M. of Washington Dear Brethren: As provided in the Washington Masonic Code, this Booklet contains the following information regarding business to be conducted at the 162nd Annual Communication to be held in Bremerton, Washington on June 14 and 15, 2019. 1. Carry-Over Resolution 2018 – 1

To Amend the Standard Work and Freemason's Guide page 1-19

Statement of Purpose: To provide the optional use of language in the Apron lecture, further enhancing the glory and beauty of the presentation of this valued emblem of innocence and badge of a Mason. Resolution: Insert optional language in the Apron lecture presented to the newly obligated Entered Apprentice Mason. Whereas: The Washington Monitor and Freemasons Guide of 1917 contained optional language for the Apron lecture the second paragraph of which is part of Brother Albert Pike's Apron lecture, and Whereas: The current language in the current Apron lecture is part of Brother Albert Pike's Apron lecture and includes the optional portions as contained in the 1917 Guide; but does not include all of Pike's lecture, and Whereas: There is throughout the Washington Standard Work and Freemasons guide optional work that can be delivered to further enhance the valued lessons provided in the degree lectures and presentations, and Now, Therefore, be it Resolved, that the Apron Lecture contained on page 1-19 of the Standard Work and Freemasons Guide be amended to read as follows:

APRON

At the initiation of every candidate, he should be presented, as his own property, with a white lambskin apron. No substitute should be used. WM—M br, I nw pst y wt ths lambskin or white leather apron. lt is an emblem of innocence and the badge of a mason; more ancient than the Golden Fleece or Roman Eagle; and, when worthily worn, more honorable than the Star and Garter, or any other Order that could be conferred upon you, at this time, or at any future period, by King, Prince, Potentate, or any other person, except he be a Mason. lt is hoped that you will wear this emblem with equal pleasure to yourself and honor to the Fraternity. Carry-Over Resolution 2018 - 7

To Amend Sec. 8.01 B.L & 8.13 B.L.

Statement of Purpose: To implement Grand Master’s Recommendation No. 2, to make the Legislative Task Force, a Standing Committee of the Grand Lodge.

Resolution: To add to Chapter 8 of the Washington Masonic Code (WMC), the Legislative Task Force.

Whereas: The Legislative Task Force has been part of the Grand Lodge organization for over three (3) years, and

Whereas: Sec. 8.22 B.L. of the Washington Masonic Code states …“Special Committees whose duties and functions are continued for three successive years following their institution, beginning with the conclusion of the 1995 Annual Communication, shall be reviewed thereafter at the Annual Communication following the third anniversary of their creation and Grand Lodge may choose to make such committees Standing Committees or abolish them.”, and

Now, Therefore, be it Resolved, that Sec. 8.01 B.L. be amended to read as follows,

A. Research bills and other legislative activities during the Washington State Legislative Session and communicate the Grand Lodge stance by direct communication with Legislators and their staff and by testimony before committees.

B. Promote positive relations between Lodges and Washington State elected officials. C. Promote a positive relationship between the Grand Lodge and the Washington State legislators

to create mutual communication on upcoming bills or possibly draft bills that affect the Masonic Fraternity.

D. Promote education on our civic duties in the Lodges via programs and presentations

Report of the Committee on Jurisprudence. This Resolution is consistent with Masonic Law and Usage and is ready for consideration by Grand Lodge. Carry-Over Resolution 2018 – 12

To Amend Sec. 12.02 B.L. Statement of Purpose: To implement the Grand Master’s Recommendation No. 7 to allow Washington Masonic Charities to conduct annual appeals. Resolution: To remove the requirement to obtain prior approval from the Grand Master for Washington Masonic Charities to conduct annual appeals from Lodges and Masons in Washington.

Whereas: Sec. 12.02 B.L. prohibits Lodges from reading requests for funds in Lodge without prior approval of the Grand Master, and,

Whereas: Sec. 12.02 B.L., also, prohibits the use of the Grand Lodge mailing list for business purposes, and,

Whereas: in 2013, the Grand Lodge authorized the creation of Washington Masonic Charities as a public charity, and,

Whereas: Grand Masters have historically granted to Washington Masonic Charities permission to send letters to the Lodges requests for contributions, and,

Whereas: it is normal for public charities to make annual appeals to selected persons and groups hoping for contributions to support their activities.

Now, Therefore, Be it Resolved that Section 12.02 B.L. be amended as follows:

Sec. 12.02 B.L. Business or Begging Letters.

