According to Somersworth’s City Planner, Dave Sharples, the city of Somersworth has embarked on an infrastructure improvement project that will replace water, sewer, and drainage lines from the intersection of Route 9 and NH236, also known as Washing- ton Street and High Street. Sharples says the master plan is to fix the downtown and make it a more vibrant area for the community. Construction currently taking place in downtown Som-ersworth will lead to a more aes-thetically-appealing, pedestrian-friendly spot for the community.

According to Somersworth’s City Planner, Dave Sharples, the city of Somersworth has embarked on an infrastructure improvement project that will replace water, sewer, and drainage lines from the intersection of Route 9 and NH236, also known as Washing-ton Street and High Street.

Sharples says the master plan is to fix the downtown and make it a more vibrant area for the community.

DOVER – Over 30 elaborately decorat-

ed holiday trees will be featured at the Fourth Annual Dover Fes-tival of Trees, which will take place in the Dover City Hall Au-ditorium from 4:30 p.m. to 8 p.m. this Friday, Dec. 6.

The trees, adorned by local businesses and organizations, will all be available to take home, decorations and all, at the end of the night through raffles and auc-tions. The event is open to the public and free to attend due to

the sponsorship of Festival Un-derwriter, Kennebunk Savings.

Festival of Trees will take place on the same night as the Dover Recreation Department’s Christmas Tree Lighting, set for 6 p.m. in Henry Law Park.

“It has been a tradition to hold the Festival of Trees on the same night as the Christmas Tree Lighting,” said Paula Forbes, Festival of Trees Committee Chair from Central Falls Realty.

“We want it to become somewhere people want to be”, he says.

DOVER - Saturday, Dec. 7 will mark

the one-year anniversary of Mill Eats, a unique food boutique lo-cated in the Washington Street Mills in Dover, and from 10 a.m. to 4 p.m. the businesses in the Mills will take part in an open house to celebrate.

Mill Eats owners, Michael and Gretchen Nicholas, own and run the large commercial kitchen in the Washington Street Mills. Their kitchen also plays host to several mom-and-pop sized food producing companies that sublet and share the space. At the front of the bustling kitch-en is a 150 square foot former office that Michael created his baked goods boutique in.

“With our anniversary soon approaching, Gretchen and I were discussing how to mark the occasion properly.” Michael explained, “The thought of our friends, who also run businesses here in the mill, sharing in the celebration seemed the obvious choice. So we invited everyone

we could contact to open their doors too, and have their own open house.”

More than 15 fellow mill entrepreneurs responded.

Gretchen added, “It should be a lot of fun. We are going to have live music, food samplings,

struction has been very discreet,” he says.

As far as the revitalization project, Kefalas takes more of a “see it to believe it” approach. While he is very excited about the prospect of a more pedestrian-friendly, attractive downtown, he is not going to set his expectations to high.

“The downtown was falling apart,” he says, “It was about time things got fixed.”

However, at the end of the day, Kefalas still sees the down-town as less walkable, and more of a drive through area.

In order to successfully com-plete renovations, the city applied for and received a transportation enhancement grant of almost $500,000 as well as a $4.5 million government bond. The project is slated to be finished in the fall of 2014.

Sharples talks very highly of the vision for a new, refreshed downtown when he says, “The city’s ultimate goal is to create a vibrant, walkable and attractive urban core that supports small businesses and moves us closer to our overall vision for the city. We feel these improvements will sig-nificantly enhance the downtown for many years after construction has ended and make our city an even better place.”

The Players’ Ring is not only a long standing holiday tradition for the community, it is also a rite of passage for anyone who has stepped foot in the theater as a performer or director. This wonderful adaptation of the Charles Dickens classic by Play-ers’ Ring founder Gary Newton has seen many interpretations over the years in the hands of dif-ferent directors. This year it falls to Christopher Savage to mas-terfully bring to life this heart-warming holiday tale for all au-diences to enjoy.

