Saskatoon. The Companion, in ;pite of his ninety two years was still able to stand up and :eminisce on his seventy years as a Royal Arch Mason. We have examined the books of account of Grand Chapter of Royal Arch Masons of Alberta as maintained by the Grand Scribe E. and the Grand Treasurer and have prepared therefrom the balance sheet of Grand Chapter of Royal Arc h Masons of Alberta as at February 28, 1979 and the statements of r evenue and expenditures and receipts and payments for the year then ended. Our e xamination was made in accordance with generally accepted auditing standards and accor d ingly included such tests and other procedures as we considered necessary except we did not confirm balances due from or owing to Constituent Chapters at February 28, 1979.

REPORT OF GRAND SCRIBE E.
Most Excellent Grand First Principal and Excellent Companions of this Grand Chapter of Alberta.
I am pleased to present my report for the Grand Chapter year ending February 28, 1979.
I am particularly happy to report that during the year Capitular Masonry in Alberta has again experienced a modest gain in membership.
15 Chapters registered an aggregate gain of 56 members, while 10 Chapters reported in total, a loss of 38 members.
3 Chapters remained static.
Two Chapters will receive Ten Per Cent Certificates during this Convocation .
Too many of the constituent Chapters continue to ignore the requirements of the Constitution for making Annual Returns to the Grand Chapter Office by January 31, of each year. This year the Returns dribbled in up to April 26th.
Although we show a gain in membership, I would draw attention to the following facts: This gain was not achieved by an increase in Exaltations. In 1977 we Exalted 117 Royal Arch Masons. In 19 78 our Exaltations numbered only 115.
The gain in membership was due almost entirely to a decrease in Deletions. In 1977 we Deleted 36 members; in 1978 we Deleted only 19 members. It is obvious that we cannot build our membership indefinitely in this manner. We must work to get more candidates for Royal Arch Masonry.
On a more cheerful note, I am glad to report that by careful and astute management of our business and financial affairs, we are again able to present a very favourable financial report for the year just ended, thus obviating the necessity of raising the per capita dues at least for this year.

Your Permanent Committee on the Work report that since our last regular Convocation, when Grand Chapter approved the printing of a Manual of Instructions, the Manua l has now been printed and distributed to all constituent Chapters and Officers of the Grand Chapter. The Manual has been well received and some improvement will be evident as the Companions become more familiar with the Manual. No requests have been r eceived for Official interpretation of the Work covered by the Manual. This augurs well. The Committee has been asked to include additional material in the Manual, such as procedure t o be followed when balloting, as well as directions when and when not to use the R. sign. These additions and others will be made.

The Grand Council and the Officers extend to you all a warm wel come to this the Sixty-fifth Annual Convocation of the Grand Chapter of Royal Arch Masons of Alberta , a very warm welcome to our Companions from Sister Jurisdictions and hope that your stay with us wil l result in profit and pleasure to one and all. To the Companions f rom our Jurisdiction welcome. It i s only with your support and guidance that Royal Arch Masons can accomplish that goal for which we seek.
I had the privilege t o represent our Grand Chapter at the annual Convocations of the Grand Chapters of Sakatchewan, Manitoba and Montana.
I was a ble to visi t all of our Chapters i n our Jurisdiction, and I must say that I was received with a warm welcome from all of the Chapters. I would like to say thank you to all the Companions that t ook time out to travel with me on my visitations which made the long nights mos t enjoyable. I travelled some eighteen thousand miles while making my visitations and I feel that I have made a friend for every mile.
This year fo r the f i rst time our Grand Chapter, through the Youth Endowment Fund was able to assist the Alberta DeMolay and Job's Daughters . Let us continue to support our youth.

RE-AFFIRMATION SERVICES
Re-affirmation Services were held in several places in our Grand Jurisdiction. I was able to attend at Calgary, Red Deer, and Forestburg. Red Deer and Forestburg had a very good turn out, ~ut Calgary was p9or. This is one day of the year that we ar~ viewed by the public eye. If we turn out in small numbers, the image we leave can not be good for Royal Arch Masons.

CONCLUSION
In c losing I must say that harmony and order prevailed in all the Chapters in our Grand Jurisdiction. We have one or two Chapters which are not very strong and at times do not get enough members out to open Chapter, but meet in harmony, and hope that things will improve for them. I would like to say thanks to many of the Past Grand First Principals who were ready with advice when asked. Without our M. E. Grand Scribe E. Jack Daniels and his wife Leota, your Grand First Principal would have been at a loss. To the Royal Arch Society of Edmonton, thanks for your help in planning this Sixtyfifth Grand Chapter. To our Housing Officer Companion Roy Towns, what a great job you are doing as you have done in the past. Last but not least, thanks to all the Companions who made this year possible for me.

