CEO’s MessageActing Chief Executive Officer ReportWunman Njinde, welcome .

As we move into the second half of the year I am happy to report that there has been many positive developments within GLaWAC over the past three months.

The Supreme Court Case was held 15 March 2016, in relation to the Wilsons Promontory Claim. A further hearing was held in May 2016 and we are awaiting the outcome of the hearing. I look forward to updating you on the outcome in the near future.

We have negotiated a walkover with Taungurung which will take place in October 2016, once the weather is warmer.

A draft Strategic Plan, Economic Development Strategy and Whole of Country Strategy have been developed by Kari Kristiansen from Taskdynamics. The Board have discussed the Plans and a decision will be made in relation to progressing them to a final version.

All operations will be moving to Forestech, Kalimna in August 2016. This move will mean that GLaWAC can develop a Cultural Hub for all Gunaikurnai. We have managed to secure additional space at Forestech which means that the entire Corporation will be operating out of Forestech. The Board will be making a decision over the coming months on the status of the head office in Bairnsdale. I have been in discussions with the CEO of Federation Training to ensure that we secure the required space for all our operations.

The Managers and supervisors have commenced leadership training with Brian Stevens and Doris Paton. This training will consist of eight workshops from March to October. This will involve the team undertaking some units in project management through Federation Training. The first session was very well received by the team and they are looking forward to working with Doris and Brian further.

The CEO of Parks Victoria, Bradley Fauteaux, visited East Gippsland in April 2016. He visited the Buchan Caves as part of the tour. It was a very emotional visit and one that he stated with stay with him for a very long time.

I have led a projects workshop with the West

Gippsland CMA and Parks Victoria. This has secured a number of projects for GLaWAC for the rest of 2016. I have also led discussions between DELWP Regional Director and GLaWAC. We continue to strengthen our relationship with this key stakeholder.

GLaWAC has now established a scholarship committee and we welcome the contribution of the Elders Council on this very important committee.

A Sub-committee has been put together to undertake a 5 year review of the settlement agreement with the Department of Justice.

GLaWAC will workshop a response to the Joint Management Plan with the Board and Elders in August. The first workshop is scheduled for July 2016.

The changes to the Aboriginal Heritage Act 2006 will mean changes to the roles of RAP’S, which has the potential to impact and place additional pressures on GlaWAC. However, the internalisation of the RAP Program is working very well with the monitors working on a rotating roster set up by the Acting RAP Manager.

The snow is covering the high country mountains now and the daylight hours are shorter, a great time of year to sit by the fire and have a yarn.

On country Team UpdateThe On Country team has been extremely busy over the past few months developing and introducing procedures across all departments to improve on the efficiencies and effectiveness of our service delivery in the On Country Team operations. As a result, our invoicing system and record tracking has improved whilst our service delivery on the ground has had many positive feedbacks from stakeholders and contractors on our quality of works when working on projects.

Interviews have been conducted for Earn While You Learn participants and we received a great response. The training for this program is being finalised with Forestech and dates will be confirmed shortly.

The Knob Reserve Committee of Management has now been appointed and we have, four representatives from GLaWAC; which includes Mick Farnham, Robert Farnham, Stephanie Buckland and Joanne Brunt, whilst Grattan Mullett Snr will be a representative for TOLMB. Our first meeting was on 25th May 2016 and some of the outcomes of the meeting included: The Committee will continue to action ongoing maintenance and works duties on the reserve such as mowing, cleaning gutters and addressing potholes in access of the track and will soon install the new sign at the entrance of the reserve. The committee has agreed to review licence terms and conditions in the next few months to ensure public land values (including cultural heritage) are protected during approved events.

The staff at GLaWAC had the opportunity to visit Brabralung country for a 2 day field trip to walk the Brabralung Walking Track from Mount Hotham to Dinner Plain. The hiking trail is 12 kilometres in length and this tested out the lungs and legs of many staff members. The team gained further cultural understanding of the journey as our ancestors would have walked many thousands of years ago. This helped in appreciating the efforts our Elders and community have done in designing the interpretative signage and developing the project knowledge while walking this track.

PROJECTS UPDATE -The poor condition of the 9 toilets within the Gippsland Lakes Coastal Park -Shoreline Drive has been ongoing for some time. Key staff gathered to discuss what we can do about the condition of the toilets which service over 20

camp grounds and 120 sites. Options for renewal and replacement were discussed on the day with all agreeing that a site concept or layout plan for the area is a priority.

