4- Validity of tender from the date of opening of technical bid 180 days

No tenders shall be accepted / opened in any case after due date and time of receipt of tender,

irrespective of delay due to postal services or any other reasons and the GSECL shall not

assume any responsibility for late receipt of tender.

1. The tenders are to be submitted by the intending bidders in two separate sealed

and super scribed envelopes as listed below:

Envelope No.1: Technical bid and Post Qualification bid data, details

specification.

Envelope No.2: Price Bid.

2. Technical and post qualification bid details specification (envelope No.1) will be

opened first and subject to evaluation, based on the qualification criteria contained

in the individual bid document.

Price bids (Envelope No.2) of bidders who are assessed and declared as

substantially technically responsive on evaluation of the technical bid will be

opened for further commercial evaluation.

3. Contractor should produce evidence of having experience of executed a similar

nature of jobs along with the documentary evidence, preferably photo copy of

orders secured from GSECL / Central / State Government/Railway /Semi-

Government, and satisfactory completion certificate from respective department

thereof.

The Earnest Money Deposit will be accepted in form of DD on any nationalized bank

/schedule bank except co-operative banks payable on Bank of Baroda, Utran Branch, at

Utran only, drawn in favour of “GUJARAT STATE ELECTRICITY CORPORATION

LTD”. Tender fee will be accepted only by Demand Draft on any nationalized bank

/schedule bank except co-operative banks, HDFC Bank, ICICI Bank, IDBI Bank, AXIS

Bank payable on Bank of Baroda, Utran Branch, at Utran only, drawn in favour of

“GUJARAT STATE ELECTRICITY CORPORATION LTD”. Tender without EMD and

GENERAL INSTRUCTIONS TO THE TENDERERS

1.0 Sealed percentage rate tenders are hereby invited for “Construction of open shed

near oil recovery pit at 370 MW Utran Gas Based Power House. UTRAN

2.0 The scope of work is explained in Tender specification. The work shall be carried out

according to the enclosed General Conditions and Technical Specifications and the

drawings.

3.0 Tenderer must submit their offer in the enclosed bill of quantities under section- E

(Schedule-B) in DUPLICATE. Those received in any other form will not be accepted.

They should be accompanied by a covering letter in which the bidder should give all

information as called for in the specifications and any other point which they would like

to be considered along with the tender in duplicate.

3.1 The tender must be submitted in one sealed main envelope with tender clearly marking the

name of work “Construction of open shed near oil recovery pit at 370 MW

Utran Gas Based Power House. UTRAN

This main envelope will contain two separate sealed covers as under:

(A) Cover No. 1: TECHNICAL BID

1. Demand Draft for EMD. & Demand Draft for Tender fee.

2. Attested copy of Registration Certificates in appropriate class & above.

3. Attested copy of work experience certificate for the similar nature of

works executed

4. List of works in progress.

5. Attested copy of document showing “Provident Fund Number in

Company’s name” obtained by the bidder without fail otherwise tender

will not be opened.

6. Attested copy of Company Registration or Partnership Deed

7. Attested copy of latest Solvency Certificate issued by nationalized bank

/schedule bank except co-operative banks not older than 12 months.

8. Details of equipment, tools & plant immediately available with the

tenderer for use of this work.

9. Details of technical personnel.

(B) Cover No. 2: PRICE BID

This sealed cover shall be clearly marked “Price Bid” and shall contain tender

Documents with price quoted in word and in figure duly filled in Schedule – B with sign

& seal of the company.

4.0 Bidders are requested to pay an earnest money deposit by demand draft of any

nationalized bank /schedule bank except co-operative banks payable on Bank of Baroda,

Utran Branch, at Utran only for the amount as specified in the tender notice with technical

bid cover only. This earnest money will be forfeited by the GSECL in case of successful

bidder who after his tender has been accepted (in form of Work order) before validity of

offer & refuses to pay the security deposit or sign and complete the contract document and

the bidder may be disqualified from tendering for further work. The earnest money will

be refunded to all unsuccessful bidders after award of contract or after expiry of the

validity of the offer. Tenders without payment of EMD are liable for rejection. The EMD

will be returned promptly to the unsuccessful tenderer except L1, L2 & L3. The

successful contractor should pay Security Deposit as mentioned in W.O.

5.0 The Technical Bids received will be opened if possible on the day and time indicated in

the tender notice by an Officer nominated by the Owner as representative in the presence

of such of the bidders who wish to be present.

6.0 The bidders shall submit their offer without any deviations to the Technical specifications,

Commercial conditions and General Terms and Conditions of the contract & it will be

presumed that the bidder agrees entirely with the specification and all other conditions of

tender.

7.0 Tenders received after the time and date specified in tender notice will not be accepted. If

the date of issue and/or submission of tender are extended by the GSECL due to any

reason the tenderer may submit if he wishes the revised / additional / modified offer

before extended due date and time of submission.

8.0 The work shall be completed within the period stipulated in the contract. In the event of

any delay due to the above or due to any other reason not attributable to the contractor,

reasonable extension in completing the work may be given at the discretion and as

decided by the GSECL but no compensation or idle charges will be paid to the contractor

on this account or any site conditions under any circumstances.

9.0 The GSECL reserves the right to accept any tender irrespective of whether it is lowest or

not or to reject all the tenders without assigning any reasons thereof. Tenders departing

from the stipulated technical specifications, commercial conditions or the method of

bidding in a radical manner are liable to be rejected.

10.0 The tenders must visit the site before submitting the tender. The tenderers shall be

presumed to have carefully examined the conditions & specifications of work and to have

fully acquainted themselves with all details of the site conditions, locations, materials,

geological and weather characteristics, labour conditions and in general all the necessary

information and data etc. pertaining to and need for the work.

11.0 On acceptance of the tender the name (s) of the accredited representative (s) of the

tenderer who would be responsible for taking instructions from the Engineer-in-charge

shall be communicated to the Engineer-in-charge.

12.0 All royalties, sales tax, toll tax, local tax, development charges, VAT tax, welfare cess

and any other taxes including works contract tax etc., in respect of this contract and

also any statutory variation in future towards above mentioned taxes & any other

taxes if levied in future by statutory authority applicable to the this contract shall be

payable by the contractor and GSECL will not entertain any claim whatsoever in this

respect.

The rates will be "Excluding the service tax'. The reimbursement against

“Service tax" will be paid to the contractor as per Govt., rules & regulations.

The contractor has to pay the 1 % labour welfare cess of estimated cost to the

concern Government Department.

The contractor shall also produce the receipt of payment of 1% welfare cess

from the respective Government Department before submission of final bill, otherwise

final bill for the works will not be finalized

The proof of payment made by the contractor to the appropriate

department shall be submitted to GSECL, failing which appropriate amount shall be

withheld on “Construction of open shed near oil recovery pit at 370 MW Utran Gas Based Power House. UTRAN getting information/instruction from the

concerned department.

13.0 The bidders must enclose sales tax clearance certificate duly attested by competent

authority along with the tender submitted by them. Tenders not accompanied by such

certificate shall be rejected

14.0 Tenders should be submitted in duplicate in sealed envelopes separately as 'Technical

Bid' and 'Price Bid' and super scribed the bids should be presented simultaneously. The

price bid should contain only price schedule of quoted prices and the technical bid should

contain all the other documents. This should be strictly followed. The price bids of only

those bidders shall be opened, who will be technically qualified on scrutiny of technical

bid as per criteria mentioned in “Special note for Post- Qualifications”. The GSECL may

get verification of certificate/details submitted by contractor directly from the authority

who have issued certificate/details.

15.0 This specification is intended as a general description of quality envisaged for materials

and workmanship and of the finished work. It is not intended to cover minute details.

The work shall be executed in accordance with the best modern practice and to the

complete satisfaction of the Owner. Special techniques approved by the Purchaser shall

be used if and where found necessary without any extra claim. This specification shall

have precedence if anything contrary to this is stated elsewhere in the Tender documents.

The Purchaser’s decision shall be final and binding on the contractor on any issue arising

out of such discrepancies.

16.0 The bid submitted by bidders who are listed under declaration of ineligibility for corrupt

or fraudulent practices issued by the Government, the list of Black listed

contractors announced by GSECL, Govt. of Gujarat or its Public sector undertaking, shall

be rejected.

17.0 The technical bids will be opened on the notified date and time in the presence of those

bidders who wish to be present. Time and date for opening of price bids will be

determined by the Purchaser and intimated to only qualified bidders after the Technical

Bid proposals are opened, analysed as per post – qualification criteria mentioned in

special note and all clarifications, if any, obtained from the bidder and verified by GSECL

from the issuing authority if necessary.

18.0 The successful contractor will have to sign an agreement as per the Gujarat State

Electricity Corporation Ltd.’s rules on stamped paper and the necessary stamp duty

charges shall be borne by the contractor.

19.0 Bidders must submit the schedule of quantities and rates and other schedules duly signed.

Any tender not bearing signature of the bidder & with seal of company on all the

documents accompanying the tender is liable to be rejected.

20.0 Tenders which do not fulfill all or any of the above conditions or incomplete in any

respect, are liable to rejection.

21.0 The GSECL will not pay any extra charges or rate for any reasons in case the contractor

claims, after acceptance of contract to have misjudged the site condition.

22.0 The contractor must arrange for all transport of materials and include all such costs in the

rates quoted by him for finished work.

23.0 The percentage rates and price shall be written both in words, and figures and the units in

words. The tender documents shall be written legibly and free from erasure, over writings

or conversions of figures. Corrections unavoidable shall be made by crossing out,

initialing, dating and rewriting. Incase of any ambiguity or mistakes the unit rates and

prices written in words shall be considered as final.

24.0 The contract or any part thereof shall not be subject to change without the written

permission of the ADD.CHIEF ENGINEER or his authorized representatives from

issuing authority of certificates / details.

25.0 Tender shall remain open for acceptance for a period of 180 days from the date of opening

of Technical bid and during this period no bidder shall be allowed to withdraw his tender.

Any such withdrawal during the said period will entail forfeiture of the earnest money

deposit submitted along with the tender and the GSECL may take further action like “not

dealing” with such bidder in future tenders of GSECL or any company under GUVNL.

26.0 Further information required, if any, can be had from the office of the ADD.CHIEF

ENGINEER, GUJARAT STATE ELECTRICITY CORPORATION LTD., Utran, Dist.

Surat -394 105. But it must be clearly understood that the tenders must be received

complete in every respect by the due date and time.

27.0 The Notice inviting tender, general instruction to bidders and all other documents of this

tender shall form part of the contract.

28.0 The electric power connection for construction/work purpose shall be given at one

mutually agreed point at work site free of cost by the GSECL. Further extension will

have to be carried out by the contractor as per requirement at his own cost. The electric

power supply will be free of cost.

.29.0 Looking to the present conditions at power station site, GSECL cannot provide any

quarter to contractor. If however there are any surplus quarters available after meeting the

requirement of GSECL's staff, then GSECL will consider allotting of quarters on rent as

per GSECL's rule.

30.0 Water for all items shall be given at the nearest point available. Water charges shall

be as per GSECL's rule.

31.0 Work carried under this contract shall be completed in all respect within FOUR (04)

calendar months from date of issue of letter for commencement of work given by

Engineer-in-charge at site.

32.0 Percentage quoted for rates shall remain unaltered i.e. firm for the use of any type of

materials.

33.0 The bidders must quote firm price only, during execution & extended period if any,

without any escalation towards labour, material, fuel etc., till completion of work under

contract and this is to be confirmed by bidder in technical bid envelope only. In case, if

the bidder does not offer firm prices, his offer shall be rejected and the price bid envelope

shall not be opened.