A. No Lodge shall: 1. Issue, furnish or endorse any letter or document to any person whomsoever, or to any

organization to be used for business or begging purposes, 2. Solicit monetary assistance or donations of money for any purpose whatsoever, by

circular letter or otherwise, from any Lodge or Mason in this or any other Jurisdiction, or from the general public; or

3. Entertain or permit to be read in Lodge any begging letter from Masons or Lodges of other Jurisdictions or from other sources, unless such letter or document shall have received the approval of the Grand Lodge or the Grand Master of this Jurisdiction, which approval shall appear on the face of such letter.

B. No Mason shall circulate in any Lodge a petition asking for financial aid for any matter or thing not of a strictly Masonic nature; and

C. The elective Grand Lodge officers shall not use the Grand Lodge mailing list for any commercial purpose whatsoever or engage themselves in any professional fund-raising enterprise whatsoever, without first obtaining the consent of Grand Lodge at the Annual Communication. Policies for usage are:

1. Grand Lodge authorization for fund raising enterprises and the use of the Grand Lodge mailing list shall be renewed annually at the annual Communication,

2. Use of the Grand Lodge mailing list, or portions thereof, by Masonic Family organizations other than Grand Lodge 501(c) 10 (1, 2, and 3) may be allowed for a fee established and approved by the Grand Master; and

3. Authorization of the Grand Lodge mailing list for use by Masonic Family organizations is limited exclusively to the purposes of promoting membership and Fraternal communication between bodies and that no commercial or fund-raising use, charitable or otherwise, may be made of it whatsoever.

D. This Section 12.02 B.L. shall not apply to Washington Masonic Charities’ Annual Appeal letters to the Lodges in Washington or the use of the Grand Lodge Mailing list by Washington Masonic Charities.

Report of the Committee on Jurisprudence. This Resolution is consistent with Masonic Law and Usage and is ready for consideration by Grand Lodge. The Committee expresses no opinion as to the wisdom of the changes this Resolution proposes. As this Resolution is a carry-over By-Law amendment it requires a majority of favorable votes for adoption.

Resolution 2019 - 1

To Amend Sec. 6.01 D. Const.

Statement of Purpose: To allow electronic format of the Standard Work as printed. Resolution: Currently the Washington Masonic Code states that booklets may be purchased by any member. It does not state that this booklet is only available in hard copy. This resolution would provide the option of receiving an electronic format of the booklet. Whereas: The current Washington Masonic Code does not approve or deny electronic copies of the Standard Work, and Now, Therefore, be it Resolved, that Section 6.01 Const. be amended to read as follows:

Sec. 6.01 Const. Standard Work.

Subsections A-C (No Change)

D. Booklets authorized by this chapter shall be sold only to members of Constituent Lodges at a price not to exceed twenty-five percent (25%) above the cost of printing or in a secure electronic format.

This Resolution is consistent with Masonic Law and Usage and is ready for consideration by Grand Lodge. The Committee expresses no opinion as to the wisdom of the changes this Resolution proposes. As this Resolution is a Constitutional Amendment it requires a 90 percent affirmative vote for adoption. Report of the Committee on Finance. The Committee on Finance, to whom this resolution was referred, has determined that the cost of this proposal, if any, would be nominal. Report of the Committee on Technology. The Committee on Technology, to whom this resolution was referred has determined that while measures can be taken to “secure” any electronic media, the electronic version, like printed books, are still subject to being stolen or hacked. Additionally, while it may be possible to have a secured document portal, the necessity to have restricted access may limit membership’s easy access to the digital files thus defeating the intent of the resolution.

Resolution 2019 - 2

To Amend Sec. 6.01 B. Const.

Statement of Purpose: To allow the Secretary or Secretary-Treasurer of each Lodge to optionally have a plain English copy of the Standard Work.

Resolution: To include the optional issue of numbered plain English copies of the Standard Work to each Secretary or Secretary-Treasurer of a Lodge, upon request.

Whereas: The current provision under Subsection B provides "The Grand Secretary is authorized to make copies of the Standard Work in plain English, including the Esoteric Work, available for use by the Grand Lecturer, elected Grand Lodge Officers, and by Deputies of the Grand Master in their several Districts…” and Whereas: The present Washington Masonic Code requires that the Esoteric Work be printed in cipher, and

Whereas: There are various interpretations as to the meaning of cipher coding, and

Whereas: The plain English version of the Standard Work is available to only a limited group of individuals, and

Whereas: The Deputy of the Grand Master is not always available at a Stated or Special Communication to consult on proper wording of the Ritual, and

Whereas: The Lodge Secretary or Secretary-Treasurer is already a trusted officer of the Lodge, and

Now, Therefore, be it Resolved, that Sec 6.01 Const. be amended to read as follows:

Sec. 6.01 Const. Standard Work.

