Description:
As everyone knows, Greece is currently in the middle of a grave economic crisis. What is less well known is that a new effort is being made towards open government, an effort promoted by the government as being pivotal towards wider reforms. At the PEP-NET Summit, in Hamburg, on 23rd Sept. 2010, we will briefly present the projects under way and will attempt to stir a discussion on if, how and to what extent open government & e-participation can be valuable allies in engaging the healthy and productive sectors of society under such extraordinary conditions.

No! They have a right to be ignorant. Knowledge only means complicity in

guilt; ignorance has a certain dignity.

But surely the citizens of a

democracy have a right to know.

No, no, Minister! It could never be government

policy. That is unthinkable! Only

government practice.

Are you saying that winking at corruption

is government policy?

► Cuts municipalities & related entities by 2/3 roughly ► Local elections every 5 yrs to coincide with EU elections► Obligatory publication of decisions on the internet► Doubles local e-gov service shops (ΚΕΠ)► Introduction of “smart citizen card”

Page 26: Greece 2010: OpenGov at Times of Crisis

PEP-NET Summit Vassilis Goulandris e-trikala

• Issues opinions about city affairs, proposes to the city on local development issues and proposes solutions

• 2/3 of city councilors elect the members representatives from the local academic, professional, trade, CSOs & citizens

• 25-50 members total, chaired by the Mayor• Parallel Online-Deliberation with all citizens “is not ruled

out”, and its results are presented to the committee by the Chair

• Committee meets once every year, or every 3 months upon invitation by the Chair.

“The Deliberation Committee”

• A person appointed to act somewhat like a local “Ombudsman” for the citizens

• He receives complaints from citizens and enterprises on wrongdoings, he mediates for their solution

• He is obliged to respond online within 30 days

• He compiles an annual report which is discussed in a special city council session

A new spirit …“For us, Greeks, the demand of these timesfor common effort and trust in each otherwill perhaps be the one good thing to comeout of this - not exactly unforeseeable –adventure that we've entered upon. Crisis is a group journey.”
