Several weeks ago he revamped the menu of his Marché restaurant in downtown Menlo Park. Mr. Bulka had relied on a French-fashioned menu with international twists, but most of his patrons seemed to favor something more basic. Finally, he said, “I realized about 70 percent of the meals we are serving are steaks. So, I addressed it.” The new menu consists of six principal offer- ings, of which half are steaks. Even so, Mr. Bulka has infused the plates with Asian and South American nuances. In addition, the restaurant recently installed a $10,000 Montague broiler to make the best possible steaks. It’s that kind of com- mitment to quality that has been Mr. Bulka’s gastronomic signature for years. Born in Chicago but reared in west Los Angeles, Mr. Bulka came north to study creative writing at San Francisco State. One day he decided to become a chef instead, and that ignited a career that took him from Europe to Asia. He did a turn in Los Angeles, studied under Paul Boucouse and the late chef Alain Chapel in France, worked a wok line in Hong Kong, and did a stint as executive chef at the Mandarin Hotel’s acclaimed Silks in San Francisco. Mr. Bulka worked the next decade as a restaurant consultant. The wanderlust eventually subsided, and, in late 2001, he and busi- ness partner Lee Isgur opened Marché. Designed by Terry Hunzinger of Seattle, Marché is quietly elegant, contemporary and understated. Muted yellows, earthy tans and browns add to the sophisticated expression. Dark wood plantation blinds shelter diners from Santa Cruz Avenue. Three oversized lampshades cast a warm glow to the interior. There are both tables and padded booths as well as a separate Chef’s Room that seats 10, and a banquet room for larger parties. Both the Chef’s Room and the booths allow glassed-off peeks into the active kitchen. White linens, fresh roses and candles complete the decor. It is a soothing, nurturing space to dine. Before the appetizers arrived, the chef sent an amuse bouche of gruyere cheese-infused pastries to whet our appetites. For starters, the house-cured Arctic char ($14) was a tempting version of gravlax. Gravlax is a Swedish invention of salmon cured in sugar, salt and dill, thin sliced and served cold. Marché presented it with a cornmeal blini, dill creme fraiche, minced red onion and sieved egg. Howard Bulka finally gave in. Several weeks ago he revamped the menu of his Marché

restaurant in downtown Menlo Park. Mr. Bulka had relied on a French-fashioned menu with international twists, but most of his patrons seemed to favor something more basic. Woodside’s Little Store gets a new owner A regular at the Little Store in Woodside told the Almanac she’s in gustatory heaven now that Dominique Devillez, for-merly of Le Pot au Feu in Menlo Park, is the owner and operator of the 100-year-old restaurant on Woodside Road. The Little Store is open for lunch and dinner, Mr. Devillez said, adding that he expects the

liquor license to arrive soon. “Every day I check the mail-box,” he said. Le Pot au Feu, a French bis-tro and local favorite for some 33 years, closed last year. Mr. Devillez originally bought the restaurant in the mid-1980s and ran it for five years before selling it to Norton and Lila Pearl. When the Pearls retired in

2002, Mr. Devillez took over the operation. Former Little Store operators Dick and Lynn Eastley, who ran the Woodside eatery for almost five years, closed it in January and told the Almanac they are no lon-ger associated with the business. The Little Store is located at 3340 Woodside Road. Call 851-8110 for restaurant hours.

