Call to Order: The meeting was called to order at 12:04 p.m.

II. Quorum Validation (6 required): A quorum was validated.

III. Minutes Approval (January 22, 2019)*: The minutes were approved as submitted. IV. Updates: Provided by Mr. Dean E. Jones, CGWDB Director

- Technology Grants: Mr. Jones updated the committee on the State Workforce

Development Board (SWDB) PY19 Technology Grant that made funds available for SC Works Center technology upgrades. After two rounds of applications, we received roughly $118,000. We have purchased all the computers, phones, and printers. There are still a few more purchases to be made.

- Job Corps Co-location: Mr. Jones informed the committee that Job Corps had vacated their suite elsewhere in McAlister square and moved two staff members into a room in the Center that was previously a conference room. We look forward to strengthening our partnership with them by having them co-located.

- Re-entry Navigator Grant Application: The SWDB made $750,000 available to local areas for re-entry navigators. We plan to submit a shared application with the Upstate Workforce Board. The individual will not be a case manager. Instead, he/she will be a knowledge expert in connecting ex-offenders with resources in the community to help them start training or obtain employment.

V. Recap of PY19 MOU-IFA Meeting: Mr. Jones thanked the partners for attending and

participating in the meeting. WIOA requires the local board to host this meeting annually for negotiation. He gave the follow updates on the SC Works Greenville MOU-IFA.

a. Front Desk Position: Many local areas, including Greenville County, have asked partners to share in the cost of funding a front desk person. Our Board used to fund a position, but with funding cuts and recent expenditure requirements, we are no longer able to pay the entire amount by ourselves. Partners were in agreement that it is important to fund, and we are waiting for guidance from the core partners at the state level for how the position will be shared.

b. MOU-IFA Modification: We are in the process of modifying the PY18 IFA Budget and the PY19 IFA Draft Budget to increase the amount of space dedicated to Job Corps.

c. MOU Referral Policy: The SC Works system is built to be a one-stop for all the different federal partners programs. We need data to show how partners are referring customers to each other. The committee members discussed some strategies to ensure that all partners’ front line staff are well-informed of each program.

d. Partner Program Status Reports: We are working with partners to figure out a better way to document and present the work that all the partners are doing in the Center.

e. VOS Greeter Presentation: The VOS Greeter is built into our SCWOS system and will track information about visitors in the center. Mr. Jones reviewed a presentation showing all that VOS Greeter will allow us to capture.

VI. PY19 IFA Reconciliation, YTD IFA Financial Status Report: Mr. Jones informed partners that

we are preparing to send out 3rd QTR invoices for the IFA. He asked that partners please check that they have paid 1st and 2nd QTR invoices, as we are still missing payments from several organizations. Mr. Jones showed the budgeted vs. actual table so partners could see how IFA costs are looking after the 3rd QTR. We have gone over the PC line item because we had to continue paying Greenville County for IT services while our IT transition was delayed.

VII. Roundtable Topics:

- Ms. James discussed updates at the Greenville County Library System, including recent

publications and partnerships. One new partnership allows individuals to pick up seeds at a branch of the library and learn about gardening.

- Dr. Whirl shared updates from Greenville Technical College, including an exciting new program in partnership with Greenville County Schools. Additionally, the new bachelor’s degree program is starting in the Fall.

- Mr. Turnipseed shared an employment opportunity at SC Vocational Rehabilitation Department. They are hiring a new job coach working with the Project Search program.

- Mr. Forbes reminded the committee about their upcoming professional development event for women in sales.

meeting. Later in the meeting, additional members arrived and made up a quorum.

III. Minutes Approval (April 23, 2019)*: The minutes were not approved because there was not a quorum present at the beginning of the meeting. We did not return to approve the minutes later in the meeting, so they will be presented at the next meeting.

IV. Updates: Provided by Mr. Dean E. Jones, CGWDB Director

- Committee Membership: Mr. Jones discussed membership of the SC Works Committee,

specifically that the committee should be made up of members who are partners within the system. He also communicated the importance of having a private business person representing the Board on the committee. It particularly helps when we’re addressing job seeker/employer needs. Mr. Michael Thorne (Lifelong Learning) introduced himself to the Committee. Mr. Jones made everyone aware that he will be joining the Committee as Dr. Welch’s replacement following his retirement. Mr. Thorne shared their plans to open up satellite locations in the community.

- VOS Greeter: Mr. Jones updated the committee on the new system we are using to help our customers check in. All customers are asked to use the iPad in the lobby to check in to this system, whether they come to see a staff person or access a service. Mr. Jones asked that the partners work with us to ensure we get as many co-located partner staff using this system as possible. It will help us all in data collection and removes the administrative burden of assigning a staff member to input all the information.

- Single Point of Contact (SPOC) Strategies: Mr. Jones shared information on the single point of contact strategy that has been implemented with Greenville CAN. He explained that Greenville CAN is a collaborative action network of people working to improve the lives of individuals with disabilities in our community. We want the SPOC strategy to be an employer-driven process. This is presently where Greenville CAN comes into play because we have a lead agency that hired a consultant to serve as the SPOC. Dr. Laura Bogardus is currently in that role. Mr. Jones explained that we are not trying to stop programs from meeting their goals, but we want to present a clear message to the business community regarding hiring and employing individuals with disabilities. Mr. Jones discussed the interim platform that has been created to share jobs available to all the agencies involved. We would like to find a more permanent place to house it. Finally, Mr. Jones shared some of the challenges we have had with this strategy, including handling the supply and demand of job-ready workers and the right job to fit each individual.

