1) Introduction
Joint-stock company “National Company “Astana EXPO-2017” (hereinafter, the Organizer) is the
Organizer of the International Recognized Exhibition EXPO-2017 in Astana (hereinafter referred to
as “the Exhibition”), which will be held from 10 June to 10 September 2017 under the theme
“Future Energy”.
The theme of the Exhibition is important and relevant for the entire international community. The
land of Kazakhstan is rich in large reserves of energy resources, but we recognize the importance of
their proper use and the need for developing alternative sources of energy for the future sustainable
development of the entire world. We believe that the Exhibition will mark the beginning of a
journey to creation of a cleaner world where the future energy is available to everyone.
The Participant is entitled to carry out commercial activities on Exhibition site. These guidelines
were developed with the purpose of providing the Participants with the information needed for
control of business processes. The Guidelines determine the procedure and conditions for
commercial activities on the Exhibition site, procedures of commercial activities approval,
management and control over commercial activities of the Participants. The Guidelines were
prepared in accordance with Special Regulation No. 9 relative to the conditions under which
Participants may operate public catering or carry out sales.
All ongoing business transactions must comply with the Convention relating to International
Exhibitions signed in Paris on November 22, 1928, as supplemented and amended, the General
Regulations and Special regulations of the Exhibition, the relevant legislation of the Republic of
Kazakhstan (hereinafter referred to as the “laws and regulations”, as well as additional guidelines
and instructions approved by the Organizer of the Exhibition (hereinafter referred to as the
“additional guidelines”).
The commercial activities of the Participant must be implemented, from the perspective of human
and material resources with appropriate management framework, in compliance with the
requirements of financial accounting and laws related to accounting, incometax, VAT, payment of
Royalties.
The tax on the profit obtained from business activities carried out by a non-resident, depends on the
establishment of a permanent organization in Kazakhstan, i.e. organizations with a legal formal
status registered in Kazakhstan in accordance with legislation of the Republic of Kazakhstan. For
more details on taxation, please refer to the Guidelines for Official Participants on taxation.
If the Participant violates the laws and regulations and the additional guidelines during the
commercial activities, the Organizer is entitled to instruct the Participant to suspend commercial
activities. In such a case, the Official participant is obliged to follow the instructions of the
Organizer. The Organizer is not liable for any loss or damage resulting from the Official
Participants’ non-compliance with the laws and regulations and the additional guidelines.
The Guidelines on commercial activities is a standing subsidiary document mandatory for all
Participants. To clarify some specific questions, we recommend to consult with the Organizer via

2) Terms and Definitions
The basic terms and definitions used in these Guidelines:
The Exhibition means the International Recognized Exhibition EXPO-2017 in Astana
The Exhibition site – land provided according to the Registration Dossier and guaranteed by the
legislation of the Republic of Kazakhstan with total area 174 hectares.
Revenue from commercial activities – sum of money received by Participant thru conducting
commercial activity before any deductions
The Organizer means Joint Stock Company “National Company “Astana EXPO-2017” which is
responsible for organizing the Exhibition, established by the Resolution #11 of the Government of
the Republic of Kazakhstan from January 15, 2013;
Special Regulation No. 9 is a document that defines the conditions under which Official
Participants may operate restaurants or carry out sales, approved by the Bureau International des
Expositions in Paris at the 158th Session of the General Assembly on 25 November 2015.
Royalty – payment made by the Participant to the Organizer to establish commercial activities in
operating public catering or carrying out sales on the Exhibition site, calculated as a percent from
gross revenue from sales of goods and services before any deductions.
Commercial activities – activity of a Participant aimed to receive revenue
Participant / Official Participant – all countries and international organizations that signed
participation agreement with the Exhibition Commissioner, representing the Government of the
Republic of Kazakhstan.
Public catering – facilities for the production, processing, organization and implementation of food
and beverage consumption.
Agreement on commercial activities – agreement signed between Organizer and Participant on
commercial activities handled by the Participant for public catering management and/or selling
goods on Exhibition site.