texture born of pureed white rice. It was topped with house-made chorizo, crispy tortilla strips and queso Cotija, a semi-hard cow’s cheese from Mexico. My sole complaint was that the spoon was too short for the bowl and kept sliding into the soup. I had problems managing the utensils of several dishes, which were too awkward for some of the oddly shaped plates. The Sweet Gem Louis Salad ($12) was satisfying. Sweet Dungeness crab, chopped egg and golden beets were dressed in a sublime Louis dressing. The house-made dressing bore no relation what-soever to the insipid fish house versions. For main courses, the pan-roasted halibut ($28) was delicious. Thick and fleshy, the fish was just cooked through. Butterball potatoes, leeks and cipollini onions accompanied. A delightful oyster cream sauce of slow-cooked white wine, shallots and pureed oysters topped the dish. Mr. Bulka likens the sauce to a creamy leek fondue. The chicken “al Mattone” ($25) is a Tuscan method of cooking chicken under a brick. The quartered, bone-in chicken was slow cooked without losing juices. Marché served the chicken on rustic bruschetta and complemented it with a red pepper and leek relish of currants, pine nuts and sherry wine vinegar with a drizzle of olive oil and lemon zest. The Wagyu flat iron steak ($26) was melt-in-your-mouth tender. Wagyu is an American-styled

Kobe beef; the word “Wagyu” means “Japanese cow.” In the U.S., Wagyu have been cross-bred with Angus to increase their heartiness. The beef is noted for its marbling, juiciness and tenderness. Marché recommended the meat be served rare but my companion wanted hers well done, which did not compromise flavor or tenderness. The steak was served with stir-fried matchstick vegetables. The New York steak ($36) was equally delec-table. Thick, marbled and tender, the steak was grilled to my specifications. Chimichurri — a thick Argentinean sauce of olive oil, herbs, pars-ley, garlic, red wine vinegar, shallots and jalapeno pepper — accompanied. Side dishes are appealing and recommended, as main dishes don’t come with a lot of frills. My favorite was the trio of pureed vegetables: but-ternut squash, English pea and cauliflower with curry oil. It was plenty for two. The delta asparagus was fat and sweet, peeled and boiled to order. The asparagus was flecked with house-made bacon chunks and topped with a quail egg. Also delicious was the bucket of pom-mes frites. All sides are $6. Desserts ($10) did not disappoint. The but-termilk panna cotta on a pineapple banana fritter was light and delicate. The rhubarb and strawberry tart, crusted with walnut streusel and topped with a soft white cheese and lemon chan-tilly sauce, was fine but undistinguished. The burnt caramel chocolate pot de creme was exceptional. The thick saucy chocolate custard was topped with chocolate shavings and served with several mouthwatering warm chocolate chip cookies. After dessert, the waiter delivered a plate of miniature brownies with a take-home bag to enjoy on the way or with the next morning’s cafe au lait. In addition to the regular menu, there is a chef ’s tasting menu, four-courses, with many options for $65. When it’s paired with select wines, add $55. Besides a full bar, Marché offers a stellar, albeit pricey, wine list. Many of the greatest names in wine-dom are represented. Luscious white Burgundies from Domaine Leflaive and an impressive collection from Domaine de la Romanee-Conti along with outstanding Bordeaux are offered. Excellent labels from California and Oregon abound. Many wines are available by the glass ($9-$17). Corkage fee is $25. It is an expense-account wine list, but, if you search, you’ll find something to fit your taste buds and pocketbook. The professional wait-staff is happy to assist. Marché is stylish and pricey. Despite the recent drift towards steaks, the side dishes and accompa-niments are still infused with creativity from a master chef. Marché is about the best place in town for that special occasion or that occasional splurge we need from time to time. A

Wine collecting is contagious;Are you showing symptoms?By Mark ChamnessSpecial to the Almanac

It’s not enough to know and enjoy good wine; some individ-uals feel compelled to collect it.

It starts with a few bottles acquired on a weekend in Napa and soon expands to purchasing cases of first-growth Bordeaux that require 30 or more years to mature. If this sounds familiar, then you may have a case of the highly communicable disease: AWCS (Acquired Wine Col-lecting Syndrome). In the Bay Area, AWCS has become endemic. K&L Wines provides wine storage but is completely full and cannot accept new customers at its Redwood City location. The WineBank in Menlo Park recently built a second story to accommodate demand. “Every-one is upgrading to larger lock-ers. Customers want to store more and more wine,” says Don Fox, co-owner of the WineBank in Menlo Park. Home Depot, Costco, and even Target sell wine mini-cel-lars for the AWCS-afflicted who prefer to keep their collections close to home but can’t afford an underground cellar. AWCS is highly contagious and is transmitted via con-sumption of fine wine. Indi-viduals are often infected at a tasting of 1982 Bordeaux or 1990 red Burgundy. Once the disorder becomes full blown, the afflicted soon find them-selves at monthly wine tastings with other victims of AWCS.