REPORT OF THE COMMITTEE ON THE CONDITION
OF CAP.ITULAR MASONRY IN ALBERTA
Mos t Excellent Companion Hildebrandt and Companions:
Perhaps this report should be given by one who has attended all District meetings, as it is difficult to give a clear picture of the state of Royal Arch Masonry from the reports. Two of the District reports were so sketchy as to be almost useless from the P?int of view of this Committee, and it is with some reluctance and misgiving that the recommendation in Comment No. 7 is made in one or two instances. From the reports given, it is apparent that the new Grand Officers will have three or four problem Chapters. These will have to be dealt .with realistically. At times we have been prone, at Grand Chapter, to be swept into a general feeling of euphoria and wellbeing in the joy of meet ing the dedicated Companions from so many far away places. This Committee views with some doubt the value of Grand Officers doing installations and degree work, more of which seem to be the trend each year. It is true that some Chapters need help, but the value of a Chapter doing its own degree work, for the most part, cannot be over emphasized. Following then, are the reports of the Districts, with comments of this Committee.
DISTRICT # 1 Grand District Superintendent Donald Wood visited each of the five Chapters in his District once, and provided a comprehensive report on each occasion. The three Edmonton Chapters are doing well, while Edson and Wapiti have attendance problems and survive only because of the dedicated service of a few Companions. At the District meeting at Grand Prairie, Kenneth White was elected Grand District Superintendent.
DISTRICT # 2 Apart from the minutes of the District meeting in Stettler, and a short letter from the Grand District Superintendent Grafe, there is no Chapter by Chapter report from District # 2. G.D.S. Grafe states in his letter that he visited every Chapter in his District but there are no comments on any of them. However, the Chairman of this Committee attended the District meeting in Stettler, and can offer the opinion that Lebanon in Stettler and Keystone in Red Deer are do ing well; Hanna is struggling; Eheyeh in Drumheller is holding its own and The Hiram in Youngstown has new Companions and is encouraged to continue. The District meeting elected Alex. Garrett as Grand District Superintendent.
DISTRICT # 3 Grand District Superintendent Neal Warner visited every Chapter in his District at least twice, and reports that, with one exception, all Chapters are active and doing well. The exception is Assiniboia at Medicine Hat, and he comments that attendance is low, and no new members in prospect. He provided details of each visit. At the District meeting in Gleichen, held in very bad weather, w. A. Woodrow was elected Grand District Superintendent .
DISTRICT # 4 Grand Superintendent Allen Wadstein of District # 4, provided this Committee with a clear and comprehensive report. He visited every Chapter in his District at least twice, with the exception of Banff and he reports that Banff and Hillvue are barely hanging on. He states that the future of these two Chapters looks bleak. All other Chapters in the District are flourishing. At a good District meeting in Lethbridge, Keith Evans was elected Grand District Superintendent.

DISTRICT # 5 For the most part, the Chapters in the District are doing well Grand District Superintendent Herbert reports. Vermilion has some problems with attendance, but others are strong. Mount Olivet at Camrose is experiencing a steady growth in membership. The reports lacked comments and details. At the District meeting in Vermilion William Mitchell was elected to the Office of Grand District Supt.
COMMENTS: 1. No mention is made in any of the reports of Re-affirmation
Services. To this Committee's knowledge, Re-affirmation Services were held in Cold Lake and at Forestburg. The latter was attended by about seventy R.A.M.s and their families, and the Grand Council. After the Service about 150 people shared a community lunch at the Temple. If Services were held elsewhere there should be some mention made , bearing in mind that a belie1 in a Supreme Being is a prerequisite to becoming a Mason.
2. If this Committee is to make a report that is meaningful and helpful, reports from Districts must be informative, comprehens· ive, and in the hands of the Grand Scribe E. by March first. Thi position of the Grand Superintendent is a working position, not an honorary one, and should be accepted with that understanding
3. The Membership of Grand Chapter is about 3000. From the report: studied, during any given month, about 400 of these attend Chapter. This is no cause for rejoicing.
4. Most Chapters report visitors at nearly every Convocation. The Chapters active in visiting help both their own Chapter and the one visited. Chapters should avoid having the same people perform the same Work in Degree Work year after year. It is a tendency, particul arly in rural Chapters, and might have something to do with poor attendance.
5. The Grand Officers are to be commended for their untiring efforts in attending District meetings, helping with i n stallations and Degree Work and visiting Chapters.
6. Masonic education needs encouragement as there does not appear, from the reports, that very much of it is being done. It should be part of every Convocation program where Degree Work is not being done.
7. Finally, this Committee recommends that the title of Right Excellent be conferred on the five District Superintendents whose term of Office terminates with this Grand Convocation.