3) Commercial Activities of the Official Participants
Commercial Activities refer to the operation of public catering and (or) the sale of goods by Official
Participants. All commercial activities of the Participants must be agreed and coordinated with the
Organizer.
Public catering must mostly represent the national cuisines of the Official Participants. Public
catering may fall in one of the following categories:
1) restaurant;
2) Cafe
3) Bar
4) Cafeteria
5) Fast-food;
6) Canteen
The Official Participants are entitled to sell goods that are generally representative of their countries
and which reflect the theme of the Exhibition. Commercial activity that may be detrimental to
visitors or the Exhibition is strictly prohibited.
The Organizer is entitled to suspend the commercial activities of any Participant that violates the
provisions of this Chapter.
The Organizer is not responsible for damage or detriment, which may be caused due to the failure to
comply with the requirements for commercial activities.
1. Scope of Commercial Activities
The area of the premises allocated for commercial activities, which are open for visitors, must not
exceed 20% of the total indoor area of the pavilion.
Commercial activities should be carried out only within the area defined by the Organizer.
1) Restaurants
The Official Participants may arrange public catering area within their Pavilions, which will present
their national cuisine.
The Official Participants wishing to organize a public catering area must obtain written approval
from the Organizer on the menu, prices, methods of pricing, aspect, location, size, design, structure,
occupancy and management methods. Any subsequent changes in the above data will also require
the written consent of the Organizer.
The Official Participants must pass a mandatory certification of food products in accordance with
the requirements of the Republic of Kazakhstan.
Public catering area divided into following categories:
Category Description and specifications
Restaurant Catering area providing customers catering services with or without leisure
activities, with a wide variety of sophisticated dishes, including specialties and
alcoholic, cold, hot and other types of beverages, confectionery and bakery
products, selling goods.
Cafe Catering area providing customers with catering services with or without leisure
activities, providing limited (compared to the restaurant), range of products and
services, offering specialties, confectionery and bakery products, alcoholic and
non-alcoholic beverages, selling goods.

Bar Catering area equipped with bar and offering (depending on the specialization),
alcoholic and (or) non-alcoholic beverages, hot and cold drinks, meals, hot and
cold snacks in a limited assortment, selling goods.
Cafeteria Catering area equipped with pantry and bar, selling hot and soft drinks, limited
range of products made from semi-finished goods, including sandwiches and
bakery items, simple hot dishes and goods with on-site consumption.
Fast-food Catering area realizing a narrow range of dishes and products, simple beverages
made of semi-finished goods, and ensuring minimal time spent on customer
service.
Canteen Catering area with cooking and selling with on-site consumption variety of food
and culinary products in accordance with the menu, differing on weekdays

The Participants, who intend to sell goods, must obtain approval of the Organizer in relation to the
type and quality of the goods, as well as the location, area and management practices of the
respective sales point. Any change in the agreed parameters is subject to additional agreement with
the Organizer.
2. Authorization of Commercial Activity
1) Agreement with the Organizer
The Official Participants must fill out an application for operating the public catering areas of the
Participant (form 1) and/or an application for operating the sales areas of the Participant (form 2)

