• Directs Counties to Establish Rules to Protect Sage-Grouse Habitat

• Provides Overarching Rules• Establishes Limits of Impacts in Core Habitats-

Measured by “Foot Print”• Defines Large vs Diminimus Impacts in Sage-Grouse

Habitat• Establishes Mitigation Hierarchy for Addressing

Development Which may Affect Habitat• Directs Developer to ODFW for Required Mitigation

• Existing Rules– Population Management (30,000 birds next 50

years)– Habitat Management (70% in advanced