MONTANA
M.E. Companion Jack Hildebrandt invited Most Excellent Companion Harold Yaeger, Grand High Priest of Montana to speak to the Grand Chapter. M.E. Comp. Yaeger brought greetings from the Grand Chap· ter of Montana. He said he had visited a number of Chapters in Alberta over the years, and counted the experience a very great privilege.
He extended best wishes to Alberta for a very successful Convocation, and invited all who could to attend his Grand Convocation t< be held in the City of Missoula on June 6, 1979.

Most Excellent Sir and Companions:
The dedication and sincerity of our Grand First Principal, Most Excellent Companion Jack Hildebrandt, shine through the words and phrases of his report .
We echo and share his welcome to our distinguished vis.i tors from oth er Jurisdictions, knowing that their visitation is a mark of respect and friendship to our Grand Chapter and to our Grand First Principal -- a mark we treasure and will return in full measure.
The v isits of our Grand First Principal to Sister Jurisdictions and to al l Chapters in Alberta reflect both upon his dedication and his support for the companionship we seek and enjoy with him.
It is gratifying to learn that our Youth Endowment Fund has been able to provide assistance to Alberta DeMolay and Job's Daughters. With this start, we must now go forward with diligence in the building of the Fund and we urge our Trustees to encourage all Chapters to support it actively and with regular donations.
The gain of 18 members is indeed gratifying , when one considers the toll taken by the grim reaper. We are turning around our membership decline , and Companions and Chapters are to be congratulated .
Our Grand First Principal draws to our attention, again , the unsatisfactory attendance at some Re - affirmation Church Services. We should s hare his concern and question our dedication to our religious affiliations when we cannot, once a year, join together in divi ne worship .
The report of the loss, by death, of two of our Most Excellent Companions a nd one Companion in Grand Chapter Office, reminds us again of the frailty of our sojourn . We s hare the expression of condolence to those who remain to mourn.
We have reviewed the dispensations g ranted during the year and find them all to be within the authority and jurisdiction of our Grand z. Congratula tions are extended to those appointed to represent us at other Jurisdictions and to those made Grand Representatives to ~lberta from other Grand Chapters.

R.E. Comp. William F. Sugars, G.S.E. Queensland, reports that, Comp. F.W. Cherry, PDGZ, Representative to Alberta near Queens· land, was presented with his Jewel by R.E. Comp. Peter Halkett during Peter's attendance at the opening of the new Masonic Temple , in Sydney, Australia. Comp. Cherry was extremely pleased to receive the Jewel. "I received with much pleasure the Grand Representative Jewel from Alberta", Grady L. Pearson Connecticut. "It is one of the greatest surprises of my Masonic life, which dates back to Sept. 24, 1920. What a feeling of satisfaction to read the letters from which we have taken the above excerpts. No doubt there will be many simila letters received as Grand Chapters around the world meet and prese our beautiful Jewel to more of our Representatives. What a great deal of gratitude the Grand Chapter of Alberta owes to M.E. Comp. Jack Hildebrandt for his work in arranging to get such a beautiful Jewel to be issued to all our Representatives. Finally, M.E. Sir, it behooves all Grand Representatives of our Sister Grand Jurisdictions near Alberta to take up the torch in this endeavour and hold it high. The future follow-up action by all Representatives will no doubt enhance Royal Arch Masonry to its Zenith, which is a long time overdue; that is about 166 years.