signed by the Commissioner of Section and submit the form to the Organizer before 1 April 2016
via e-mail ([email protected] for public catering и[email protected] for operating
sales)
The application must include the exact description of the type, location and size of the commercial
section and the menu, as well as, the maximum occupancy and the management techniques which
shall be used. The list of prices of food and goods, which are offered for sale, should be provided in
Annex to the application form.
The Organizer shall review the applications and notify the Official Participant of its decision within
15 (fifteen) calendar days.
2) Consultation with the state bodies of the Republic of Kazakhstan
The Official Participants wishing to conduct commercial activities in their pavilions after obtaining
approval with the Organizer must obtain all necessary approvals from the relevant state authorities
of the Republic of Kazakhstan and carry out commercial activities within the laws and regulation.
The Official Participants must provide the required reports on their commercial activities. When
importing goods for cooking, selling and distribution of free samples and for other commercial
purposes, must provide information and the required tax forms to the relevant state authorities of the
Republic of Kazakhstan.
The Unified Service Centre will assist in the preparation and passing through required procedures
related to commercial activities of Participants.
3. Management of Commercial Activities
1) Royalties
The Official Participants shall pay to the Organizer royalties arising from their commercial
activities on the Exhibition site in accordance with the conditions defined in the Participation
Agreement. The Commissioner of Section or his/her representative shall be responsible for the
payment of royalties to the Organizer. The Commissioner of Section can delegate the act of
payment of royalties to the restaurant and shop operators. Notwithstanding the Commissioner of
Section’s overall responsibility for the payment of royalties, the royalty money can be collected and
subsequently transferred to the Organizer directly by the Official Participant’s public catering and
shop operators.
Royalties shall be paid monthly and separately for each type of public catering and sales area. The
royalties calculated as a percentage of gross revenues received from commercial activities:
• Public catering – up to 10% depending on type of restaurant;
• Shop/online shop – up to 8% depending on type of commercial activity
The daily revenues from commercial activities of the Participant must be credited to account in the
partner bank or other bank of the Republic of Kazakhstan in case if partner bank will not be chosen,
where the Participant opens an account.
Any Participant has the right to open public catering, exclusively for the needs of Participants own
staff. This activity does not require making any payments to the Organizer.
2) Commercial Activities Accounting System
a. Taxes
The Official Participants shall comply with the tax legislation of the Republic of Kazakhstan. The
tax accounting is described in more details in the Guidelines on Taxation for Official Participants.

b. Accounting
The Official Participants must keep accounting and tax records in accordance with the current
legislation of the Republic of Kazakhstan:
1. The law of the Republic of Kazakhstan dated 28 February 2007 No. 234-III “On
accounting and financial reporting”;
2. The Code of the Republic of Kazakhstan dated 10 December 2008 No. 99-IV “On taxes
and other mandatory payments to the budget”;
The accounting records should be maintained in the context of revenues from commercial activities
and their respective costs.
For accounting purposes, the Official Participants may consult the leading international auditing
companies (Big 4) or consulting companies accredited by the Organizer in the Catalogue of
commercial services.
For cash accounting, in case of cash payments, Participants must use sales accounting system
registration as well as control-cash machines, included in the state register of cash registers (Order
of the Minister of Finance of the Republic of Kazakhstan from 30.12.2008, № 635) and registered
by the State Revenue Officein Esil district (form 7).
The Official Participants undertake to accept credit card payments using point of sale terminals
(POS terminal) that should be provided at the Official Participants own expense.
Royalties are invoiced by theOrganizer based on the monthly report of the Official Participants,
(form3). Monthly report shall be certified by the stamp and signature of the Section Commissioner
or his/her representative.
After each month the monthly report on the revenues from commercial activities of the Official
Participant shall be submitted to the Organizer within 3 (three) working days from the first day of
the following month.
The Organizer shall provide the Official Participant with the invoice, bill and act of accept for the
sum of the Royalty, with a breakdown of the amount to be transferred to the account of the
Organizer within 3 (three) working days using the account details specified in the Agreement on
commercial activities.
c. Commercial Activities
The conduct of commercial activities is described in these Guidelines and in the General
Regulations, Special Regulations and additional guidelines and instructions. For additional details
related to commercial activities, the Official Participants may contact via [email protected].
In the framework of commercial activities related to organizing stores, the sold goods should be
labeled with barcodes for accounting purposes at the expense of the Participant. The sales shall be
conducted by reading the barcodes with special equipment (barcode scanner) bought/rented at the
expense of the Participant.
The Official Participants shall consult the Organizer regarding the list of goods imported into the
area of the Exhibition and their volume.
The Organizer provides the Catalogue of commercial services with the list of companies
recommended by the Organizer. The Commissioner in turn, notifies the Organizer via e-mail
[email protected] about signing corresponding agreement with the company from
Catalogue of commercial services. Notification should include company name, name of goods /
services and the amount of the contract and should be send within 1 (one) working day from the
date of signing of such agreement.