34.0 Each tenderer shall also submit a Declaration to the effect that the tenderer has

successfully carried out works of this nature and has adequate organization and

experienced personnel to handle this type of work. Information should also be given

regarding the constitution of the firm; it’s authorized, subscribed and paid up capital, the

date and place of registration, the place of business, the names of the directors and other

relevant information.

35.0 Each tender shall contain the name, residence and place of business of person or persons

making the tender and shall be signed by the tenderer with his usual signature. Tender

by partnerships shall furnish the full names of all partners. It shall be signed with the

partnership name by one of the members of the partnership or by an authorized

representative followed by the name and designation of the person signing. Tenders by

corporation shall be signed with the legal name of the Corporation followed by the name

of the state of incorporation and by the signature and designation of the president,

secretary or other person authorized to bind it in the matter with rubber seal of the

Company.

An attested copy of the constitution of the firm with the name of partners shall be

furnished. Whenever, whether in submission of the tender or later in other matters, the

signatures are made by one person on behalf of a partnership or a firm or a corporation an

attested copy of the resolution of the partners or of the GSECL of Directors or an

authority acceptable in law shall be supplied by the tenderer authorizing acceptance,

binding and signature by the said person. Witnesses and sureties shall be persons of status

and probity and their names, occupation and address shall be stated below their signature.

All signatures shall be dated.

36.0 In case of conflict/discrepancies among clauses of different specifications given in this

document, the stringent specification shall be followed and under such circumstances,

the decision of the EIC shall be final and binding to the CONTRACTOR.

37.0 It is the intent of the EIC to incorporate these specification documents in the

final ‘Contract’. BIDDERS are required to review these documents and clearly

state in their proposals their acceptance of the same.

38.0 The BIDDER shall be deemed to have carefully examined the ‘Specification’ in its

complete form and to have fully informed and satisfied himself as to the details, nature,

character and quantities of the work to be carried out, site conditions and other pertinent

matters and details. Ignorance of the intents and contents of the specification document

shall not be accepted by the OWNER as basis for any claims for compensation.

39.0 Work covered under this specification shall be completed in all respects, as stipulated

under scope of work.

40.0 ACCEPTANCE / REJECTION OF BID

40.1 GSECL reserves the right to accept or reject any bid in whole or part and/or accept other

than the lowest bid without assigning any reasons.

40.2 The bid is liable for rejection prima facie, if it is:

a. Not in the prescribed form.

b. Not properly signed by the BIDDER.

c. Not conforming to TENDER specification.

d. Received after expiry of the due date and time.

e. Received by telex or telegram or fax.

41.0 SUBMISSION OF TENDER

41.1 The tender must reach to the office of Chief Engineer, GSECL, GBPS, Utran, Dist.

Surat on or before due date and time of submission mentioned in tender notice. No

tender shall be accepted/opened in any case received after due date and time of receipt

of tender, irrespective of delay due to postal services or any other reasons, and the

GSECL shall not take any responsibility for late receipt of tender. Any tender received

after the due date and time of submission shall not be considered.

41.2 GSECL reserves the right to delete any item of schedule-B for which contractor shall not

have any right to claim on this account.

42.0 During the execution of the work if it is found that the work is not progressing as per

the scheduled programme, approved by the GSECL & planned by the contractor, due to

the reasons attributable to the contractor, suitable action shall be taken as per Clause No.

of jobs along with the documentary evidence, preferably photo copy of orders secured

from GSECL / Central / State Government / Railway/ Semi- Government, and

2. Latest bank solvency certificate from any nationalized bank or scheduled bank except

co-operative banks for a sum of Minimum 20% of estimated cost, of this work, not more

SECTION – C ADDITIONAL TERMS AND CONDITIONS REGARDING INDUSTRIAL LAW AND OTHER RELATED MATTERS FOR THE TENDER DOCUMENTS

General terms and conditions of contract

LABOUR LAWS: 01 Persons below the age of 18 years shall not be employed for the work.

02 No female workers shall be employed in the night shift between 7.00 PM to 6.00 AM.

03 Contractor/ Agency shall have to maintain valid Labour License under the Contract Labour

(Regulation & Abolition) Act 1970 and Rules 1972 for employing necessary manpower to be

required by him and in the absence of such license the contract shall be liable to be

terminated without assigning any reasons thereof.

04 The contractor / Agency shall at his own expense have to comply with all the Labour Laws

and keep the Corporation indemnified in respect thereof. Some of the major liabilities under

various Labour and Industrial Laws which the contractor / Agency shall have to comply with

are as under.

05 Payment of contribution of employees (Contractor’s Labour / Agency ‘s Labour) as well as

employer’s (Contractor / Agency) contribution towards Provident Fund, Family Pension

Scheme, Employees Deposit Linked Insurance Scheme, Administrative charges, inspection charges etc. at the rates made applicable from time to time by Government of Gujarat /

Government of India or other statutory authorities shall be made.

06 Labourers engaged by Contractor/Agency shall be entitled for Earn leave as per the

provision laid down in factories Act-1948. Contractor / Agency shall have to extend the

facility of E.L. as per the provision laid down in Factories Act and shall also have to

maintain leave records in prescribed form under Factories Act.

07 No labourers are allowed to enter in power station premises that do not have Identity Card

prescribed under Factories Act.

08 Contractor / Agency shall have to comply with the Maternity benefit if they happen to

engage female labours as per Maternity benefit Act.

09 Contractor / Agency shall have to obtain Insurance of the laborers engaged by him to carry

out contractual work before commencement of work under workmen’s compensation Act.

10 P.F. CODE UNDER :

It should be ensured that no tender is issued to any Contractor who has no separate PF Code

number as well as not considered for acceptance of tender and without PF code number

tender is likely to be disqualified.

11 PROVIDENT FUND AND FAMILY PENSION SCHEME : :

The contractor / Agency shall have to submit along with his bill ( Month wise ) a

statement regarding deductions at the rate of 12% of the wages against employee’s

Provident Fund & Family Pension Scheme in respect of each concerned employees ( or at

the rates made applicable by the Government from time to time ) of the wages. The

Contractor’s / Agency’s contribution and his worker’s contribution along with Admn.

charges, Insp. charges, EDLI Insp. Charges, Group Ins. Scheme Premium etc at the rates

applicable from time to time towards Provident Fund and Family Pension Scheme shall be

deposited by the contractor with Regional Provident Fund Commissioner Ahmedabad /

Vadodara/ Surat or to the authority prescribed under the Act along with the other charges

applicable.

12 If any workman engaged by Contractor / Agency, meets with fatal or non- fatal accident

while on duty then Contractor/ Agency shall be liable to pay compensation to the legal hair

or to the Workman as the case may be as per Workman’s compensation Act.

13 EMPLOYEES DEPOSIT LINKED INSURANCE SCHEME : :

The Contractor / Agency shall have to deposit ½% of the rate applicable form time to time

of the wages. In respect of employees who are a member of the Provident Fund against the contribution towards Deposit linked insurance scheme with r Regional Provident Fund

Commissioner, Ahmedabad.

14 The Contractor / Agency should pay prevailing minimum wages to the labours engaged by

him as per the minimum wages Act in presence of the Representative of principal employer.

15 The Contractor / Agency shall deposit fifteen days salary for every completed year of service

in case of each worker towards the liability of gratuity.

16 ADMINISTRATIVE CHARGES : : Administrative charges for maintaining Provident Fund Account shall be deposited by the

Contractor / Agency with Regional Provident Fund Commissioner Ahmedabad / Baroda/

Surat at the rates applicable.

17 LABOUR LICENSE FOR LABOUR CONTRACT : :

The Contractor / Agency shall have to obtain the copy of Labour Contract License

under contract Labour (Regulation & Abolition) Act from the appropriate authorities before

commencement of work.

18 Payment of minimum rates of wages under Minimum wages Act – 1948.

The Contractor / Agency shall have to pay to every contract labour/ employees engaged

under him, wages at a rate not less than the minimum rate of wages fixed by such

notification / Commissioner of Labour for that class of employment in that employment

without any deductions except as may be authorized within such time and subject to such

conditions as may be prescribed time to time.

19 Contractor / Agency shall have to issue the contractual appointment letter for a specific

period to their Labour engaged during the contract period each and every instance & should

narrated clear out terms & conditions for the liabilities of the concerned employees.

20 After completion of the contract work, the work completion certificate is required to be

produced before the I.R.O. / H.R. Head for the purpose of issuance of NOC for labour laws

compliance and cancellation of the gate passes issued to the Contractor’s / Agency workman

at the time of execution of the contract work.

21 The Contractor / Agency shall have to maintain all the relevant records under various Labour

Laws as mentioned here in above and keep ready for verification by the Company authority

as well as the authority of the Government Officials as and when asked for the checking.

22 RESPONSIBILITY FOR PAYMENT OF WAGES : :

It shall be the duty of the Contractor / Agency to ensure the disbursement of wages in the

presence of the authorized representative of the principal employer to certify the amounts paid as

wages to each worker employed by him in such manner as may be prescribed. The Contractor /

Agency shall have to produce / submit the copy of wage Register / Muster Roll / P.F. Deposition

Challan / PF Schedule and relevant records under various Labour Laws for the contract work to

Head of the H.R. Department for the purpose of issuing the NOC for Labour Laws compliance.

“GENERAL SAFETY RULES TO BE OBSERVED BY THE CONTRACTORS “

All the contractors working under Gas Based Power Station, GSECL Utran are required to scrupulously

observe following safety rules. They are also responsible for informing and observance of these rules

by their employees OR employees of their Sub-Contractor. Prior to commencing the work they will

have to submit written assurance on their letter head to the concerned Sectional Head that they have

read and will follow these safety rules while execution of work awarded to him and have educated

their employees / sub contractor. They will have to indemnify the Corporation for any loss or damage /

accident/injury to the Corporation’s property/employee or employees of their own in default of non –

observing these rules.

01 Persons to be employed for carrying out the work shall possess required qualification, are fully

trained and conversant for works to be done.

02 The contractor shall all the required safety measures prior to commencement of work on

dangerous substances, machineries or area at which cautionary notice is displayed and obtain

line clear or work permit through the concerned Department / Section prior to commencing the

work.

03 Prior to commencing the work in the area where inflammable material is lying, all such

inflammable material shall be removed or covered under protective covering. Special care shall

be taken before carrying out welding, gas cutting, furnace heating or other hot work job. They

should also keep ready fire extinguishing materials like water and sand buckets or appropriate

equipment at such place.

04 While carrying out work in confined space or inside vessel, necessary “ confined space / vessel

entry permit “ shall be obtained prior to commencing work. For lighting in such area, 24 volt (ISI

certified &with guard) hand lamp should be used. For taking care of the persons working within

the confined space / vessel, a Supervisor capable of under – taking rescue operation should be

present. While working within the gutter or trench, for warning to other entrants / passers by ;

caution notice shall be displayed. This can be done by making a temporary fence with a rope or

red ribbon. After completion of the works, all the lids shall be fixed in original position and leave

the place in safe condition so as to prevent accident to fellow workers.

05 Stair cases, lifts or other passages and gangways shall be kept free by not stacking of any

material, spare parts, tools / tackles, equipment etc. such passages are necessary for safe escape

in the event of emergency. If it is utmost necessary to carry out work in such area with blocking

of passage, prior permission of competent authority or the Engineer – In – Charge shall be

obtained. To demarcate the area as unsafe, proper fencing with caution notice shall be

displayed and the traffic shall be diverted through other safe passage.

