RE: Simon Wiesenthal Center Museum of Tolerance Project Parking Analysis
Dear Eddie,
This letter is provided in regards to the parking demand for the proposed expansion from 69,477 square feet to 100,000 square feet (the “Project”) of the Museum of Tolerance (the “Museum”). The Project is more fully described in the traffic study submitted to you on June 17, 2008.
Methodology
To estimate future parking demand for the Project, the existing parking demand, excluding special events, was determined and was increased proportionally to the increased size of the Museum. During the time period that the parking counts were taken no special events were occurring at the Museum. Thus, the counts represent parking demand for exhibits and Museum visitors and other normal Museum functions, but not for special events or the Peltz Theater (which was closed for renovation). The parking demand for the Peltz Theater was taken into account in the parking demand for the proposed expansion.
To assess the potential parking demand of the proposed Museum expansion, automatic 24-hour site driveway counts were conducted by Crain and Associates and its subcontractor from Friday, May 16 to Tuesday, May 20, 2008 (See Appendix A-1 for the automated trip count data). The Museum is closed on Saturdays before sundown, so no trips were observed on that day. To calibrate these automatic traffic counts, manual parking counts were conducted hourly between

9:00 AM and 3:00 PM on Sunday, May 18, and Monday, May 19, 2008 (six hourly observations per day -- See Appendix A-2 for manual parking count data). Thus, in addition to the automated 24-hour a day counts, the manual counts provided greater accuracy during the peak demand times for the Museum, which closed for the day at 5:00 PM.
The parking demand for special events to occur within the Museum was determined and added to the parking demand for the expanded exhibits. The parking demand for special events was calculated based on the potential number of attendees at different time periods, based on the following assumptions: 500 people may attend special events hosted by the Museum or third parties from 7:00 AM to 7:00 PM on Sundays and weekdays; and 800 people may attend special events hosted by the Museum or third parties after 7:00 PM on Sundays and weekdays, or after sundown on Saturdays.
To ensure a conservative analysis, no credits were taken for Museum visitors or event attendees who might arrive on foot or via public transit. Based on the location of Museum along a major transit corridor, the City of Los Angeles Municipal Code would have allowed the Planning Commission to grant a reduction of the parking requirement based upon the transportation alternatives available at this site. (LAMC Section 12.21.1.4(y)) Also, the entire expanded Museum building was treated under the Museum parking demand rates, even though some of the building areas will be used for the special events and, thereby, accounted for twice.
Parking Ratios
The City of Los Angeles Municipal Code parking ratio for places of assembly such as a theatre, church, or auditorium is 1 space per 5 seats or 35 square feet when seats are not fixed. As discussed below, because attendance for special events is limited to specified numbers of attendees, the fixed seat ratio is the most appropriate basis for determining the Museum’s requirements for special events. In order to determine the appropriate parking ratio for the expanded Museum use, we conducted a survey of fixed seat parking requirements in similarly situated communities in the Los Angeles area. The parking ratios are described in Table 1 below:

The survey represents the fixed seat ratios and parking requirements that have proven adequate in many similar cities for the parking demand applicable to the expanded Museum use. As demonstrated by the information in the Table above, three of the surrounding jurisdictions have similar parking requirements of 1 space per 5 fixed seats, while two others have a more conservative ratio of 1 space per 4 fixed seats. Because the parking ratio of 1 space per 4 seats is more conservative, we utilized this more conservative ratio in the following analysis in order to ensure that adequate parking is provided.

