Kerala is a beacon State in implementation of local level participatory planning and its contributions to decentralised governance has been widely acknowledged. The development projects initiated through the participatory planning approach has accelerated the economic development and has improved the delivery of social justice. This was possible by ensuring a healthy enabling environment in the Local Self Government Institutions.

The World Bank assisted Kerala Local Government Service Delivery Project (Thaddesamitram) was launched in 2011 to enhance the institutional and financial capabilities of Local Self Government Institutions. 941 Grama Panchayats and 87 Municipalities have been sanctioned funds in the form of performance grant and special assistance to backward Local Bodies under this Project. Utilising these funds, many Local Self Government Institutions have designed and implemented outstanding projects in large numbers, by adhering to the environment and social safeguard protocols.

“Green Lantern” is a nicely scripted compilation of few such successful projects. This book shall be a source of inspiration to Local Self Government Institutions for taking up similar projects in their Municipalities & Panchayats as well.

Environmental and Social Management Framework (ESMF) is an integral and mandatory part of Kerala Local Government Service Delivery Project (KLGSDP) and had been implemented in all Subprojects under Performance Grant and Special Assistance for backward Local Bodies during the entire Project cycle. ESMF is made applicable in all stages of Performance Grant and Special Assistance plan process – formulation, approval, implementation & post-implementation. The integration and implementation of ESMF has been strictly facilitated, coordinated, monitored and evaluated for its compliance by KLGSDP during its completed project period.

For the integration and compliance of ESMF in KLGSDP, a series of Capacity Building Trainings have been conducted by KLGSDP to the LSGI functionaries and tool kits for the integration of ESMF in KLGSDP plan process have been developed and ensured with the plan softwares of IKM. Regular monitoring and Technical evaluations have been carried out by KLGSDP for the compliance verification and due diligence of ESMF on a regular basis as per the Project mandate.

Based on the overall productive activities carried out by the project on the environment & social safeguard component, it was decided by KLGSDP and World Bank to prepare a Compendium of ESMF due diligent projects as part of documentation. The Compendium has been drafted based on three major themes viz., 1) Natural Resources Management & Conservation 2) Conservation and Management of Critical Assets & Cultural Heritages 3) Conservation and Management of other Public Service Assets, which are linked to the five major mandatory functions of Local Bodies (Mandatory Functions 3,4,6,9&18 in particular) as per Kerala Panchayat Raj Act. Subprojects created/maintained under the Performance Grant and complying with the above themes have been identified from Districts and are documented herewith for dissemination of information and replication to other Local Bodies.

Local Governments have specific and defined roles in conserving our natural resources, especially in the areas of sustainable management of resources, land use, water, waste management, health and sanitation and environment protection. In Kerala, attempts by Local Governments for Integrated Natural Resource Management began in the Ninth Five Year Plan with the initiative for Block Level Watershed Master Plan preparation. With the introduction of NREGA, Local Governments have embarked upon a trajectory of community based integrated natural resource management.

It is obvious that, Local Governments have greater potential than line departments to push integrated natural resource management approach because of their effectiveness in: a) Empowering stakeholders b) Resolving conflicting interests of stakeholders c) Fostering adaptive management capacity d) Adopting inter-disciplinary solutions to developmental issues e) People’s participation. At present the Local Governments are in general utilizing the expertise and services available in various state Govt. agencies for the delivery of those functioning. The Local Governments have been so far successful in addressing some specific areas of environment management like solid waste management, slaughter house, public health and sanitation including managing of hospitals, using their own resources or mobilizing other resources.

The Performance Grant of Kerala Local Government Service Delivery Project received to the Grama Panchayats and Municipalities of Kerala from 2011 onwards has been utilised by the LBs for improving many service delivery aspects. The effective utilization of Performance Grant had a direct impact on different services like infrastructure development, conveyance and transportation, education, health, governance, electrification, drinking water supply, recreation, livelihoods etc. List of assets created by the LBs using Performance Grant from 2011-2016 is given below in Table 1.

KLGSDP has given a special emphasis on Environmental & Social Safeguards and an Environmental & Social Management Framework (ESMF) has been mandatorily integrated with KLGSDP. The ESMF comprises a detailed strategy and procedures for environmental and social appraisal of sub-projects taken up by the LBs and provides a special emphasis for the conservation and management of natural resources of LBs in addition to the utilisation of funds for other service delivery projects. Accordingly, many of the LBs put forwarded subprojects that could address this theme using Performance Grant and Special Assistance for backward Local Bodies under KLGSDP. The completed project list of KLGSDP database indicate that, there are nearly 370 subprojects related with conservation and protection of Ponds / Tanks / Wells / Canals and 66 Subprojects concerned with the construction and maintenance of check dams/ irrigation canals and about 1203 subprojects related with installation and management of solar energy systems for Panchayat/Municipal buildings, street lights, high mast etc. using Performance Grant.

Similarly, Local Governments have a great role in the conservation and management of critical assets such as crematoria, slaughter houses, waste management facilities etc. essential for ensuring better service delivery in these sectors. Though Government is earmarking funds for the installation and management of such facilities at Local Bodies, majority of the LBs fail / reluctant to take up projects under such categories due to many reasons such as lack of expertise, fear of technology failure, absence of required land for the implementation of the project, lack of public consensus etc. The capacity building trainings facilitated by KLGSDP reiterated the necessity and priority for implementing such projects in these sectors. Accordingly, there were many such projects emerged from Local Bodies and the data base of KLGSDP till the utilisation of fourth cycle of Performance Grant shows that, there are nearly 202 Subprojects concerned with the construction and maintenance of critical assets such as crematoria and centralised and decentralised waste management subprojects using Performance Grant.

The following sessions of this Success Story Compendium, named “Green Lantern” portrays some of the positive initiatives from this list taken up by Local Governments to address themes like 1) Conservation & Management of Natural Resources 2) Conservation and Management of Critical Assets, Cultural Heritages & Monuments 3) Construction and Renovation of other Public Service Assets.

Worldwide, ponds of both natural and manmade occur in all bio-geographical regions and form 30% of global standing water. In the context of changing world (climate, landscapes, water uses, and environmental policies), it is ascertained scientifically that ponds are biodiversity hotspots both in terms of species composition and biological traits, and have a significant role to play in the provision of ecosystem services. In terms of services, ponds offer sustainable solutions to some of the key issues of water management and climate change. Ponds can remove diffused pollutants from surface waters, including sediment, phosphorous, and nitrogen. Strategically located pond networks have the potential to hold water back at source, recharge aquifers, and maintain the water table to optimum level. In addition as rich source of water, ponds play a great role in different ecological, social and economical aspects of human life. They serve directly or indirectly the daily life of people for agricultural & domestic purposes. Ponds are proved to have a great role in flood and drought control, maintain the water table of the area,

facilitate ground water recharge, pollution filtration, biodiversity control and also for recreation activities of the public.

