Purpose of this document

1. This document provides information about the 2016 to 2017 Business Intelligence (BI) qualification achievement rate (QAR) dashboard. For a full description of the measures and how they are calculated please refer to https://www.gov.uk/government/publications/sfa-qualification-achievement-rates-2016-to-2017.

Understanding the terminology

2. The terms ‘we’ and ‘ESFA’ refer to the ‘Education and Skills Funding Agency’ and associated staff.

3. When we refer to ‘you’ or ‘providers’, this includes colleges, training organisations, local authorities and employers that receive funding from us, or Advanced Learner Loans (loans) payments from the Student Loans Company (SLC) on behalf of learners, to deliver education and training.

Accessing the BI qualification achievement rate dashboard

4. The BI QAR dashboard is accessed through a tab on the Hub (https://hub.imservices.org.uk/Pages/default.aspx) and is limited to users with a ‘BI User’ role.

5. We recommend that Google Chrome or Mozilla Firefox is used to access the

dashboard. Zooming the view to 75% gives an optimal view of the dashboard. 6. The first page displayed in the BI Tab is ‘A Guide to Dashboards’. This dashboard

uses national apprenticeship starts data and illustrates a number of features of BI dashboards, however not all these features are in the QAR dashboard.

7. Click on ‘A Guide to Dashboards’ to show a list of the available dashboards. Select the

‘Qualification Achievement Rates’ dashboard to show the summary page.

8. The ‘Summary page’ of the QAR dashboard gives an overview of the apprenticeship and education and training QARs and minimum standards for a provider.

Selecting a provider

9. When a user accesses the QAR dashboard they are automatically shown the data for their own organisation. Ofsted and Education and Skills Funding Agency users have to select the provider whose data they wish to view.

10. The provider’s UKPRN is selected using the Filters. Click the Filters icon at the top of

the screen to show the current filters.

11. Click the UKPRN filter to show the search results screen. Enter the UKPRN in the search box. Select the UKPRN in the search results box and click ‘Apply’.

12. The dashboard will show the QAR data for the selected provider. As the name of the

provider is shown on the summary screen this can be used to check that the correct provider has been selected.

Qualification achievement rates summary page

13. The summary page shows the following for 2016 to 2017 unless noted otherwise:

• The provider cohort numbers and QARs (overall and timely) for apprenticeships, 16-18 education and training and 19+ education and training.

• The provider type and national QARs (overall and timely) for apprenticeships, 16-18 education and training and 19+ education and training.

• The overall and timely three-year trend for apprenticeships, 16-18 education and training and 19+ education and training.

• Minimum standards information for apprenticeships and 19+ education and training. If the percentage of learning aims or apprenticeship frameworks below the minimum standards threshold is above the minimum standards tolerance of 40%, the ‘percentage below threshold’ is highlighted in red.

14. The provisional release of the QAR dashboard will not contain any provider type or

national QARs, pass rates or retention rates. These will be included once the QAR values have been finalised.

Drill down from the summary page and navigation between pages

15. It is possible to drill down to further dashboard pages from the Summary page. The cells on the Summary screen which allow drill down are shown on the Summary screen below in the numbered circles. Clicking on the cell displays the new dashboard page.

16. The destination page when a cell on the summary page is clicked is shown below:

17. When drilling down to a lower level page the display will be filtered according to which cell you clicked on. You can select

a. the methodology (overall or timely) b. the age band (16-18 or 19+) for education and training c. rate type (achievement or pass and retention for education and training).

Navigation between pages

18. Once you are at the next level you can switch the display to a different breakdown by clicking on one of the tabs at the top of the screen.

19. You can switch the display between a comparison of your results with the national figures and those for providers of a similar type to your results for the last three funding years by clicking on the ‘Trend’ tab.

20. The drill down and drill across navigation between the pages in the learner demographics section is shown on the following pages. The arrows represent the next level of information that you can drill down to.

Methods of navigation

21. There are two ways of selecting a page to display. The first is to use the dashboard page selection. Click on the pull down to the right of the current screen name to display a list of all of the QAR screens. You can then click on the required screen name and you will be taken directly to it.

22. The other way is to use the page selector for dashboards. Clicking the folder icon displays a list of the dashboards that can be accessed and the pages within them. Click the screen name to select the required screen.

23. Click on the Summary button below to return to the Summary screen from any level.

Switching between methodologies, ages, rate types and apprenticeship levels

24. You can switch between the overall and timely methodology and select different age bands on most pages. On the education and training pages you can also switch between the achievement rate, the pass rate and the retention rate. You can switch between levels on the Apprenticeship pages.

25. These selection fields are shown on the left hand side of the page, as shown below.

Clicking on the value will refresh the page and show data for the value selected. The Apprenticeship Level filter allows for multiple levels to be selected. If none are selected, then no level filter is applied.

Filters

26. Filters are a way of selecting the data that is displayed on a page. Filters are accessed

using the filters icon. Click on the filters icon to display the filters available on the page.

27. The filters are displayed on the right hand side of the page. Filters that are in use have an icon to the side of the title. The value of the filter is also shown. For instance, if the QAR sector subject area tier 1 filter is set to ’01 - Health, Public Services and Care’, then only data for this sector subject area tier 1 will be shown on the page.

28. Click on a filter to display the available values. If multiple values can be selected, then check boxes are shown. If only a single value can be selected, then radio buttons are shown. Select the value or values required and click the Apply button. The page will refresh and show data for the value(s) selected.

29. Once a filter has been set it is applied to any page that has that filter. The filters that are active are shown at the top of each page.

Dashlet features and actions

30. Each chart or table has a number of features and actions: • Suppress the display of a column of data • Maximise the size of the chart or table • Export the data in a chart or table into a Microsoft Excel spreadsheet • Export the data in a table or chart into a pdf format file • Change display from chart to table.

31. At the bottom of each chart is a key that identifies the values shown on the chart.

32. Clicking on the legend removes that column from the chart. For example, if both the provider type rate and national rate are clicked only the provider rate is shown. An example is shown below. Clicking the legend again restores the column to the chart.

Maximise the size of a chart or table

33. If the cursor is moved to the top right hand corner of a table or chart two icons appear. The double arrow icon is used to maximise the display. The downward curving arrow is used to display a list of actions such as exporting the data to Excel.

34. When the maximise icon is clicked the table or chart expands to fill the screen. If the

maximise icon is clicked again the chart or table returns to its previous size and position.

Export the data in a chart or table into a Microsoft Excel spreadsheet

35. When the dashlet actions icon is clicked an ‘Export As’ popup box is displayed. Clicking ‘Data to Excel’ outputs the data in the chart or table as a Microsoft Excel spreadsheet. A pop-up will be shown at the bottom of the screen asking whether to open or save the Excel file, as shown below. Depending on the security settings of your browser only the save option may be allowed. Tables also have an option to export the data to an Excel pivot table

36. Below is an example of data exported from the sector subject area tier 1 chart. The

national rate and provider type rates have been obscured for data protection reasons.

Export the data in a chart or table into a pdf format file

37. On the ‘Export As’ popup box click ‘PDF’ to output the chart or table as a pdf file. A popup will be shown at the bottom of the screen asking whether to open or save the pdf file. Depending on the security settings of your browser only the save option may be allowed.

38. An alternative way to export a page as a pdf is to use the Export button at the top of the page. This is the only way of producing a pdf copy of the summary page.

Change display format

39. On some of the dashlets you will have the option on the ‘Dashlet Actions’ menu to change the format of the display. Simply select the required format.
