4 GREENFIELD CITY COUNCIL SPECIAL MEETING MINUTES May 10, 2021 The City Council of the City of Greenfield, Hennepin County, Minnesota, met in special session, on Monday, May 10, 2021 at 7: 00 p. m. at City Hall, 7738 Commerce Circle. 1. Call Meeting to Order Mayor Johnson called the meeting to order at 7: 00 p. m. 2. Pledge of Allegiance 3. Roll Call Council Members present: Mayor Johnson, Council Members Mike Erickson, Steve Jeska, Kyal Klawitter and Mark Workcuff Staff present: City Administrator- Clerk Margaret Webb, City Engineer Ron Wagner, Administrative Assistant Paula Mead 4. Approval of Agenda MOTION by Workcuff, seconded by Jeska to approve the agenda. All voted in favor. Motion carried 5- 0. 5. Public Hearing — 2021 Street Renewal Project A. Review of Feasibility Report by Engineer City Engineer Ron Wagner gave an overview of the project. He presented the same information as the Public Hearings that were held in September with the exception of the numbers as now the project bids are available. The Public Hearing has to be held within six months of the awarding the contract. B. Open Public Hearing MOTION by Erickson, seconded by Klawitter to open Public Hearing. All voted in favor. Motion carried 5- 0. C. Public Comment Tim Weiss, 6855 Belle Street: is not in favor of the shape and pave project on south Belle. Does not feel this project is necessary. Asked what Federal or State aid is out there for this project. Wagner said there are no available funds for this type of project for cities our size. Tammy Wenz, 5175 71st Lane N: wants to know if drainage ditch re- grade between 71st Lane and Pioneer will be happening. Wagner said yes, ditch work on both sides of 71st Lane N. Asked about the warranty on this project. Wagner answered one year. There will be ongoing maintenance on the road, just like a house, fog sealing, crack sealing, etc. Road maintenance comes out of the general fund after road project is complete. She is thankful Greenfield is contributing to this project as other cities have not contributed. Julie Vergin, 6375 Belle Street: asked if the cost would be divided by parcel or frontage. Answer is by parcel. Asked if the Belle Street south cul- de- sac will be done. Wagner answered yes, it will be reshaped and paved and they are working with the Public Works supervisor and are aware of the soft spots in the cul- de- sac. Jim Dzik, 6975 Pioneer Trail, question on drainage ditch in front of his property. Wagner answered: this will be addressed with a beehive drain. Jim Hendrickson, 5075 71st Lane N: concerned about some property owners have a lot of drainage. Wagner answered: they are aware of all the drainage issues and this will be addressed with the project. Joe Lepore, 6965 Belle Street: questioned who did the paving on North Pioneer Trail years ago as there is a big dip and asked what recourse does the city have if road fails in the future. Wagner answered: it was the same company doing this project and the dip can be felt but is not very big. Wagner assured everyone that this will be tightly monitored and should not be a problem going forward.

The City Council of the City of Greenfield, Hennepin County, Minnesota, met in special session, on Monday,May 10, 2021 at 7: 00 p. m. at City Hall, 7738 Commerce Circle.

1. Call Meeting to OrderMayor Johnson called the meeting to order at 7: 00 p. m.

Council Members present: Mayor Johnson, Council Members Mike Erickson, Steve Jeska, Kyal Klawitter and

Mark Workcuff

Staff present: City Administrator- Clerk Margaret Webb, City Engineer Ron Wagner, Administrative AssistantPaula Mead

4. Approval of Agenda

MOTION by Workcuff, seconded by Jeska to approve the agenda. All voted in favor. Motion carried 5- 0.

5. Public Hearing — 2021 Street Renewal Project

A. Review of Feasibility Report by Engineer

Kelly Barta, 6940 Belle Street: how does assessments work, is it added to your house mortgage if you haveone? Wagner answered: it is assessed to your property taxes. Details will be shared in the fall assessmenthearing, amounts, percent of interest, terms, etc.Tim Weiss, 6855 Belle Street: asked what the last survey results were for south Belle Street. He knows there

were 5 against. Mayor Johnson said the other 7 were either for, undecided or didn' t answer. The survey wasdone before 50% option was on the table.

Connie Bolduc, 5025 71st Lane: asked if there would be more flow in the creek behind there house. Wagner

answered: it should not affect the flow but it should get rid of the standing water along the roads.David Miller, 6525 Belle Street: not in favor of shaping and paving south Belle Street. He asked if the property

value would increase. Wagner answered: that would be a question for the County assessor. It may not but mayincrease your ability to sell.

Mayor Johnson said Staff put together a study on the cost of gravel road maintenance. By paving south BelleStreet, it will save the city money so that is why the 50% share option is on the table.

Mark Jenson, 4990 71st Lane: asked if there will be curb and gutter in front of his house. Wagner answered:

yes, the ditch will then be gone.Wes Wood, 5000 71st Lane: asked if work is done outside of the road easement area would there be

additional cost to the homeowner. Wagner answered no. Woods asked when is the soonest the project would

start, wants to move some things out of his yard prior to the start. Wagner answered that the start is out about3- 4 weeks no sooner.

Dawn Kobbe, 6840 Belle Street: is against the south Belle Street and they like the road the way it is.Jennifer Altendorf, 6565 Belle Street: is in support of the south Belle Street project using the 50% share

option.

Renee LaPlume, 6805 Belle Street: is in support of the south Belle Street project using the 50% share option.

D. Close Public HearingMOTION by Klawitter, seconded by Erickson to close Public Hearing. All voted in favor. Motion carried 5- 0

E. Council Comments - None

6. Discussion/ Action Items

A. Approve Resolution No. 21- 24: Ordering the Project and Awarding ContractMOTION by Erickson, seconded by Workcuff to approve Resolution 21- 24. All voted in favor. Motion carried 5-0.

7. Adjourn

MOTION by Erickson, seconded by Jeska to adjourn at 8: 09)p. m vo d in favor. Motion carried 5- 0.