Kerala is blessed with a number of ponds – both natural and manmade – and the sources report that there are 18,681 ponds in Kerala, Palakkad district having the highest number of ponds (5,411), followed by Kannur (2,414), Alappuzha (1580), Thrissur (1,198), Malappuram (1,153), Trivandrum (1,086), Idukki (973), Ernakulam (932), Kottayam (853), Wayanad (733), Kollam (709), Kasargod (612), Pathanamthitta (582) and Kozhikode (445).

Paradoxically, ponds have become one of the most threatened of all environmental resources and majority of the ponds erstwhile have become abandoned or later transformed into barren lands due to over siltation, pollution and other urbanisation activities. However, due to the awareness on different environmental programs and strict enforcement of Government policies in the recent years to conserve and restore the natural resources, there was a move and an urge for the conservation and management

of ponds with maximum people participation. Local Governments, Voluntary organisations, NGOs and student organisations take part in the conservation and renovation of ponds and media is also playing a great role in popularising such productive initiatives.

Kerala Panchayati Raj Act stipulates certain mandatory functions for the conservation and management of natural resources within the Local Bodies. They are:

• Mandatory function No. 3: Conservation and Management of traditional drinking water sources • Mandatory function No. 4: Conservation and Management of ponds and other water bodies• Mandatory function No. 5: Maintenance of waterways and canals under the control of Panchayats

In compliance with these mandatory functions of LBs, many Local Bodies have initiated steps to conserve their natural resources viz., wells, ponds, check dams, canals, micro-irrigation ponds etc. Using the KLGSDP Performance Grant alone, nearly 370 subprojects have been implemented by the Local Governments for the conservation and management of Ponds/ Tanks/Wells/Canals and nearly 66 Subprojects have been implemented with the construction and maintenance of check dams/ irrigation canals across the state using Performance Grant up to 2016-17. Some more projects of similar activities are also taken up for the 5th cycle of Performance Grant and are in different stages of completion.

Korakulam pond after renovation

Neyyattinkara Municipality, the most southern Municipality of Kerala was blessed with a lot of natural water bodies including ponds, rivers, canals and wells in the ancient past. However, over a period of time, many of these water bodies became defunct and non-operational due to many urbanisation activities. As part of regaining the water wealth of ancient times to cater the high demands and needs of the people and as part of the policy of protecting natural water resources, Municipality ventured in to the work of

conserving its natural ponds one by one. Korakulam Pond, having an area of 4500 m2 is one such water body located in the Panagattukari ward in Neyyattinkara Municipality in Thiruvananthapuram District. The Municipality utilised an amount of Rupees 57,19,202 for this project, of which Rupees 42,24,202 met from Performance Grant of KLGSDP. The main works were de-silting, removal of water weeds, construction of protection wall around the pond and laying interlock tiles, hand rail etc.

In this circumastances, based on the demands of the general public of the area, the Muncipal councial decided to renovate and conserve this pond, realizing the importance of conserving such water bodies. Under the KLGSDP grant of 2014-15, the Municipality utilised an amount of Rs. 11,50,000 together with Rs. 1,25,000 from own funds for the renovation and beautification of this pond. Using the available grant, the pond was reclaimed and a beautiful walk way was built around for protection and also for the recreation purpose of the public. After implemention, this pond became a hub of natives and newly constructed walk way has been utilised by many for their morning and evening walks. Currently, the project is benefiting more than 2000 people directly or indirectly. It is also reported that, after the reclammation of the pond, the adjuscent wells have a higher water table, which shows a direct impact of the project to the sarrounding environment and adjuscent natural resources.

Aanakkulam pond after renovation, used by people for recreation and domestic services

Thrippunithura Municipality is thickly populated and is a satalite city of Ernakulam District. There was a great demand of fresh water sources from the general public for the last few years to cater their daily needs. One of the notable project implemented by Thrippunithura Muncipality utilising Performance Grant is the the Conservation & Management of one such natural pond for public service. This pond, Aanakkulam is located at Ward No 41 at Thrippunithura Muncipality and was a major water source erstwhile. However, due to non-maintenance and casualness, the pond became shallow and polluted over a period of time and was not in a position for any domestic use by the general public from 2014 onwards.

A similar effort has been made by the Kaduthuruthy Grama Panchayat in Kottayam District to conserve and manage a “chira” (natural water body) using the funds from KLGSDP. Chirakkulam, a natural pond at Kaduthuruthy GP was a major water source for the inhabitants of the GP and nearby Local Bodies and the water was used for domestic, agriculture and irrigation purposes. In recent years, due to indiscriminate human interventions and other activities, the pond became shallow and non-operational. Based on the demands and needs of the local inhabitants to renovate this pond, the GP utilized Performance Grant

Chirakkulam Pond, Kaduthuruthy Grama Panchayat, Kottayam District

of Rs. 17,60,349 during the Financial Year 2015-16. The pond was cleaned, removed all wastes and weeds, banks were strengthened and a protection wall was also provided with interlock pavements covering all sides to provide a walk way for the public. Currently, this water body shed has become a good and sustainable water source of Kaduthuruthy GP for the general public and nearly 400 families are getting benefit out of that in and around Kaduthuruty. The Local Body has earmarked funds for the next year also for making grills to the pond from waste dumping and also to protect rain water flow from the neighbouring road. After the renovation and conservation of this perennial pond, realizing the potential of this water source to the service of public, media has given good coverage to disseminate the information to public and other Local Bodies.

Chathannur Grama Panchayat of Kollam District is one of the naturally blessed land piece having rich mineral deposits known for its good quality clays which is used in pottery and ceramics. There are ceramic and clay industries of big and small size depending clay as raw material of this GP, hence clay mining is one of the major activity of the area. Many people of the area depends these industries for their livelihoods as well.

As an impact of the clay mining of the area, there developed a water source in the area next to the bus stand of the Chathannur years ago. During the course of time it was transformed in to a natural pond developing its own ecosystem. However, like many other water bodies in the urbanized Panchayats this pond was also converted into a waste dumping yard later on. In due course, dumping of the waste reduced the size of the pond into the size of a well, with lot of garbage and other organic wastes up to its top and Panchayat received a lot of complaints in this regard to conserve the pond or fill the pond with mud forever, so that the nuisance of dumping garbage to a water body and its associated issues are not recurred. This is the point where the Grama Panchayt has taken a strong decision to conserve and renovate this water body instead of filling this with mud and killing a natural water body forever.

Accordingly, a project was formulated and implemented by the GP at an expense of Rs. 11,79,538 exclusively under the KLGSDP funds during 2015-16 with a dimension of 15.00 meter X 11.00 meter and with a depth of 3.00 m. Dredging was carried out initially and pond was excavated to the required shape and size and on progressing the dredging and excavation, natural springs opened up, filling the pond in 24 hours with cool, clear, fresh water. participated in the renovation process – making the project a people participated project in its real sense. The sides of the pond were protected by dry rubble masonry with utmost care not to interrupt the free flow of the springs discharging to the pond. The adjacent vacant space of 35.00 meters X 25.00 meters of the pond has been earmarked for the development of a park in future for the recreation activities of the public. The work was also completed in record time with the joint participation of GP functionaries including elected representatives, implementing officers and general public, starting in 1/12/2015 and completed in 10/3/2016.

