(i) In accordance with the urban area reorganization, roads are to be demolished; this may

adversely affect the peripheral traffic functions, or other conveniences or the daily life of the

nearby residents, and thus the following must be reviewed and evaluated.

○ Refer to traffic variations and regulations, and avoid traffic problems for the peripheral areas

○ If walkways must be maintained, a gangway within structures should be provided in an

appropriate spot within the premises after demolition.

2. �e composition of a friendly traffic network

(1) Roads

i) Section roads

○ Ensure at least 2.5 meters for one lane which serves as an important passage within the District

and access to the route, as well as sufficient walking space and plentiful green space

○ Restrict transit traffic from outside of the District, maintain the environment of the urban route area

to ensure roadways with width of 7 meters for each lane so that cars can run smoothly within the

District

○ As described above, in principle, a width of 12 meters must be provided to ensure the sufficient func-

tioning of sidewalks and roadways; provided that if ensuring the appropriate width is impracticable due

to geographical features, functionality will be ensured with a specially-designed sidewalk.

○ A road running to the north and the south within the center of the District is recognized as the

major section road to ensure smooth traffic flow within the District, and to ensure sufficient walking

space, including, at least 2 meters of a specially-designed sidewalk, and to create a green space

with tree-lined street.

• Provide sufficient walking space to ensure pedestrian safety and comfort

• Restrict transit traffic as much as possible to protect the surrounding residential environment or

secured walking environment

• Ensure smooth passage without being congested with people and cars

ii) Other roads

○ In order to ensure pedestrian safety and comfort, roads compatible with the local conditions, such as

roads both for pedestrians and cars, and greenways, as roads that complement or extend the func-

tions of section roads, are to be built.

�e concept of creating a friendly tra�c network

1. �e concept of creating a friendly traffic network

As a friendly traffic network, based on the following concept, roads will be linked with passages or

squares available to the public, in order to create a friendly traffic network which everyone can use

safely and comfortably.

* Ensuring the function of bicycle pathsIn addition to ensuring the function of the traffic network of pedestrians and cars, we commit our-

selves to ensuring a space for a friendly bicycle traffic network in accordance with the “Policy for Con-

ditions of Bicycle Use for Minato City (tentative)” (to be prepared in 2012).

(2) Passages and squares within the premises

i) Pedestrian malls

○ The pedestrian malls are green passageways that constitute the

plentiful green spaces within the northern area (Akasaka/Toranomon

pedestrian mall) and the south area (a walking space that connects

Kamiyacho Station with Roppongi itchome Station)

○ In principle, a width of 5-10 meters is to be provided.

ii) Pedestrian passages

○ The pedestrian passages are to be provided as facilities to enhance

the convenience and ease of getting around within the District. In

the case of geographical differences of elevation, accessibility to the

disabled, etc., will be provided using an access ramp or similar.

○ In principle, a width of at least 2 meters is to be provided.

iii) Specially-designed sidewalks

○ The specially-designed sidewalks are to be provided along the

routes, as spaces that complement or extend the sidewalks.

○ The specially-designed sidewalks will be provided along the routes

that run to the south and the north within the District, to ensure

green and comfortable spaces.

○ In principle, a width of at least 2 meters is to be provided.

iv) Public squares

○ The public squares connect pedestrian networks and are to be provided around subway stations

and intersections.

○ They will also serve as temporary evacuation sites in case of disasters.

v) Subway pedestrian passage

○ The subway pedestrian passages which are connected with subway stations will be provided to en-

hance the safety and convenience of pedestrians.

vi) Car passageways

○ A reduction in car traffic on the road due to connections with many parking lots will improve traffic

conditions and reduce traffic.

○ Basically, car passageways will have a width of 8 meters and be facilities provided within private land

and thus not subject to the Road Traffic Law, being properly managed by each of the owners in ac-

cordance with certain standards.

○ For some car passageways, we should evaluate a possible network in accordance with current pe-

ripheral community development to facilitate smooth car traffic and reduce traffic, respecting the

treatment of preserved trees.