“In some ways, Gary Newton was my Fezziwig. He taught me more than my trade. He created a place where art-ists could experiment, take risks and even fail if that’s what they needed to do to learn. It was never about money. It was never about pleasing critics. It was always about telling stories,” says Savage. “When Barbara Newton asked me if I would like to direct ‘A Christmas Carol’ this year, the prospect was intim-idating. When I first performed

in Gary’s adaptation, it was a fresh twist on the original story but it has been almost 20 years since then. Now Gary’s version has become an institution of its own. The urge to turn the tradi-tion on its head has become ir-resistible for directors in recent years and I find myself no dif-ferent. The question was how to bring my own take to this story and still honor Gary’s memory. The answer for me was, instead of pushing it forward, to take it further back.”

PORTSMOUTH - Pontine Theatre premieres

“A New England Christmas” at Pontine’s West End Studio Theatre from Dec. 12 to Dec. 15. The program, underwritten by Chris Dwyer and Michael Huxtable, includes two 19th century stories which take place in New England villages.

“Captain Eli’s Best Ear” by Frank Stockton is a yarn about two salty, old sea captains who decide to keep Christmas together and “The Romance of a Christmas Card” by Kate Douglas Wiggin is a story about far-flung families reunited by the lure of a Christmas with the “folks back home.”

First published in 1916, The Romance of a Christmas Card by Kate Douglas Wiggin tells the story of how a Christ-mas card brings wandering sons home to their families in rural New Hampshire.

“Cap’n Eli’s Best Ear,” by Frank Stockton, takes place in late December in a charming little seaside village. Cap’n Eli Bunker, a retired sea captain, is inspired, after many lonely years as a widower, to try his hand at celebrating Christmas once again.

Performances are Thurs-day and Friday at 7:30 p.m., Sat-urday at 4 p.m. and Sunday at 2 p.m. Tickets are $24 and may be purchased in advance at www.pontine.org. Tickets may also be purchased at the door, by cash or check only, a half-hour prior to each performance, based on availability.

Pontine’s 2013-14 Season is supported by grants from the New Hampshire State Council on the Arts and the National Endowment for the Arts. Pon-tine’s West End Studio Theatre is located at 959 Islington Street in Portsmouth.

Time to Check Your Progress Toward Retirement Goals Now that another

year is ending, it’s a good time to take stock

of where you are on your journey toward financial se-curity. Of course, you could find many different “measur-ing sticks” to assess your prog-ress, but you can certainly gain considerable information just by asking yourself some basic questions.

Here are a few to con-sider:

How close am I to my retirement goals?

Your comprehensive in-vestment strategy should in-clude a reasonably good esti-mate of how much money you will eventually need to sustain the retirement lifestyle you’ve envisioned. At least once a year, you should evaluate how much closer you’ve gotten to your goals than the year before.

Am I making sufficient

progress toward my goals? When assessing your prog-

ress, try to determine if your portfolio is properly allocated between stocks, stock-based ve-hicles, bonds, government se-curities, certificates of deposit and other investments. If you’re “overweighted” in a particular asset class, such as cash, you may be impeding your ability to move toward your goals.

Am I adhering to my investment strategy?

To stick with your invest-ment strategy, you need to invest at regular intervals and meet reg-ularly with your financial profes-sional to review your progress and make adjustments — such as rebalancing your portfolio — when necessary. Of course, even with regular progress reviews and portfolio rebalancing, it can be challenging, psychologically and emotionally, to stick with a strategy. For example, during any given year the financial mar-

kets could be down, and your results might be disappointing. Nonetheless, if you have built a diversified portfolio containing quality investments, and your portfolio is well suited to your own risk tolerance and time ho-rizon, you don’t necessarily need to make changes following a down year in the markets.

What aspects of my life have changed in the past year?

Your investment strat-egy should be based entirely on your individual needs and cir-cumstances — so if these have changed during the past year, you may also have to adjust the way you invest. Consider any and all changes in your life — marriage, new children, divorce, remarriage, new job, new home, etc. — and then try to determine what impact these changes might have on your long-term financial strategy and if you need to adjust that strategy in response.