- PY19 MOU-IFA o New Co-locating Partner Programs: Mr. Jones reviewed all the partner programs

that are involved in the MOU/IFA and showed the seating chart with square footage measurements listed. Thank you to everyone for participating in the negotiation process again this year and being open to re-negotiate when the Director of First Impressions (DFI) position became a reality.

o IFA Invoicing: Every quarter, we are required to reconcile our costs. SCDEW set a 45 day period from the end of each quarter to get invoices out to partners. We are working on the PY18 4th QTR invoices.

o Status of SC Works Partner Referrals: Mr. Jones reminded partners of the referral policy within the MOU-IFA. Please make sure staff are aware of the policy and using the correct methods or referrals.

- SC Works Center Just-In-Time (JIT) Report – June 2019: Mr. Jones shared the JIT Report with the committee and highlighted a few areas, including enrollment numbers, targeted training industries, total center traffic, and outreach activities.

V. Workshops/Performance Measures (Mr. Doug Stephenson, Project Director, ResCare

Workforce Services): Mr. Stephenson asked for information about performance measures and workshops from all the partners. Four partners responded, but we are still missing quite a few. He will be following up with the rest of the partners to gather the requested information. Our goal is to get a complete view of the performance of all partner programs in the SC Works Center. Mr. Stephenson reiterated some of the thoughts that Dean shared on the referral process. Finally, he informed the committee that a Director of First Impressions (DFI) had started earlier in the week. She is still learning about all the programs in the Center, but she is off to a great start.

VI. Roundtable Topics:

- Ms. Michelle Neeley shared information about the Impact Tours at Goodwill Industries of

the Upstate/Midlands SC.

- Mr. Doug Stephenson asked that partners send participant success stories in so we can share them at the GCWDB meeting.

- Dr. Whirl shared several updates from Greenville Technical College, including their start date for Fall Semester, information about programs in Cyber Security and Data Analytics, and a new 1-year Associates Degree.

- Mr. John Jaraczewski shared updates from Greenville Literacy Association, including information about new classes starting and their targeted population. Additionally, he reminded the committee about their book sale, which is taking place August 9-11.

- Mr. Stephen Ross expressed interest in having some of his staff at Sherman Construction go on the Impact Tours at Goodwill.

Good afternoon,   STARS (TANF) employees are currently co‐located in each of the comprehensive centers across South Carolina, however, DSS has decided to end the STARS program effective mid‐December.  Some of the STARS staff have already left their employment and others will leave in the coming weeks.  By mid‐December, all of the STARS staff will have exited their space at your centers.   

  We recognize the impact this change has on all cost‐sharing partners and we understand the STARS contractor was not able to staff up to the amount negotiated in the MOU/IFA for PY19.  DSS, however, is committed to our involvement and collaboration at the SC Works Centers.  As such, I will be reaching out to each of you in the coming weeks to arrange a conference call to discuss our options for co‐locating at least one employee to represent TANF in each comprehensive center in January 2020.  In some local workforce areas, we will want to negotiate co‐location in satellite centers as well.  After these calls have taken place and staff locations confirmed, we will request that staffing addendums or SF allocations be revised to reflect the adjusted proportionate share.  

  It is also our intention over the course of the next calendar year to co‐locate additional TANF staff up to (and in some areas above) the amounts negotiated for PY19.  At this point I cannot confirm if these additional staff will be co‐located prior to the end of PY19 or not.  As soon as more details are available, I will be sure to let you know.

• Johnnie-Lynn met with the founder of Virtual

Reload to discuss opportunities to enhance

awareness of cyber security jobs in the region.

Johnnie-Lynn is working with Greenville County

Schools and Virtual Reload to start a cyber

security after school program. This will begin as a

small pilot program and expand from there.

• Kacie, Jason, Ben, and Johnnie-Lynn attended the

BST regional meeting and heard from Brian,

SCDEW’s LMI Director, who shared information

on LMI and how to find the data. Johnnie-Lynn

shared updates on sector partnership and

upcoming events/meetings.

• Jason attended Greenville CAN. Jason attends this

workforce group round table to represent SC

Works Business Solutions Team and to participate

in the discussion about barriers to employment for

individuals with disabilities - discussed from both

the consumer and employer perspectives.

• A Job Fair was held at SC Works Greenville on

September 24th. 25 employers participated in the

Job Fair and it was attended by 120 job seekers.

Outreach

• Stacey attended a Rapid Response meeting where she

provided WIOA information.

• Stacey, Jamie, and Jason attended a meeting at

Goodwill to learn how Goodwill is impacting the lives

of those in our community. A behind-the-scenes tour

of our operations will now follow.

• Rose visited the Travelers Rest Library. Rose

provided information regarding WIOA and provided

flyers; also invited library patrons to orientation if

interested in training services.
