The AIAA Solar Cells and Solar Panels Committee on Standards has revised the standard Qualification and Quality Requirements for Space Solar Cells and it is now available for public review and comment. The original standard was published in 2005. Key revisions include the option of using displacement damage dose methodology to define radiation effects, qualification of cells for any trajectory as opposed to separate tests that confined qualification to just low earth orbit or geosynchronous earth orbit, definitions of minimum success criteria for each test, and characterizations to collect sufficient data to predict electrical performance at a given stage of mission life. As with the previous version, the standard defines terminology and establishes uniform processes, procedures, and systematic methods for verifying the capability of a photovoltaic device to operate in a relevant space environment. Make Your Voice Heard – It’s time for CVD 2014 Joaquin Castro On Wednesday, 12 March, AIAA members from all corners of the US, led by members of the Public Policy Committee (PPC) and AIAA Staff, will be converging on Washington DC to carry the AIAA Message of relevance and value of the Aerospace Industry and discuss critical industry issues in civil aeronautics, civil astronautics, and defense with members of Congress, the Administration and their staffs. Through these face-to-face meetings with decision makers, Congressional Visits Day participants raise awareness of the long-term value that science, engineering, and technology bring to America. Even in today’s fiscally austere times that resulted in reduced AIAA financial support to the CVD participants; two week before the event, we have 83 registered participants representing all six AIAA regions in the US. Our goal is to exceed 100 participants and YES there is still time to learn more about CVD and participate (just go to the AIAA CVD website and select “Register Now”).
This year the AIAA Board of Directors has approved seven key Issues (KIs) that shape the AIAA message to congressional members:

Assuring the Viability of the U.S. Aerospace and Defense Industrial Base Developing a Seamless National Cybersecurity Policy Access for Unmanned Aerial Vehicles in the National Aerospace System Ensuring a Robust U.S. Human Spaceflight Program

The issues are expanded with their respective background and recommendations, and the participants are guided by PPC members and AIAA Staff on how to deliver their message.

Meeting Notes SciTech 2014
1. There were 17 attendees + 3 visitors + 3 virtual participants2. Mark Melanson – the lead for Program Committees - discussed the Integration Tier3. Jimmy Kenyon – deputy P&E for Airbreathing Propulsion – discussed getting GEPC assistance
with the next propulsion design competition – Ruben Del Rosario agreed to be contact4. Gary Dale briefed us on “Airframe Technologies for USAF Energy Efficiency“5. We discussed award options. There was both encouragement and concern about trying to
support our own GEPC award. Creating a “Green Engineering best paper” award was judged to be easier than creating a new award. Also, cooperating with another committee to help produce nomination packages was a good option.
6. Rich Wahls and Franz-Joseph Kahle briefed us on Conference status and plans. Chris Hughes volunteered to represent the GEPC at P&E 15.
7. We had extensive discussions about our first “call for papers” being for SciTech15. Concerns were too much overlap with other committees and our ability to review abstracts. We agreed to develop a draft call for papers and run it by the P&E leadership.
8. Marty called for volunteers to fill the multiple open positions in the committee. After there were no volunteers, he agreed to take an action to contact the membership (some individually) to fill the positions. (immediately after the meeting 4 people volunteered for jobs!)

The purpose of the Green Engineering Program Committee
(GEPC) is to promote a holistic, systems approach to improved
energy efficiency, sustainability, renewable energy and ‘cradle-to-
cradle’ design. GEPC serves as the AIAA focal point for all “green”
aerospace-related programs and technologies, and works
synergistically with the appropriate technical committees to assure
that the AIAA membership is adequately informed about all aspects
of this critical aerospace activity.