06 While using electrically operated gadgets or power operated equipment/hand tools like welding

machine, hand grinder, hand drilling machine etc., they should be ensured for safe operation.

Defective or unsafe equipment shall not be used. Power connection for using such equipment

shall be obtained only through the concerned Section and should be connected under

observation/ guidance of concerned Section. The Electrical Section shall provide temporary

electric connection up to contractor’s Mains Board on which mains switch, ELCB and fuses shall

be installed. All the equipments shall be property and fully earthed to prevent electrical shock,

sparking, short circuit etc. Power cord to be used shall be of single length. Single phase and

three phase connection shall use 3 wire and 4 wire cords only. The plugs, receptacles, pin

holders etc should be of adequate capacity and safe to use.

07 Use personal protective equipments as per job requirement compulsorily :

08 All the lifting tackles and associated fixtures, such as D-shackles, slings, “U” clamps, Eye belt shall

be checked before use for this safety and pursue that these are certified through competent

authority every year and certificate obtained. They shall be fixed properly 7 firmly prior to lifting

the weight.

09 While working at height, scaffolding of adequate size and capacity should be used. While

climbing on such scaffolding, safety belt and Helmet should be used and chin straps of Helmet

be fixed.

10 All the electrical and mechanical equipment viz., welding machine, cutting machine, Grinder,

Drill, Chain Pulley Block, Hook, chooks etc. should carry ISI certification mark. The consumables

to be used on which expiry date is mentioned shall be used before the expiry date only. Old

material shall not be used.

11 Contractor or their employee shall not interfere in other’s activities except their assigned job.

They should not loiter and operate other’s machinery and equipment. The contractor shall

instruct their employees not to sit or take rest at a place where the plant / system / machinery

are working and the area is prone to accident.

12 In case of fire or smoke coming out during the working, efforts should be made for extinguishing

the fire and the Fire Station should be informed on Phone No. 4444/5555 & 4344.

13 Poisonous / toxic or inflammable / explosive Gas Bottles viz. Oxygen, Acetylene, LPG, Hydrogen,

Ammonia, Chlorine, CO2 etc. shall be handled with special are and trolley should be used for

their handling. They shall not be handled by rolling.

14 On completion of the work, cotton waste, spilled oil / grease, places of welding rod and other

waste material shall be removed and the area shall be left clean and safe.

15 In case of injury / accident while working, accident report shall be filled and forwarded to the

Safety Officer through the Sectional Head. Form No. 21 for this purpose can be obtained from

Safety other or the concerned Section.

16 The contractor shall provide standard make ( ISI certified ) personal protective Equipments to

their staff. The contractor shall also educate their staff for use of such P.P.E.S. insist, and

enforce to use it while at works.

17 The contractor is obliged to follow all the safety regulations and legal provisions. They shall

specifically obey to the provisions of Factory’s Act 1948 and Gujarat State Factory’s rules 1963 (

up to latest amendments). They shall also honour the instructions of the competent authority

for safety requirements.

18 The above rules shall be scrupulously followed and where required, they may contact the Safety

Officer in case of unable to understand.

1) The rules and regulations regarding safety to be observed by all contractors are as per

attachment. If it is found that, any of these rules is not observed / the corporation will take

strict puncture action against the concerned contractor.

2) Moreover for all labours of the various contractors working in TPS area / premises,

wearing of personal protective equipment shall be compulsory and if any labours is found

working without P.F same shall be considered as a breach of safety rules and regulations for

which the gate pass issued to the concerned labours shall be immediately confiscated and a sum

of Rs. 1000/- (Rupees one thousand only.) shall be deducted from the monthly bill of the l

contractor. No dispute in this regard shall be entertained by the corporation whatsoever.

SPECIAL CONDITIONS

Following are the GSECL’s special conditions for this project and wherever these special

conditions contradict with similar conditions in this tender document, the following special

conditions shall prevail:

1.0 The successful Bidder, on receipt of Wok Order will submit within a week’s time his

planning/programme of works, for scrutiny of Gujarat State Electricity Corporation Ltd.

in a Pert/Bar Chart format, clearly indicating GSECL’s inputs also.

2.0 Contractor will plan his works such that on all the fronts released by GSECL,

simultaneous work should progress in such a way that entire job is completed in

scheduled time limit.

3.0 The work commencement date will start from the date of issue of letter to commence the

work.

4.0 Security Deposit (5% of contract value) shall be payable by the contractor. Out of total 5

%, 2½ % of contract value shall be submitted by contractor within 10 days of receipt of

LOI/W.O. and balance will be recovered from first two R.A. bills in equal installments.

Alternatively entire 5% of contract value may be paid in form of Bank Guarantee within

ten (10) days of receipt of LOI/W.O.. The Security Deposit in approved form of Bank

Guarantee valid during the contractual period shall be acceptable and Bank Guarantee

shall be of Nationalized / A-class Scheduled Bank only. However, such Bank Guarantee

should not be reduced on the basis of the work actually done and the Bank Guarantee

should be kept valid till the guarantee (maintenance) period is over.

5.0 The contractor will be responsible for complying with all rules and regulations and

labour laws applicable to him and the GSECL will not be responsible for any lapses

committed by them. If there is any claim from any Government Authority pertaining to

the contractor, the same amount will be deducted from the contractor’s bill.

6.0 Normally one measured R.A. Bill payment shall be made every month on submission of

bill by the contractor in GSECL’S prescribed format.

7.0 The Engineer may without prejudice to any other method of recovery, deduct the

amount of such damages from any money due or which may become due to the

Contractor. In the event of extension of time being granted by the Engineer, in writing,

for completion of work, this penalty clause will be applicable after the expiry of such

extension period.

9.0 All sums payable by way of liquidated damages shall be considered as reasonable

compensation to be applied to the use of the Engineer without reference to the actual loss

or damage sustained and whether or not any damage has been sustained.

10.0 Earnest money deposit shall be paid in D.D. on any Nationalized / A-class Scheduled

Bank except Co-Operative banks payable at Utran in favour of Gujarat State Electricity

Corporation Ltd.

11.0 THE TIME LIMIT FOR COMPLETION OF WORK STIPULATED AS 04 (Four)

CALENDER MONTHS, WILL BE ADHERED TO.

12.0 The contractor’s rates should be firm and no variation clause is to be quoted by the

contractors and GSECL will not accept the same, during contractual period including

extended time limit if any.

13.0 THE GSECL WILL NOT PAY ANY TYPE OF ADVANCES INCLUDING

MOBILISATION ADVANCE.

1) Contractor shall be held responsible for any accident or damage to any materials at

working place, any part of machineries etc. or inconvenience is caused for the work

by the contractor the necessary compensation shall be paid by the contractor or

recovered from the Bill / payment as deemed fit by the GSECL.

2) For incomplete work or left-out work, the same will be carried-out through other

agency at the risk & cost of the contactor and recovery will be made as actual

payment made to other agency + 15% supervision charges., This will be recovered

from the bill / payment.

3) Quantities shown in the tender are approximate and no claim shall be entertained for

quantities of work executed being more or less than those entered in the tender or

estimate.

4) The contractor or his authorized representative / supervisor shall remain present and

available during working hrs. and follow-up the instructions of the EIC. as per the

requirement of work.

5) The contractor shall engage all the labours or persons at his own risk and cost and

shall completely binding with all the Labour laws, Licenses, acts, securities, all

types of insurance, regulations of compensation for accident, all records etc. from

his end.

6) The GSECL shall not supply any materials for this work and Schedule-"A" is to be

treated as NIL. However, One point of electricity will be issue on chargeable by

GSECL

SPECIFICATIONS OF MATERIALS

M-1 Water: 1.1 Water shall not be salty or brackish and shall be clean, reasonably clear and free from

objectionable quantities of silt and traces of oil and injurious alkalies, salts, organic

matter and other deleterious material which will either weaken the mortar or concrete or

cause efflorescence or attack the steel in R.C.C Container for transport, storage and

handling of water shall be clean. Water shall conform to the standards specified I.S 456-

1978.

1.2 If required by Engineer-in-charge it shall be tested by comparison with distilled water.

Comparison shall be made by means of standard cement tests for soundness, time of

setting and mortar strength as specified in I.S.269-1976. Any indication of unsoundness,

change in time of setting by 30 minutes or more or decrease of more than 10 per cent in

strength of mortar prepared with water sample when compared with the results obtained

with mortar prepared with distilled water shall be sufficient cause for rejection of water

under test.

1.3 Water for curing mortar, concrete or masonry should not be too acidic or too alkaline. It

shall be free of elements which significantly affect the hydration reaction or otherwise

interfere with the hardening of concrete during curing or those which produce

objectionable stains or other unsightly deposits on concrete or mortar surfaces.

1.4 Hard and bitter water shall not be used for curing.

Potable water will be generally found suitable for curing mortar or concrete.

M-3 Cement:

3.1 Cement shall be ordinary Portland slag cement as per I.S. 269-1976 or Portland slag

cement as per I.S. 455-1976.

M-6 Sand:

6.1 Sand shall be natural sand, clean, well graded, hard strong durable and gritty particle

free from injurious amounts of dust clay, kankar nodules, soft or flaky particles shale,

alkali, salts organic matter, loam, mica or other deleterious substance and shall be got

approved from the Engineer-in-charge. The sand shall not contain more that 8 percent of

silt as determined by field test. If necessary the sand shall be washed to make it clean.

6.2 Coarse Sand: The fineness modulus of coarse sand shall not be less than 2.5 and shall

not exceed 3.0.

M-11 Cement Mortar: 11.1 Water shall conform to specification M-1. Cement : Cement shall conform to

Specification M-3

Sand: Sand shall conform to M-6.

11.2 Proportion of Mix: 11.2.1 Cement and sand shall be mixed to specified

proportion, sand being measured by measuring boxes. The proportion of cement will be

by volume on the basis of 50 Kg. /Bag of cement being equal to 0.0342 Cu. M. The

mortar may be hand mixed or machine mixed as directed.

11.3 Preparation of Mortar: 11.3.1 In hand mixed mortar cement and sand in the

specified proportions shall be thoroughly mixed dry on a clean impervious platform by

turning over at least 3 times or more till a homogenous mixture of uniform color is

obtained. Mixing platform shall be so arranged that no deleterious extraneous material

shall get mixed with mortar or mortar shall flow out. While mixing, the water shall be

gradually added and thoroughly mixed to form a stiff plastic mass of uniform color so

that each particle of sand shall be completely covered with a film of wet cement. The

water cement ratio shall be adopted as directed.

11.3.1 The mortar so prepared shall be used within 30 minutes of adding water. Only such

quantity of mortar shall be prepared as can be used within 30 minutes.

M-12 Stone Coarse Aggregate for Nominal Mix Concrete:

12.1 Coarse aggregate shall be machine crushed stone of black trap or equivalent and

be hard, strong, dense, durable, clean and free from skin and coating likely to prevent

proper adhesion of mortar.

12.2 The aggregate shall generally be cubical in shape. Unless special stones of

particular quarries are mentioned aggregates shall be machine crushed from the best

black trap or equivalent hard stone as approved. Aggregate shall have no deleterious

reaction with cement. The size of the coarse aggregate for plain cement concrete and

ordinary reinforced cement concrete shall generally be as per the table given below,

However in case of reinforced cement concrete the maximum limit may be restricted to

6 mm. Less than the minimum lateral clear distance between bars or 6 mm. Less than

the cover, whichever is smaller.

