1.0 INTRODUCTION
TriAD Environmental Consultants, Inc., (TriAD) on behalf of the Sapp Battery Site Group,
presents the following report describing the July 2009 groundwater effectiveness
monitoring episode at the Sapp Battery Site in Alford, Florida (Site). The groundwater
monitoring system provides the means to conduct effectiveness monitoring of the OU-1
solidification/stabilization remedy as outlined in the Operations and Maintenance Plan,
Sapp Battery Site, dated September 21, 2001. Appendix 1 of the Operations and
Maintenance Plan isthe Groundwater Monitoring Plan, Sapp Battery NPL Site, September
21,2001 (GWMP). The GWMP outlines a methodology to design, construct, and sample a
groundwater monitoring network in the surficial aquifer since any impact to groundwater by
the solidified/stabilized soil would first be detected in the surficial aquifer.
The GWMP was implemented in 2003, with four monitoring wells installed at the Site, EW-
1, EW-2, EW-3, and EW-4. Construction diagrams of each well are presented in Appendix
A. The first groundwater sampling event occurred August 27, 2003. Thereafter, quarteriy
monitoring events were conducted on December 4, 2003, March 4, 2004, and May 27,
2004. Semi-annual groundwater monitoring events occurred on October 20, 2004, June
16, 2005, November 2005, May 2006, December 2006, June 2007, December 2007, and
August 2008. This report presents the results of the groundwater effectiveness monitoring
episode conducted in July 2009. The May 2006 effectiveness monitoring event marked the
completion of the five-year effectiveness monitoring program designed to evaluate the
effectiveness of the OU-1 solidification/stabilization remedy. Subsequent sampling
episodes have been completed voluntarily by the Sapp Battery Group.
2.0 GROUNDWATER SAMPLING AND ANALYSIS
On July 15 and 16, 2009, water levels were obtained and groundwater samples were
collected from each of the four monitoring wells. The groundwater samples were then
submitted for analytical testing. The following paragraphs discuss the procedures generally
used during the field activities and the analytical testing program completed at the Site.
Groundwater Sampling Data Sheets are presented in Appendix B.

Priorto well purging, depth-to-water was recorded to the nearest hundredth of a foot from
the top of the PVC casing. The water level measurements were utilized for determining
water volumes in the well casing, calculating potentiometric surface elevation (feet above
msl), and in preparation of a potentiometric map to determine groundwater flow direction
and gradient at the Site.
Dedicated QED Well Wizard bladder pumps were used to purge a minimum of three
volumes from wells EW-2, EW-3, EW-4, and a peristaltic pump with dedicated tubing was
used to purge EW-1. Wells EW-2, EW-3, and EW-4 were purged until three consecutive,
stable readings of pH, temperature, conductivity, and turbidity were obtained. Well EW-1
was incapable of producing three well volumes without going dry; therefore, less than three
well volumes were purged prior to sampling this well. In all wells, the dedicated pumps are
set so that the sample collection point is at the approximate mid-point of the well screen.
Measurements of pH, temperature, specific conductance, and turbidity were collected and
recorded at intervals while purging and immediately prior to sample collection.
Following purging, samples were collected directly from the pump discharge. With the
exception of EW-1, samples were collected using dedicated QED sampling pumps.
Samples to be analyzed for dissolved metal analysis were field filtered using an in-line,
dedicated, disposable, high capacity filter cartridge with a minimum 0.1 micron pore size.
At EW-1, due to problems of low yield and high turbidity, groundwater samples were
collected using a peristaltic pump with dedicated tygon tubing, with the dissolved metal
samples filtered in the field. Purge water removed from each of the wells was contained in
closed, labeled 55-gallon drums and staged on Site pending review of the groundwater
analytical results.
All samples were collected into laboratory-supplied containers and ice chests and
transported under signed chain-of-custody documentation to TestAmerica Laboratories in
Pensacola, Florida. The parameters analyzed during this event include both total and
dissolved metal analyses for lead, cadmium, arsenic, and antimony using U.S.
Environmental Protection Agency. (EPA), SW-846, Method 601 OB.

3.0 IVIONITORING RESULTS
Groundwater conditions at the Site were evaluated based on physical and analytical data
obtained as part of the July 2009 effectiveness monitoring event. The following sections
present the groundwater conditions at the facility during this sampling period. Summary
tables of potentiometric measurements and analytical results are presented as Table 1 and
2, and the laboratory data reports are included as Appendix C.
3.1 Groundwater Flow Regime
Top-of-casing elevations and water level measurements from the July 15, 2009 sampling
were used to prepare the potentiometric surface map presented as Figure 1. Only wells
EW-1, EW-3, and EW-4 were utilized to determine site flow direction because drilling and
water level information indicate that EW-2 is screened within the deeper, Floridian aquifer.
The calculated groundwater gradient of the current event based on wells EW-1, EW-3, and
EW-4 is approximately 0.01 to the south-southeast.
Comparison of the current potentiometric measurements to historic monitoring events
demonstrates that the water surface has rebounded from the drought experienced in the
area during late 2006 and all of 2007. Trends of the potentiometric surface throughout the
monitoring history are presented in Table 1.
The above description of the groundwaterflow regime is based on data obtained from the
four monitoring wells installed and monitored by the Sapp Battery Site Group, and does not
include data from all monitoring wells at the Site. The EPA has installed additional
monitoring wells, including wells in the stabilized areas, data from which may provide
additional information and characterization of the flow regime.
3.2 Analytical Results
Analytical results indicate that sampies from monitoring wells EW-1, EW-2, EW-3, and EW-
4 did not contain lead, cadmium, arsenic, or antimony at concentrations at or above the