GLaWAC and Parks Victoria have continued working together on the Sperm Whale Head Project and completed the following: A cultural brief for the cultural heritage site assessment, a meeting with Joanna Freslov (Principal Consulting Archaeologist) a site visit, clean-up of the site, cultural input to provide knowledge into the Sperm Whale Head cultural assessment brief.

The team continue to conduct regular park maintenance at Corringle Foreshore Reserve, Mitchell River NP, Gippsland Lake Coastal Park and The Lakes Coastal Park . They have also been Fox Baiting in Lake Tyers State Park and clearing tracks at Tarra Bulga NP.

Opportunities such as the Phillip Island Nature Park learning exchange and the Lake Tyers working bee where Gunaikurnai and Parks Victoria non-Aboriginal staff spend time together socially and in the work place have proven to be one of the best ways to build relationships between the joint management organisations. Cross-cultural understanding and awareness is another valuable outcome from these events. We will endeavour to create and provide these opportunities on a regular, on-going basis. Managers and field staff from both organisations should attend these events where possible.

The On-Country team have been very busy planting, guarding and watering trees over East Gippsland the last six weeks. Here is a snapshot of where and how many!

•Bairnsdale- 7000+ plants with spot spraying, planting, guarding and watering.

•Spot sprayed 950 spots and planted 950 plants - Blackshaws Farm, Wattle Point.

•Spot sprayed 1450 spots and planted 1450 plants - Beasley’s Farm, Meerlieu.

On country Team Update continued...•Spot sprayed 1500 spots and planted 1500 plants - Quinton Hodges Farm.

•Spot sprayed 1450 spots and planted and watered 1450 trees - Neil Stringers.

•Spot sprayed, planting, guarding and watering 2000 plants – Cobblers Creek.

•Planted, guarded and watered 1500 trees – Swifts Creek (various landowners).

Tree planting with 4 environmental NGO’s (East Gippsland Landcare Network, Gippsland Plains Conservation Management Network, Trust for Nature and East Gippsland Rainforest Conservation Management Network.

•Total number of tree to plant for this financial year - 12,500 (30 days).

•Spraying- Preparing sites for planting 11,500 spots across 5 sites (10 days).

•Removal of 600 old tree guards at Littoral Rainforest site in Lakes Entrance.

•Undertaking Vegetation surveys in Littoral Rainforest site in Lakes Entrance.

Renewed Maintenance contract at Nyerimilang Park including additional works upgrading walking tracks and mulching garden beds. Completed a 5 day Littoral Rainforest Restoration throughout Lake Tyers, Lake Bunga and Nyerimilang Park.

While working with Andy Booth, we are starting to lock in projects for next month. These projects include:

•Planting 10,000 trees for EGCMA – Jones Bay.

•Planting 5,000 trees for Greening Australia – Jones Bay.

•Fencing off Littoral Rainforest vegetation at Lakes Entrance with EGRCMN.

•Building exclusion plots and revegetation (500 trees) – Bengworden Reserve.

We are starting to book in projects with EGCMA Gippsland Lakes Project, to date there has been 2 days already completed (Eastwood Landcare and Tambo Bluff Landcare).

•4,000 trees to plant – McGees Gully for East Gippsland Landcare Network (EGLN).

•3,000 trees to plant – Butcher Creek, Nicholson – for EGLN.

•3,000 trees to plant – Point Fullerton – GLaWAC’s project.

•Induction training for Earn While You Learn Candidates

A crew of seven have completed General Forest Firefighter training and fitness tests early last year which will all be included in the pool of staff available for planned burns. Four of the seven participants participated in planned burns. This crew will be rostered in pairs throughout autumn to assist the planned burning program on Gunaikurnai country.

This is another fantastic example of employment opportunities for Gunaikurnai people in land management roles, and it is something the field crews are eagerly looking forward to. Though there have been individual Gunaikurnai Firefighters working in these roles, this is the first we’ve had a whole crew get involved in the planned burn program. They also bring their own tanker which has been modified to comply with fire management standards for this kind of work. We have no doubt that their addition to our crews will encourage sharing of cultural knowledge and land management expertise between staff.

“This is just the beginning of the program, it will be extended next year to cover the whole area included in the Gunaikurnai Registered Aboriginal Party (RAP) area across Gippsland, especially as more Gunaikurnai crew complete the training and fitness tests.”

On Country- Cultural Hub ReportHello, my name is Grattan Mullett and I am the Cultural Hub Manager.On behalf of GLaWAC, I have been involved with the Wellington Shire Port of Sale cultural hub design project that will see the old council offices transformed into an open public display area. This will enhance and raise community awareness of Gunaikurnai culture and history.