Note: This percentage may be varied some what by Engineer-in-charge when considered

necessary for obtaining better density and strength of concrete.

12.3 The grading test shall be taken in the beginning and at the change of source of materials.

The necessary test indicated in I. S. 383-1970 and I.S. 456-1978 shall have to be carried out to

be carried out to ensure the acceptability. The aggregates shall be stored separately and handled

in such a manner as to prevent the intermixing of different aggregates. If the aggregates are

covered with dust, they shall be washed with water to make them clean.

M-15 Bricks: 15.1 The bricks shall be hand or machine molded and made from suitable soils and klin-

burnt. They shall be free from crack and nodules of free lime. They shall have smooth

rectangular faces with sharp corners and shall be of uniform color.

The bricks shall be molded with a frog of 100 mm x 40 mm. and 10 mm. to 20

mm Deep on one of its flat sides. The bricks shall not break when thrown on the ground

from a height of 600 mm.

15.2 The size of modular bricks shall be 190 mm. X 90 mm. X 90 mm.

15.3 The size of the conventional bricks shall be as under :

(9” x 4 ⅜ “x 2 ¾ “) 225 x 110 x 75 mm.

15.4 Only bricks of one standard size shall be used on one work. The following tolerances

shall be permitted in the conventional size adopted in a particular work.

Length: 1.8(3.0 mm.) Width: 1/6” (1.51 mm.) Height: 1/6” (1.50 mm.) 15.5 The crushing strength of the bricks shall not be less than 35 Kg./Sq. Cm. The average

water absorption shall not be more than 20 percent by weight. Necessary tests for crushing

strength and water absorption etc. Shall be carried out as per I. S. 3495 (Part-I to IV) 1976.

M-19A High Yield Strength Steel Deformed Bars: 19.1 High yield strength steel deformed bars be either cold twisted or hot

rolled, shall conform to I. S. 1739-1966 and I. S. 1139-1966 respectively. 19.2 Other provision and requirements shall conform to specification no. M-18

for mild steel bars.

M-22 Structural Steel: All structural steel shall conform to I. S. 226-1965. The steel shall be free from the defects mentioned in I. S. 226-1975 and shall have a smooth finish. The materials shall be free from loose mill scale, rust pits or other defects affecting the strength and durability. Rivet bars shall conform to I. S. 1148-1973.

22.1 When the steel is supplied by the Contractor test certificates of the manufactures shall be obtained according to I. S. 226-1975 and other relevant Indian Standards.

M-23 Galvanized Iron Sheets: 23.1 The galvanized iron sheets shall be plain or corrugated sheets of

specified in item. The G. I. Sheets shall conform to I. S. 277-1977. The sheets shall be undamaged in carriage and handling either by rubbing off of zinc coating or otherwise they shall have clean and bright surface and shall be free from dents, holes, rust or white powdery deposit.

23.2 The length and width of G. I. Sheet shall be as directed as per site condition.

ITEM No.1: Demolition of brick work and stone masonry including stacking of serviceable materials and disposal of unserviceable materials with all lead and lift (ii) in cement mortar.

1.0. Workmanship:

1.1. The demolition shall consist of demolition of brick work and stone masonary as specified or shown in the drawings. Demolition implies taking up or down or breaking up. This shall consist of demolishing whole or part of work including all relevant items as specified or shown in the drawings.

1.2. The demolition shall always be planned before hand and shall be done in reverse order of the one in which the structure was constructed. This scheme shall be got approved from the Engineer-in-charge before starting the work. This however will not absolve the contractor from the responsibility of proper and safe demolition.

1.3. Necessary dropping, shoring and under pinning shall be provided for the safety of the adjoining work or property, which is to be left intact, before dismantling and demolishing is taken up and the work shall be carried out in such a way that no damages is caused to the adjoining property.

1.4. Wherever required, temporary enclosures or partitions shall also be provided. Necessary precautions shall be taken to keep the dust nuisance down as and where necessary.

1.5. Dismantling shall be commenced in a systematic manner. All materials which are likely to be damaged by dropping from a height or demolishing, masonry etc Shall be carefully dismantled first. The dismantled articles shall be properly stacked as directed. 1.6. All materials obtained from demolition shall be the property of Government unless otherwise specified and shall be kept in safe custody until handed over to the Engineer-in-charge. 1.7. Any serviceable material, obtained during dismantling or demolition shall be

separated out and stacked properly as directed, with all lead and loft. All unserviceable materials, rubbish etc. Shall be stacked as directed by the Engineer-in-charge

1.8. On completion of work, the site shall be cleared of all debris rubbish and cleaned as directed. 2.0. Mode of measurements & payment:

2.1. Measurements of all work except hidden work shall be taken before demolition or no allowance for increase in bulk shall be allowed. Specification for deduction for voids openings etc. Shall be on same basis as that employed for construction of work.

2.2. All work shall be measured in decimal system as fixed in its place subject to the following limits, unless otherwise stated hereinafter: (a) Dimensions shall be measured to the nearest 0.01 mt. (b) Area shall be worked out to the nearest 0.01 sq. Mt (c) Cubical connection shall be worked out to the nearest 0.01 Cu. M.

2.3. The rate shall include cost of all labour involved and tools used in demolishing and dismantling in including scaffolding. The rate shall also include the charges for separating out and stacking the serviceable materials properly and disposing the unserviceable materials with all lead and lift. The rate also includes for temporary storing for the safety of the portion not required to be pulled down or of adjoining

properly and providing temporary enclosures or partitions where considered necessary. The rate excludes scraping straightening of reinforcement but includes cutting of reinforcement.

The measurements shall be made for Demolition of brick work and stone masonry--- will be paid in Cubic Meter basis.

ITEM NO-2

Cutting of dead trees in GSECL plant area, Utran including excavation up to required depth from bottom of tree with roots. Serviceable materials are to be carted and stacked in the store or other area including cutting branches in small pieces.Unserviceable material is to carted and dump in to garbage area within 3 Km. lead etc.complete. Work is to be carried out as per instruction of EIC.

The item is self explanatory. Contractor has to arrange for all labour, tools

tackles with transportation vehicle at their cost. Before stacking of serviceable material in store or any other place, weighing shall be done on GSECL Weigh Bridge. As per instruction all the unserviceable material shall be carted & dump in to garbage area within 3 km lead etc. The payment is to be made on job basis.

ITEM NO – 3

Excavation for foundation up to 1.5 M Depth including sorting out and stacking of useful materials and disposing of the excavated stuff up to 50 meter lead (B ) Dense or Hard Soil

The contractor will, at his own expense, clear the Site set out all works and

provide all necessary labour, pegs, string etc. to enable Engineer to check all setting

out and contractor will correct all error.

Foundation trenches must be checked by the Executive Engineer or by the

authorized representative before any concrete is placed. The bottom of foundation

trenches must be accurately excavated as shown in the drawing and leveled

thoroughly, if dry, shall be watered and consolidated before concrete work is started. If

was meet with, the contractor will have to dewater the foundation and provide

necessary shoring and shuttering, for which nothing extra will be paid. If differences of

levels have to be provided, it shall be done by means of vertical steps unless

otherwise directed by the Engineer-in-charge.

The excavation for foundation shall be excavated to the depths shown on the

drawing or to suit ground or less depth, as the character of the ground, necessitates to

ensure stable and solid foundation and will be as directed by the Engineer-in-charge.

For extra depth of foundation so excavated, no higher rates will be paid.

The contractor is held responsible that the foundations are excavated as nearly

as possible to the correct width and depth as directed by the Engineer-in-charge. If

any excess excavation is done owing to mistake on the part of the contractor or his

staff, the extra excavation will not be paid for, and this extra excavation will have to be

filled up with cement concrete as specified for foundation, at this cost. Under no

circumstances the extra depth excavated will be allowed to be filled up, with any other

material.

All excavated stuff, if approved, will have to be filled up in the side trenches of

the foundation and plinth, in layers, by breaking clods and watering, after the

foundation and plinth masonary is checked and approved by the Engineer-in-charge.

The surplus earth will have to be spread, to make up the adjacent ground (if

necessary) or otherwise shall be removed from the site and disposed off, as directed

by the Engineer-in-charge, within a lead of 50 meters. No extra payment will be made

for doing this work.

The excavated stuff shall be stacked at the place shown by the Engineer-in-

charge or his authorized agent, so that no surcharge is created on the excavated

trench edge and sliding may not take place. In case the stuff is found not usable, the

same shall be stacked separately away, so that it may not get mixed with the selected

material for backfilling.

Safety code for excavation I.S. 3764 shall be followed.

If excavation is done during rainy season, Contractor shall make pali of earth around

excavated area, to see that the excavated pit is not filled up with water

Contractor may make allowance in the rate, if he thinks that side slopes will be

required, keeping in mind nature of the soil and safety of excavation.

The rate quoted shall be inclusive of all labour, materials, tools, tackles,

machinery etc. for all operation mentioned above. Payment shall be made for

excavated net quantity as per plan, plus permissible sides slope/benching wherever

necessary as per I.S.

The contractor shall do the necessary shoring and shuttering or providing necessary slopes to a safe angle, at his own cost.

The payment shall be made on actual Cmt. of work.

ITEM No.4

Providing Brick work using conventional FLY ASH WORK bricks having crushing strength not less than 70 Kg / Sq. cm. in foundation plinth in cement mortar 1 : 5( 1 cement : 5 fine sand ) including racking out the joints up to 12 mm depth, scaffolding, curing etc., complete as directed. 1.0. Materials Water shall conform to M-1. Cement shall conform to M-3. Sand shall conform to M-6. Brick shall conform to M-15. Cement mortar shall conform to M-11. 2.0. Workmanship

2.1. Proportion: 2.1.1. The proportion of the cement mortar shall be 1:5(1 cement: 5 fine sand) by volume. 2.2. Wetting of bricks: 2.2.1. The bricks required for masonry shall be thoroughly wetted with clean water for about two hours before use or as directed. The cessation of bubbles, when the bricks are wetted with Water is as indication of through wetting of bricks. 2.3. Laying: 2.3.1. Bricks shall be laid in English bond unless directed otherwise. Half or cut bricks shall not be used except when necessary to complete to bond; closures in such case shall be cut to required size and used near the ends of walls.

2.3.2. A layer of mortar shall be spread on full width for suitable length of the lower course. Each brick shall first be property bedded and set home by gently tapping with handle of trowel or wooden mallet. Its inside face shall be flushed with mortar before the next brick is laid and pressed against it. On completion of course, the vertical joints shall be fully filled from the top with mortar.

2.3.3. The walls shall be taken up truly in plumb. All courses shall be laid truly horizontal and all vertical joint shall be truly vertical. Vertical joints in alternate course shall generally be directly one over the other. The thickness of brick course shall be kept uniform.

2.3.4. The brick shall be laid with frog up wards. A set of tools comprising of wooden straight edges, man son's spirit level, square half meter rub, and pins, string and plumb shall be kept on the site of work for frequent checking during the progress of work.

2.3.5. Both the faces of walls of thickness greater than 23 cms. shall be kept in proper place. All the connected brick work shall be kept not more than one meter over the rest of the work. Where this is not possible, the work shall be raked back according to bond (and not left toothed) at an angle not steeper than 45 degrees.