Renovation of this pond resulted indirect benefit for the locality as well. There was considerable increase in the water table of the nearby wells of the locality, resulting in the rising of water levels in the wells within a radius of 200 meters by at least 1 meter in water column. Currently, the pond maintains a good water level throughout the year, during the extreme summer season also. Chathannur GP is well appreciated for its effort and pro-activeness in conserving a water body, which would have become a menace otherwise, as part of the policy of Local Bodies for natural resources management and conservation

Similar efforts to conserve the natural ponds and watersheds have been carried out by many Local Bodies realising the need for the conservation and management of our natural resources for the future generations. Niramaruthur Grama Panchayat of Malappuram District, Kottappady Grama Panchayat of Ernakulam District, Mala Grama Panchayat & Adat Grama Panchayat of Thrissur District are few among them worth to mention.

Erumapetty Grama Panchayt in Thrissur District is having an area of 32.12 square kilometres with 20 wards and the famous Vadakkanchery River passes through Erumappetty. Majority of the inhabitants of Erumappetty are traditional labourers and paddy is extensively cultivated here. The medicinal rice called “Njavara”, which is extensively used in Ayurveda treatments, is one of the major cultivable crops here. For serving irrigation facilities to the agriculture farmers of the area, Kottappuram Check dam was constructed across the Vadakkanchery River, 30 meters down stream from Kottappuram Bridge. 12 years back, the height of the check dam was increased to about 50 meters under the Jalanidhi Project. But due to the overflow of water in rainy season and due to sand mining in certain areas, the protection wall of the check dam got damaged and was in a collapsed condition. Subsequently, the water holding capacity and flow of river became very poor, which negatively affected the water supply of the Jalanidhi project as well. Moreover, due to the insufficient irrigation facility, the crops of the surrounding area also faced damages, which ultimately resulted in huge loss to the farmers as well.

Similar to ponds, the check dams, which are small, (sometimes temporary) dam like structures constructed across a waterway to counteract erosion by reducing water flow velocity and soil erosion. They have a great role in public service delivery and in the ecological and social benefits of the society as they help in irrigation to increase agriculture and livestock fertility of the immediate area. It is known that, the check dam systems help to measure the gully erosion due to strong current of river channels and helps to prevent silting and in reducing the augmented height of the lower levels.

KLGSDP Performance Grant has been utilized for the construction and maintenance of small check dams as well as these are related to asset creation / maintenance intended for public service delivery and in conserving environmental and social safeguard concerns of the region.

Honouring the request of agriculture labourers of the area to resolve this issue, the GP took an initiative to reconstruct the protection wall of the check dam using the Performance Grant of KLGSDP. Under this project, the damaged portions of the check dam and its protection wall were reconstructed for an expenditure of Rs. 13,30,000. To strengthen the dam, concrete reinforcement lining is provided with additional pillars and retaining walls. The work started in the month of March 2017 and completed in May 2017. Now the project benefits the areas near Kottappuram and Mangad areas which support the Jalanidhi drinking water project and agricultural sector. People of the area are much satisfied on completion of this project, as it has benefited the services to them in terms of water availability and also in terms of improved irrigation facilities and agriculture production. This project could be rated a good service delivery project in terms of its environmental and social compliances.

RECLAMATION OF PUBLIC WELLS The ground water potential of Kerala is very low as compared to that of many other states in the country, owing to its unique topographical features. The estimated ground water balance of Kerala is 5590 Mm³, as per the records of Government (http://www.kerenvis.nic.in/Database/WATER_820.aspx). Dug wells are the major ground water extraction structures in Kerala. The dug wells have a maximum depth of about 10 to 15 meters and have a diameter of about 1 to 2 meters in coastal region and 2 to 6 meters in the midland and high land. The open well density in Kerala is perhaps the highest in the country-200 wells per sq.km in the coastal region, 150 wells per sq.km in the midland and 70 wells per sq.km in the high land. The ground water withdrawal is estimated as 980Mm³ and the State Ground Water Department calculate the effective recharge as 8134 sq Mm³.The ground water level receding drastically during the summer months and drying up of wells are common features of the ground water levels in many parts of Kerala. People in Kerala depended more on house hold wells and public wells for their domestic purposes in earlier times and it still prevails in many of the areas where the water supply provided by the Kerala Water Authority is less or minimum. BPL families and public living in colonies, slums etc. depend more on public wells owned by the Local Governments of the area and the demands are more during the drought and summer seasons. During summer seasons, there is great demand from the general public for the renovation of the existing public wells to cater the higher demands of the people for drinking water supply. Women are the prime sufferers of the water scarcity issue, as they had to travel distances to bring water to their homes, which adversely affected their health, productive time for family, livelihoods etc. Obviously, the demand for the renovation of existing water supply facility was more from the women of the area, hence some of the Local Bodies have utilized their Performance Grant share for the renovation of public wells of the area for providing water supply to the people of the area.

Koratty Grama Panchayat, Thrissur District

Koratty Grama Panchayat in Thrissur District is one of the Grama Panchayts in Kerala facing acute water scarcity. The GP had a population of 17,618 constituting 49% male and 51% females. Koratty was one of the GPs which depended the natural waters and household wells for the water sources in earlier times

for their daily domestic purpose. Due to increased population and decreasing water resources owing to the climatic change and other factors, the demand for sufficient potable drinking water became more serious and was in an alarming situation. Though had enough water sources in earlier times, majority of the wells and ponds of Koratty got abandoned or non-operational due to non-maintenance and majority of them got dried recently. The women of the area were the main sufferers and they had to spend most of their time and energy for bringing water from far away water sources, which affected their health, job time and quality time for self and family. Situation was much worse in wards where the scheduled caste colonies and settlements were more, where public wells were the only source of water for them. Under these circumstances, there was a great demand, especially from women inhabitants of the area for the access of potable water to the general public in the Grama Sabhas and Panchayat took an initiative to renovate public wells having enough/potential water sources to cater the needs of nearby public. Accordingly, 8 perennial wells were selected from different wards, based on the demand and potential water yield. Total project cost for the renovation of these wells were estimated to be Rs 32,47,000 and was met from the Performance Grant share of KLGSDP. Using this Project, the wells were cleaned properly, wastes and mud were removed and different renovation works were executed. Proper safeguard measures were applied for these wells like fitting of iron grills for child security, concreting of walls, installation of top covers to prevent contamination etc. The entire projects have completed successfully and are benefiting to almost all the beneficiaries in these wards. Currently, all the renovated wells have sufficient water for the public and the project became an ideal one not only for Koratty GP, but also to nearby Grama Panchayats as well.

Chittur- Thathamangalam Munic+ipality of Palakkad District is one of the Municipalities in Kerala, where water scarcity is a major problem, especially potable drinking water. This Municipality gets lowest rain fall due to its topographical features and remains dry in majority of the seasons. However, to address the water scarcity issue, the Municipality has taken up many steps for the conservation and management of the available ground water and also to harvest the available rain waters. Preservation and management of the existing wells, ponds, water bodies etc. has been largely initiated by the Municipality with maximum people participation. The funds from different sources were pooled and utilised for this purpose.