In making this report we look to the Volume of the Sacred Law for comfort and guidance, as we pause to pay our heartfelt respects to the memory of our Companions who have been called to the Grand Chapter above.
During the year sixty five faithful Companions have been taken from our midst. They labored well in the interest of Royal Arch Masonry in this Grand Jurisdiction. We deeply mourn their passing and extend our sympathy to all concerned.
Let us pray: Most Holy and gracious Father, as we gather here to carry on the good work of Royal Arch Masonry, it is just and fitting that we should remember and pay tribute to those who have been called to Thy Temple in the Heavens. These dedicated and talented Companions are remembered at this moment for their work, and their faithfulness to the Craft, during their life on earth. They laid a firm and solid foundation. We who are gathered here to-day would be remiss if we did not continue with the same faithful dedication along the paths they have shown us.
We pray that our departed Companions have been granted their rightful p lace in the Heavenly Kingdom and that they have heard from Thy Holy Lips, "Well done thou good and faithful servant" . As we place this sprig of remembrance, a symbol of Eternal Life, upon our Altar, may You hear our prayer and grant our departed Companions a happy and Eternal Life at Thy Right Hand. We remember them with all reverence. Amen.

R. E. Companion Vernon Parks, Grand King extended greetings from the Grand Chapter of Washing t on . He said how much he enjoyed visiting other Grand Chapt ers and meeting so many Companions from different parts. Companion Parks thanked the Grand Chapter of Alberta for the wonderful hospitality he wa s e njoying.
INSTRUCTION OF DISTRICT SUPERINTENDENTS
During the forenoon of May 12th, the Grand District Superintendents present at the Sixty-fifth Annual Convocation , were given instruction in the duties pertaining to the Off ice they were to fill during the forthcoming-year.
A comprehensive coverage o f the duties and responsibilities covered by the Manual of Instructions for Distric t Superintendents ensued, and those topics requiring emphasi s to ensure that possible controversy or embarrassment did not result, were stressed. Particular and specific attention was directed to the need for the compilation and prompt submission of returns by the required date.
The matter of District Meetings, their content, agenda, manner of assessing costs for same to Chapters were discussed, and I believe thoroughly understood . Reference was made to the new Manual of Instructions, the forthcoming amendments with respect to balloting, and the desirability of it being taken into use by all Chapters and followed by interpretation given by Directors of Ceremonies.
It was again stressed that a nominee fo r the Off ice of Grand District Superintendent must b e in attendance at the District Meeting to accept his election. In the event of his absence, unless for sickness or unavoidable circumstances, he will be disqualified and someone else present at the meeting will be nominated.
This type of instruction appears to be well received, and would seem to serve a worthwhile purpose. I would recommend that it be continued on an annual basis.

PERMANENT COMMITTEE ON THE CONSTITUTION
To the Grand Chapter of Royal Arch Masons of Alberta
M.E. Sir and Excellent Companions:
Pursuan t to the 1978 report o f thi s Committee, research was continued on the items enumerated in that report i.e.
(1) To amend the method of b al l o ting from the present multiple choice method t o the single 'X' Section 22(a).
(2) To amend the amending procedure as p resc r ibed in Section 124 of the Constitution.
(3) To amend the method of selecting the "plac e of next meeting" Section 22 (b ).
The Committee also considered a suggestion t o amend Section 252 to eliminate the requirement of the Constitu tion to double register the final notice to delinquen t members.
After due consideration of the above items, it was felt by the Committee, that there wa s not s uf fic ient merit in any of the proposals to warrant proceeding with the amendments.
The Committee has, however, printed up a set of instructions for the use of Scrutineers who may not be fami liar with the multiple choice method of balloting. If this is successful, it may form a pattern for futur e Gran d Convocations.

GENERAL GRAND CHAPTER
M.E. Companion Frank Dixon, responding to the invitation of M.E. Companion Jack Hildebrandt, spoke to the assembly on activities of the General Grand Chapter, and wished the Grand Chapter of Alberta a very successful Convocation .
JURISPRUDENCE COMMITTEE
To the Most Excellent Grand First Principal, Officers and Companions of the Grand Chapter of Alberta.
Most Excellent Sir:
During the past year one item was presented to the Jurisprudence Committee for ruling, that being whether or not it was necessary to install a Past First Principal who has been re-elected to the Office for a second term.
The Committee ruled as follows:
A) Any Excellent Companion who is re-elected to any of the three Principal Offices must be re-installed, unless they are serving consecutive terms in the same Office. (Refer to Installation Ceremony - "elected for the ensuing twelve months or until their successors have been elected and installed in their stead").
Bl All other Officers must be installed annually regardless of years served in the same Office. (Refer to Installation Ceremony - "installed in their Office for the ensuing twelve months").

