Drafted background documents on respirator decision logic, sewage treatment plants, indoor air quality policy strategy, asbestos abatement program for schools, welding fumes etc. Participated on several organising Committees for international conferences on occupational hygiene, indoor air quality, personal protective equipment and ventilation.

January 1977-January 1987 Chief, Occupational Health Hygiene Service & Occupational Health Engineering Services, Ontario Ministry of Labour Responsible for directly supervising 7 senior engineers/hygienists and indirectly 25 field hygienists and 25 field technicians located in six major regional offices. Administered the Occupational Hygiene Program for the entire province. Responsible for fiscal resource management for 20-65 field staff. Liaised with Workers Compensation Board (now WSIB), other Ministry Branches and the public to explain health and safety legislation and recommend mitigating actions for various designated substances including asbestos and silica. Prepared several technical and administrative guidelines for field hygienists and technicians on identification, evaluation and control measures of occupational hazards. Trained industrial, construction and mining Ministry of Labour safety officers for preliminary occupational hazard recognitions including asbestos, silica and other respiratory hazards. Prepared draft regulations on the use of respirators for silica and asbestos. Lectured on ventilation and dust control at University of Toronto, McMaster University & University of Western Ontario, London, Canada. Chaired IAPA/OHAO education committee. Appeared as an expert witness before the Royal Commission, on matters of health and safety arising from the use of Asbestos in Ontario. The Royal Commission report referenced my published articles and book related to asbestos exposures in Ontario (see List of Publications).

Co-founded the Canadian Registration Board of Occupational Hygienists (CRBOH) and assumed the responsibility of Secretary-Treasurer. Co-founded the International Occupational Hygiene Association (IOHA) in Montreal, May 1987 and was appointed chairman, Ethics Committee. Published three reference books on asbestos and respirators (see List of Publications). July, 1968-June, 1977 Supervisor, Dust Control Section, Environmental Health Services Branch (later Occupational Health Branch), Ontario Ministry of Health Responsible for directly supervising two engineers and one technician. Acted as an expert advisor to industrial management, industrial chest disease services, industrial safety branch and mines branch by investigating and suggesting corrective measures as required for control of dust hazards in industrial, construction and mining establishments. Extensively involved in research on dust sampling and analysis strategy for the province. Lectured at Humber College, Seneca College and Ryerson Polytechnique on dust sampling, analysis and control. Frequently invited by various provincial safety associations to lecture in their training courses on dust control measures and respirator selection policy. Successfully implemented several dust control strategies and initiatives for Ontario. September 1966-June 1968 Scientific Officer, Canada Department of Energy, Mines and Resources, Elliot Lake, Ontario, Canada. Responsible for extensive investigation and research in mine dust sampling and analysis.
