Introduction

As the world grapples with the energy requirements of the future and the associated environmental concerns

related to fossil fuels, nuclear energy is becoming increasingly viewed as a viable long-term solution. In the

current state of “nuclear renaissance”, the large-scale adoption of nuclear power is being considered throughout

the world. For this vision to become reality, a number of valid concerns have to be effectively addressed:

❍ The current commercial nuclear environment is characterized by large, complex projects that have

excessive cost and extensive completion timelines.

❍ The complexity of these projects leads to an inherent variability in schedule that has a further impact on

cost and timing.

❍ The complexity of the underlying nuclear technology requires an overly cumbersome licensing process

that can take many years to complete.

❍ The widespread deployment of commercial nuclear technology is hindered by proliferation concerns that

hinge on the limitations of the current technology and the configuration of the overall nuclear cycle.

Advanced Reactor Concepts, LLC (ARC) is a new company that addresses these challenges through the design

of an innovative Small Modular Reactor (SMR) — the ARC-100 — and the definition of a comprehensive fuel cycle

architecture that addresses the long-term energy security of customers and proliferation concerns of the rest

of the world.

The ARC-100 Reactor

❍ The ARC-100 reactor and its supporting fuel cycle provide a 21st Century solution for nuclear energydesigned to meet the growing need for electricity in developing countries, as well as the imminentglobal need for carbon-free energy. The ARC solution proposes to fully utilize the huge energy density of

nuclear fuel, which is a million times that of fossil fuel, by incorporating a distributed fleet of small, fast

reactors with a long refueling interval of 20 years. ARC-100 reactors provide localized energy services

that are supported by a small number of centralized facilities handling fuel supply and waste management

for the fleet (See Figure 1). The reactors are sized for local and/or small grids. They are standardized,

modularized, and pre-licensed for factory fabrication and rapid site assembly. Their centralized fuel cycle

infrastructure is sized for an economy of scale so that it may support a large fleet of reactors in the region

while being operated under strict international safeguards.

Furthermore, access to fissile mass is severely constrained in every link:

❍ Its low concentration in inert material requires extensive processing to harvest useful amounts.

❍ The fuel cycle site and its facilities are protected by extensive levels of onsite physical security and barriers

(guns, guards, and gates) that would most likely be backed by massive, offsite, rapid-response, protective

forces.

❍ During in-reactor residence, the material is inaccessible. There is no onsite refueling equipment, no fuel

storage pools exist, and the vessel is housed in its protective silo.

❍ For shipment of the first core loading, the material is uranium at <20% enrichment, which is not usable for

weapons production in any case.

❍ During shipment of new and used fuel after the first loading, access to the material inside the shipping

casks would be deadly due to its high radiation field.

Moreover, the “time at risk” profile for the cycle is heavily constrained. For 20 years, the fuel is inaccessible inside

the reactor; then for a subsequent two years, it is in the confines of the heavily guarded and monitored regional

center. During transit between the reactor and the regional center, the fuel is contained in a bulky shipping cask,

is highly radioactive, and is constantly tracked and monitored via satellite.

Conclusion

The long-term viability of nuclear power as a source of clean, sustainable energy requires the implementation of a

fundamentally different underlying technology. The current focus on large reactors has serious limitations which

inhibit the development of the commercial nuclear market. At the same time, a new, effective fuel-cycle architec-

ture is required to address the legitimate proliferation concerns associated with the widespread deployment of

nuclear technology. ARC addresses these concerns with a comprehensive solution that incorporates the ARC-

100, an SMR based on innovative technology, and an associated secure, closed fuel-cycle. This solution will

satisfy the growing energy needs of the 21st century and will fully deliver on the promise of safe nuclear energy.

Global Marine Systems’ Victoria, British Columbia, ca-ble depot provides a comprehensive storage facility for submarine cable and accessories. This facility is located in a fully customs-controlled port, and is compliant with the ISPS security framework. The West Coast of Canada location enables Pacifi c submarine cable op-erators to reduce network repair and outage time by providing convenient access to replacement cable and other spare parts.

The Victoria depot offers a storage area of 15,000 square feet, which includes four covered cable tanks for storing submersible cable, as well as a general stor-age area. The dock-side facility was purpose-built to meet the special requirements that handling cable en-tails, including cable access openings to the quayside. High-effi ciency ship to shore and tank to tank product transfer is ensured by two purpose-built cable convey systems, and a portable cable transporter. The depot offers full shore side support, and is manned by an experienced workforce, capable of working within customers’ time frames without sacrifi cing on delivery of the high quality service that is the hallmark of Globe Marine Systems.

ble fault locations of sustained interruptions, load monitoring,and recloser counting.