~he Grand Lecturer accompanie d the Grand Firs t Principal on many of iis Official Visits to Chapters in the Jurisdiction. One apparent 1rea of confusion perceived by the Grand Lecturer was that created iy having to receive the Grand First Pr i n cipal into the Chapter in iroper Form . Indeed, this part of our Ceremony, although enthusitstically enacted takes many and varied forms. Frequently the Gratd Lecturer was apprised of the need for reducing the anxiety of :he Chapter Officers by having a carefully enunciated procedure for :he recept ion of Grand Chapter Officers included in the Manual of :nstructions. Th e Permanent Committee on the Work has been so .nformed.

This part of our ceremonies varies from a formal :eremony to a casual procedure. inally , it has been noted that "Sharing of the Word" in our Closng Ceremonies still takes many forms. It would be my recommendtion that the Director of Ceremonies of each Chapter conduct a tep- by- step instructional session with a l l members participating, sing the directions given in the Book of the Work, in an attempt o standardize this portion of our Ceremon i es.

ROYAL ARCH YOUTH ENDOWMENT FUND
Most Excellent First Principal and Companions: A Trust Deed for this Fund was presented and approved by Grand Chapter in Convocation in 1978 . It was adopted together with a slate of provisional Trustees. Our Committee held a brief meeting in Red Deer on Feb. 10/79 . Progress was delayed for some time waiting for a reply from the National Revenue Dept. regarding our request, submitted by R.E. Comp. Ed. Boyd, for permission to issue tax exempt receipts for donations made to the Youth Fund. Unfortunately permission was not granted.
The Revenue Dept. will not allow us to make tax exempt donations to the Order of DeMolay or Job's Daughters, unless these Orders themselves were also registered as charitable organizations. It i s suggested that a letter be sent to each Chapter in Alberta soliciting support for the Fund. It is also suggested that the District Superintendents take every opportunity to boost the project as they visit their Chapters and District meetings.
During the year your Conunittee approved two grants, of $ 100.00 each to Job's Daughters and DeMolay, to be used to help in defraying the expenses of their Annual Grand Sessions. These donations were gratefully r eceived . This is a start in the disbursement of the Fund and it is hoped that we can continue with further donati ons to our Youth Organizations .
Requests for donations from the Fund should be addressed to the Grand Scribe E. We have two requests lately received, for addi tional donations from the Fund; one for assistance in the format ion of a new DeMolay Chapter in Calgary; the other to help finance the formation of a new Bethel in Brooks, Alberta.

M.E. Companion Hildebrandt extended an invitation to Most Excell ent Companion Richard Wheeler, Grand High Priest of Idaho, to speall to t he Grand Chapter. M.E. Comp . Wheeler stated that he had only been in this Exalted Office fo r three weeks and that he felt rathez humbled by the experience. M.E. Comp. Wheeler brought greetings and best wishes for a successful Convocation and expressed appreciation for the courtesies extended to him. He invited everyone to attend his Grand Convocation, to be held in Twin Fa lls, in 1980.
TEN PER CENT AWARDS Two Constituent Chapters qualified for Ten Per Cent Certificates, by increasing their membership by ten per c ent or more during the year 1978.

The authorised Work of the Grand Chapter of Alberta shall be that Work adopted and approved by the Grand Chapter of Alberta in regular Convocation, held in the City of Edmonton, Alberta, on t h e 12th day of May , 1979. A certified copy of the approved Work shall at all times b e kept in safe keeping by the Grand Scribe E. Motion carried.

MINUTES The Minutes of the previous Convention having been read, were approved on a motion of Henry Cuthbert and Andy Gunning.
MEMORIAL A minute of silence was observed in memory of those Companions who had passed to the Grand Council Above, since our last Convention.
MOTION Moved by Fritho Erick Mulder, seconded by John McKee that: the applications for membership, as read by the Recorder, be received and the applicants be declar ed elected and eligible to be Anointed and Set Apart . The motion was approved.
INITIATION Owing to the recent illness of o. Paul Thomas, Fritho Erick Mulder conducted the Initiation Ceremony, which was ably performed.

GENERAL BUSINESS The M.E. President, O. Paul Thomas, reminded the Council that the Ritual used for the Opening as well as for the Initiation Ceremony was a shortened version of the standard Work. This was authorized by Grand Chapter in Convocation, in 1978 to be used on a trial basis this year. He then invited comments on the changes. Several of the Companions voiced the opinion that the changes in the Ritual were all to the good of the Work, and recommended that we continue to use the shortened style.
ELECTION OF OFFICERS Fritho Erick Mulder was elected to the Office of M.E. President, and Ernest Tyler was elected as Vice President for the ensuing year.
No further business being at hand, the Convention was closed in Ample Form at 3:50 p.m.
