To produce specifications, standards and other ETSI deliverables for broadband satellite multimedia. This includes: – Definition of satellite system architectures
supporting broadband services– Service requirements and descriptions for
broadband communications systems – Definition of network architectures and interface
protocols leading to air interface standards, interworking standards and other user terminal specifications.
To liaise with relevant other standardization bodies (e.g. TIA, ITU) on satellite matters

The BSM concept is to divide theair interface into 2 parts: Satellite independent upper
layers Satellite dependent lower layers
The upper layers should contain a set of common IP interworking functions:– Common ways of handling IP
addressing, multicast and QoS etc.
The lower layers contain the satellite specific parts.– These layers are closely tied to
the payload capability of the satellite and hence cannot be the same in all cases.

BSM WG has set the following priorities:
– GSO satellites– Fixed systems– Internet Protocol IPv4, IPv6
Current work items: IP interworking standards
• Satellite Independent set of higher layer standards Air interfaces
• Satellite dependent families of lower layer specifications Satellite Independent interface (SI-SAP)
• Common interface between higher layers and lower layers

Domain Telemetry, Command and Ranging (TCR) systems operating typically in the following bands: 5850 MHz;6725 MHz uplink, 3400 MHz;4200 MHz downlink, 12750 MHz;14800 MHz and17300 MHZ;18100 MHz uplink, 10700 MHZ;12750 MHz downlink
Sets : out the minimum performance requirements and technical characteristics of the ground/satellite Radio Frequency (RF) interface partially based on Spread Spectrum Multiple Access (SSMA).
Motivation : Management of the co-location constraints for maximization of bandwidth for Communications Missions, and interference minimisation

• Satellite Software Data Handling Interfaces (SSDHI) Domain : Geostationary Communications Satellite
architectures based on ISO OSI Reference Model or SOIF Reference Model, but could also be applied to other types of satellites.
Sets : the minimum definition, services and interfaces requirements of the satellite communication application layer
Motivation : Shorter and shorter communications satellites development cycles and compatibility requested with off the shelf equipments requires interface standardisation. Independent development of On Board Software (OBSW) of the choice of satellite equipment by standardisation the software specifications of the Interface between the application software and the communication services.