The LightHouse MV sensors quickly and easily clamp directlyonto overhead conductors using a line worker’s standard hotstick. The units are inductively powered and have the ability tostore energy which maintains communications in the event ofan outage. Upon installation, LightHouse MV sensors automatically join the wireless communications network.They continuously measure current before, during, and aftersignificant events (fault current, outages, power restoration);current waveforms are stored for analysis and verification ofprotective device settings. These measurements provide necessary details to manage load balance, track recloser operations, plan maintenance activities, and enhancecapacity planning.

Demanding applications such as Medical Video, Circuit Emulation and Video Con-ferencing require the highest possible quality and lowest latency. Unfortunately, IP networks by their nature may suffer from impairments that negatively impact the quality of the application, includ-ing delay, jitter and packet loss. Existing QoS schemes may optimize one of these impairments at the cost of another.

Rivulet’s Dynamic Synchronization Technology™ (DST) can virtually elimi-nate all of these impairments simultane-ously while enabling link utilization to increase to more than 90 percent. The secret sauce of DST lies in its ability to manage IP flows as they traverse the net-work so that they never compete for the same network resources and, therefore, cannot impact each other. DST improves the priority-queuing capability available in existing routers and switches by enabling the network with “timing awareness.”

Once the network is timing-aware, each flow can be synchronously placed on the

network in such a way that there are no conflicts for switch and router resources. DST can be deployed in software or hard-ware endpoints that manage critical appli-cation flows in the time domain. As each flow is established, DST automatically discovers an open “time slot” through the network and reserves that slot, thereby eliminating any contention.

Rivulet’s products are based on a highly scal-able and flexible endpoint system design architecture combined with patented Rivu-let technology. The result is a system that enables economical scaling of traffic appli-cations at the edge of the network. Using Rivulet’s Dynamic Synchronization Tech-nology™ (DST), all application flows are given a guaranteed, time-synchronized path through the IP network. Furthermore, DST is activated at the endpoints and works seam-lessly over installed routers and switches with no modifications to the embedded IP network equipment infrastructure, except for setting priority queuing if it is not already in use.

Rivulet DST assures guaranteed TDM-like performance across your existing IP network to deliver real-time traffic with zero packet loss, low latency, and bounded jitter. Unlike other Quality of Service (QoS) approaches, Rivulet DST guarantees timely, error-free delivery of multiple simultaneous data flows—even when your network is heavily congested.

Conventional IP loading practices caution against allocating more than 30 percent of network capacity for real-time services. When these services approach that limit, the solution is typically to throw more band-width at the problem, a costly and wasteful exercise. Rivulet addresses the issue at the application source and avoids any chance of other data traffic interfering with real-time traffic, allowing more than 90 percent utiliza-tion of IP network resources.

connection to a range of video cameras and monitors used in hospital and other industrial networks. The software-configurable circuit-based interfaces include T1/E1 support as well as serial data interfaces in a variety of formats, such as RS-530 with data rate sup-port up to 15 Mbps. The zero packet loss and low latency performance of Rivulet’s tech-nology makes it an ideal solution for support-ing encryption devices and satellite transport typically used in military applications.

The IES-500 packetizes the video or circuit application traffic into flows for transport over the IP network. It communicates with other endpoint systems in a Rivulet network.

Simplified, Highly-Secure Management The IES-500 system can be managed with an easy-to-use Command Line Interface (CLI) or a remote GUI-based management system. Application flows can be instantly set up between any endpoints in the net-work. The system will automatically and dynamically find a high-priority path clear through the IP network to the destination endpoint and lock in the application flow for immediate service connection.

The Rivulet Global Manager (RGM) provides a simple Java-based graphical user interface to support a highly scalable network of IES sys-tems. The RGM has a flexible, open design for future application module development.

A built-in Application Program Interface (API) provides additional versatility for custom integration of third-party applications and ele-ments, such as touch panel control consoles. If an IP network failure occurs, the RGM automatically re-establishes all flows upon restoration of the network.

Access to the Rivulet IES endpoint systems and the management system can be con-trolled via its high-security features, includ-ing encrypted protocols, password-based authentication, SSH, and SNMPv3 commu-nication protocols. The security features are also designed to meet FIPS140-2 compliance for US Military network applications.