2.3.6. All futures, pipes, outlets of water, hold fasts of doors and windows etc. which are required to be built in wall shall be embedded in cement mortar 2.4. Joints: 2.4.1. Bricks shall be so laid that all joints are quite flush with mortar. Thickness of joints shall not exposed 12 mm.The face joints shall be raked out as directed by raking tools daily during the progress of work, when the mortar is still green so as to provide key for plaster or pointing to done. 2.4.2. The face of brick shall be cleaned the very day on which the work is laid and all mortar dropping removed. 2.5. Curing: 2.5.1. Green work shall be protected from rain suitably. Masonry work shall be kept moist on all

the faces for a period of seven days. The top of masonry work shall be kept well wetted at the close of the day. 2.6. Preparation of foundation bed: 2.6.1. If the foundation is to be laid directly on the excavated bed, the shall be

leveled, cleared of all loose materials, cleaned and wetted before stating masonry, If masonry is to be laid on concrete footing, the top of concrete shall be cleaned and moistened. The contractor shall obtain the engineer's approval for the foundation bed before foundation masonry is started. When

pucca flooring is to be provided flush with the top to plinth, the inside plinth offset shall be kept lower than the outside plinth top by the thickness of the flooring.

3.0. Mode measurements & payment 3.1. The measurements of this item shall be taken for the brick masonry fully completed in foundation up to plinth. The limiting dimensions not exceeding those shown on the plinths or as directed shall be final. Battered tapered and curved portions shall be measured net. 3.2. No deduction shall be made from the quantity of brick work, for any extra payment made for embedding in masonry or making holes in respect of following items: (1) Ends of joists, beams, posts, girders, purlins, trusses, corbel, steps etc. where cross sectional area does not exceed 500 Sq.Cm. (2) Openings not exceeding 1000 Sq.Cm. (3) Wall plates and bed plates, bearing of slabs, chajjas and the like whose thickness does not exceed 10 Cms. and the bearing does not extend to the full thickness of wall. (4) Drainage holes, and recesses for cement concrete blocks to embed hold fasts for doors, windows etc. (5) Iron fixtures, pipes up to 300 mm. dia hold fasts, and doors and windows built into masonry and pipes etc. for concealed wiring. (6) Forming chases of section not exceeding 350 -Sq. Cm. in masonry.

3.3. Apertures for fire places shall not be deducted nor shall be paid for separately. 3.4. The rate shall be for a unit of one cubic meter. The relevant specification as described shall be followed except that the bricks to be used shall be fly ash bricks of approved quality & having crushing strength of 70 kg/sq.cm and proportion of cement mortar shall in C.M. 1:5

The measurements shall be made in Cubic Meter basis. ITEM NO – 5

Providing and laying cement concrete 1:4:8 (1 Cement : 4 coarse sand :8 hand broken stone aggregates 40 mm nominal size) and curing complete excluding cost of form work in (A) Foundation and plinth

The cement concrete 1:4:8 (1cement: 4coarse sand: 8 Hand broken Stones) in Foundation and plinth for foundation and flooring at any depth shall be carried out in true line and level and have the width and depth as shown in the drawing or as directed including sorting out and stacking of useful materials and disposing of excavated stuff up to 50M. lead for loose or soft soil. The contractor shall do the necessary shoring and shuttering to a safe angle, at his own cost.

2.0 Workmanship : General: 2.1.1 Before starting concrete, bed of foundation trenches shall be cleared of all loose materials, leveled, watered and rammed as directed.

Proportion of Mix: 2.2.1 The Proportion of cement, sand and coarse graded bricks bats aggregate shall be one part of cement, 4 parts of sand, 8 parts of graded bricks bats aggregates and shall so measured by volume.

Mixing : 2.3.1 The concrete shall be mixed in a mechanical mixer at the site of work. Hand mixing may however be allowed for smaller quantity of work if approved by the Engineer-in-charge. When hand mixing is permitted by the Engineer-in-charge in case of break-down of machineries and in the interest of the work, it shall be carried out on a water tight platform and care shall be taken to ensure that mixing is continued until the mass in uniform in color and consistency. However in such cases 10% more cement than otherwise required shall have to be used without any extra cost. The mixing in mechanical mixer shall be done for a period 1 to 2 minutes. The quantity of water shall be sufficient to produce a dense concrete of required workability for the purpose. Transporting & Placing the concrete :

2.4.1 The concrete shall be handled from the place of mixing to the final position in not more than 15 minutes by the method as directed and shall be placed into its final position, compacted and finished within 30 minutes of mixing with water i.e. before the setting commences.

The concrete shall be laid in layers of 15 cms. to 20 cms or as directed.. 2.5 Compacting: 2.5.1 The concrete shall be rammed with heavy iron rammers and rapidly to get the required compaction and to allow all the interstices to be filled with mortar. 2.6 Curing : 2.6.1 After the final set, the concrete shall be kept continually wet, if required by pounding for a period of not less than 7 days from the date of placement. 2.7 Mode of measurement and Payment: The concrete shall be measured for its length breadth and depth, limiting dimensions to those specified on plan or as directed The rate shall be for a unit of one cubic meter. The payment shall be made on actual Cmt. of cement concrete work. ITEM No. 6

GENERAL

1. PROPORTION : The Proportion of fine, coarse aggregates and cement shall be as specified in item of tender where nominal mix is to be used. Proportion of material shall be carried out such that the proportion of materials is readily verifiable. Material must be measured in boxes of steel of wooden, approved by EIC. Box to be used for which aggregate, its size etc. shall be clearly marked on box. No ramming of boxes will be permitted. Slight variation in proportion for technical requirement will have to be carried out without any extra cost. Boxes shall be filled in presence of authorized agent of Company and work shall be carried out during working hours fixed by Company or approved by Engineer-in-charge

Where strength of concrete is specified instead of nominal mix, contractor will have design mix for the specified strength as provided in IS code for design mix. Proportion shall be based on weight of ingredients of concrete using specified size of the coarse aggregate in item. If ordered, contractor will have to get economical design from Gujarat Engineering Research Institute or other approved institution.

Where permitted in case of small works proportional of weight basis can be converted to volumetric for use at site with maintaining same quality of aggregates as used in designing the mix. Design mix shall be got approved and minimum cement if specified shall have to be used.

Any change in source of aggregate will require redesigning of the concrete mix.

The engineer shall have right to inspect the source of materials used and contractor will have to arrange for testing of material, if ordered, without any extra cost.

II MATERIALS:

Coarse aggregate & fine aggregate i.e. black Trap metal, Grit, sand etc. shall confirm to IS 353 for aggregate from natural source. Aggregates shall be strong, hard, durable, and free from foreign materials and adherence. If found necessary contractor shall have to arrange testing of aggregate according to IS 2386 and IS 576.

Coarse aggregate shall be of specified size in the item v.i.z. 40 mm, 20 mm, 10 mm etc. Where gradation is to be done in mix design, it shall be properly graded. Coarse aggregates shall be free from mica, shale etc. The pieces shall be angular in shape having granular or crystalline surface, triangular, flaky & laminated should not be used. If order by Engineer-in-charge, aggregates shall have to be screened or washed. Samples of coarse aggregates to be used shall be got approved and source of approved quality material shall not be changed without prior approval.

Sand shall be clean river sand of quality approved as per IS confirming to gradation zones. Sand shall have fineness modulus of not less than 2.2 or more than 3.2.

When sufficient quantity of aggregates are to be collected, they shall be stacked separately, in piles to avoid intermixing or earth, organic materials or other foreign materials shall be avoided. Rakers shall be used for lifting of coarse aggregates. Coarse aggregate having specific gravity of less than 2.6 shall not be used.

Cement shall be ordinary Portland cement unless otherwise specifically specified. One bag of cement is considered 50 kg. of cement. If cement is to be procured by contractor from outside, certified report that cement confirm to the provision of I.S. shall be furnished, if demanded. If necessary, testing will have to be carried out in approved laboratory without any extra cost. For comprehensive strength and initial setting time test as per I.S. 456.

Water to be used for mixing and curing shall be portable water free from injurious and deleterious materials confirming to I.S. 3025, proper storing facility at site shall be provided by contractor and see that water do not get contaminated.

(III) MIXING : Ingredients i.e. cement, sand and coarse aggregates shall be measured by weigh Batcher or volumetric boxes as specified or approved. Boxes for each component shall be prepared for such quantity that will be required for one bag of cement.

All ingredients shall be mixed in mechanical mixer. Ingredients shall be first mixed dry for one minute and then required quantity of water is added as per design and mixed for minimum 1½ minutes till concrete is uniform. Entire concrete in the mixing drum shall be discharged in pre-operation before raw materials for second batch is fed into the drum.

Concrete which can be laid before initial setting time of cement shall be prepared.

Partly set to tampered concrete shall not be used. Mixture machine, weigh batcher etc. shall be cleaned after completion of work. Mechanical mixer shall comply to I.S. 1791.

For checking consistency and workability of concrete, slump test shall be carried out as per I.S. 1199 if desired by Engineer-in-charge.

(IV) LAYING : Before laying of concrete, shuttering and reinforcement shall be got checked.

Where inserts are to be provided, they shall be fixed properly at places shown. Concrete shall be laid on cleaned surface. Concrete shall be laid such that ingredients do not get separated and no segregation of concrete is caused. Concrete shall be consolidated properly with vibrators or other approved method according to the requirement of jobs. Joints in concrete shall be left as shown or as directed by Engineer-in-charge. Where concrete is to be placed from height, necessary chute shall be provided.

(V) CURING : Concrete work shall be cured for minimum period of 15 days. Horizontal surface

shall be cured by pounding and vertical surface shall be kept wet by tying gunny cloth or gunny bags and keeping them wet by spraying or sprinkling water. Where structure is at higher level, contractor shall arrange for pumping arrangement for water. Water tight sump may be prepared on site for storing of water for curing & other uses.

Curing is important for gaining strength of cement structure. Hence full proof arrangement is required to be made. If curing is found insufficient, the same shall be arranged by department as risk & cost of contractor and charges as per rules shall be recovered from contractor’s bill.

(VI) FINISHING : Concrete work where specified in item as exposed surface, shall be plastered 12 mm thick in CM 1: 3 as per specification of plastering item. Any finishing required to make surface in level or flush to adjoining surface shall be made by contractor with mortar of specified portion of concrete. Cement required for plastering of finishing shall be drawn separately. In plastering of slab bottom, chhaja etc. wherever patta, groove, bend etc. are shown, it shall be executed in this item without any extra cost. Where slope is to be given for drainage and is not provided properly will have to be done without any extra cost. Edges of beam, pillars etc. where camphoring is shown or instructed shall be done without extra cost.

If concrete surface is found honeycomb and it is rejected by Executive Engineer, it shall have to be dismantled and recasted by contractor without any extra cost at his risk & cost.

(VII) SHUTTERING : The form work shall be rigid, sufficiently strong and well anchored to bear the load which it has to take without any distortion. It shall be backed sufficient so as not to bulge of twist. Form work shall be of steel plates or ply wood. Where exposed surface is desired, plywood shuttering will have to be provided. All surface coming in contact with concrete shall be applied with shuttering oil after cleaning properly. Props supporting form work shall rest on pucca platform. Adjustment of height shall be done with wooden wedges. Spaces of props shall be as instructed by Engineer-in-charge of work.

Form work shall be got checked from the Executive Engineer or his authorized agent and on clearance only, further work should be done. Necessary opening, in form work, for providing hooks, kada or other inserts will have to be made by contractor, as instructed, without any extra cost.