Have I changed my thinking on my retirement goals?

Over time, you might un-dergo some changes in your thinking about retirement. For example, perhaps you’ve decided that you no longer want to retire early and travel the world; in-stead, you’ve discovered a grow-ing desire to open a small busi-ness or do some consulting. Any significant changes you make to your retirement plans will likely have a big effect on your savings and investment strategies, so you’ll want to incorporate these changes into your planning as soon as possible.

By asking, and answer-ing, these questions at the end of each year, you should always have a good sense of where you are in pursuit of your long-term goals — and what you need to do to bring the realization of those goals closer to reality.

Right inside the entrance of the Dover City Hall, Festival of Trees attendees will be welcomed by local choirs singing holiday chorals. The Dover Middle School Choir will perform at 5 p.m., Dover High School Choir will perform at 5:30 p.m., St. Thomas Aquinas High School Choir will perform at 6:15 p.m. and Parish of Assumption Choir will close out the performances at 7 p.m.

Upon entering the Auditori-um, festival-goers can take a stroll through the sponsored trees, all lit up, decorated and on display. Twenty-five of the trees will be up for silent auction, with the high-est bidder winning the tree, deco-rations and additional add-ons. Highlighting the silent auctions trees will be ENH Power’s, “Tree Power,” which will include a free year of electricity and a beautiful-ly decorated entry from C&J Bus Lines that will include over $700 in ornaments.

“Downtown Dover,” orga-nized by the Dover Restaurant Association and complete with gift cards from local Garrison City merchants will be the focus of the raffle trees. Trees decorated by Artisan Electrical Contrac-tors, Cocheco Valley Humane Society, Bernson Legal, PLLC, Little Tree Education and Ken-nebunk Savings will also be raf-

fled off. All tickets for the raffle can be purchased at the event and will vary in price from $1 to $5 a piece.

“By offering raffle trees in addition to the ones being sold through auction, everyone will have a chance to bring a tree home from the event this year,” said Sheri Becker, Festival of Trees Committee member from Central Falls Realty.

Don Briand, News Direc-tor of 97.5 WOKQ, will be event emcee, announcing silent auction and raffle winners with Dover’s favorite DJ, Shawn Olsten, play-ing your favorite holiday songs.

Dover artist Jesse Comeau will also be at Festival of Trees. Comeau designed the 2013 City Lights Holiday Ornament, a pic-ture of the Dover Mounted Patrol standing in a snowy landscape at the Cocheco Courtyard. The 2013 ornaments will be on sale at the event and can be autographed by Comeau. There will also be a raffle held with the winner going home with a matted and framed copy of the ornament’s original artwork design.

Children attending of Fes-tival of Trees are encouraged to bring along their letters to Santa Claus. The National Honor So-ciety at Dover High School will have a mailbox for the North Pole at the entrance to City Hall where children can drop off their holi-day wish lists.

Cocheco Valley Humane Society will also be on site selling refreshments including hot dogs,

cookies, hot chocolate and more. “As Festival of Trees grows

year by year, it is great to get other groups and organizations in-volved in the event,” said Greater Dover Chamber of Commerce Community Events Manager, Michael Mengers. “As always, we are so thankful to have the local choral groups participate and it is great to be working with Cocheco Valley Humane Society and the National Honor Society this year on adding new aspects to the event.”

DOVER - As the holiday season ap-

proaches, the Planning Depart-ment reminds residents with home businesses the deadline to renew a home business permit is fast approaching. Home busi-nesses are classified as “Custom-ary Home Occupations” under the City of Dover Zoning Ordi-nance. With a few exceptions, all home businesses must obtain a Customary Home Occupation

Conditional Use Permit in order to operate legally. The Condi-tional Use Permit must be re-newed on an annual basis by no later than Dec. 31 each year.

