GUIDELINES FOR IMPLEMENTATION OF NEW SCHEME FOR PROMOTING THE INSTALLATION OF SOLAR WATER HEATING SYSTEMS(GENERAL SUBSIDY SCHEME) To conserve electricity and other conventional fuels in water heating applications, HAREDA is implementing a scheme on popularizing the use of solar water heating systems. Solar water heating is a techno-economically viable option for water heating application. The cost of a 100 lts. Per day system is about Rs. 22,000/- and its payback period is 3-5 years depending upon its use and fuel replaced. Realising the need of the hour, the State Govt. has also made the use of solar water heating systems mandatory in industries where hot water is required for processing, hospitals and Nursing Homes, Govt. Hospitals, Hotels, Motels and Banquet Halls, Jail barracks, Canteens, Housing Complexes set up by Group Housing Societies/Housing Boards, all Residential buildings built on a plot of size 500 sq. yds. and above falling within the limits of Municipal Committees/Corporations and HUDA Sectors, all Govt. buildings, Residential Schools, Educational Colleges, Hostels, Technical/Educational Institutes, District Institute of Education and Training, Tourism Complexes and Universities etc. HAREDA has been declared as an approved sources for supply and installation of solar water heating systems in the State to ensure installation of optimally designed quality systems as per the specification. However, considering the high upfront cost of the system, the adoption of the technology is less in public in general and in salaried class in particular, the Haryana Government has decided to promote the solar Water Heating Systems technology by providing subsidy. The State Government has decided to provide capital subsidy @ Rs. 2500/- per sq. meter of the collector area subject to the max. 4 sq. meter of the collector area to all sections of the society. Under the Scheme, a subsidy of Rs. 5000/- will be provided on installation of solar water heating system of 100 lpd and a subsidy of Rs. 10,000/- will be provided on installation of solar water heating system of 200 lpd capacity. For large capacity systems, the subsidy will be limited to Rs. 10,000/- only. To implement the scheme during the current financial year, the following implementation methodology will be followed: 1. The scheme may be given wide publicity through press releases and advertisements. 2. Eligibility: a) All Haryana residents and Haryana Govt. Employees living in Chandigarh having their own house or Govt. accommodation will be eligible. b) The beneficiaries shall have to submit a proof office being resident of Haryana and/or Haryana Govt. Employee living in Chandigarh. 3. Only systems of capacity 100 lpd and 200 lpd will be eligible for subsidy under the scheme. 4. Capital subsidy @ Rs. 2500/- per sq.m. subject to a maximum of 4 sq.m. of collector area will be available. Thus for a 100 lpd and 200 lpd systems, the subsidy will be Rs.5,000/- and Rs.10,000/- respectively.

5. The applicant is required to submit his/her application to the ADC concerned in the prescribed format along with proof of residence and /or Haryana Govt. Employee (Ration card/voter Identity card/telephone bill/electricity bill/ employers certificate/ passport) 6. The system must be purchased from the manufacturers on HAREDA Rate Contract/ manufacturers of BIS marked collectors / MNRE approved ETC based system suppliers. An invoice from the eligible supplier must be enclosed with the application. 7. The ADC office will then carry out a survey of the site for hot water requirement and suitability of the site and forward the proposal to the Director, HAREDA for the approval. 8. The proposal received complete in all respect will be examined by the office of the Director, HAREDA and approval will be granted on first come first serve basis. 9. After sanction of subsidy, the applicant will have to get the system installed with in two months time from the date of sanction from the eligible suppliers and submit a Joint Commissioning Report(JCR) duly signed by the Project Officer/APO concerned, supplier and the User to the Director, HAREDA for release of subsidy to the beneficiary. 10. The decision of the Director, HAREDA will be final and binding. Documents Required/ Check List 1. Application in the prescribed format 2. Invoice from the eligible supplier along with copy of its valid RC or BIS license or MNRE approval. 4. Site clearance certificate from the PO/APO Amendment–I (issued vide HAREDA letter no. 4148-68 dated 27.10.08)

b. In addition to this, this office has come across inquiries whether rebate in Electricity Bills on installation of SWHS in Homes will be available or not, if a system of capacity larger than 300 liters is installed. In this regard, it is informed that the after considering the matter, it has been decided that for larger capacity systems also, the above incentives will be provided subject to the maximum limits under the scheme. For example, if an individual installs a SWHS for 400 lpd capacity, he will be eligible for capital subsidy of Rs. 10,000/- and monthly rebate of Rs. 300/- in the electricity bills or actual bill, whichever is less for three years. It is further informed that the scheme will continue with above amendment till further communication in the matter.