Using the Performance Grant of KLGSDP in 2016-17, the Municipality renovated the old well existed in the compound of the Municipality under the “Navayuga Mathruka Paripadi” (New Era Model Program) of the Municipality for an estimated cost of Rs. 2,17,844 adopting rain water recharge facility. The project ensured the harvesting of every drop of rain water received in the 2500 square feet roof area of the Municipal building for the recharge of the well and to maintain the ground water table using this facility. A traditional water purifying mechanism using char coal, gravel, sand etc. has been developed and installed to purify the water received in the well from the roof top. A simple diagrammatic representation has been portrayed on the wall of the water recharge unit to make the model aware to the common public as well. Additionally, the walls of the well has been strengthened with concrete reinforcement and made attractive further using colourful paintings and pictures. Messages and slogans for popularising the need and essentiality of water conservation also portrayed in the walls of the well as part of the campaign for natural resources conservation and management. This innovative model of rain water harvesting and water conservation is attracting the attention of the public reaching the Municipality and serves as a motivating model for public as well as other Local Bodies. Motivated with this innovative model of Chittur – Thathamangalam Municipality, Palakkad Municipality has renovated their well also in the premises of Palakkad Municipality.

Gurvayoor Municipality is one of the major Municipalities in Thrissur District and is famous in and outside Kerala because of the presence of famous Guruvayoor Temple. The Municipality is a thickly populated urban hub with a population of 70,012. The Municipal complex of the Municipality is composed of many transferred institutions and the area is also very crowded and congested. Because of the more number of offices and use of electric equipments, the electricity consumption of the Municipality was also so high and the bimonthly electricity bill was around Rs. 65,000 which was a big recurring liability for the Municipality.

INSTALLATION OF SUSTAINABLE ENERGY EFFICIENCY INFRASTRUCTURES

Government of Kerala as its policy had initiated so many projects and programs for the promotion of utilization of non-conventional energy sources with the support of Ministry of Non Renewable Energy Resources, Government of India. To facilitate the programs, Government of Kerala has even established an agency (Agency for Non-Conventional Energy Resources & Technology -ANERT) under the Department of Power to gather and disseminate useful knowledge in various fields of Non-Conventional Energy. ANERT is the nodal agency for promoting Energy Conservation and Rural Technology and support implementations of schemes and project in these fields, with an aim to reduce drudgery, increase production and improve quality of life. To promote these initiatives, Government has offered subsidy for the organizations that come forward to utilize the non-conventional energy sources for the well being of the society. Kerala is one of the states having abundant solar energy. Realizing the potential of this natural resource and also to avail the benefits of policy initiatives of Government in the field, some proactive Local Bodies have come forwarded to utilize the untapped solar energy for the functioning of their Panchayat office and transferred institutions.

To address this issue and also to save money and energy, the Municipal Council decided to install a solar power plant in the Municipal office and Library. In the year 2014-15, Municipality installed solar electric panels under the Performance Grant Project of KLGSDP for an amount of Rs.28,76,000. For the installation of this solar plant, an amount of Rs. 6,15,000 as per the subsidy norms of Ministry of Non Conventional Energy Resources was also received to the Municipality as promotional package. 20 KWP solar plant was installed on the top of Manjulal shopping complex with 80 panels. The solar energy produced here is transmitted through underground cable to the Municipal and allied offices. The surplus electricity produced is supplied to Kerala State Electricity Board Power Grid, which brings additional revenue to the Municipality from sustainable energy resources.

Kodur Grama Panchayat of Malappuram District is one such proactive Local Body came forwarded to install a solar energy system on the roof top of their Panchayat building. An amount of Rs. 10,80,030 was utilized for the installation of this solar panel on the roof top of the Panchayat building. The GP installed 10 KW Solar Photovoltaic Mono Crystalline Panel with Mounting & Structure (Hot Dipped, Galvanized) with Tubular Battery by an agency, IGA Tech Electronics Pvt. Ltd availing 30% subsidy of the Ministry

of Non Renewable Energy Resources. The energy generated from the solar panels are currently utilized for the regular functioning of the electrical equipments such as fans, lights, computers etc. of Panchayt office, computer training centre and the agriculture office, which are in the same building complex. Kodur GP is saving an amount of Rs.10,000 per month on account of electricity bills and they are planning to sell the excess electricity generated to the power grid, so that this would become a revenue source for the Panchayat in future.

The main advantages of the implementation of this project is that, the huge monthly electricity bill has come down drastically from Rs. 25,000 to minimum charges and the project ensured relentless supply of electricity, which helped in the smooth functioning of office.

A similar effort as that of Kodathur GP was carried out by Kadalundi GP of Kozhikode District. Kadalundi is a coastal Panchayat surrounded all sides by water bodies – in north Chaliyar River, in east Canoli

Canal, in west Arabian Sea and in south Kadalundi River. The GP has a lot of backwardness due to its inherent geographical, economical and societal issues. Many times, the GP faced hurdles even in paying the electricity bills of the Panchayat and its transferred institutions including schools and Anganwadis. The GP had 41 Anganwadis, of which only 27 were having own buildings and 20 only are having electricity connection. During hot summer and adverse climatic conditions, it was very difficult for the kids and toddlers to adjust with the non-electrified buildings and this was brought to the attention of GP officials by the parents and also the Anganwadi teachers.

Realizing the difficult situations, the GP decided to install solar panels on the top of selected Anganwadis to

cater the electrification needs of these Anganwadis. Accordingly, utilizing an amount of Rs. 2,70,000 the LB has installed solar panels on the top of three Anganwadis (Harishree Anganwadi in Ward No: 9, Kadalundi Kadavu Anganwadi in Ward No: 19 & Attukunnath Anganwadi in Ward No: 7) in FY 2014-15 of 1 KW capacity with 4 panels of 250 volt each. In addition to the ICDS Programs, these Anganwadis are the platforms for the adolescent programs like Sabala, immunization programs, programs for the pregnant women etc. After the implementation of the project, the beneficiaries of these Anganwadis feel more comfortable and satisfactory and they acknowledge the support extended by the LB.

Kumbadaje Grama Panchayat of Kasargod District is in the Manjeswaram block bordering Karnataka state having an area of 31.04 sq. km area. Thulu is the dominating language of the Panchayat than the state

language Malayalam, owing to its closeness with Karnataka state. Due to its inherent geographical, economic and social features, the GP is a backward GP of the state having a lot of administrative and governance issues. Since the GP is having a very less revenue and own sources of fund, many times the GP faced issues in performing its routine functions including regular electricity bill payments.