“Customary Home Occu-pations” are permitted in all resi-dentially zoned districts in the City of Dover and refer to small, home-based businesses owned and operated by the occupant of the home. Types of businesses include teachers providing in-struction to eight pupils or less, antique dealers, hairdressers/salons, and offices for lawyers, doctors, photographers, dentists, architects, engineers or similar professionals.

“All home based business-es are required to apply to the Planning Department for what is called a ‘Certificate of Use’,” said Tim Corwin, Assistant City Planner, “even if up until now they have been operating with-out City approval.”

Requirements for custom-ary home occupations include the following: no more than one nonresident may be employed, no more than 25 percent of the net floor area of the home may be used for the business, no dis-play of goods from the street, no signage other than a non-illumi-nated two-square-foot sign car-rying the occupant’s name and occupation, two parking spaces in addition to the parking spaces required for the home, and no more than one commercial vehi-cle may be store on the property.

If the home business ex-ceeds any of these requirements, it is only permitted if it is spe-cifically identified as a permit-ted use in the zoning district in which the property is located, and may require Planning Board approval. Likewise, some busi-nesses are specifically excluded from the definition of “Custom-ary Home Occupation” such as retail, landscaping, caterers/bakeries, and kennels. Instead these businesses are only per-mitted if specifically identified as permitted uses in the zoning district in which the property is located, and are subject to the City’s Site Review Regulations and may require Planning Board approval.

Home businesses that are operating without a Customary Home Occupation permit or which do not renew their permit are considered to be in violation of the Zoning Ordinance.

The Planning Department, however, emphasizes that its goal is to help home business owners meet the City’s regula-tions, not to seek penalties for zoning violations.

“We understand that in many instances the homeowner is unaware of our zoning regula-tions,” Corwin said. “Our goal is to work with all of our busi-ness owners to help bring their property or business into com-pliance.”

I have just had my first, and hopefully my last, bout with “The Blue Screen of Death.”

I have Windows 8.1 on an HP desktop.

The tech that got me back working again feels that the AVG program I was running

was responsible. I have been using AVG antivirus programs on three different computers for at least five years or so and haven’t had any problems. I would appreciate your take. He recommended Avira antivirus.

Dear Tom,The BSOD (blue screen of

death) is almost always the result of a hardware problem. Either the hardware itself or the drivers for a hardware component.

Unfortunately, there are a number of problems that result in the BSOD. It could be a ram stick that is going bad, it could be your power supply starting to fail, or the hard drive starting to go bad. I would have to run some diagnostics on your com-puter in order to figure out what is causing the problem.

If you don’t see the BSOD again, you don’t have to worry, it

was probably just a glitch. If you continue to see it again, we will have to figure out what is caus-ing the problem.

come with every computer. Outlook Express, which

was free, came with every ver-sion of Windows up to Win-dows XP. It does not come with, or work with Windows Vista, 7 or 8.

Outlook (which is part of Microsoft Office) has to be pur-chased and installed on a com-puter before you can use it.

Since I don’t know which

version you are trying to use, or what steps you have taken to try to get it to work, I can’t really give you directions for what to try.

I noticed, however, that you are using a Gmail email address, which is what I use as well. If your Gmail is working, why not use that?Elizabeth

computer questions, but this sounds like a hardware problem.

Occasionally, something in a CD or DVD drive can get warped and the drive doesn’t open on its own any more.

All you have to do is make sure the computer is shut off and find yourself a large paper clip.

You will find a small hole in the front of the drive. Insert the paper clip to release the latch, then pull the drive open and you will be able to remove the DVD.

If the drive is physically damaged, you might have to get a replacement drive or use an ex-ternal USB drive. Elizabeth

PORTSMOUTH -On Nov. 20, local and

state elected officials met with concerned residents speaking out in favor of retiring Schiller Station, Portsmouth’s coal-fired power plant. More than 50 Sea-coast residents turned out to the event hosted by the Citizens for Clean and Fair Power and South Church’s Green Sanctu-ary group.