Removal of form work shall be carried out slowly and at the specified period as under. In case it is ordered to contractor to keep for more period, considering quality of cement or other factors, it will have to be done by contractor. Minimum period of this shuttering shall be as under:

The general specification of cement concrete shall be applicable. Item provides for all kinds of RCC work for building, for all floors i.e. all elevations as per drawings. Item includes shuttering work also. Honey combed surface, if any, shall be finished with C.M. 1:2. However, it is felt by Engineer-in-charge that honey combing is more and structure is required to be recast, it shall be done by contractor with dismantling of original concrete. Nothing extra shall be payable for dismantling as well as recasting work.

Whenever surface if bulged or not found in line & level, contractor will chip out, finish and bring in line & level without any extra cost.

Measurement shall be made on Cubic meter basis.

ITEM NO -7

Providing & laying ordinary cement concrete 1:2:4(1 Cement:2 Course Sand: 4 Graded stone aggregate 20 mm nominal size) and curing completed excluding cost of form work and reinforcement for reinforced cement concrete work in foundation, footing base of column and mass concrete. (Plaster & reinforcement will be paid separately. The cement concrete M-150 [1:2:4 (1 cement: 2 coarse sand: 4 Graded stone aggregate 20 mm nominal size)] in Foundation, coping and flooring at any depth or level shall be carried out in true line and level and have the width and depth as shown in the drawing or as directed including sorting out and stacking of useful materials and disposing of excavated stuff up to 50M. Lead for loose or soft soil. The contractor shall do the necessary shoring and shuttering to a safe angle, at his own cost. 1.0 Materials : Water, Cement, Sand, Grit, & Graded stone aggregate 20 mm.

Nominal size shall conform to standard specifications as per relevant BIS codes.

2.0 General :

The concrete mix is not required to be designed by preliminary tests. The proportion of the concrete mix shall be 1 : 2 : 4 (1 cement : 2 coarse sand : 4 graded stone aggregate 20 mm. Nominal size) by volume. Concrete work shall have exposed concrete surface or as specified in the item.

The designation ordinary M-100, M-150, M-200, M-250 specified as per I. S. Corresponding approximately to 1 : 3 : 6, 1 : 2 : 4, 1 ½ : 3 and 1 : 1 : 2 nominal mix of ordinary concrete by volume respectively.

The water cement ratio shall not more than those specified in the above table. The cement content of the mix specified in the Table shall be increased if the quantity of water in a mix has to be increased to overcome the difficulties of placement and compaction so that the water-cement-ratio specified in the Table is not exceeded. Workability of the concrete shall be controlled by maintaining a water-cement-ratio that is bound to give a concrete mix which is just sufficiently wet to be placed and compacted without difficulty with the means available. The maximum size of coarse aggregate shall be as large as possible within the limits specified but in no case greater than one fourth of the minimum thickness of the member, provided that the concrete can be placed without difficulty so as to surround all reinforcement thoroughly and to fill the corners of the form. For reinforced concrete work, coarse aggregates having a nominal size of 20 mm. are generally considered satisfactory. For heavily reinforced concrete members as in the case of ribs of main beams, the nominal maximum size of coarse aggregate should usually be restricted to 5 mm. Less than the minimum clear distance between the main bars, or 5 mm. Less than the minimum cover to the reinforcement whichever is smaller. Where the reinforcement is widely spaced as in solid slabs, limitations of size of the aggregate may not be important and the nominal maximum size may sometimes be as great as or greater than the minimum cover. . Admixture may be used in concrete only with approval of Engineer-in-charge upon the

evidence that with the passage of time, neither the compressive strength of concrete is reduced nor are other requisite qualities of concrete and steel impaired by the use of such admixtures. 3.0 Workmanship: Proportioning: proportioning shall be done by volume, except cement which shall be measured in terms of bags of 50 Kg. Weight. The volume of one such bag being taken as 0.0342 Cu. Meter Boxes of suitable sizes shall be used for measuring sand aggregate. The size of the boxes (internal) shall be 35 cms. X 25 cms and 40 cms deep. While measuring the aggregate and sand, the box shall be filled without shaking ramming or hammering. The proportioning of sand shall be on the basis of its dry volume and in case of damp sand; allowances for bulk age shall be made. Mixing : 3.2.1 For all work. Concrete shall be mixed in a mechanical mixer which along with other accessories shall be kept in first class working condition and so maintained throughout the construction. Measured quantity of aggregate, sand, cement required for each batch shall be poured into the drum of the mechanical mixer while it is continuously running. After about half a minute of dry mixing, measured quantity of water required for each batch of concrete mix shall be added gradually and mixing continued for another one and a half minute. Mixing shall be continued till materials are uniformly distributed and uniform color of the entire mass is obtained and each individual particle of the coarse aggregate shows complete coating of mortar containing its proportionate amount of cement. In no case shall the mixing be done for less than 2 minutes after all ingredients have been put into the mixer. 3.2.2 When hand mixing is permitted by the Engineer-in-charge for small jobs or for certain other reasons, it shall be done on the smooth watertight platform large enough to allow efficient turning over the ingredients of concrete before and after adding water. Mixing platform shall be so arranged that no foreign materials get mixed with concrete nor does the mixing water flow out. Cement in required number of bags shall be placed in a uniform layer on top of the measured quantity of fine and coarse aggregate, which shall also be spread in a layer of uniform thickness on the mixing platform. Dry coarse and fine aggregate and cement shall then be mixed thoroughly by turning over to get a mixture to uniform color. Specified quantity of water shall then be added gradually through a rose-can and the mass turned over till a mix of required consistency is obtained. In hand mixing, quantity of cement shall be increased by 10 percent above that specified. 3.2.3 Mixers which have been out of use for more than 30 minutes shall be thoroughly cleaned before putting in a new batch. Unless otherwise agreed to by the Engineer-in-charge the first batch of concrete from the mixture shall contain only two thirds of normal quantity of coarse aggregate. Mixing plant shall be thoroughly cleaned before changing from one type of cement to another. Consistency: 3.3.1 The degree of consistency which shall depend upon the nature of the work and methods of vibration of concrete shall be determined by regular slumps tests in accordance with I. S. 1199-1959. The slumps of 10 mm. To 25 mm. Shall be adopted when vibrators are used and 80 mm. when vibrators are not used. Inspection :

3.4.1 Contractor shall give the Engineer-in-charge due notice before placing any concrete in the forms to permit him to inspect and accept the false work and forms as to their strength, alignment, and general fitness but such inspection shall not relive the contractor of his responsibility for the safety of men, machinery, materials and for results obtained. Immediately before concreting, all forms shall be thoroughly cleaned. Centering design and its erection shall be got approved from the Engineer-in-charge. One carpenter with helper shall invariably be kept present throughout the period of concreting. Movement of labor and other persons shall be totally prohibited for reinforcement laid in position. For access to different parts, suitable mobile platforms shall be provided so that steel reinforcement in position is not disturbed for ensuring proper cover; mortar blocks of suitable size shall be cast and tied to the reinforcement. Timber, kapachi or metal pieces shall not be used for this purpose. 3.5 Transporting and laying: The method of transporting and placing concrete shall be as approved. Concrete shall be so transported and placed that no contamination, segregation or loss of its constituent material takes place. All formwork shall be cleaned and made free from standing water, dust show or ice immediately before placing of concrete. No concrete shall be placed in any part of the structure until the approval of the Engineer-in-charge has been obtained. Concerting shall proceed continuously over the area between construction joints. Fresh concrete shall not be placed against concrete which has been in position for more than 30 minutes unless a proper construction joints is formed. Concrete shall be compacted in its final position within 30 minutes of its discharge from the mixer. Except where otherwise agreed to by the Engineer-in-charge concrete shall be deposited shall be deposited in horizontal layers to a compacted depth of not more than 0.45 meter when internal vibrators are used and not exceeding 0.30 meter in all other cases. Unless otherwise agreed to by the Engineer-in-charge, concrete shall not be dropped into place from a height exceeding 2 meters. When trucking or chutes are used they shall be kept close and used in such a way as to avoid segregation. When concreting has to be resumed on a surface which has hardened, it shall be roughened, swept clean, thoroughly wetted and covered with a 13 mm. Thick layer of mortar composed of cement and sand in the same ratio as in the concrete mix itself. This 13 mm. Layer of mortar shall be freshly mixed and placed immediately before placing of new concrete. Where concrete has not fully hardened, all laitance shall be removed by scrubbing the wet surface with wire or bristle brushes, care being taken to avoid dislodgement of any particles of coarse aggregate. The surface shall then be thoroughly wetted all free water removed and then coated with neat cement grout. The first layer of concrete to be placed on his surface shall not exceed 150 mm. In thickness and shall be well rammed against old work, particular attention being given to corners and close spots. All concrete shall be compacted to produce a dense homogeneous mass with the assistance of vibrators, unless otherwise permitted by the Engineer-in-charge for exceptional cases, such as concreting under water, where vibrators cannot be used. Sufficient vibrators in serviceable condition shall be kept at site so that spare equipment is always available in the event of breakdowns. Concrete shall be judged to be compacted when the mortar fills the spaces between the coarse aggregate and begins to cream up to form an even surface. Compaction shall be completed before the initial setting starts i.e. Within 30 minutes of addition of

water to dry mixture. During compaction, it shall be observed that needle vibrators are not applied on reinforcement which is likely to destroy the bond between concrete and reinforcement. 3.6 Curing: Immediately after compaction, concrete shall be protected from weather, including rain, running water, shocks, vibration, traffic, rapid temperature changes, frost and drying out process. It shall be covered with wet sacking, hessian or other similar absorbent material approved soon after the initial set and shall be kept continuously wet for a period of not less than 14 days from the date of placement. Masonry work over foundation concrete may be started after 48 hours of its laying but curing of concrete shall be continued for a minimum period of 14 days. 3.7 Sampling and Testing of concrete: 3.7.1 Samples from fresh concrete shall be taken as per I. S. 1199-1959 and cubes shall be made, cured and tested at 7 days or 28 days as per requirements in accordance with I. S. 516-1959. A random sampling procedure shall be adopted to ensure that each concrete batch shall have a reasonable chance of being tested i.e. The sampling should be spread over the entire period of concreting and cover all mixing units. Ten test specimens shall be made from each sample, five for testing at 7 days and the remaining five at 28 days. The samples of concrete shall be taken on each day of the concreting as per above frequency. The number of specimens may be suitably increased as deemed necessary by the Engineer-in-charge when procedure of tests given above reveals a poor quality of concrete and in other special cases. 3.7.2 The average strength of the group of cubes case for each day shall not be less than the specified cube strength of 150 kg/Cm2 at 28 days. 20% of the cubes cast for each day may have value less than the specified strength provided the lowest value is not less than 85% of the specified strength. If the concrete made in accordance with the proportions given for a particular grade, does not yield the specified strength, such concrete shall be classified as belonging to the appropriate lower grade. Concrete made in accordance with the proportions given for a particular grade shall not however, be placed in a higher grade on the ground that the test strength are higher than the minimum specified. 3.8.1 The Engineer-in-charge shall be informed in advanced by the contractor of his intention to strike the form work. While fixing the time for removal of form work due consideration shall be given to local conditions, character of the structure the weather and other condition that influence the setting of concrete and of the materials used in the mix in normal circumstances (generally where temperatures are above 20ºc) and where ordinary concrete is used forms may be struck after expiry of periods specified as per IS for respective item of form work. All formwork shall be removed without causing any shock or vibration as would damage the concrete. Before the soffits and struts are removed the concrete surface shall be exposed where necessary in order to ascertain that the concrete has sufficiently hardened. Centering shall be gradually and uniformly lowered in such manner as to permit the concrete to take stresses due to its own weight uniformly and gradually. Where internal metal ties are permitted they or their removable parts shall be extracted without causing any damage to the concrete and remaining holes filled with mortar. No permanently embedded metal part shall have less than 25 mm cover to the finished concrete surface. Where it is intended to re-use the formwork, it shall be cleaned and made good to the satisfaction of the Engineer-in-charge. After removable of form work and shuttering the Executive Engineer shall inspect the work and satisfy by random checks that concrete produced is of good quality. Immediately after the removal of forms all exposed bolts etc., passing through the cement concrete member and use for shuttering or any other purpose shall be cut inside the cement concrete members to a depth of at least 25 mm. Below the surface of the concrete and the resulting holes be filled by cement mortar. All fine caused by form joints, all cavities produced by the removal of forms ties and all other holes and depressions honeycomb spots broken edges or corners and other defects shall be thoroughly cleaned, saturated with water and carefully pointed and rendered true with mortar of cement and fine aggregate mixed in the proportion used in the grade of concrete that is being finished and of as dry consistency as is possible to use. Considerable pressure shall be applied in filling and pointing to ensure through filling in all voids. Surfaces which are pointed shall be kept moist for a period of 24 hours. If rock pockets honeycombs in the opinion of the Engineer-in-charge are of such an extent or character as to affect the strength of the structure materially or to endanger the life of the steel reinforcement he may declare the concrete defective and require the removal and replacement of the portions of the structure affected. 4.0 Mode of measurement and payment: 4.1 The consolidated cubical contents of concrete work as specified in item shall be measured the concrete laid in excess of section shown on drawings or as directed shall not be measured. No deduction shall be made for (a) Ends of dissimilar materials such as joints, beams, posts, girders, rafters, purling trusses, corbels and steps etc. Up to 500 Sq. Cm. In section. (b) Opening up to 0.1 Sq. M. 4.2 The rate includes cost of all materials, labor, tools and plant required for mixing, placing in position, vibrating and compacting, finishing as directed curing and all other incidental expenses for producing concrete of specified strength. The rate excludes the cost of form work. 4.3 The rate shall be for a unit of one cubic meter.