We now have our Knob Reserve Joint Management Committee in place with representatives from GLaWAC, GKTOLMB and the Department of Environment, Land, Water and Planning (DELWP) to oversee the functions and working arrangements that will take place at the reserve which will be carried out by the Whole of Country Team crews.

GLaWAC has delivered the Indigenous Cultural Awareness Program (ICAP) to staff from DELWP and partner agencies to ensure their knowledge and skills are up to date with the works that are currently being planned and negotiated between all of the agencies and with GLaWAC. This forum also assists their knowledge and understanding of Gunaikurnai values and aspirations that form the core part of our business.

We are liaising with a working group near Loch Sport to propose a housing development project at Seacombe West. An initial site inspection of the area recommended a Cultural Heritage Management Plan (CHMP) will need to be undertaken to determine the cultural sensitivities and values that exist within the landscape prior to any development happening. They will consult with GLaWAC to ensure all cultural heritage matters are identified and considered all through the planning stages.

I am currently working with West Gippsland Catchment Management Authority (WGCMA), to develop an all staff On-Country Tour that will increase their knowledge and understanding of places of significance to Gunaikurnai people.

This is an annual event as part of their MoU with GLaWAC.

WELCOME TO COUNTRY REQUESTSThere was a number of Welcome to Country ceremonies that GLaWAC was approached and requested to perform. These mainly consisted of community events and functions leading up and during National Reconciliation Week.

The program will need to engage with Board and elders to identify the respected person(s) to perform Welcome to Country events. Over the next month we will also be working on protocol and training package for new Welcome to Country Presenters.

Port Albert Maritime MusuemThe musuem contacted me to work with them to record and photograph their stone tool collections. They have acquired the tools to display and promote Gunaikurnai history of the South.Photos below: Grattan Mullett Snr presenting the Cultural Awareness Training to DELWP.

On Country- Registered Aboriginal Party (RAP) ReportHi my name is Stephanie Buckland and I grew up in Bairnsdale.

I’m a Monash University graduate, I graduated in November and I’ve been in the role since March the 15th 2016. Over the past few months we’ve been involved in a lot of different CHMP or Cultural Heritage Management Plans.They’ve ranged mostly in the Latrobe area.

Establishment of a new RAP engagement Policy, hoping to be launched in the next few weeks. This clearly sets out expectations in regards to preparation and implementation of CHMPs. As well to ensure that we are consistent and informed on all projects that we do. And that’s all being evaluated and the inductions are starting on those one and the company compliance. Visits will also happen in the next couple of months. We received a NOI – Notice of Intent for 14382, which is further work on the duplication of the Princes Highway between Traralgon and Flynns Creek

AAV have reviewed The Aboriginal Heritage Amendment Act, with amendments coming into effect on 1st August, 2016 and established new provisions and changes to the Aboriginal Heritage Act 2006. We met with AV in Melbourne for the Act. Kate Morton came to GLaWAC to give a presentation on the new changes: which are going to increase the workload of the RAP as we are now responsible for the evaluation of Permits and drawing up of Aboriginal Cultural Heritage Land Management Agreements.This will see the RAP work more closely with JM/NRM. The provisions will empower RAPs to have a greater role in managing Aboriginal Heritage Victoria. It strengthens compliance and enables Aboriginal Cultural Heritage Land Management Agreements. GLaWAC are currently working on the potential implications, structure and developing policies and procedures that will align and support these changes. 

Steven Hood, Paul Harrison and myself attended the RAP Forum at Creswick on 11th – 13th May. This forum was a great learning opportunity to see how other RAPs operate and various presentations. Some of the topics on the agenda were: 3D printing opportunities to recreate cultural heritage, ground penetrating geo-phys equipment and isotopes and provenance of ancestral remains. Aboriginal Cultural Heritage Rights, Heritage Reform, DjaDja Wurrung Clans Structure and Governance.

On Country- Registered Aboriginal Party (RAP) Report continued...DELWP works undertaken with MOU for Distict F

• Started rolling out the DAP/FOP program with DELWP.

• Have attended sites in Providence Ponds, Longford, Coopers Creek and the Tabberebba area.

Meeting with the landowner of the Seacombe West area

• Plans to develop a caravan park.

• Incorporating local Gunaikurnai knowledge.

• Found one artefact.

• A CHMP will be required.

Other Operations of RAP

• Knob Reserve Committee meeting: facilitating a cultural assessment of the area.