To address the issue of electricity shortage and to ensure uninterrupted power supply for the smooth functioning of office and associated institutions in the GP Office complex, a

similar effort as that of Kodur GP has been made by the Kumbadaje Grama Panchayat as well. The GP implemented a solar project by utilising an amount of Rs. 33,00,000 for the production of 24 KW capacity. The solar panel is installed on the top of old Panchayat building and the power generated is supplying to the new Panchayat building of Kumbadaje GP as well, which was constructed from KLGSDP fund, as the old building had limted spece and facilities. The electricity generated from the newly installed solar panels is currently catering the needs of new and old Panchayath building, Krishibhavan and Public Health Centre. 10 Computers, 12 fans, 16 bulbs are working in the old building and in Krishibavan, 5 fans, 8 bulbs and 2 computers are working and in PHC 2 computers, 6 fans and 8 bulbs are working. Since the power generated from the current project is surplus after catering the needs of Panchayat, GP has initiated steps to sell surplus electricity to the Power Grid in consultation with Electricity Board. The Kumbadaje solar project is a classical example and adoptable model as how a backward Panchayat can be self sufficient and sustainable utilization and conservation of its natural resources for the welfare of the community.

Vellinezhy Grama Panchayat of Palakkad District is well known for its cultural, social and academic background. Vellinezhy is blessed with many writers, poets, artists who have received national and international reputations. Vellinezhy GP has always given its prime most attention in the academic, cultural and mental development of the students of the GP and schools of the GP was given a special attention and prime most concern in planning & development.

A steam cooking boiler was installed at the Government Lower Primary school of Vellinezhi in 2016-17 at a cost of Rs. 1,60,000, of which 1,38,439 was from KLGSDP Grant and rest from the Parents Teachers Association funds. This was intalled as part of their basic infrastructure development with an objective to provide healthy, smoke free, good quality noon meal to the students

of the school. This steam boiler is having two stainless steel containers in which 15 kilogram rice and 30 litres of side dishes can be prepared simultaneously using steam pressure cooking. The peculiarity of the steamer is that, 15 kilogram rice can be cooked within half an hour of time in steam without exposing the contents directly into fire. This saves time, energy, fuel consumption and also getting of healthy food. The boilers are designed and installed in such a way that, the containers can be rotated 3600

without taking them from the unit for cooking or cleaning. This helps the women chefs of the school to handle the utensils easily for cooking and also for cleaning. The students, Parent Teacher’s Association of the school are very thankful to the Vellinezhy GP for their support in installing such an innovative mechanism to the school in consideration of the health and welfare of the students of the area.

This steam boiler is a classical and unique model for energy and fuel conservation and introduction of a healthy and innovative safeguard system to the service of the young generation of the GP and can be adopted by any other Local Body for such purpose.

Similar to the conservation and management of natural resources, Kerala Panchayati Raj Act also stipulates mandatory functions for the construction and maintenance of certain critical assets essentially required within the Local Bodies. They are: • Mandatory function No. 6: Collection and disposal of solid waste and regulation of liquid waste

• Mandatory function No. 8: Maintenance of environmental hygiene • Mandatory function No. 18: Establishment and maintenance of crematoria and burial grounds

CONSTRUCTION AND RENOVATION OF CRITICAL ASSETSIn compliance with the mandatory function No: 8, many Local Bodies have initiated steps to maintain an environmental hygiene in their LBs by installing facilities for solid and liquid waste management, construction and maintenance of public markets, toilets, crematoria and burial grounds. Using the KLGSDP Performance Grant alone, nearly 123 subprojects have been implemented by the Local Governments for the construction and maintenance of toilets, 110 public markets, 121 crematoria and burial grounds, 348 storm water drains, 75 solid and liquid wasye management facilities etc. across the state using Performance Grant up to 2016-17. Some more projects of similar activities are also taken up for the 5th cycle of Performance Grant and are in different stages of completion. Some of the model projects on such critical assets are:

Maradu is one of the major Municipalities in Ernakulam District having an area of 12.36 sq.km and a population of 41,012 with female - male ratio of 1051/1000. The Municipality consists of 31 wards and is one of the satellite cities of Ernakulam District. Due to the heavy urban population and lack of enough residential and domestic lands, people faced issues in cremation of the dead bodies. Many times, they had to depend the old traditional crematoria of the Municipality, fuelled by firewood in a place called Nettoor, which was having single furnace or had to depend other sources for the cremation of the residents of the Municipality.

In order to address this issue, the Municipality implemented a project to renovate the existing crematorium with an additional LPG fired furnace using the funds from KLGSDP. Total cost of the project was Rs. 43,50,000.

The new furnace is a full length high quality burner on the both sides (3 inch X 4 nos.), which ensures uniform burning process from different angles. This burner system also ensures fuel efficiency. The excess heat and fumes are taken out through a water bath in order to bring down the temperature to normalisation and to settle down the foreign particles. During this process, the particulate matter, oxides of nitrogen, hydrogen, chloride, carbon dioxide and carbon monoxide produced are brought down within the limits of pollution control norms. The chimney of the furnace is of specified height (30 m) as per the norms of Kerala State Pollution Control Board to avoid smell and fumes coming after burning. The ashes can then be collected from the stainless steel collection pan of the furnace. The surroundings of the crematoria has been protected with a green belt with flowering and medicinal plants, a small pond and other trees to give shade, greenery and a peaceful atmosphere for the public, making the name of the crematorium “Santhi Vanam” in its real sense.

A similar crematorium project has been implemented by the Pudussery Grama Panchayat of Palakkad District. Pudussery is one of the satellites Grama Panchayat of Palakkad Municipality and is a more urbanized Panchayat, oly 5 km away from the Palakkad Municipality. The population of Pudussery is 45,462 with a population density of 340. Previously, people of the area depended the old, conventional crematorium of the GP or depended Ivar Madaom crematorium, kilometers away from Pudussery for the cremations. Due to increased population and fast urbanization, there was a demand for the establishment of a modern crematorium in the area and this was placed in many Grama Sabhas. Since the GP could not find out required funds for the construction of a crematorium, the request of the people was kept in abeyance for a long time by the GP. But in 2014-15, the GP used its Performance Grant under KLGSDP for the development of the existing crematorium into a modern crematorium to honour the demand of the people.

Thodupuzha is one of the major urbanized cities of Idukki District due to its proximity to Ernakulam and Kottayam District on either side. Thodupuzha Municipality is having 35.43 sq km area and a population of 52,025. The number of households is 12,064 and BPL families are 2500. There are quiet good numbers of SC/ST colonies (8 settlement colonies, 5 SC colonies, 11 ST colonies) and 1 slum as per the census 2011 records. Majority of the inhabitants of the area are land less or with minimum land available for housing alone and many times they faced land availability issues in cremation of the dead bodies. Realizing the unique socio-economic state of the Municipality, Director, Urban Affairs, Government of Kerala through a Government Circular on 19/12/2008, Un.kn.116871 directed to construct a crematorium with all required facilities for the service of the people of the area.