For reinforced concrete work as specified in this item in addition the following stipulations shall be followed: The bars shall be kept in position by the following methods: (i)In case of beam and slab construction sufficient number of precast cover blocks in cement mortar 1: 2 (1 cement: 2 coarse sand) about 4 cms. X 4 cms. Section and of thickness equal to the specified cover shall be places between the bars and shuttering as to secure and maintain the requisite cover of concrete over the reinforcement. In case of cantilevered or doubly reinforce beams of slabs the main reinforcing bars shall be held in position by introducing chain spacers or supports bars at 1.0 to 1.0 meters centers.

(ii) In case of columns and walls the vertical bars shall be kept in position by means

of timber templates with slots accurately out in them. The tempts shall be removed after

concreting has been done below it. The bars may also be suitably tied by means of

annealed steel wires to the shuttering to maintain their position during concreting.

All bars projecting from pillars, columns beams, slabs etc to which other bars and

concrete are to be attached or bounded to later on shall be protected with a coat of thin

neat cement grout, if the bars are not likely to be incorporated with succeeding mass of

concrete within the following 10 days. This coat of thin neat cement shall be removed

before concreting.

2.0 Mode of measurement and payment: The volume occupied by reinforcement

shall not be deducted from R.C.C. work.

The rate shall be for a unit of one cubic meter.

ITEM NO – 8

Labour charges for erection steel work welded in built up section framed work including cutting hoisting fixing in position beams and channels, angles, tees, flats with connection plates or angle cleat as in main and cross beams, hip and trussed purilns connected to common rafter and applying a priming coat of red lead paint etc. completed as directed. All workmanship and finish shall be of first class quality, in all respects and shall confirm to the best accepted standards of practice. Finished surface should not have any defect. The greatest accuracy shall be observed to see that all parts properly fit with each other on erection.

Before cutting and fabrication work is taken up, it is necessary, to see that if any twisting, bending etc. is there, the same is removed and made straight or in plane. The process to be adopted shall be such that original material is not injured.

Members shall be fabricated on site or in workshop as approved, by Engineer-in-charge. Allowance for camber shall be made in case of truss etc., similarly, in tension member and compression members. I.S. standard shall be followed. Based on design and/or detailed drawings, cutting schedule with number of members shall be prepared and got approved from competent authority. Shearing machine or gas cutting may be adopted as approved.

All holes to be drilled shall be marked on members and drilled after proper checking. If necessary, a template shall be made for this. All holes shall be perpendicular to the face of the member and 1/16” larger than the nominal size of rivet or bolt. All holes shall be so drilled and rimmed that more than 85% of continuous holes in any group in same plane shall not show any offset greater 1/32” between adjacent thicknesses of metal. Burns, resulting from reaming or drilling shall be removed with a tool making 1/16” bored.

All welding shall be done with electric arc method. Welding electrodes shall be heavily coated type, designed for all position. The size, type of manufacture of electrodes shall be subject to approval of Engineer. Electrodes and welding work shall be as per I.S. standards.

All the cutting and needed surface shall be properly grinded with electric grinder. Fabricated members shall be joined either by welding or by rivets of nut & bolt arrangement as specified or shown on drawing or instructed. One assembled shall be got approved for alignment, riveting, welding etc. For bolted joints, necessary washers shall be provided as shown in the drawing or as instructed on site.

Erection of the structure shall be done by approved method. Care shall be taken during erection so that no accident occurs. All workers shall be provided with safety belts, helmets etc. during working.

Care shall be taken to see that no damage is done to the members during transportation or fabricated/assembled structure. Contractor shall provide necessary derricks, gantry, scaffolding and staging, inflammable etc. for erection work. No gas cutting shall be allowed for widening of holes when it is not matching. It shall be drilled.

General specification of fabrication shall be applicable. Cutting schedule of the various members shall be prepared as per drawing and got approved.

Payment will be made by computing the weight of various structural sections on the basis of standard weight as per I. S. and weight of bolts and nuts, if provided. No payment shall be considered for the weight due to riveting or welding.

ITEM NO -9

Labour charges for fixing of G I corrugated sheets roofing including fixing the same by means of 6mm G I 'J ' bolts & nuts bitumen washers including keeping 150mm over lap as per specifications on all sides etc completed. [Payment will be made for slopping area of floor].

Laying and fixing of Sheets: The sheets shall be laid on the purlins and other roof members as per code of practice. Top bearing surfaces of all purlins and other roof members shall be is one plane so that the sheets when being fixed shall not be required to be forced down to rest on the purlins. The finished roof shall present uniform slope and the line of corrugation shall be straight and true. The sheets shall be laid with smooth side upwards. Corrugated sheets shall be laid starting at the eaves either from left to right or right to left depending upon the direction of wind before actual laying of the sheets is started. The purlins spacing and the size of sheets shall be checked to ensure that the arrangements shall provide the laps required and the specified overhang at the eaves, In case the sheets are laid from

right to left the first sheet shall be laid uncut but the remaining sheets in the bottom row shall have the top left hand corners cut or mitered. The sheets in the second and other immediate rows shall have bottom right hand corner of the first sheet cut. All other sheet except the last sheets shall have both bottom right hand corners and top left hand corners cut. The last sheet shall have only top left hand corner cut. The last of the top row sheets shall have the bottom right hand corner cut with exception of the last sheet which shall be left uncut. If the sheets are laid from left to right the first sheet shall be laid and cut and the remaining procedure shall be reversed..

The miter described above is necessary to provide snug fit. Where 4 sheets meet at a lap the length of miter shall be 150 mm. And the width of miter shall be equal the width of the side lap. The cutting may be done with ordinary wood saw at site. The sheet shall be laid with an end lap of 150 mm. Minimum. In case of roof with a pitch flatter than 1 vertical to 2½ horizontal (Approx.22) or in the case of very exposed situations appropriate larger laps may be provided. The sheets shall be laid with side lap of half a corrugation.

Fixing Accessories: The sheets shall be secured to the purlins and other roof members by means of 6 mm. Dia galvanized iron bolts (‘J’) type hook bolts in case of angle iron purlins and ‘L’ type bolts in case of R. S. Joints Precast concrete or timber purline and nuts bearing on galvanized iron washers and bitumen washers. The grip of ‘J’ or ‘L’ bolts on the purlins shall not be less than 25 mm. Each galvanized iron ‘J’ or ‘L’ hook bolts shall have a bitumen washer and galvanized iron washer placed over the sheets before the nuts is screwed down from above. On each purlin there shall be one hook bolt on the crown adjacent to the side lap on either side. Bitumen washer shall be of approved quality. The G. I. Flat washer shall be 25 mm. In diameter and 1.60 mm. thick and bitumen washer shall be 35 mm. In dia and 1.5 mm. thick with hole to the required size of fixing accessory. Each nut shall be screwed lightly at first. After a dozen or more sheets are laid the nuts shall be tightened to ensure a leak-proof joint and also nuts tightened only to extent so as to prevent damage to the sheets. The length of the ‘J’ bolts or crank bolts shall be 75 mm. More then the depth of purlins for single sheets fixing and 90 mm. More where two sheets overlap or where ridges or other accessories are to be fixed. The minimum length of coach screw for timber purlins shall be 110 mm.

The holes for fixing the sheet shall be drilled in the center of end lap of sheets to suit the purlins i.e. On the center line of the purlins, if these are of timber and square head coach screws are used or as close as possible to the back of purlins if ‘J’ or ‘L’ bolts are used as with steel angles or precast concrete or timber purlins. Holes for hook bolts etc. Shall be 2 mm. More than the diameter of the fixing bolts. No holes shall be nearer than 40 mm to any edge of sheet or accessory. Necessary 6mm G I 'J ' bolts & nuts & bitumen washers shall be brought by

contractor at his own cost.

1.0. Materials 1.1. Water shall conform to M-1. The cement mortar of proportion 1:3 shall conform

to M- 13. 2.0. Workmanship 2.1. Scaffolding:

Wooden bullies, bamboos, planks, trestles and other scaffolding shall be sound. These shall be properly examined before erection and use. Stage scaffolding shall be provided for ceiling plaster which shall be independent of the walls.

2.2. Preparation of back-ground: 2.2.1. The surface shall be cleaned of all dust, loose mortar droppings, traces of algae, efflorescence and other foreign matter by water or by brushing. Smooth surface shall be toughened by wire brushing if it is not hard and by hacking In case of concrete surface, if a chemical retarded has been applied to the form work, the surface shall be roughened by wire brushing and all the resulting dust and loose particles cleaned off and care shall be taken that none of the readers if left on the surface. Trimming on brick/concrete surfaces where necessary shall be carried out to get an even surface.

2.2.2. Raking of joints in case of masonry where necessary shall be allowed to dry out for sufficient period before carrying out the plaster work.

2.2.3. The work shall not be soaked but only damped evenly before applying the plaster. If the surface becomes dry, such area shall be moistened again.

2.2.4. For external plaster, the pestering operation shall be started from top floor and carried downwards. For internal plaster, the plastering operations may be-started wherever the building frame and cladding work are ready and the temporary supports of the ceiling resting on the wall of the floor have been removed. Ceiling plaster shall be completed before starting plaster to walls.