• Salvage report from Fulham Highway duplication site. Two clear periods of occupation were evident from the stratigraphy of the site. The first 10,000 year old carbon-tested remnant from a hearth. The second, around 2,000 years ago. • Cultural Mapping with Martin Potts. Working on projects to re-develop native vegetation between the Nicholson and Mitchell Rivers.

• Green Australia will work with GLaWAC over a number of years to facilitate the vegetation and Cultural Mapping.

Partnerships

Southern Rural Water (SRW) We have been liaising with Southern Rural Water (SRW) based at Maffra to discuss the opportunity to develop a Memorandum of Understanding to support and recognise GLaWAC’s aspirations around employment, contracting and cultural awareness services. We are in discussions around adopting language names for water storage and balancing units within the Macalister irrigation district. The first of these is the newly constructed balancing storage at Heyfiled which has been named ‘Willang Yarn’ meaning Rain Water.

East Gippsland Catchment Management Authority (EGCMA) The executive team have had various meetings with East Gippsland Catchment Management Authority (EGCMA) staff and Board members, as these conservations have developed a draft MOU and ready for review. The EGCMA are committed to working with GLaWAC as partners to implement the seven goals with the Gunaikurnai Whole of Country Plan.The EGCMA have provided the opportunity to conduct project works with the On Country Team and are currently working on projects in the Gippsland Lakes region.

West Gippsland Catchment Management Authority (WGCMA) On 22nd June, 2016, the CEO and the On Country Management Team had a project meeting/workshop to discuss the building of the current MOU. The meeting was productive and identified further works for the On Country team such as:

• Corner Inlet• Red Gum Grassy Plains Project• Alpine PeatlandsDiscussions are also taken place with an opportunity that may also exist via WGCMA to support another position at GLaWAC to work in conjunction with WGCMA on current and future projects in The West Gippsland Catchment Management areas. It is anticipated that this position to potentially support on ground works in Latrobe Region, as well as various aspects of Cultural Heritage and Education. This position will be to build the capacity of GLaWAC project management skills to build an NRM team in the West Gippsland CMA region over a period of time.

PARKS VIC (PV)- Alpine National Park Management PlanA workshop was held to revisit the Alpine National Park Plan. This workshop was about ensuring our rights, aspirations, interest, knowledge relationship with Country is reflective in the Alpine NP Plan. The plan has now included the Whole of Country principles into the documents and PV have acknowledge the Native Rights of GlaWAC as a Native Title Group under the Federal NTA 1993 and RAP under AHA 2006. With the new appointed Parks Victoria Gunaikurnai Relationship Manager– Roger Fenwick, the relationship has improved and many developments have taken place. Acting CEO of GLaWAC, Mr Ricky Mullett, General Manager- On Country Operations for GLaWAC, Joanne Brunt and Roger Fenwick meet on a regular basis to discuss clear lines of communication and ensure clarity of roles, responsibilities and relationships for both organisations. We are continuing to have positive, true and genuine partnership with Parks. GLaWAC and DEWLP have been meeting regularly with Mike Timpano and executives to review the aspects of the MOU to make it more current.

Wellington Shire Council Our Cultural Hub Manager has been involved with the Wellington Shire Port of Sale Cultural Hub design project that will see the old council offices transformed into an open public display area. This will enhance and raise community awareness of Gunaikurnai culture and history. We look forward to seeing the exciting designs transform the public space.

East Gippsland Shire CouncilThe annual flag raising and morning tea to celebrate NAIDOC Week 2016 was well-attended once again this year. Yarning with….Rachel MullettMy name is Rachel Mullett. My mother was a Ngarigo Monero woman. My dad was a Gunnai man. I was born in Berry, on the Shoalhaven River in August 1935. My dad worked in the bush cutting sleepers in Nowra and Bomaderry. We came back to Orbost when I was four years old. We lived between Orbost to Cann River up until now. We worked up and down the coast line, picking beans. I went to school in Orbost and Newmerella, I left school at fourteen. Sorting bean seeds for my first job.

Got married at nineteen, just before I turned twenty, in November, at La Perouse Mission Church in Sydney. I have eight kids, five boys and three girls. And seventeen grandkids and about the same great grandkids. Mum taught me how to draw, drawing in/on the ground or charcoal from the fire. I helped out in the schools with the art stuff, I started when the kids grew up. Twenty-three years ago, I did my first pieces. Three paintings; The Keeper of the Swimmer Hole, Bush Tucker and Metung. My art is what I can remember, what I see and what I know. My art is my story, I like art, I like doing art.