3) Obligations of the Section Commissioner
Commercial activities in the national sections fall under the responsibility of the corresponding
Section Commissioner.
In the case of transfer of the right to conduct commercial activities to third parties, the Section
Commissioner shall inform the Organizer and provide the relevant contract. The Section
Commissioner shall however remain directly responsible for the commercial activities of the
Official Participants, even when the rights to conduct commercial activities have been transferred to
a third party.
4) Working Hours
The working hours for commercial activities are determined by the Organizer in accordance with
Special Regulation No. 13, taking into account the daily working hours of the Exhibition. The
working hours for zones of commercial activities of the Official Participants may be extended by
prior agreement with the Organizer.
The Official Participants may not suspend commercial activities during the Exhibition period
without a prior approval from the Organizer.
If necessary, the Organizer may amend the working hours for the commercial activities of the
Official Participants. The Official Participants must comply with the instructions of the Organizer in
such cases.
The Official Participants may not use the changes in working hours for commercial activities as a
basis for submitting claims to the Organizer regarding the compensation of losses.
5) Commercial areas
Commercial activities relating to the public catering area and sales of goods shall be conducted only
within the area designated by the Organizer.
6) Transportation of Cargoes
The Official Participants during transportation “from” and “to” the territory of the Exhibition of
goods, materials, equipment, and other items related to commercial activities shall comply with and
follow the requirements of Special Regulations No. 7 & 13 as well as the Logistics Guide, the
Security Guide for Participants and transport access of the Exhibition site and any other relevant
additional guidelines that may be issued by the Organizer.
7) Price, Currency
The Participants must accessibly and clearly display the prices of the offered goods, works and
services to visitors in the currency of the Republic of Kazakhstan “Tenge”.
8) Personnel Management
The Official Participants shall notify the Organizer and report on responsible person for commercial
activities and any changes regarding full name of the person in charge of commercial activities and
contact information and other information on request of the Organizer. Corresponding information
should be directed to [email protected] according to the form 5.
The Personnel operating public catering facilities of the Official Participants are required to have
medical certificates of health issued by medical facilities in accordance with the Order of Acting
Minister of National Economy of the Republic of Kazakhstan dated February 24, 2015 № 128 and
registered in the Ministry of Justice of the Republic of Kazakhstan April 8, 2015 № 10634
“Approval of rules of required medical examinations”. The list of medical organizations available
on http://astana.gov.kz/en.
If the personnel carrying out activities in the field of public catering and/or sales of goods violates
the laws and regulations or additional guidelines and instructions issued by the Organizer, or in case

of non-conforming behavior on the Exhibition site, the Organizer is entitled to remove these
persons from the Exhibition site and prevent them from conducting commercial activities.
9) Use of Products
If the Organizer should grant certain suppliers exclusive commercial rights for the sale of goods or
services, these rights should not interfere with the commercial activities of Official Participants
within their national sections.
The Organizer must, when granting such rights, observe the principle of non-discrimination
between national and foreign companies; avoid all risk of an imbalance between the quantity and
nature of such rights and the possible number of visitors to the Exhibition and avoid excessive
commercialization which would deviate from the purpose of an international exhibition as
established by the Bureau International des Expositions.
10) Sales of Exhibits
The items exhibited in the national sections and the materials used to install the presentations may
be sold or donated in a take-away state after the Exhibition closes. This sale or donation will not be
treated as commercial activity.
Not allowed to use foreign goods placed under the special customs procedure with any customs
privileges for any commercial activities including the establishment or alienation in any other way,
or provision of such goods for rent, or providing paid services with such goods.
In the case of such sales or donation, the Participant loses the right for benefits associated with the
regime of special customs procedure specified in Special Regulation No. 7 concerning transport,
customs clearance and handling of goods, and will be subject to the relevant rules of taxation and
customs regulation of the Republic of Kazakhstan.
11) Special Events and events related commercial activities
The Official Participants may arrange shows, Special Events, presentations or meetings (hereinafter
referred to as “Special Events”).
The Participant, should obtain approval from the Organizer for a Special Event on the Exhibition
site via electronic portal www.events.expo2017astana.com by sending request not later than 15th
of
March 2017. The Organizer may define additional special criteria for Special Events.
The Special Events of the Participants must be free of entrance fees.
With the prior approval from the Organizer, the Official Participants may conduct music, dance and
other activities in the areas designated for such commercial activities.
The Organizer has the right to make audio and video recording of these activities for non-
commercial purposes.
The Official Participants are required to register on portal www.events.expo2017astana.com and fill
online form.
Any event, hosted by Participant should be conducted according to the Events guide.
12) Distribution of free samples of products and food
The serving and/or tasting of products without packaging and selling of packaged food may be
allowed only for products that:
• have been imported into the Kazakhstan market and registered;
• do not violate the prohibitions established by the Convention on International Trade in
Endangered Species (CITES);