2:3. Application of plaster: 2.3.1. The plaster about 15x15 cms. shall be first applied horizontally and vertically

at not more than 2 meters intervals over the entire surface to serve as gauge. The surfaces of these gauges shall be truly in plane of the finished plastered surface. The mortar shall then be applied in uniform surface slightly more than the specified thickness, then brought to a true surface by working a wooden straight edge reaching across the gauges with small upward and sideways movements at a time. Finally, the surface shall be finished off true with a trowel or wooden float according as a smooth or a smooth or a sandy granular texture is required Excessive troweling or overworking the float shall be avoided. All corners, arises, angles and junctions shall be truly vertical or horizontal as the case may be and shall be carefully finished. Hounding or chamfering, corners, arises junctions etc. shall be carried out with proper templates to be size required.

2.3.2. Cement plaster shall be used within half an hour after addition of water. And

mortar or plaster which is partially set shall be rejected and removed forthwith from the site.

2.3.3. In suspending the work at the end of the day, the plaster shall be left out clean to the line both horizontally and vertically, when recommencing the plaster, the

edges of the old work shall be scraped clean and wetted with cement putty before plaster is applied to the adjacent areas to enable the two to properly join together. Plastering work shall be closed at the end of the day on the body of the wall and nearer than 15 cm. to any corners or arises It shall not be closed on the body of features such as plaster bands and cornices not at the corners or arises.Horizontal joints in plaster work shall not also occur on parapet tops and copings as these invariably lead to leakage. No portion of the surface shall be left out initially to be packed up later on.

2.3.4. Each coat shall be kept damp continuously till the next coat is applied or for a minimum period of 7 days. Moistening shall commence as soon as plaster is hardened sufficiently. Soaking of walls shall be avoided and only as much water as can be readily absorbed shall be used, excessive evaporation on the sunny or windward side of building in hot air or dry weather shall be prevented by hanging matting or gunny bags oh the outside of the plaster and keeping them wet.

3.0. Mode of measurements & payment 3.1. The rate shall include the cost of all materials, labour and scaffolding etc.

involved in the operations described under workmanship. 3.2. All plastering shall be measured in square meters unless otherwise specified.

Length breadth or height shall be measured correct to a centimeter. 3.3. Thickness of the plaster shall be exclusive of the thickness of the key i.e.

grooves or open joints in brick work, stone work etc. or space between laths. Thickness of plaster shall be average thickness with minimum 15 mm. at any point on this surface.

3.4. This item includes plastering up to floor two level. 3.5. The measurement of wall plastering shall be taken between the walls or

partition (dimensions before plastering being taken) for length and from the top of floor or skirting to ceiling for height. Depth of cover of cornices if any shall be deducted.

3.6. Soffits of stairs shall be measured as plastering on ceilings, following soffits shall be measured separately.

3.7. For jambs, soffits, sills etc. for openings not exceeding 0.5 sq. met each in area for ends of joints beams, posts, girders, steps etc. not exceeding 0.5 sq. mt each in area and for openings exceeding 0.5. sq. mt and not exceeding 3.00 sq. mt. in each area deductions and additions shall be made in the following manners.

(a) No deductions shall be made for ends of joints, beams, posts etc. and openings not exceeding 0.5 sq. mt each and no addition shall be made for reveals, jambs, soffits, sils etc. of these openings, for finish to plaster around ends of joints, beams posts etc.

(b) Deduction for openings exceeding 0.5 sq. mt but not exceeding 3 sq.mt. each shall be made as follows and no addition shall be made for ravels, jambs, soffits, sills etc. of these openings, (i) When both faces of all wall are plastered with same plaster, deduction shall be made for one face only, (ii) When two faces of wall are plastered with different types of plasters or if one face is plastered and the other pointed, deductions shall be made from the plaster or pointing on the side of frame for door, window etc. on which width of reveals is less than that on the other side but no deductions shall be made on the other

side. Where width of reveals on both faces of all are equal, deductions of 50% of area of opening on each face shall be made from areas of plaster and / or pointing as the case may be.

3.8. For openings having door frames equal to or projecting beyond the thickness of wall, full deduction for opening shall be made from each plastered face of the wall.

3.9. In case of openings of area above 3 sq. mt. each, deduction shall be made for openings but jambs, soffits sand sills shall be measured.

Mode of Measurement: The payment will be made for this item on Square meter basis. Item No. 11

. Providing and laying H.Y.S.D. Reinforcement bars for R.C.C. work, laying in position including cutting, bending, hooking and binding the reinforcement with approved quality of binding wire etc., complete as per design & drawing. (Providing chairs and supports etc., will be paid for under the item.) The rate includes cost of binding wire and no extra payment shall be made for the same.

General

All reinforcement bars, plain, tor steel [HYSD] etc. specified in Item shall confirm to

relevant I.S. standard i.e. I.S. 432 in mild steel and medium tensile steel, I.S. 1139 for deformed

bars, I.S. 1786 for cold twisted bars etc. Whenever tested bars to be used, certificate for the

same from manufacturer shall be submitted. If it is instructed by Executive Engineer,

Contractor shall have to arrange for testing of bars at the laboratory or institution suggested by

GSECL at his cost.

If the bars are to be supplied by Company at specified rate, in schedule “A” the same

shall be collected and carted to the site of use.

Bars shall be bent as per bar bending schedule supplied with drawing. If bar bending

schedule is not supplied contractor shall prepare it and get it approved at site before cutting for

fabrication.

Bars shall be clean, free from rust, dust, mud etc. If coils are there, they shall be first

straightened. Bars shall be cut according to the cutting length specified/approved by

department. Bars shall be bent gradually. Bars having crack or splits shall be rejected. Bars

shall be bent cold, unless otherwise specified in case of higher diameter bars. If bar is bent

wrongly, it should be straightened and re bent so that it does not injure the materials.

Laps and splices shall be got approved. They shall be staggered and shall be at location

shown/approved. Lapping shall be avoided when full length is available. All laps, hooks, bends

etc. shall be provided as per I.S. standards.

Reinforcement bars shall be placed in position as per drawing or details given. It shall

be tied with annealed black wire/G.I. wire of 18 gauges. Blocks, spacers, chairs etc. shall be

provided as per I.S. 2502 at places instructed.

Bars shall be provided with clear cover as shown in drawing or as instructed on site.

Cover shall be provided with cement, mortar cover block prepared of specified thickness with

bending wire embedded to fix cover in position and tie with reinforcement so that it may not get

disturbed. Minimum clear cover shall be less than 13 mm. or diameter of bars for slabs. For

beam and columns, depending on size, it shall be 20 mm. to 25 mm. Cover shall be provided

depending on structure, weather condition, location of structure etc. as per ISI.

After the reinforcement is tried and checked by contractor himself, it shall be got

checked by Company’s authorized representative and okayed for pouring concrete.

Quality of reinforcement bars in M.T. embedded in concrete shall be paid. Weight shall

be computed on cutting length approved or given multiplied by standard rate of particular

diameters of bars as per I.S. standards. Work shall be carried out at all levels. Rate quoted shall

be inclusive of wastages, cost of binding wire etc. No separate payment will be made for

binding wire. However laps, dowels etc. shall be paid as per drawing or as approved on site.

(A) Plain bars Plain bars to be used shall confirm I.S. 432. The general specification specified above

shall be applicable. Re rolled bars shall not be used. Wherever specified in drawing or where

instructed plain bars shall be used.

(B) Tor steel The general specifications as specified above shall be applicable. Bars shall confirm to

I.S. 1139 and 1786.

Mode of Measurement:

The payment will be made for this item on unit weight of bars multiply by

length of bars consumed and payment will be made in Kilogram basis.

Item No. 12

Painting two coats (excluding priming coat) on new steel and other metal surface with

synthetic enemal paint brushing to give an even shape including cleaning the surface ,all dirt

,dust and other foreign matters.

1.0. Materials

Synthetic enamel paint shall conform to I.S. 1932-1964.

2.0. Workmanship

2.1. General : The materials required for work of painting work shall be obtained

directly from approved manufactures or approved dealer and brought to the site in

maker's drums; kegs. etc. with seal unbroken.

2.1.2. All materials not in actual use shall be kept properly protected, lids of containers shall

be kept closed and surface of paint in open or partially open containers covered with a

thin layer of turpentine to prevent formation of skin. The materials which have become

state or flat due to improper and long storage shall not be used. The paint shall be stirred

thoroughly in its container before pouring into small containers. While applying also, the paint

shall be continuously stirred in smaller container. No left over paint shall be put back into stock

tins. When not in use the containers shall be kept properly closed.

2.1.3. If for any reasons, things is necessary, the brand of thinner recommended by the manufacturer

shall be used.

2.1.4. The surface to be painted shall be thoroughly cleaned and dusted. All rust, dirt and grease

shall be thoroughly removed before painting is started. No painting on exterior or other

exposed part of the work shall be carried out in wet, damp or otherwise unfavorable weather

and all the surfaces shall be thoroughly dry before painting work is started.

2.2. Application of paint:

2.2.1. Brushing operations are to be adjusted to the spreading capacity advised by the manufacture of

particular paint. The paint shall be applied evenly and smoothly by means of crossing and laying

off. The crossing and laying off consists of covering the area over with paint, brushing the

surface hard for the first time over and then brushing alternately in opposite directions two or

three times and then finally brushing lightly in a direction at right angles to the same. In this

crossing and laying off will constitute one coat.

2.2.2. Each coat shall be allowed to dry completely and lightly rubbed with very fine grade of sand-

paper and loose particles brushed off before next coat is applied. Each coat shall vary

slightly in shade and shall be got approved from Engineer-in-charge before next coat is started.

2.2.3. Each coat the last shall be lightly rubbed down with sand paper of fine pumice stone and cleaned of dust before the next coat is applied. No hair marks from the brush of clogging of

paint puddles in the corners of panels, angles of moldings etc. shall be left on the work.

2.2.4. Special care shall be taken while painting over bolts, nuts, rivets, overlaps etc. Approved

best quality brushes shall be used.

Mode of Measurement:

The payment will be made for this item on Square meter basis.

CONDITIONS FOR ISSUE OF MATERIALS

1. The above material shall be brought by the contractor to meet with the requirement of the

contract.

2. Cement & steel will be allowed to use in the contract and for allied connected works with the

prior approval of the Engineer - In -Charge.

3. The Steel material will be brought by the contractor on weight basis .However measurement

for the work done will be on Linear measurement basis by calculating weight as per the

sectional measurement as per IS.

4. Wastage steel scrap will not be counted left out after the completion of the work.

5. The contractor will be allowed to take away the wastage of steel scrap after completion of

work with permission in writing from E.I.C.

6. Cement shall be counted 20 bags to one M.T.

7. Empty cement bags are not to be returned to the GSECL and contractor will be allowed to

take away with permission in writing from Engineer -In -Charge.

All royalties, sales tax, toll tax, local tax, development charges, VAT tax, welfare cess

and any other taxes including works contract tax etc., in respect of this contract and also any

statutory variation in future towards above mentioned taxes & any other taxes if levied in

future by statutory authority applicable to the this contract shall be payable by the contractor

and GSECL will not entertain any claim whatsoever in this respect.

The rates will be "Excluding the service tax'. The reimbursement against “Service tax"

will be paid to the contractor as per Govt., rules & regulations.

The contractor has to pay the 1 % labour welfare cess of estimated cost to the concern

Government Department.

The contractor shall also produce the receipt of payment of 1% welfare cess from the

respective Government Department before submission of final bill, otherwise final bill for the

works will not be finalized

The proof of payment made by the contractor to the appropriate department shall be

submitted to GSECL, failing which appropriate amount shall be withheld on getting

information/instruction from the concerned department
