F. Action on Consent Calendar The purpose of the Consent Calendar is to expedite business by grouping non-controversial items to

be dealt with by one Commission motion without discussion. Any member of the Commission, staff, or the public may ask that any item on the Consent Calendar be removed there from and placed elsewhere on the agenda for full discussion. Such requests will automatically be respected. If any item is not removed from the Consent Calendar, the action noted (Receive and File or Approval) is approved by a single Commission action adopting the Consent Calendar.

A paddler called to report what looked like white foam on the

Boardman River near Schecks State Campground. It turned out to be

small beads of styrofoam from a very large (4'x6'x2') piece of

styrofoam that kids were using to float down the river. Apparently the

little beads were caused when the kids cut a hole in the styrofoam for

their cooler. The styrofoam raft was located and discarded.

A. Call to Order

Meeting was called to order at 6 p.m.

B. Roll Call Commissioners Present: Pete Albers, David Grams, Rodetta Harrand, Alisa Kroupa, Jeri LeRoi, Christine Maxbauer, Kevin McElyea, Patrick McIntyre, William Mouser, President John Roth Others Present: Dr. Bob Johnson, Grand Traverse County Commissioner; Jay Buckmaster, YMCA Chief Executive Officer; Lynn Schultz, President, YMCA Board of Directors; Kerry Kalbfleisch, First Vice President, YMCA Board of Directors; Carolyn McKellar, YMCA Director of Marketing and Fundraising; Cari Noga, Grand Traverse County Resident; Chris Noga, Grand Traverse County Resident; Judith Briggs, Grand Traverse County Water Exercise Instructor; Gary Shilke, EPS; Bill Watson, SEEDS Director of Youth Development

C. First Public Comment Dr. Bob Johnson, County Commissioner, spoke regarding the American Legion Baseball program’s 67th year and opening day at the Civic Center. Cari Noga, Grand Traverse County Resident, spoke regarding a petition that was presented to the board requesting a new playground at the Civic Center. Chris Noga, Grand Traverse County Resident, spoke in support of replacing Kids Kove playground at the Civic Center.

D. Additions to the Agenda There were no additions to the agenda. MOTION by McElyea, second by Albers, to approve the agenda, as presented. Motion carried.

E. Special Orders of Business/Presentations 1. Potential for Collaboration with Grand Traverse Bay YMCA (Jay Buckmaster, Executive

Director/CEO, Grand Traverse Bay YMCA)

Jay Buckmaster spoke about the potential for collaborating with County Parks and Recreation. The YMCA and Grand Traverse County Parks and Recreation are exploring the possibility of the YMCA taking over staff management for Easling pool.

2. Seeds: Youth Conservation Corps and Twin Lakes Rental (Bill Watson, Youth Development Director/SEEDS) Bill Watson spoke regarding SEEDS Youth Conservation Corps and its programs. SEEDS and County Parks and Recreation are exploring the development of a formal agreement for in-kind trade of services for use of County facilities, such as Twin Lakes Dormitory and Lodge. MOTION by Grams, second by LeRoi, to direct the Director to explore an in-kind trade of services for use of the facilities at Twin Lakes Park. Motion carried.

3. Civic Center Camera System Upgrade (Gary Shilke, EPS and Don Sheehan, Director, County ITS) Gary Shilke of EPS spoke on a proposal made by EPS to upgrade the camera system at the Civic Center. He elaborated on the repairs and the additional cameras needed. Don Sheehan spoke regarding the capabilities of the system and the length of time footage from cameras would be stored for the purposes of retrieval. Gary Shilke explained the system may be expanded in future years.

F. Second Public Comment Chris Noga, Grand Traverse County Resident, requested action by the Park and Recreation Commission to plan for a new playground to replace Kids Kove.