Accordingly, Municipal Council under the Chairmanship of District Collector, Idukki identified a land of 42.05 cents owned by Government of Kerala, which was later transferred to Thodupuzha Municipality

for the construction of the modern crematorium. Since the identified land was near to the residential area and on considering the unique situation of Thodupuzha Municipality, the Cabinet of Government of Kerala issued a special order (distance from residential area to cremation ground was reduced to 25 meters from 50 meters) and amendment for the construction of this crematorium with special

conditions. As per the Special Order of District Collector, Idukki on 05/07/2012, the steps for the construction of crematorium commenced using the Performance Grant of Rs. 32,51,434 integrated with an amount of Rs. 31,78,566 from own fund with an aggregate of Rs. 64,30,000 budget. Gas fired furnace with all other basic facilities as per the standards of Pollution Control Board has been set up in this crematorium and is functioning well. Till now 342 dead bodies have been cremated in this crematorium and it serves as a major service delivery project of the Municipality under Performance Grant in this sector.

Aerobic Compost Unit installation at Alappuzha Municipality, Alappuzha

Alappuzha, the Venice of Kerala, is known for its scenic beauty and serene backwaters. Alappuzha Municipality is having an area of 46.77 square kilometers and population of 1,96,164. Due to heavy population and high tourist influx, the Municipality has undergone a high rate of domestic pollution and waste management became a hurdle for the Municipality for the last few years. A number of waste management practices have been adopted and practiced by the Municipality over a period of time to come out of the issue including centralized and decentralized waste management plans. Aerobic composting is one of the popularly accepted and workable models practiced by the Municipality and is now very popular in Alappuzha as part of the Nirmala Nagaram campaign of the Municipality.

Using the Performance Grant of KLGSDP in 2014-15, Alappuzha Municipality installed 20 aerobic compost units at a cost of Rs. 30,00,000 at different parts of the Municipality. The wastes from all the households in the Municipality are collected using laborers entrusted by Municipality and it has been segregated as organic and inorganic wastes. The organic wastes are dumped in the aerobic units for processing and the plastic wastes are segregated for recycling. The process is repeated daily and regularly till the units are filled. The organic wastes are then treated scientifically using the process of aerobic decomposition by sprinkling the bacterial inoculums. The wastes are kept in the bins for treating till the waste is composted and turned into dry manure. The dry manures are collected after periodical processing and are distributed to the public for agriculture, home gardening etc. These aerobic units provide employment opportunities to 20 labourers. The Municipality collects Rs. 1,500 from hotels, Rs. 1,000 from flats and Rs. 250 from community halls per month as fee for collecting this waste, which adds to the revenue side of this project to the Municipality. The aerobic units are functioning well and are beneficiating the public of Alappuzha Municipality to a large extent in managing the domestic and public waste, thereby keeping the Municipality neat and tidy.

Vazhiyambalams or passengers resting place were once Kerala’s heritage, now in the face of vanishing. During old days where transportation of the state was only by means of carts, these place where a sign of relief for the pedestrians who were coming from far away. The rulers of the erstwhile constructed such Vazhiyambalams at different intervals for the service of people of their times. However due to the emergence of more travel and accommodation facilities, these resting places were used rarely and due to neglectance and non maintenance, majority of these resting places became ruined.

One such Vazhiyambalam was existing in the Vellarada Grama Panchayat of Trivandrum district at a place called Koviloor, which was constructed during the time of Travancore dynasty. Koviloor is one of the thickly populated areas of the Panchayat and a marketing place as well. In olden times, people, especially long distance travellers, labourers and door step sellers used this Vazhiyambalam, as a resting place during their travel. But during the course of time, this Vazhiyambalam was on the verge of degeneration and was almost ruined due to non maintenance. Hence there was a demand from the public to conserve this heritage property by the Panchayat. Honoring the demand and request of the people, Panchayat implemented a project under KLGSDP Performance Grant to the tune of Rs. 6,00,000 to conserve and upgrade this Vazhiyambalam as a wayside resting hub

cum recreation place. The flooring of the Vazhiyambalam has been done with good quality tiles and granite paved over the stone bench and interlock tiles paved on the yard with a decorative compound wall to make it strong and tidy in appearance. Panchayat reports that after renovation, nearly 35-50 people use this Vazhiyambalam as a resting place, waiting shed etc. Senior citizens of the area gather in this place in morning and evening as a place for their get-togethers, news paper reading and other small recreation activities. Vellarada Grama Panchayat is appreciated for the conservation and management of a heritage property for the service of the public in its true sense.

Chittur-Thathamangalam is one of the major Municipalities in Palakkad District, situated on the banks of Chittur River. This Municipality is having a lot of traditional and cultural backgrounds owing to its geographical and historical features. The Municipality is having a mixed Tamil – Malayalam culture owing to its proximity to the State of Tamil Nadu. Due to its peculiar culture and societal back ground, the Municipality is having a lot of cultural, historical and traditional monuments and heritages. One of such heritage asset was a 120 year old library, which was established by the joint effort of the public and leaders of the area of that time and this library served as a major centre for the cultural and development activities of the area. A number of valuable books, monographs and manuscripts were conserved in this library and this serves to be a major library for the common public and a reference centre for the research scholars, writers and enthusiasts in and out of the Municipality. Recently, the library was facing degradation and non-maintenance issues due to the shortage of funds and many other reasons. To restore the tradition and legacy of the library and to conserve its cultural heritage, the Municipality implemented a project to the tune of Rs.10,00,000 in 2014-15 from the Performance Grant of KLGSDP . The works included the renovation of the building, roofing, flooring, electrification, construction of yard, toilets etc. To make the library more aesthetic and to maintain its long tradition, a number of mural paintings and arts were portrayed on the walls of the library based on the mythology related to the war of Thattakattamma.

After renovation, the library was opened for the pubic on 1st July 2016. The library is renamed as “Thunchat Ezhuthachan Memorial Library”, as the Father of Malayalam language Thunchat Ezhuthachan is laid to rest in the land of Chittoor. Currently, the library is stalled with 6000 books including Tamil and Malayalam literature. More than 610 active members are there in this library. Hundreds of people now visit this library to read the journals and periodicals. The founder of the library had earlier drafted a Will that this premise shouldn’t utilize for any purposes other than reading and allied cultural activities. So the Municipal authorities have a keen desire to preserve the Will of the founder and the beneficiaries of the library. The Chittur – Thathamangalm Municipality is appreciated for its keenness and desire in preserving its cultural heritage for the use and betterment of the coming generations.