• are specific to the country of the Official Participant, as well as produced in this country or
produced using the Exhibition equipment, exhibited by the Official Participant.
In particular, in respect of the products of animal or plant origin, it is required to comply with the
following rules:
• Technical regulation “Requirements to packing, marking, labelling and correct application”,
approved by Decree of the Government of the Republic of Kazakhstan dated 21 March 2008, No.
277.
VAT is not charged on free samples of packaged goods, provided all legal requirements are
complied with, such as:
• the goods must bear the inscription “Free sample”
• the goods must be of a limited value.
The Official Participants who intend to distribute free products or product samples must obtain
approval of the Organizer in respect of the type and quantity of products and product samples, time
and places of distribution of products and product samples and methods of marking products and
product samples (form 6).
When products and product samples are distributed, the Official Participants are obliged to observe
sanitary norms stipulated by the Legislation of the Republic of Kazakhstan.
The Organizer has the right to add specific criteria for approval and may deny approval if the
distribution of products and product samples of the Official participant violates the conditions
stipulated in the previous paragraphs or does not correspond to the general procedure of distribution
at the Exhibition.
13) Prohibition of selling goods violating intellectual property rights
The Official Participants of the Exhibition must sell goods, works or services in compliance with to
copyright and related property rights of the Republic of Kazakhstan, with the Special Regulation
No. 11 and other regulations
The Organizer is not liable for violation by the Official Participant of intellectual property rights.
14) Use of Exhibition symbols
In the conduct of commercial activities, the Official Participants must not use names, images, logos,
marks, mascots and other symbols relating to the Exhibition and/or the Organizer (hereinafter
referred to as “Symbols”) without obtaining a prior approval from the Organizer.
The Official Participant can use Symbols either for commercial or noncommercial purposes only in
cobrand with own symbols and only after written approval from еру Organizer. To obtain approval,
the Participant submit Form 8 on [email protected]. The Organizer within 15 (fifteen)
calendar days notifies the Official participant on decision.
The Commissioner entitled to free complimentary use of the name, logo, and other attributes of the
Exhibition for commercial or non-commercial purposes.
15) Publicity
The Official Participants may place signboards, posters, advertisements, printed and other materials
(hereinafter referred to as “advertisements”) within their exhibition spaces or in their pavilions.
These advertisements must comply with standards determined by the Organizer.
The Official Participants must submit the design plan associated with the appearance of the
advertisements for approval to the Organizer.

Placement of any printed material outside the Exhibition site or the pavilion is subject to prior
written approval by the Organizer. The Exhibition Commissioner shall have the right to request
removal of any signs, which are not approved.
The Official Participants are not allowed to place advertisements of their sponsors outside the
stands or pavilions, including the external facades of buildings and structures.
Brochures and flyers are distributed only within the national sections of the Official Participants.
Any publicity related to Special Events, celebrations etc. on the Exhibition site must be authorized
by the Organizer. Any advertisements with the use of sound effects is prohibited.
The Official Participants may not use the names of foreign states, cities, regions or identical names
in their advertisements.
In order to ensure the order and security at the Exhibition, the Organizer has the right to direct the
removal or modification of advertisements or to suspend the distribution of advertisements. The
Official Participants must comply with the instructions of the Organizer in such cases.
16) Procedure of inspection of commercial activities
The Organizer has the right to inspect the commercial activities in relation to the accounting of the
commercial activities and the compliance of the commercial activities with the requirements of the
Organizer.
a. Inspection of Accounting of Commercial Activities
The Organizer will conduct inspections with the purpose of establishing the actual revenues
associated with commercial activities of the Official Participants.
In the course of daily accounting, the Official Participants must fill out reports with all the revenues
generated from commercial activities, including the calculation of royalties (form 4). Under the
Organizer request such form should be provided on paper within stated in the request period.
The Official Participant must attach to the daily commercial revenue report: a account statement by
the end of the day, a report of the cash register machine (a fiscal report, Z-report - cash register
closing report) for the full workday, and a report of the POS terminal.
b. Verification of compliance of the commercial activities with the established
requirements
The Organizer may send Inspectors to public catering and/or sales areas to verify the conduct of the
commercial activities by the Official Participants and compliance with the conditions of the
Agreement on commercial activities at any time during the Exhibition. Inspections shall be carried
with or without a prior notice indicating the list of documents to be verified.
The Organizer’s Inspectors must have a special permit from the Organizer stating:
the full name;
notice that the individual acts as the inspector of commercial activities of the Official
Participant;
commercial activity verification period;
verification object (name of the Official Participant, type of commercial activities);
other information.
The Participant’s representative responsible for commercial activities (the Representative) should
ensure the cooperation with the Inspector and in accordance to the written notice provide Inspector
with requested information within the period specified. The written notice signed by the Inspector is
send to the Representative .