G. Attorney-Client Privileged Information 1. Consideration of Written, Attorney-Client Privileged Communication Regarding Teamsters

State, County, and Municipal Workers Local 214 Arbitration, and Consultation with Counsel Regarding Trial or Settlement Strategy in Connection with Teamsters State, County, and Municipal Workers Local 214 Arbitration (Motion – Possible Closed Session) MOTION by Maxbauer, second by McElyea, to enter into closed session. Roll Call Vote Yeas – Mouser, McElyea, Maxbauer, LeRoi, Kroupa, Harrand, Grams, Albers, McIntyre, Roth (10) Nays (0) Motion carried. MOTION by Kroupa, second by McElyea, to return from closed session. Motion carried.

I. Items Removed from the Consent Calendar 1. Item 2. Parks and Recreation Commission Minutes: Special Meeting of April 2, 2015

Kroupa requested a correction to the minutes to show that she was absent from that meeting. MOTION by Kroupa, second by Albers, to receive and file Item 2, as amended. Motion carried.

2. Item 3. Parks and Recreation Commission Minutes of April 16, 2015 McIntyre requested a correction to the minutes to show that he was present at that meeting. MOTION McIntyre, second by McElyea, to receive and file Item 3, as amended. Motion carried.

3. Item 4. Parks and Recreation 2015-2016 Strategic Plan (Final) Grams suggested that the words, “and public ownership,” be removed from the Strategic Plan. MOTION by Grams, second by Maxbauer, to receive and file Item 4, as amended. Motion carried.

4. Item 5. Parks and Recreation Historical Information from former GTCPR Commissioner, Dr. Spencer Commissioner Kroupa referenced Resolutions 70 and 17, passed by the County Board of Commissioners in the early 1970s. The resolutions state the division of operational costs of Easling Pool. MOTION by Maxbauer, second by Roth, to receive and file Item 5. Motion carried.

J. Department Report 1. Civic Center

The Director reported that the Sector Bathrooms have been repainted, and that there was a good turnout for the Senior Expo and the afterhours event. a. Kids Kove

The Director provided an expenditure update for the project, and a status report on work being completed.

b. Easling Pool There are currently 18 swim classes being offered during the first summer session of American Red Cross Learn-to-Swim lessons, a Water Safety Instructor class, and some $1 Family Open Swims scheduled.

2. Maple Bay Park and Natural Area The throw ring station was installed.

3. Power Island The throw ring station was installed, the small dock was installed, the boat has been repaired, the big dock will be placed within a week, and the boat inspection will take place May 28.

4. Twin Lakes Park The buoys have been placed. The process to research moving the beach has begun with an engineer’s consultation. The department is working on training rangers to write tickets.

5. Promotions The Director stated that television promotions for all the parks are underway.

K. Old Business 1. Power Island Well

Deed restrictions have been reviewed by the Prosecuting Attorney’s Office and the U.S. Natural Resource Conservation District. Plans to drill the new well are underway. The District is expected to write a letter of support of additional campsites to be built at Power Island. MOTION by Kroupa, second by Harrand, to authorize the Director to expend additional Parks and Recreation Department funds to complete well project. Motion carried.

2. Kids Kove Soil The Director stated that the DEQ requires no additional soil testing on the former Kids Kove site. MOTION by Albers, second by McElyea, to accept the DEQ’s recommendations to not conduct additional soil sampling on Kids Kove playground site, and to move forward with seeding the area, once wood chips are fully removed and ground soil has been scraped to two inches, at least, including picnic area. Motion carried. Director provided an update about the May 20, 2015 Civic Center Business Development Meeting. MOTION by Kroupa, second by Maxbauer, to appoint Rodetta Harrand to serve on the Business Development Team, to replace John Roth. Motion carried.

L. New Business 1. Clarification of Permissible Water Activities at Twin Lakes

Commissioner Roth stated that the “no swimming outside of designated swim area” rule at Twin Lakes does not pertain to scuba diving, canoes, kayaks, and similar watercrafts. He clarified that snorkeling and free diving is considered swimming.