Subsection A (No Change)

B. The Grand Secretary is authorized to make copies of the Standard Work in plain English, including the Esoteric Work, available for use by the Grand Lecturer, elected Grand Lodge Officers, (and-by) Deputies of the Grand Master in their several Districts, and by the Secretary or Secretary-Treasurer of each Lodge in the Jurisdiction, at their option, subject to the following:

1. (No Change) 2. Each copy of the Standard Work issued to the Grand Lecturer, elected

Grand Lodge Officers, (and) each Deputy of the Grand Master and optionally to each Lodge Secretary or Secretary-Treasurer shall be under their direct supervision at all times. It will not be loaned to anyone; and Rev. 2010

Report of the Committee on Jurisprudence. This Resolution is consistent with Masonic Law and Usage and is ready for consideration by Grand Lodge. The Committee expresses no opinion as to the wisdom of the changes this Resolution proposes. As this Resolution is a Constitutional Amendment it requires a 90 percent affirmative vote for adoption. Report of the Committee on Finance. The Committee on Finance, to whom this resolution was referred, has determined that this proposal will result in added costs for printing additional copies of the standard work. This can be offset by charging a fee equivalent to the cost of printing to each Lodge that orders a copy.

Resolution 2019 - 3

To Amend Sec. 17.21 A. B.L. Statement of Purpose: To add recognition pins for fifteen (15) and twenty (20) year members to the length of membership recognition program. Resolution: To start the recognition program at ten (10) years and for each additional five (5) years of service thereafter. Whereas: We currently recognize ten (10) year and twenty-five (25) year and every five (5) years after twenty-five (25) years for membership in the Fraternity. It is only proper that fifteen (15) year and twenty (20) year membership be added for consistency, and Now, Therefore, be it Resolved, that Sec. 17.21 B.L. be amended to read as follows: Sec. 17.21 B.L. Length of Membership Recognition.

A. Length of membership in the Masonic Fraternity may be recognized for ten (10) (and twenty-five) years and for each five (5) year increment after (twenty-five) ten (10) years. Each Mason who shall have been affiliated with a Lodge in this Jurisdiction, or one or more Lodges of Jurisdictions recognized by the Grand Lodge of Washington, for an eligible period of time from the date he was enrolled as a Master Mason, may be presented with the appropriate card and lapel emblem of uniform design as approved by the Grand Master and Grand Secretary. The card and lapel emblem shall be supplied to the Lodges of this Jurisdiction at cost. Rev. 2010

To Amend Sec. 15.11 B.L. and Standard Work and Freemason's Guide Addenda Page 5-4

Statement of Purpose: To retract the words "of a rectangular shape", from the description of aprons available to be worn in Washington from the Washington Masonic Code Sec. 15.11 B.L. and "(rectangular)", from the Standard Work and Freemason's Guide Addenda Page 5-4.

Resolution: The words "of a rectangular shape" are an addition to the Washington Masonic Code, Sec. 15.11 B.L. in 2012. This resolution is to permit members the choice to have rounded or perfectly square cornered aprons.

Whereas: A rounded-cornered apron is similar to that worn by George Washington, and

Whereas: The width and breath of an apron will remain fifteen inches wide and thirteen inches deep, and

Whereas: This change allows members the option for increased flexibility with Officers, Past Masters and members aprons, and

Now, Therefore, be it Resolved, that Section 15.11 B.L. be amended to read as follows:

Sec. 15.11 B.L. Jewels and Aprons. The jewels of Lodge Officers shall be of silver or of white metal, to be worn as a badge on the left breast or suspended from a blue velvet collar, or satin collar, or blue cord, which may be trimmed appropriately with silver lace and silver thread emblem or with silver or white metal chain collar on blue velvet or satin backing. Rev. 2015 The jewels of a Past Master and of the officers of a Lodge are:

Past Master - the Blazing Sun within the Compasses extended on a Quadrant, Master - the Square, Senior Warden - the Level, Junior Warden - the Plumb, Treasurer - the Crossed Keys, Secretary - the Crossed Pens, Secretary-Treasurer - the Crossed Pens (same as Secretary), Chaplain - the Bible which may be within a Circle, Marshal - the Baton or Crossed Batons which may be in a Square, Senior Deacon - the Square and Compasses united with a Sun, Junior Deacon - the Square and Compasses united with a Moon, Stewards - the Cornucopia which may be in a Circle, Musician - the Lyre which may be in a Circle, and Tyler - the Sword or the Crossed Swords.