I’ve created eighteen art pieces. Recently done children books, three published, two Gunnai Story Books. The Learning Walk – Monero- did print making at Monash. Four Pieces of art donated to the Bairnsdale Hospital- Gum leaves on the windows and doors

EventsNAIDOC Week 2016

The Family and Kids Cultural Day held at Forestech was a great success. We had an attendance of over 100 people, which was a great result for GLaWAC’s first event. The GLaWAC On Country, RAP and Cultural Hub teams enjoyed the opportunity to show and tell the audience what they do on a day-to-day basis. The kids loved trying on the work gear and finding artefacts. We also had a language workshop where the kids got to learn the colours, body parts and animal names in Gunaikurnai language. And to finish off the afternoon the kids got involved in making ochre and learning dance from the great team at Djeetgung Megai/Lidj.

Art ExhibitionsARTIST’S HAND: COLLECTORS’ EYE THE ANGEL GIFT

Since 2002, David and Anita Angel have gifted to the NGV over 100 contemporary Indigenous works, which are displayed together for the first time in Artist’s Hand: Collectors’ Eye: The Angel Gift. The works by senior male and female artists from the Western Desert, the Kimberley and the Tiwi Islands, date from 1990 to now. This period has witnessed immense change in Indigenous art practice, notably the emergence of Indigenous women as artists of consequence and invention, as seen in work of Wakartu Cory Surprise, Jean Baptiste Apuatimi and Naata Nungurrayi. Also notable has been the forging of pared down forms of expression that has enabled Pintupi male artists, such as Mick Namarari Tjapaltjarri and Turkey Tolson Tjupurrula to distil the specificity of place. The hand and vision of individual masters is a mark of this exhibition that attests to the power and spiritual aura of Indigenous art and affirms the importance of benefaction to the NGV Collection of Indigenous art.

What’s for dinner...Hearty Beef CasseroleHey, my name is Reuban Hood, but known more as Jock. I’m a part of the On Country team at Gunakurnai Land and Waters Aboriginal Corporation. I like to cook up this casserole during cold weather, have a warm dish to warm you up, type of thing. It tastes better the next day too. I have toast with it or put dumplings in it as well, it helps thicken it up. It’s a beef casserole I picked out one of the missus cook books, I thought, yeah that’ll do, I’ll try that one. It ended up being the favourite, so I’ve just been stuck with cooking that. The missus doesn’t know how to cook it so it’s become one of my dishes.

Ingredients:2 tablespoon plain flour

800g beef chuck steak, trimmed, cut into 3cm pieces

¼ cup olive oil

2 celery stalks, chopped

1 brown onion, chopped

1 carrot, peeled, chopped

200g mushrooms, chopped (Swiss brown)

2 teaspoons tomato paste

2 cups beef stock

Mash potato, to serve

Method1.Place flour in a bowl, season with salt and pepper. Add beef, toss to coat.

Heat 2 teaspoons oil in a saucepan over medium heat.

Cook beef, in batches for 3 minutes or until browned. Transfer to plate.

2. Heat remaining oil in pan. Add celery, onion, carrot and mushroom.

Cook, stirring, for 5 minutes or until tender. Add tomato paste. Cook, stirring, for 2 minutes.

3. Add stock to vegies and tomato paste. Bring to the boil.

Reduce heat to medium-low. Return steak and juices to pan.

Simmer, covered, for 1 hour.

4. Remove lid. Simmer for 30 minutes or until beef is tender.

Season with salt and pepper. Serve with mashed potato.

P.SRAAF Indigenous Youth ProgramWhat’s it all about? The RAAFIYP is a five day live-in work experience Program for Aboriginal and Torres Strait Islander youth interested in Air Force and life at a local Air Force base. Participants enjoy hands-on activities and interactive information sessions.

Over the five day period you will: Wear a military uniform and live on the Base at East Sale.

Eat in the Airmens Mess and take part in physical training. Learn about specific Air Force roles and career opportunities. Take part in leadership and team work activities and learn basic drill movements.

Experience flight through simulators and real time flights. Participate in activities designed to boost confidence and public speaking skills. Visit different Squadrons and Units at RAAF Base East Sale and speak to Air Force personnel about their careers Learn about Air Force Values and Ethic.s

Who can apply? Year 10 students of Aboriginal and Torres Strait Islander culture. Students currently studying in Years 11 or 12 may also be considered. What does it cost? There is no cost to participants

When will it happen? The Program will be run in late Oct/early Nov in consultation with your school