2. 2016 Budget Planning—Special Meeting Request The Director requested to schedule a special meeting of the Commission to discuss the 2016 budget. The Director reported data regarding the use of e-cigarettes on Civic Center Grounds.

M. Notices and Commissioner Comments Commissioner Albers stated he will not be able to attend the June 2015 Parks and Recreation Commission meeting. Commissioner Roth apologized to Commissioner Maxbauer regarding a recent radio interview, in case he might have misquoted her.

June 9, 2015 County’s Pool Plans Include Family Summer Fun Traverse City – School’s letting out and Easling Pool at the Civic Center is offering something for everyone this summer in the way of health, fitness, and fun. In honor of Flag Day weekend, Veterans and their families are invited to swim free on Saturday, June 13, during Family Open Swim at Easling Pool from 2:30 to 5 p.m. On Friday, June 19, the community is invited to a “Fun Friday Flick and Float” event. Enjoy watching “The SpongeBob Movie: Sponge Out of Water,” while swimming in your community pool. “A movie in this context will entertain the entire family,” said Grand Traverse County Parks and Recreation Director Kristine Erickson. A few more “Fun Friday Nights” at Easling Pool will be planned in July, including a paddleboard clinic. For more details, check the online Easling Pool Calendar at www.grandtraverse.org/parks. Mark your calendars and encourage friends and family to participate in a free Community Water Safety Day event to be held on Friday, July 24, from 4 to 6 p.m. in Easling Pool. The program is a fun, interactive water safety refresher. Free swim testing will be offered, too. A spinoff of the County Parks and Recreation-sponsored Freshmen Water Safety Program, the refresher is based on American Red Cross safety principles, taught by Easling Pool’s certified Lifeguards, Water Safety Instructors, and Lifeguard Instructor. “It’s a wonderful team effort and a good opportunity to provide water safety education beyond the over-thousand TCAPS freshmen we have trained during the past two years,” said Erickson. She advised participants to wear swimsuit to maximize the experience of rotating through safety learning stations in our pool.” Parks and Recreation also is excited to sponsor a special Summer Swim League for 10-to-18-year-olds. The league runs June 15 through July 26, Monday through Thursday, from 5 to 6 p.m. The six-week league offers an opportunity for our community’s youth to try competitive swimming without a great expense or time commitment. The focus is to improve swimming techniques in an enjoyable atmosphere, to help participants enjoy healthy competition, and to create a passion for competitive swimming. The league is coached to Lifeguard Instructor and High School Girls’ Swim Team Assistance Coach, Erith Welch, and other enthusiastic community volunteers and coaches. • 1912: Property purchased by Grand Traverse County from Howard and Isabelle Whiting. It is the home of Northwestern Michigan Fair.

• 1962: Talk of selling property for private use, but public opposition so great, idea was dropped.

• 1962: Firm of Johnson, Johnson, and Roy are engaged study

property for recreational use. • 1967: Resolution adopted by then-Board of Supervisors to change

name to Grand Traverse Civic Center.

• A 25-year lease agreement signed with Paul Easling Memorial Fund Committee (non-profit, Michigan corporation) for construction and operation of Easling Memorial Swimming Pool.

• Group raises money and constructs the Civic Center building to house the pool.

1971-73 • At some point funds for operations are depleted. Easling Memorial Fund

forfeits lease. 1973 • Northwest Michigan Fair at Civic Center location for last time.

• October: “Easling Pool Building” reverts back to the County.

• October: County Building and Grounds Committee recommends to County

Board that pool project be financed by the County, the City, Traverse City Public Schools, and Northwest Michigan College Board, and recommends that the County Board pledge its support to reopen and operate building and pool if partnerships secured.

• December: Funds to reopen pool made available through a contract with the State of Michigan Department of Natural Resources; City agreed to pay 50 percent of any loss above $10,000, with its share not exceeding $6,000.