laboratory Practical Quantitation Limit (PQL) or Federal Drinking Water Maximum
Contaminant Level (MCLs). Several constituents were detected above the laboratory
Method Detection Limit (MDL) but below the laboratory PQL, the level at which the
laboratory can both detect and accurately quantify the presence and concentration of a
constituent. The following constituents were detected during the July 2009 groundwater
monitoring event.
Total lead was detected in EW-1 at a concentration of 0.0042 mg/L, but was not detected
above the MDL of 0.0040 mg/L in the duplicate sample EW-1 D. Lead was also detected
slightly above the MDL in EW-3 at a concentration of 0.0053 mg/l.
Total Antimony was detected in EW-3 at a concentration of 0.000062 mg/L, while dissolved
Antimony was detected in EW-3, EW-4 and EW-1 D at concentrations of 0.000053 mg/L,
0.00022 mg/L, and 0.000065 mg/L respectively
3.3 Statistical Evaluation
The GWMP requires that a statistical trend analysis be used to conduct intra-well
comparisons of the groundwater data. Since the constituents of concern (COCs) have only
been detected at or above the PQLs at EW-1, a trend analysis for total lead is provided for
this well. The lead detected in the samples from well EW-1 in December 2003 and March
2004 is significantly less than that detected in the first event conducted in August 2003. A
slightly elevated level was again detected in October 2004; however, since 2004, total lead
at EW-1 has steadily declined with detected concentrations at or only slightly above the
laboratory MDL.
3.4 Quality Assurance/Quality Control Evaluation
Quality Assurance/Quality Control (Q/VQC) was ensured by following the procedures set
forth in the GWMP. All field equipment was either dedicated to individual wells or
decontaminated in accordance with the procedures in Section 6.3 of the GWMP. Sampie
collection, handling, and shipping followed the procedures in Sections6.1,6.3,6.4, and6.5
of the GWMP. Field parameters were measured using instruments calibrated in

accordance with manufacturer's specifications. With the exception of a deviation in
sampling protocol described in Section 2.0 at well EW-1, no deviations from the GWMP
were noted during the semi-annual groundwater sampling event.
All sampie analyses were pertormed at a Florida Department of Environmental Protection
certified laboratory. A duplicate groundwater sample was collected at well location EW-1
and labeled as EW-1 D. One field blank was also collected. The total lead result from the
duplicate sample EW-1 D was not detected at a concentration at or above laboratory MDL
while the total lead concentration for sample EW-1 was slightly above the laboratory MDL
but below the PQL. These concentrations are comparable and within control limits for the
respective well samples for all analyses. No constituents were detected above their
laboratory MDL in the Field Blank.
4.0 CONCLUSIONS
Based on the data collected during the sampling and analysis activities, the following
conclusions can be made:

The sample from well EW-1 had a total lead concentration of 0.0042 mg/L, slightly
higher than the laboratory MDL but below the PQL. A duplicate sample EW-1 D did
not detect lead at a concentration at or above the laboratory MDL of 0.0040 mg/L.
These concentrations are less than the federal lead action level of 0.015 mg/L.
The sample from well EW-3 had a total lead concentration of 0.0053 mg/L. This
concentration is slightly higher than the laboratory PQL and is less than the federal
lead action level of 0.015 mg/L. None of the other sampled contained total or
dissolved lead at concentrations equal to or greater than the laboratory MDL.
While antimony was not detected at any location above the laboratory PQL, total
antimony was detected in EW-3 above the MDL at a concentration of 0.000062
mg/L. Dissolved Antimony was detected above the MDL in EW-3, EW-4 and EW-

ID at concentrations of 0.000053 ing/L, 0.00022 mg/L, and 0.000065 mg/L
respectively. None of the samples contained total or dissolved antimony at
concentrations equal to or greater than the MGL for antimony of 0.006 mg/L.
Neither arsenic nor cadmium was detected at concentrations equal to or greater
than their respective laboratory MDL.
The monitoring results demonstrate that the solidification/stabilization remedy is
successful and that the solidified/stabilized monolith is not having an adverse impact
on groundwater.