The RGM displays a summary view of active flows between all Rivulet devices. An administrator can then focus on both live and inactive connections between any subset of systems. Lower level views show services and operating status at a single endpoint system level. The deepest level of granular-ity provides access to a single service flow, and even an individual port’s unique settings. Point-and-Click Administration for Appli-cation FlowsThe RGM makes it easy to create, control, and monitor application flows in a Rivulet network. The versatile client-server architec-ture includes a server-grade Linux platform with a sophisticated Graphical User Interface (GUI). The RGM client allows control of the RGM server from ordinary PCs. Commands entered via the GUI interface are received,

logged, and delivered to the appropriate end-point by the RGM. This client-server architec-ture allows local and remote administration from any connected PC.

The intuitive user interface of the RGM Cli-ent makes it easy to manage large networks from a single control panel. This allows administrators to manage several groups of endpoint systems, whether they’re in the same routing environment or in separate network domains. Automated, convenient, & customizableThe RGM enables administrators to group individual ports into pools, enabling the con-trol of multiple systems and connections as a single, discrete unit. All service parameters can be saved, allowing that same connection to be activated again in the future, or taken

offline, on-demand. Multiple connections hosted by separate endpoint systems can then be activated or deactivated easily. Port pooling grants separate systems access to shared resources in an organized fashion.

The API gives third-party developers the option of programming their management platforms to communicate directly with RGM. “Hospitals do an inefficient job of billingfor emergency physicians,” says Dr. GaryPablo, medical director of Sacred Heart’semergency department. Intentions may be good, he explains, but systems andresources do not support the process. “Say you’re a hospital finance guy. Youhave limited resources. You have a$10,000 heart patient bill and a $75 chargefor an emergency doctor. Which one willyou put your effort into? It’s a no-brainer.You concentrate your efforts where you get the greatest return. But $75 is a bigdeal to emergency physicians. It adds up to real money.”

When administrators and physicians cameto the same conclusion, they embarked ona mission to identify an external billingcompany. “Each contender said the samething,” recalls Pablo. “They told us theycould obtain more money than thehospital had been able to collect, and even though we’d pay a fee, we’d end up making more money.” As a point ofdifferentiation, they decided to select abilling partner that offered a higher levelof expertise.

The situation was critical in theemergency department of Sacred Heart

Medical Center in Pensacola, Florida.While patient lives were not at risk, thebottom line appeared doomed. Theindependent physician group covering thedepartment needed to hire additional staff.The hospital could not afford to increase its subsidy to the practice. Because SacredHeart’s internal billing department did nothave the time or expertise to focus onemergency physician billings, revenueswere below expectations. As a result, thephysician group could not be expanded tocover increased patient volume.

The medical center’s chief financial officer proposed an innovative solution.The physicians agreed to become hospital employees – with one stipulation.The hospital would contract with an independent company to handleemergency department billings.

“The Per-Se team seemed to be moreknowledgeable than representatives from other companies,” says the medicaldirector. “Their other clients spoke veryhighly of them.”

Another factor working in Per-Se’s favorwas its expertise in emergency physicianbilling. “People who specialize tend to bebetter at what they do,” says Pablo. “It’strue in medicine and it’s true of billingcompanies. Today, the emergency department, which employs nearly 20 full-time and part-time physicians, as well as a staff of physician assistants and nursepractitioners, is essentially self-sufficient.With the exception of the medicaldirector’s position, the hospital no longer subsidizes physician or emergencystaff salaries. Revenues have more than doubled.

The financial aspect is only part of thesuccess story. “Per-Se generates excellentreports,” says Pablo. “We can easily look at accounts receivable or productivityreports, or examine different aspects of our practice. If I want a RVU (relativevalue unit) analysis to determine whether we should create a pediatricemergency department — boom! — I can get it in a week.”

Pablo cites Per-Se’s outstanding customerservice as another reason the relationshiphas worked over the long term. “I like thepeople I deal with on an individual basis.They bring knowledge and expertise totheir jobs. They are familiar with theinsurance companies, and they understandthe billing process.”

Because of the positive experience thehospital, the physicians and Per-Se haveshared, the team has undertaken a newchallenge. Sacred Heart manages anotherhospital in Chipley, about a 90-minutedrive from Pensacola. The situation inthat facility’s emergency department isstrikingly similar to the circumstancesSacred Heart faced only a few years ago. If history repeats itself, the prognosis for a complete recovery is excellent.