BALANCE PROCEDURES & OVERVIEW

PROJECT: Grand Traverse County Civic Center Pool ADDRESS: Traverse City, Michigan Purpose & Intent: We were contact to perform an analytical test of the existing pool air handling unit (DHU-1) that serves the existing pooling building. This included taking air volume measurements served by DHU-1 and an overall inspection of the blower compartment. This test did not include testing of the refrigerant cycle and associated components. We recommend that an HVAC service contractor licensed in refrigeration systems perform this work. The locker rooms are served by separate units and exhaust fans. DHU-1: We measured the supply air volume via the duct traverse method with an Alnor digital anemometer, model #AVM440-A. The final air volume was derived with the average velocity and the free area of the duct work where the velocity reading was measured. Our test revealed that the unit was providing 16,649 cfm which equates to 123% of the unit design volume of 13,500 cfm. The outdoor air was measured per the above method in the outdoor air intake duct. The outdoor air volume was measured at 470 cfm which equates to 20% of the specified outdoor air volume of 2,300 cfm. At the time of test, it appeared that the outdoor air damper was in the open position. We also inspected the outdoor air intake louver and bug screen behind the louver. From our inspection it appeared that the bug screen was not dirty. If it was dirty, this would cause a restriction in the outdoor air intake and help explain the reason for below design outdoor air. But that is not the case. At this time we recommend that a service technician investigate the operation of this unit and confirm that the outdoor air damper has been adjusted open via the unit control system. The exhaust air was measured per the pitot traverse method as above. The exhaust air was measured at 2,732 cfm which equates to 118.7% of the design of 2,300 cfm. We performed a complete static pressure profile on the unit along with measuring the fan/motor speeds and recording electrical measurements. For final static pressure profiles on the HVAC equipment, a ¼” hole was drilled for static pressure measurement and future reference point. Each hole was capped with a ¼” duct plug. Space Conditions: We measured & recorded the space static pressures as follows: Area Referenced to: Static Pressure Ideal Pressure Pool Area Outdoors -.030” Negative Pool Area Main Lobby -.122” Negative Men’s Lockers Pool Area -.027” Negative Women’s Lockers Pool Area -.115” Negative Temperature & Humidity Measurements: We measured the temperature and humidity of the pool area with the Alnor thermo-anemometer model #AVM440-A. Temperature 84.1 degrees Relative Humidity 41.6% Final Testing: Static pressure readings were measured with an Alnor digital micro manometer, Model #AXD620. Voltage and amperage readings were taken with a Fluke multi-meter, model #375. Fan and motor speeds were measured with a Monarch tachometer, model #PLT200. Date tested: 4/28/2015 Page 1 50

Final Comments & Observations: The Dectron unit (DHU-1) appears to be in good working condition. The supply blower is currently delivering above design air volume however, the blower motor is operating within its design specifications. Currently, the blower is operating at 7.648 brake horse power (BHP) for a 10 HP motor. The drive components (sheaves & belts) show moderate signs of wear for a unit of this age. Consideration to replace these components within the next 2 years is recommended. The overall condition of this unit appears to be in good working order.

The exhaust fan is also delivering above design air volume, but the motor is operating within the motor specifications. The exhaust fan is operating at 1.871 BHP for a 3 HP motor. It appears that the exhaust fan motor was originally a 2 HP motor. The current motor is a 3 HP so we assume that this motor was replaced and upgraded to a 3 HP sometime in the past. We found the belt loose on this drive and tightened up the tension during our inspection. The sheaves on this fan are showing signs of wear and should be considered to be replaced with new in the future.

The outdoor air volume was measured well below the design specifications. We inspected the outdoor intake louver and bug screen to insure it is not blocked with lint and dirt, which appears to be relatively clean. The air filter for the outdoor air intake section appeared to be relatively clean as well. However, the possibility exists that a dirty air filter may contribute to the lack of outdoor air. Another possibility for lack of outdoor air may be that the outdoor air control damper has to be adjusted to a greater open position in unit control system.

