    For.the.past.ew.years,.the.European.Standing.Conerence.o.Co-operatives,.Mutual.Societies,.Associations.and.Foundations.(.CEP-CMAF.),.through.its.group.on.disability.issues,.

    has.promoted.the.inclusion.o.the.disability.perspective.in.Social.Economy.enterprises.and.

    organisations.at.all.levels.o.their.work

    As.a.part.o.this.work,.and.as.a.small.contribution.to.the.2007.European.Year.o.Equal.

    Opportunities.or.All,.we.have.decided.to.create.this.guide.to.share.our.expertise.in.the.

    eld.We.have.tried.to.develop.a.practical.tool.that.can.be.useul.or.any.type.o.enterprise.

    Although.the.cases.selected.to.illustrate.the.guidelines.provided.are.rom.the.Social.Economy.

    rights.to.non-discrimination.and.equal.

    WhatisDisabilityMainstreaming?

    In.its.document.Disability.Mainstreaming.

    in.the.Employment.Strategy.(.2005.),.the.

    European.Commission.denes.the.principle.

    o.mainstreaming.as.ollows.:.Mainstreamingmeans that the needs o disadvantaged

    people need to be taken into account in the

    design o all policies and measures, and that

    action or disadvantaged people is not limited

    to those policies and measures which are

    specifcally addressing their needs.

    According.to.the.denition.o.the.Disability.

    Knowledge.and.Research.Organisation.

    (.Disability.KaR.),.Disability.Mainstreaming.is.

    the process o assessing the implications

    or disabled people o any plannedaction, including legislation, policies and

    programmes, in all areas and at all levels. It

    is a strategy or making disabled peoples

    concerns, experiences an integral dimension

    o the design, implementation, monitoring,

    and evaluation o policies, and programmes

    in all political, economic, and societal

    spheres so that disabled people beneft

    equally and inequality is not perpetuated. The

    ultimate goal is to achieve disability equality.

    European.businesses,.a.percentage.

    amounting.to.around.two.million.businesses.

    They.employ.more.than.nine.million.workers,.

    that.is.to.say,.they.are.responsible.or.

    creating.10.%.o.all.jobs.in.Europe.For.

    example.in.France,.760,000.Social.Economy.

    businesses.employ.almost.two.million.

    remunerated.employees.;.in.Spain,.they.

    make.up.5.%.o.the.GDP.(.Gross.Domestic.

    Product.).and.10.%.o.employment,.which.is.

    about.12.million.people.;.and.in.Belgium,.the.

    sector.represents.1337.%.o.jobs.in.more.

    TheSocialEconomyseortsagainstdiscrimination

    Social.Economy,.ounded.on.the.principles.

    that.includes.all.persons,.and.in.particular.

    the.most.vulnerable.such.as.those.with.

    people.with.disabilities.in.Europe.and.around.

    600.million.worldwideSecondly,disability

    allsectorsosociety.On.the.one.hand,

    members.o.all.groups.can.have.a.disability.

    and./.or.might.acquire.it.at.some.point.in.lie,.whether.through.an.illness,.accident,.

    or.ageing.On.the.other.hand,.disability.

    can.aect.all.o.areas.o.lie,.ranging.rom.

    employment.and.training.to.leisure.time,.

    technologies.and.so.on

    However,therearestillmanybarriersto

    theachievementoequalopportunities

    orpeoplewithdisabilities .Many.continue.

    to.experience.discrimination.in.areas.such.as.

    access.to.resources,.power.and.employment.

    .people.with.disabilities.are.still.two.to.three.times.more.likely.to.be.unemployed.and.oten.

    or.long.periods.o.time.In.most.cases,.this.

    is.due.to.the.act.that.society.as.a.whole.is.

    emphasised.This.methodology.stresses.the.need.to.take.all.users.into.consideration.

    rom.the.outset.o.the.process.It.deals.with.

    the.process.o.decision-making.within.an.

    organisation.and.not.just.at.the.level.o.the.

    specic.operative.department.that.has.the.

    responsibility.or.ensuring.accessibility.

    Design.or.All.aims.to.achieve.the.recognition.