The Deacons' and Stewards' rods shall be surmounted by the proper jewels in silver or white metal. The Deacons' rods shall be blue; the Stewards' rods shall be white.

The officers' aprons shall be white and should be of lambskin, or simulated lambskin, approximately

fifteen inches wide and thirteen inches deep (of a rectangular shape) and may have a blue lining and edging, with the respective emblems thereon. The aprons may also be adorned with the Lodge number, "all seeing eye", or other appropriate Masonic emblem. Adornments to the aprons should be of a matching color to the edging, but may include silver or gold highlights.

Past Master Aprons should conform to the qualities of the Officers' aprons, but with additional

latitude to adornment, and color (to exclude purple). Rev. 2015

Be it Further Resolved, that Standard Work and Freemason's Guide Addenda Page 5-4 (Apron) be amended to read as follows:

Apron The Apron of a Master Mason should be a plain white lambskin apron, approximately fifteen inches

wide by thirteen inches deep (rectangular) and may have a sky-blue lining and edging. No other color is allowable. Officers and Past Masters may have the emblems of their rank on their aprons. Rev. 2011

At the initiation of every candidate, he should be presented, as his own property, with a white lambskin rectangular apron which shall be worn by the candidate during all three of his degrees. No substitute should be used.

Resolution: To remove the requirement of a written transcript of the proceedings of the Grand Lodge Trial Committee be prepared and transmitted to the Committee on Grievances and Appeals following a judgment. Whereas: The Washington Masonic Code allows all proceedings of the Grand Lodge Trial Committee be recorded by audio and /or video, and Whereas: This eliminates the necessity to prepare a written transcript, because a copy of the audio and video recordings of the proceedings can be used for review by the Committee on Grievances and Appeals, and Whereas: The use of a professional court stenographer to expedite rapid and accurate transcriptions can result in a significant cost expenditure by Grand Lodge, and Whereas: The Committee on Grievances and Appeals responses to appeals or actions by the Grand Master or the Grand Lodge Trial Committee are contingent on the availability of the information from such proceedings, and Whereas: Video and audio recordings would result in instant availability of the trial proceedings and would be a more accurate depiction of what occurred at the proceeding, and Whereas: All other references to transcription have been previously removed from the Code, and Now, Therefore, be it Resolved, that Sec. 29.03 B.L., be amended to read as follows:

Statement of Purpose: To Implement Grand Master’s Recommendation No. 2 to codify the incorporation of the Kane Masonic Cemetery of Washington, Inc.

Resolution: This resolution will define who and how the Trustees are elected and/or appointed to serve on the Board.

Whereas: The Grand Lodge and William Renton Lodge No. 29 have managed the Kane Masonic Cemetery for many years, and

Whereas: It recently came to our attention that cemeteries must be incorporated, and

Whereas: The Grand Lodge has formed Kane Masonic Cemetery of Washington, Inc. as a non-profit cemetery corporation, and

Now, Therefore, be it Resolved, that Sec. 8.28 B.L. be added to read as follows:

Sec. 8.28 B.L. Kane Masonic Cemetery of Washington, Inc. The Board of Trustees for Kane Masonic Cemetery of Washington, Inc. will be composed of the Senior Grand Warden, Junior Grand Warden, one (1) Master Mason appointed by William Renton Lodge No. 29, and two (2) Master Masons elected at the Annual Communication of Grand Lodge.

The initial terms of one (1) elected trustee shall be one (1) year and the initial term of the second trustees shall be two (2) years. Thereafter, the term of an elected trustee shall be two (2) years.

In the event of a vacancy, the Board will elect a replacement and that position shall be filled subject to the election of Grand Lodge Officers at the subsequent Annual Communication. The corporation is governed by the Articles of Incorporation and By-Laws.

Each year, prior to September 1st, any Master Mason can file a written resume with the Grand Lodge of Washington to serve as Trustee on the Kane Masonic Cemetery of Washington, Inc. Board. Only one (1) trustee will be elected unless more than one (1) vacancy must be filled. If no Master Mason files for the position the Grand Master may appoint a Master Mason to fill a vacancy.

To Amend Sec. 7.03 B.L. Statement of Purpose: To implement the Grand Master’s Recommendation No. 3 to ensure adequate funds are available to support the Grand Lodge Budget. Resolution: To increase the annual Grand Lodge assessment charged for each chargeable member and stabilize the funding of Grand Lodge.