In addition to the conservation and management of natural resources and critical assets, Kerala Panchayat Raj stipulates the establishment and maintenance of many fundamental assets which provide service to the general public of the region. It includes construction and maintenance of assets like roads and bridges, markets, street lights, bathing ghats, parking grounds, public toilets, ferries etc. KLGSDP Performance Grant has been utilized for the creation and maintenance of many such assets during the completed period of project and Table 1 of this Compendium provides an overview of such projects. This session depicts some of such public service assets

Thangalpadi Moving Bridge, Punnayurkulam Grama Panchayat, Thrissur District

Punnayurkuam Grama Panchayat is famous for its cultural heritage, the midi level scripts and literatures describes the region was part of the princely state of Valluvanadu, the dynasty who ruled the region from AD 400 to AD 1300 until the Zamoothiri dynasty of erstwhile state of Kozhikode conquered Valluvanadu and annexed the state. The Panchayat is blessed with lot of watersheds, agriculture, paddy and coconut plantations giving the village a scenic beauty and greenery altogether. The Canoly canal, which was constructed in the year 1848 under the orders of then Collector of Malabar, H.V. Conolly, which connects the Korapuzha river in the north and the Kallai River in the south passes through the two wards of Punnayoor GP. An old wooden bridge at place called Thangalpadi was there across this canal for the people to cross the canal. But, over a period of time, this bridge became damaged and was on the verge of collapse. Recurring accidents due to the bad physical condition of the old wooden bridge was also a serious concern of the people. Hence there was a great demand for a new bridge in place of the old, ruined bridge and accordingly, Panchayat Council decided to construct a moving bridge across the canal with the Performance Grant. Construction of the moving bridge was started in the year 2014-15 with the Performance Grant to the tune of 20,00,000 with a total span of 8 meters and weight of 12 tonnes. Additional funds from other sources were also integrated to complete the construction work. The approach road of the moving bridge is connecting the Panchayath to Ponnani-Ernakulam NH 17. The pedestrians as well as light motor vehicles passing through the bridge can save about 5 kilometers, when compared to the route they used earlier. There are 19 wards in the Panchayath and the total population is 38,000. Almost all the people of the GP are the beneficiaries of the project.

The main activities under the project were civil works and installation of the moving bridge across the water source. Mechanical wing under the minor irrigation department have done the process of installing the bridge and civil works were done by inviting tender by the GP. Govt Engineering College, Thrissur also gave technical advice for the structural design and civil works accordingly. All activities are done and executed without hampering the free flow of the natural water source, which is lying under the bridge. The project completed in the year 2015-16. Total cost for the project was came to the tune of 70.5 lakhs including the Performance Grant, District Panchayath share of Rs. 20,00,000, Plan fund of Rs. 28,50,000. In the financial year 2016-17, a new project have got approval that is “Motor fixation of Moving Bridge” for an amount of 2,00,000 from Performance Grant to complete the finishing works of the bridge. The construction and implementation of this new moving bridge was of a great challenge to the GP authorities as it required clearances from Irrigation Department, Public Works Department etc. and support of the general public. The project is a well performing service delivery project and is in good compliance with the ESMF procedures and guidelines of KLGSDP.

Thirunelly is the north east Grama Panchayat of Kerala in Wayanad District, boarded by Karnataka state in north, Pulpally Grama Panchayat and Karnataka state in east, Manathavady Grama Panchayat in south and Manathavady Grama Panchayat in west. The GP has distinguished features like virgin forest, dominant tribal population, religious pilgrimage and spot for ideal tourism as well. Thirunelly is having an area of 201.6 square kilometres and the population is 23,529. The major labour of the population is agriculture and allied activities. Kattikkulam is the capital town of Thirunelly, which is the transit of two major inter-state high ways and inter-state travellers. Public infrastructure facilities of Thirunelly are comparatively very less, owing to its own inherent backwardness.

A community hall with all basic facilities was a demand of the people of the area for a long time to convene public functions and community gatherings, as they had to depend similar facilities of Manathavady after travelling a long time. By honoring the needs of the people, using the Performance Grant of KLGSDP from 2014-15 onwards, the GP constructed a new community hall at Kattikulam city of Thirunelly at a cost of Rs.62,29,000 as a multi-year project. The community hall was provided with all basic facilities including provisions for waste management and rainwater harvesting. The community hall was opened to the public by Honorable Chief Minister of Kerala Mr. Pinarayi Vijayan in January 2017.

The community hall, biggest public function hall in Thirunelly is a two storied building with spacious dining hall in ground floor and meeting hall in the upstairs. Proper lighting is ensured in surroundings and the proper ventilation for efficient aeration is maintained in the building. Facilities for the drinking water, toilets and waste management facilities are provided in the community hall. The community hall is well protected from the trespassers by the construction of compound wall and gate. The environmental and social safeguard measures are well maintained in the community hall and serves as a good example of effective service delivery to the public.

East Eleri is one of the north east Grama Panchayat of Kasargod District having an area of 62.52 square kilometres and is considered to be one of the backward Local Body of the state due to its geographical and other features. However, the Panchayat Council of East Eleri was very proactive in utilising the funds they received under Performance Grant from 2011 onwards. Since the old GP office was in a very ruined condition with very limited facilities for the functionaries to perform their duties and public to avail their services, the GP constructed a new Panchayat office with a long term vision to accommodate all the offices of its transferred institutions under one roof. The construction of the building was taken up as a multi-year project and Performance Grant of consecutive years has been fully utilised for the construction of this new building with a mini civil station concept. The new Panchayat building was constructed in a barren land where local residents used to dump their domestic waste and other unused stuffs. The GP cleaned the land and constructed a new building with all facilities for the Public, Implementing Officers and Elected Representatives. A well maintained front office with a digital token system and touch screen facility is functioning now as a Single Window System for the public service.

Activities relating to sports and games are an essential component and footstep for human resource development. It helps to promote good health, comradeship and a spirit of friendly competition, which in turn, has positive impact on the overall development of personality. Sports activities, in which the country has potential strength and competitive advantage, need to be judiciously promoted and high priority has to be given to harness the available unknown talents and potentials in the state.

In this context, a classy and elegant looking mini stadium having facility to accommodate up to 1000 spectators is implemented by Nedumangad Municipality of Trivandrum District. This stadium is constructed in 59 cents of land adjoining the Pulippara – Anad road at Nedumangad Municipal area. The stadium construction was started in 2012–13 and work completed in 2014-15 using the Performance Grant of Rs. 94,59,000. It was inaugurated and opened to the public by then the Chief Minister of Kerala Shri. V S Achuthanandan. The stadium aimed at hosting events such as volleyball, badminton, youth festivals and other events which is a boon to local schools and colleges, which earlier struggle to find space to organise sporting events. The space is now utilising for the regular training practices

of youth club members in the Municipality. All basic facilities such as gallery, separate player’s rooms for men and women, enough rest rooms for the players and public, drinking water facilities, vehicle parking facilities, enough lighting and required open area etc. have been provided in the stadium. The construction of stadium has been made as per the environmental & social safeguard compliances of Performance Grant.

Kulathupuzha Grama Panchayat of Kollam District is the eastern most Grama Panchayat boarded by Tamil Nadu in the east, Trivandrum District in the south, Alayamon & Eroor Grama Panchayats in the west and Thenmala and Aryankavu Grama Panchayats in the northern areas. Kulathupuzha is famous for its scenic beauty, fertile land and unique flora and fauna. The forest areas of Kulathupuzha of Western Ghats are famous and the timber of the area is considered to be of supreme quality. The main labours of the people of Kulathupuzha are agriculture and livestock.