We also observed that there are (2) motorized dampers located on the ceiling of the pool area that penetrate the roof. We are unsure if these are motorized relief louvers of there is an exhaust fan located on top of these. At the time of test we noticed that the North damper was closed. The South damper was observed to be approximately 70% open.

Space static pressures were measured in the pool area and referenced to the adjoining areas. The pool environment should operate in a negative pressure so as to contain the environmental conditions within the pool space and not permeate throughout the rest of the building. All recorded measurements indicated that the pool area is indeed operating in the ideal negative pressure conditions. The negative space pressure in the pool area coupled with the open roof louver allows for additional unconditioned outdoor air to be drawn in thru the louver. We recommend that further investigation be performed as to the function, need and operation of these 2 existing roof louvers. Should it be found that these louvers are part of an older design and not part of the newer Dectron design, then we recommend that these penetration's in the roof be closed up.

2015-2016 Grand Traverse County Parks and Recreation Strategic Plan

Mission Statement We will enhance community and quality of life through people, parks and programs.

Introduction The Parks and Recreation Strategic Plan will be developed for each year on an annual basis by the Parks and Recreation Commission during a special planning session, the time and date to be determined by the Commission.

During each year, on a semi-annual basis (or more often, as determined by the Commission), the Commission will review and revise the plan, as it deems necessary.

The plan will be comprised of a list of short-term and long-term goals (two years or less), each with assigned measurement or measurements to gauge progress, success, and completion of each goal.

Each goal will be assigned a timeline, an estimated cost (when applicable), and estimated revenue (when applicable).

The Parks and Recreation Director will report the progress of applicable goals during each of the Parks and Recreation Commission’s regular meetings. A record of accomplishments will be included in the Minutes of each regular Parks and Recreation Commission Meeting and in the Strategic Plan document (a living document to be updated as goals are revised or met).

Goals 1. Civic Center Master Plan Establish a timeline for completing the goals in the existing Civic Center Master Plan.

2. Easling Pool Continue to review current Easling Pool user fees, make recommendations for increases,

as deemed necessary, and implement the increases at a time/date to be determined by the Commission.

Issue a Request for Proposals for the management of Easling Pool; consider a

department-proposed, three-to-five-year management and business plan that moves Easling Pool to self-sustainability. Measurement: Responses to Request for Proposals are received and considered by Commission. Department plan is received and considered by Commission.

3. Skate Park Monitor and resolve safety issues.

Measurement: Continue to review and resolve Skate Park safety issues; continue to improve skate park’s surrounding areas to create a more family-friendly atmosphere.

4. Power Island Implement elements of Power Island Business Plan, funds-permitting – drill well, then

make plan to develop additional campsites. Measurement: Monitor progress and follow through, using Business Plan for Power Island as a guide.

6. Twin Lakes Park

Decide how Twin Lakes Park will be used (private or public option) to minimize liability and expense to the County; continue monitoring and implementing business plan; monitor and report revenue.

Measurement: Continue fulfilling goals of business plan.

Address and resolve the park’s swimming and security issues. Measurement: Hire a consultant to assess beach relocation possibilities and, if feasible, make a plan to relocate beach for consideration by Commission.

7. Maple Bay Park and Natural Area Review Maple Bay Park and Natural Area Master Plan and identify projects and

improvements. Measurement: Commission identifies any necessary and affordable projects or improvements to enhance Maple Bay Park and Natural Area, and works with staff on a plan for implementation.

Continue to work with the Grand Traverse Land Conservancy under the 2015-2016 Memo of Understanding for the care and maintenance of Maple Bay Park and Natural Area. Measurement: Goals and projects identified in Memo of Understanding are completed.

8. Trails Continue to partner with TART Trails or other entities to provide further countywide

connectivity through non-motorized trails.

Measurement: Ongoing written and verbal reports from TART Trails and department Director to Commission; opportunities are identified, presented, and considered by Commission.