Please note that many jurisdictions, including the City of Los Angeles, also provide a parking requirement based on the area of the premises. Using a fixed seat parking ratio, rather than basing the parking on area, is most appropriate for the proposed special events because the number of attendees will be capped and the area-based calculations are not relevant.
Further, the place of assembly use was selected as being most applicable to special events and the type of users who will be attracted to those events. The Museum will contain a number of venues, including a theater, conference facility and cultural resource center. Therefore, a limit is proposed to be placed on the total special event attendance at any time to reflect the maximum size audiences which could be in the Museum. This better reflects the shared use nature of the project parking and is consistent with the fixed seat parking ratios.
The City of Los Angeles ratio is consistent with the hotel meeting/banquet category estimated by the Urban Land Institute (ULI) in its Shared Parking standards. For a hotel meeting/banquet, it recommends a ratio of 20 to 30 spaces per 1,000 square feet gross leasable area. A lower ratio of 20 spaces per 1,000 square feet is recommended for hotels with fewer rooms. By way of comparison, the City of Los Angeles rate of 1 space per 35 square foot ratio from the Code equates to a ratio of 28.6 spaces per 1,000 square feet of building area, which is at the high end of the ULI range. Accordingly, the City of Los Angeles parking ratios are consistent with the empirically derived ULI ratios. The utilized rate of one space per 4 seats equates to 1 space per 28 square foot of seating area or 35.7 spaces per 1,000 square feet which is substantially more than parking than ULI indicates is needed.
Shared Parking is a nationally accepted publication and combines data from various relevant sources. For Convention Centers/Banquets this included the Institute of Transportation Engineers Parking Generation, 3rd Edition, data collected by ULI team members, and other ULI publications. Therefore, this data represents the best available estimate of demand and indicates a lower level than was assumed in this analysis.
Based on the utilized parking ratio of 1 space per 4 seats, special events with up to 500 seats occurring between 7:00 AM to 7:00 PM during weekdays and Sundays would require 125 parking spaces (500seats/4 spaces). Special events with up to 800 seats occurring after 7:00 PM on weekdays and Sundays or sundown on Saturdays would require 200 parking spaces (800 seats/4 spaces). The total site parking demand for both weekdays and weekends is estimated below in the Findings section.

Parking Supply
Parking will be provided by a combination of the existing on-site parking lot with 202 marked spaces and 40 parking spaces added by utilizing valet parking in the existing structure. In addition, an off-site parking facility with 99 existing marked spaces and 20 added valet parking spaces will be used. While the on-site parking area will serve the Museum, including special events, during all hours that it is open, the off-site parking facility (which is located in an office building at 1399 Roxbury Drive, directly across the intersection from the Museum) would be available on Saturdays after sundown, and Sundays from 7:00 AM to midnight and weekdays after 7:00 PM. During weekdays from 7:00 AM - 7:00 PM, the off-site parking facility at 1399 Roxbury Drive would instead serve the office building. When the Roxbury Drive office building is not in use, the 119 spaces could be fully utilized instead as parking for the Museum. 1399 Roxbury is owned by the Simon Wiesenthal Center, thus the parking supply is controlled by the Center.
Currently, the Museum provides sufficient parking spaces on site for the existing uses based on the parking survey conducted in May 2008. As shown in Table 2, a surplus currently exists of 105 spaces on weekdays between 7:00 AM and 7:00 PM, 200 spaces on weekdays after 7:00 PM, 199 spaces on Saturday after sundown, 12 spaces on Sunday between 7:00 AM and 7:00 PM, and 199 spaces on Sunday after 7:00 PM. This is the number of parking spaces which are available beyond the parking demand during these time periods.

Findings
A summary of the parking supply and demand for the proposed expansion of the Museum, including for special events, is shown in Table 3. As shown in Table 2, an additional 3 spaces would be required on weekdays between 7:00 AM and 7:00 PM and 39 spaces would be required on Sunday between 7:00 AM and 7:00 PM in order to meet the parking demand. A surplus of 60 spaces on weekdays after 7:00 PM, 155 spaces on Saturday after sundown, and 29 spaces on Sunday after 7:00 PM would be available beyond the parking demand during these time periods.

Based on the results summarized in Table 2 and Table 3, the maximum attendees which should be allowed at a special event prior to mitigation measure being required were calculated. It should be noted that Table 4 assumes the more conservative parking demand ratio of 1 space per 4 attendees at each special event.

As demonstrated above, the maximum attendance for Sunday and weekdays after 7:00 PM and Saturday after sundown would allow the proposed special event with up to 800 attendees. However, without mitigation the maximum attendance for weekdays between 7:00 AM and 7:00 PM, and Sunday between 7:00 AM and 7:00 PM is less than the proposed special event with up to 500 attendees. To address the parking shortage, Museum of Tolerance would be required to either close its exhibit area or provide off-site parking (with shuttle service if the parking is located more than 750 feet from the Museum) if weekday attendance at special events between 7:00 AM and 7:00 PM will exceed 488 or if Sunday attendance at special events between 7:00 AM and 7:00 PM will exceed 344 attendees. If off-site parking is provided, it should be provided at a ratio of 1 space per 4 attendees.
