Proposal for a new funding system
• To fund the support services through a Supported Employment Labour Contract (SELC)
• Any employer should use this legal tool when he/she decides to hire a worker with disability + support needs
• Any worker with support needs is entitled to be hired by any employer in the open labour market
• The SELC has specific terms, requirements and advantages for employers and the other actors

Advantages of the SELC
• It is a steady funding system, simple and generalised for every person who needs it
• It involves the employer as the main actor of labour inclusion
• It involves the PES to promote real and integrated employment
• It allows service providers to maintain services and employment without having to apply for funds all the time
• It is much cheaper for the State than maintaining dependent pensioners inactive citizens
• It is a fair system because any person can be supported whenever he/she needs it
• The money follows the person• It proves that a State improves
its policies according to the UNCRPD
Advantages of the SELC
Conclusions
• Supported Employment is not well funded in the vast majority of countries
• Practitioners are not satisfied with the legal framework of Supported Employment
• The SELC can be a positive discrimination legal tool to generalise integrated employment
• It should be adopted by the States to meet the mandate of UNCRPD