A public market was an essential common platform for the people of the area to sell and buy the harvest they produce. An old, conventional market was existing in Kulathupuzha, adjacent to the Panchayat building with very limited facilities for the public. Using the Performance Grant of 2014-15, the GP renovated the existing market to a modern market having a total area of 1,000 square feet. The renovation work included installation of GI sheet roofing (980 m2), paving of tiles (60 m2) and painting columns and truss. Separate spaces for vegetable and fish market are provided in the market with required

facilities for solid and liquid waste collection, segregation and management. After renovation with proper waste management and cleaning facilities, the inside of the market is very neat and tidy giving enough satisfaction for the public and vendors. GP is planning to install a biogas plant in the premises of the market with the support of Suchitwa Mission for regular processing of the daily waste and also production of biogas for domestic / industrial purpose. Since the market is situated near to the Panchayat building, public and the vendors find it very easy to get their services done while they come for the market as well. Total expenditure of the market renovation is Rs. 10,00,000. The public market of Kulathupuzha is a good example for the environmental and social compliance of the utilization of Performance Grant in improving service delivery.

Edappatta Grama Panchayat is one of the backward Grama Pnachayat of Malappuram District to receive one time assistance of KLGSDP funds under the Backward Local Body support scheme of Rs. 2 Crores. Using this special assistance, Edappatta GP formulated projects which could offer effective service delivery in areas of education and health. Edappattta GP was facing acute shortage of basic infrastructure facilities for the schools in the area, which resulted in poor intake of school admissions and education facilities. To address this issue, the one time assistance of KLGSDP was effectively and judiciously utilised for the renovation and improvement of the existing school buildings in the 3 Lower Primary Schools viz., Kompankallu Government Lower Primary School, Pezhumthara LPS and Government LPS Edappatta. The basic objective of these project formulations was to provide better infrastructure facilities for primary education with the support of Information Technology to the children of the area.

At Kombankallu GLPS, nearly 230 students are studying and the basic infrastructure facilities were minimal and many times students faced safety issues in the old building during adverse climatic conditions. Using

special assistance Grant of Rs. 62,57,163, the GP constructed a new block of total built area of 3,000 square feet for class rooms and a smart class room for the students in the Kombankallu LPS. Using the funds, the GP Constructed new 3 class rooms with all finishing works like roofing, flooring, electrification, painting etc. A new toilet block and stair rooms were also constructed as part of the project with compound wall to ensure the safety of the children. A smart class room was also constructed as part of this with audio visual facilities and provisions for e-learning class room. The smart class room is equipped with student friendly chairs, teacher’s executive chairs, table, desktop and laptop computers, printers, UPS, projector with smart screens etc. The building construction was completed within the stipulated time and was opened to the students from the current academic year onwards. This project is the one of the classical example of asset creation and service delivery improvement utilising KLGSDP assistance at Edappatta GP.

Madayi Grama Panchayat of Kannur District is one of the Grama Panchayats having a long historical background with respect to different dynasties ruled in the past. Madayi is having an area of 16.71 square kilometres and having population of 33,488 as per 2011 census. Madayi is known for its rich tradition in the field of education, literacy and social reforms and 23 reading rooms / libraries spread across different parts of the GP shows its cultural and social reform legacy in upfront. Ever since its receipt of Performance Grant from 2011 onwards, Madayi GP was particular in utilising this discretionary Grant for the welfare of the people targeting improved service delivery varying from improved infrastructure for health education, conveyance and other infrastructures.

Construction of new Buds School at Madayi Grama Panchayat, Kannur District

In 2014-15, the GP has utilised an amount of Rs. 26,85,000 for the construction of a Buds school for the service of mentally challenged children of the area. Out of the total expenditure an amount of Rs. 21,82,923 has been utilised from the Performance Grant of the year. Boys and Girls students of the age group of 5- 18 are studying in this school. In addition to the regular curriculum, these students are offered special education and also trained for different soft skills like soft toys making, embroidery, carry bag making etc. to find out a earnings for them in future. The school building is having all the basic facilities like class rooms, special education and physiotherapy room, ramp for the easy access of the physically challenged students, separate toilets for boys and girls, kitchen, tables, chairs and other basic infrastructures required for the functioning of a Buds School. The expense for running the school is met by the GP from its plan fund or own fund depending upon the situation and requirement.

Under the Special Assistance by KLGSDP for Backward Local Body support, Alappuzha Municipality established a new Dialysis Unit to cater the needs of increased number of kidney patients in the Municipality. The General Hospital of Alappuzha Municipality had comparatively less facilities to cater the needs of all kidney patients seeking dialysis in the area. Patients had to depend the Alppauzha Medical College, which was crowded with end number of patients or had to depend other private hospitals, who were charging an amount of Rs. 1500-2000 per dialysis, which are unaffordable to patients having poor financial background. This newly constructed Dialysis Unit of 453 m3 area under KLGSDP support was established with all basic infrastructure facilities to provide service to patients free of cost. The new Dialysis Unit comprises of 10 beds with all routine dialysis facilities and 10 patients can undergo dialysis per day, which is a boon to the poor patients of the region.

All the civil works including construction of new dialysis room, recovery room, patient and bystander’s waiting room, Doctors doom, Nurses station, water treatment unit with RO plant, wash rooms, store rooms, air condition facilities, flooring, other electrification, biomedical waste processing facility etc. has been carried out by the Engineering Division of Municipality and the installation of the medical equipments required for the dialysis has been carried out by the Kerala Medical Services Corporation. The construction of the Dialysis Unit has been started April 2017 and inaugurated and opened to the public for services in September 2017. The Dialysis Unit established by Alappuzha Municipality is a classic example for the effective utilisation of KLGSDP Grant for the service in health sectors, which offer service to the urban and rural poor free of cost and also on environment & social safeguard aspects of the KLGSDP Grant.

Modernisation of Panchayat Office for ISO Certification at Aymanam Grama Panchayat, Kottayam District

Aymanam Grama Panchayat of Kottayam District portrays a classical example for the utilization of KLGSDP Performance Grant for modernisation of its office and upgradation of E-governance facilities in a productive and effective manner. The GP utilised its Performance Grant of 2015-16 and 2016-17 to the tune of Rs. 40,00,000 for the civil works and ISO certification related works. The old Panchayat building has been renovated completely in 2015-16 and facilities for improvised E-governance have been made in 2016-17. Fully furnished cabins for the Elected Representatives, Implementing Officers and other Staffs, well furnished conference hall and committee hall for conducting meetings / trainings etc. were built with required facilities for the public such as better front office facilities

with touch screen and token system, digital citizen charter and attendance register of the staff electronically displayed etc. In addition to these general and customised facilities, facilities for legal assistance, police aid through the service of Women Police Officers on all Tuesdays, service of Kudumbashree units etc. are provided to the public, especially for women beneficiaries of the GP. The GP has provided a special concern for the Vulnerable Groups by providing ramp facility for access to the GP office, separate single window system for receiving applications at front office,

drinking water, rest room, feeding area for the lactating mothers and well arranged seating facility for the public. The GP has made special focus for its environment concern through the installation of the roof top rainwater harvesting facility, power supply through solar energy etc. Subsequent to the renovation of the building and incorporation of upgraded E-governance facilities, the GP received ISO Certificate in May 2017. To give recognition for the efforts of GP to provide good governance to public, popular media of the region gave wide publicity, which is boom not only to Aymanam GP, but also to other Local Bodies for initiating such efforts for effective public service delivery.