Whereas: The total number of chargeable members has declined by 35.47% over the last eight years both through attrition and the passage of Resolution 2015-7, and

Whereas: Over the last eight years, 53.4% of our funding has come from the General Fund Fee and 31.5% has come from the Per Capita Assessment, and

Whereas: The proportion of funding from the General Fund Fee has been increasing from year to year and the proportion of funding the Per Capita Assessment has been declining due to the decline in chargeable members, and

Whereas: Growth in the market value of our investments between 2011 and 2017 has enabled us to more than offset the decline in income from chargeable members, and

Whereas: The Grand Lodge Budget has only increased a total of 15.8% between 2011 and 2018 (1.98% per year). This is in line with the average rate of inflation of 1.5% per year. The Budget that is currently being proposed for FYE 2020 represents a .75% increase over the budget passed for FYE 2019, and

Whereas: The decline in the stock market in 2018 reduced the allowable General Fund Fees available for the 2019-2020 Grand Lodge Budget by 8.31%. This has resulted in a substantial deficit in the planned budget, and

Whereas: This change will allow us to reduce our dependence on General Fund Fees as a source of funding, and

Whereas: Chargeable membership is forecast to continue to decline, and

Whereas: The fiscal impact per assessable member is less than 3.5 cents per day, and

Now, Therefore, be it Resolved, that Section 7.03 B.L. be amended to read as follows:

Section 7.03 B.L. Revenue for the General Fund

A. Every Lodge shall pay into the treasury of the Grand Lodge in support of Grand Lodge general activities the following: Subsections 1-5 (No Change)

Statement of Purpose: To implement Grand Master’s Recommendation No. 5 to make the funding for Grand Lodge consistent with the spending policy adopted by the Finance Committee and approved by the Executive Committee.

Resolution: To amend Sec. 7.03 B.L. to calculate the maximum fee charged to various funds maintained by the Grand Lodge based on a five-year average value.

Whereas: Currently Sec. 7.03 B.L. provides that the General Fund will receive a maximum of a percentage of the value of other funds on December 31, and

Whereas: This calculation can result in variations that are unexpected due to fluctuations in the stock market such as occurred in November and December of 2018, and

Whereas: The Finance Committee developed a spending policy that provides for averaging the value of the funds over a five-year period so that changes in market value are leveled out, and

Whereas: Adopting a similar approach to the funding for the General Fund will similarly level out changes in the amount available to operate Grand Lodge, and

I have been a Mason almost all of my adult life. My father was initiated an Entered Apprentice Mason February 1940. He began his Masonic education long before I was born. It was apparent early in my life that there was something special about him and the way he treated all with whom he came in contact throughout his military career and afterwards, his civil engineering career. I didn’t know what it was until years later when I also asked and knocked on the door of the lodge. Masonry truly does make good men better. Throughout my Masonic life I have had the honor to meet and to know many inspiring men and Masons. I have learned from each and every one of them. I can never repay Masonry for all I have gained. I just want to do what I can to help others to learn and to grow.

I was born on April 9, 1943 in Enumclaw Washington into a Masonic Family. My father was a Mason, My mother was an Eastern Star member for 50 years. My Children have all followed in the Masonic Traditions well. My son is a Life Member of Mt. Olympus #298, My Son-in-law is a Member of Mt. Olympus #298, and my daughter is a Life Member of the Port Angeles chapter OES. I have been married twice. Both of my wives have passed. I have 2 children: a son and a daughter, by my first wife, whom I had to raise more or less by myself. That experience gave me a clear picture of the duties of both a husband and a wife when it comes to family issues. It also taught me to balance a family's health and welfare while meeting the demands of the Masonic Fraternity. Professional 20 years active duty in the US Army Corps of Engineers, during which I managed all the Army National Guard facilities in Washington State for six years. After retiring from the Army, I spent thirty years in contract and construction management. My jobs took me to Russia, Japan, several states within the US and to Liberia in Africa. I was the leader or deputy of teams that managed projects up to $1 billion in value. This experience gives me a unique set of skills to serve on the Board of the Grand Lodge Building Association.

Family I have been married to Elvira for 51 years. We met on a blind date when I was a cadet. Our son is an MD and is the Medical Director of the Psychiatric unit of Presbyterian Hospitals in Albuquerque, NM.

Masonic Philosophy I grew up in a Masonic family and was very active in DeMolay. I am a past Dad Advisor. I petitioned for the degrees as soon as I turned 21. I have been blessed to be able to travel in foreign countries, work and receive Master’s wages. I have attended Lodge in Australia, Japan, Korea, Germany, four provinces in Canada, and too many US jurisdictions to count. As a cadet at West Point, I embraced the academy’s motto of “Duty, Honor, Country.” Masonry espouses the same sense of obligation to ethics and service.