“It’s very timely to have this forum and be looking at the issue of coal in New Hamp-shire, especially because we’re looking at divestiture of these plants,” said state Senator Martha Fuller Clark, one of the featured speakers of the eve-ning.

Clark explained that due to economic concerns, a legisla-tive committee and the Public Utilities Commission are in-vestigating whether to compel PSNH to sell their power-gener-ating assets.

“This is a valuable oppor-tunity to speak on clean and fair power, and energy issues overall in New Hampshire,” she stated.

A panel of speakers ad-dressed the audience, which

included eight state legislators and a handful of city officials, before opening it to questions and comments from the crowd. Among the speakers was Ports-mouth’s newly elected Assistant Mayor, Jim Splaine.

“I live just a few hundred yards from Schiller Station, and I know that on certain days when it’s in operation, I can smell it, and my own breath-ing on those days has become worse,” said Splaine.

Due to the high cost and inefficiency of operating Schil-ler, the decision to divest PSNH of its power plants could result in the plant being retired almost immediately.

“There are strong eco-nomic headwinds facing coal plants across New England,” pointed out Claire Miller, the Coal Campaign Director for Toxics Action Center. “The re-gion’s largest, most high-tech coal plant, Brayton Point, has announced it can’t compete and needs to retire. When it comes to this in New Hamp-shire, Portsmouth needs to have a plan for a smooth transition: support for the employees, a plan for municipal revenues,

and an idea of how to redevelop the site.”

Schiller Station, one of two coal-fired power plants in New Hampshire, first began opera-tion in 1949, and is the second biggest polluter for the state. The plant emits toxins like lead and mercury, in addition to soot and smog, which are known to cause health problems like asthma and heart disease.

“I’ve said it before and I’ll say it again, we need to con-sider a vision for the area,” said Splaine. “By planning for the responsible retirement of Schil-ler Station now, and consider-ing re-use of the very valuable property there – for recreation, for housing, for business and tourism along the river – we can offset any negative impact.”

The Citizens for Clean and Fair Power are calling for the “responsible” retirement of the plant, including this kind of plan for a smooth transition. Over the course of the fall, the group has collected more than 800 pe-titions and signed on more than 55 local businesses to the effort. ROCHESTER -At The Governor’s Inn

in Rochester, a young Filipino named Caesar Racoma has been a culinary intern for almost a year. In a few weeks he leaves the comfort of New England to return to Cebu, his island in the central Philippines where the most powerful storm in history to ever hit land recently ripped through.

Racoma is the impetus for a fundraiser planned at The Governor’s Inn, where he will prepare Filipino food for the Dec. 12 fundraiser, with ticket and auction proceeds going directly to the American Red Cross Philippines Typhoon Relief.

“I hope we can raise a lot of funds, as that’s what is needed the most there” said Racoma. “My country is torn to shreds, the whole country is grieving, the economy is devastated and it’s going to take a huge, world-wide effort to help people and help put things back together,” he added.

It often takes people having a good time to throw down some good money for a good cause, and that is exactly

what is being planned at The Governor’s Inn. From 6 p.m. to 10 p.m. there will be Filipino food and cocktails concessions, a slide show of the Philippines before and after the storm, and live music – including Craig Roy’s talented blues band, Well-fleet. The most beneficial part of the evening will be the silent and live auctioning of many gift certificates and high quality do-nated items. Timing is perfect, as the event is just in time for

holiday gift giving, and it also in the spirit of humanitarianism.

Typhoon Yolanda af-fected 10 million people across 36 provinces, with over 5,000 deaths reported, thousands still missing, and up to three million people left homeless. Aid is des-perately needed. Reports of the typhoon victims describe the situation as complete mayhem. Seventy to 80 percent of struc-tures in the storms path were destroyed. Having lost their cell phones and address books in the storm, Filipinos have been unable to reach loved ones. For

A massive disaster like this requires a massive response,

with officials citing food, clean water and shelter the top priori-ties – all of which are in desper-ate need of cash infusion for relief efforts.