(3) Other

i) Facilities within stations

○ The entrances and exits connected with the subway pedestrian passages will be reconstructed or

extended, and passages within the premises will be made barrier-free.

<Bustling streets with community characteristics (image)>

○ Harmonization with the skyscrapers' peripheral landscape → Create an elegant street by constructing open spaces ; such as squares→ Create a lighter atmosphere, harmonizing spaces ad buildings with peripheral structures,

according to the form, design, or colors of structures by considering sectioned walls or the exterior wall finishes.

○ Create a striking urban landscape→ Promote the creation of a landscape that enables us to enjoy good distant views of the District

as seen from neighboring districts

○ Preserve and develop the landscape composed of structures and road space, taking advantage of land features or establishments along the route

○ Create a symbolic street→ The street running to the south and the north

though the center of the District will be pre-served and developed as a symbolic street. It will be a distinctive and attractive street incorporating structures along the route, using the elegant and comfortable walking space and the reformed and plentiful roadside flora and greenbelts.

The District, featuring historical and cultural establishments within a wide variety of large and small urban areas, has varied and various streets with differences in elevation, and noted greenery. We will preserve and develop these various landscape resources, to create elegant and dignified streets. We will take advantage of the local characteristics of land use on the route, cooperate with neighboring districts, and create distinctive and attractive streets that will be enjoyable for walking.

For a large project, we will create an elegant street in harmony with the peripheral landscape.

○ Create streets taking advantage of local characteristics→ Preserve and develop substantial greenery and historic large trees in shrine, embassies, etc.→ Preserve and re-sculpt the greenery on the slope, accentuating geographical characteristics

○ Create streets that showcase local history and culture→ Preserve neighboring cultural structures (e.g. art museums) representing the community's

personality→ Create streets that take into account the community's history or culture, such as resources

that represent the formation of the community (e.g. the geography and various forms of urban area), and the nature of neighborhood

We will give consideration to the varied geography in the community, noted greenery, and the cultural resources or the community's history, to create more dignified thoroughfares.

We will create distinctive and attractive streets that are enjoyable for walking, which take into account the characteristics of the routes in coop-eration with the surrounding urban areas.

For skyscrapers constructed through developments, we will proceed with the creation of an elegant street in harmonization with the peripheral landscape. We will also make considerations to create a good background landscape of the District as seen from neighboring districts.

Measures

“Creating an urban space enriched with varied and plentiful greenery”

A generous amount of flowers and trees, including a significant number of high trees, will

be planted. This will serve to establish a green axis running to the south and north, as well

as another to the east and west, creating a green community of networked lush green

spaces, and making people feel that the urban landscape is embedded into vegetation

throughout the entire community.

We have committed ourselves to creating a community where people congregate and

interact in a green space with its accompanying wildlife.

 

Measures (i) Forming a green axis and locations with accumulated vegetationWe will facilitate the “Green axes” running to the south and north as well as to the east

and west, and spots with verdant greenery covering a large area, to create an attractive

space.

○ Create high-quality “green axes”→ Greenbelts of a high quality on the roads extending to the south and the north through the

We will create areas of greenery in large squares or greenbelts, and “green spots” from

children’s parks or big trees, to create a large green network, and ensure uninterrupted

stretches of varied greenery along transportation and pedestrian routes.

○ Preserve and reorganize noted spots with greenery→ Preserve and reorganize noted greenery spots that have been developed in the community

for a long period of time→ Reinforce and evaluate measures to support the designated preserved trees pursuant to the

Measures (iii) Providing and developing green spaces to improve the community’s relationship with natureWe will facilitate an active community undertaking for maintenance and management of

our greenery in cooperation with the community. We plan to carry out this undertaking in a

way that enables citizens and visitors to experience the nature and its accompanying wild-

life, in hopes that the green spaces help create a community with closer bonds.

○ Facilitate the proper maintenance and management of friendly green spaces○ Strengthen local community bonds by utilizing a greenery adoption program, community gar-

dens, or roof greening or biotopes○ Address efforts to diversify wildlife through an improved environment in which creatures inhabit or

grow in a natural environment.