The Representative shall cooperate with the Inspector in the conduct of the verification.
Representative should provide Inspector access to all available documents (information).
The Inspector has the right to verify the remaining products marked with barcodes in the Exhibition
Warehouse.
The Inspector shall make an intermediate and/or final verification report for consideration by the
Organizer. The Inspector may make several intermediate reports for consideration by the Organizer
if necessary. The Representative may review the intermediate and/or final report and provide
comments.
Based on the results of inspections, the Organizer may send to the Official Participants the request
to eliminate violations in the conduct of commercial activities. The Official Participants must
comply with the request of the Organizer to eliminate violations in the conduct of commercial
activities.
If the Representative provides false information, and if the violations are not eliminated, the
Inspector has the right to initiate a decision on termination of the commercial activities of the
Official Participant.
17) Sanitary-epidemiological requirements and hygiene
The Official Participants shall comply with the provisions relating to health and hygiene specified
in Special Regulation No. 10.
The Organizer can exercise control with involvement of relevant state bodies of the Republic of
Kazakhstan over the commercial activities of the Official Participants in terms of their compliance
with the laws of the Republic of Kazakhstan.
The procedure of control over the conduct of commercial activities of the Official Participants will
be determined separately by the Organizer.
18) Preparation of facilities for commercial activities
The Official Participants shall at their own expense and under their own responsibility carry out the
designing and installation of catering and/or sales facilities, and adhere to the requirements of
Special Regulations No. 4, 5 and other requirements of the Organizer.
19) Current maintenance of public catering and/or sales areas
The Official Participants of the Exhibition must pay due attention to the maintenance of public
catering and/or sales areas in good order and bear all the related costs.
To ensure safety, the Organizer may request the Official Participants, if necessary, to reconstruct
and/or dismantle the public catering and/or sales areas. In this case, all the expenses of
reconstruction and/or dismantling of public catering and/or sales areas shall be borne by the Official
Participant.
In the case of improving the conditions of the public catering and/or sales areas, the Official
Participants must follow all the instructions of the Organizer regarding the dates and time of
completion of conditions of improvement.
Any repair or reconstruction and/or dismantling, as well as improvement of the conditions of public
catering and/or sales areas must becompleted until the 1st of June 2017 and agreed with the
Organizer.
20) Environment protection
In the conduct of commercial activities, the Official Participants must comply with the
environmental and social measures in their activities laws and regulations and guidelines.

The Official Participants may provide visitors with information on meeting the environmental
requirements of traded goods, works and services
When performing music, dance and other activities in areas designated for commercial activities,
the Official Participants must minimize the damage to the environment.
21) Compliance with the Exhibition theme
Commercial activities should aim to reflect the cultural, social and historical aspects of the Official
Participants and comply with the following principles:
• commitment to sustainable and ecological development;
• commitment to reduction of environment pollution;
• promotion of “green” technologies;
• promotion of energy - efficient systems development;
• promotion of a healthy lifestyle.