Common symptoms You know you’ve been afflicted when these symptoms appear:

■ Sudden urges to acquire more and better wine.

■ Subscribing to the Wine Advocate.

■ Enjoying acquisition more than consumption.

■ Debating whether to store wine at 56 or 57∞F.

■ Purchasing cases of 2003 vintage port that will never mature in our lifetime.

Insatiable collecting condition The most common ailment of the suffering individual is the constant craving to acquire more wine, resulting in perma-nent damage to the pocketbook.

It’s easy to calculate the maximum collection size that any rational person should keep. Most age-worthy wines reach maturity within 20 years. Typically, one bottle would be pulled from the cellar every week over a 20 year period and new wines would be consumed on the remaining days. Such a scenario would require a rotating collection of 1,040 bot-tles. Incredibly, some WineBank customers store more than 12,000 bottles, not including 75,000 bottles kept at home. There is no clearer symptom of AWCS.

Allure of wine Individuals suffering from the disorder are highly attracted to wine bottles of all shapes and sizes. It is currently unknown why the afflicted are drawn to wine, as opposed to rocks, coins or stamps. “Wine is more popular in California as a collecting target because we make it here and it is not made in many places at the highest quality level. Collectors here have access to high-quality, extremely limited wines (Screaming Eagle, Pride Mountain, etc.) that collectors elsewhere do not,” suggests J.P. Miller of Portola Valley. “Thus, they have a real inside edge on the ultimate bragging rights.” Mr. Fox hypothesizes a pre-disposition to AWCS. “I think that the people who get into the collecting aspect in a fanatic way were probably collectors of other things, possibly as kids.”

Search for a cure There is no known cure for AWCS, although some indi-viduals appear to have natural immunity. It has been observed that progression of the disease is often slowed during periods of unemployment. Two methods of prevention are known to exist. First, avoid all social contact with infected individuals. Second, avoid con-sumption of fine wine. Until a cure is discovered the AWCS epidemic is expected to continue its growth, only limited by the available storage capacity. A

Rosalind Tan has always run the kitchen at Shiok!, the popular Singaporean cafe

in downtown Menlo Park, but now she runs the whole show. The show goes on rather nicely. For many cus-tomers, the pub-lic face of the cafe was Tan’s daughter, Mag-gie Lim, but as of March, Lim is taking a back-stage role as business manager. Shiok! (SHEE-uk, Singaporean for “Yummy!) remains a welcom-ing, mid-priced respite featuring the Malay, Indian and Chinese dishes of tiny but influential Sin-gapore. Our young waiter, who turned out to be Tan’s nephew, answered questions, made good suggestions, and anticipated needs. We brought in wine. He took it to a cooler and came by at just the right moment to ask if we wanted it opened. The restaurant also has a reasonable wine list of its own. Lim grew up in Serangoon Gar-dens, an area of Singapore known especially for its open-air markets and food vendors. Tan cooked large family dinners every Sunday, often using the family chickens, and developed her own style. The flexible menu here includes a lot of small plates that could be assembled to make a full meal. In Malaysian beef rendang ($7), chunks of braised beef have crunchy spots on the outside and no fat. They are stewed in aromatic lemongrass and hot chili, tamed by coconut milk. Chinese pepper prawns ($8), stir-fried with chili and dried shrimp, are so appealing you will be sad to leave the shells.

On the takeout menu, the beef is $10.75 and the prawns are $12.75 because the portions are bigger. Sambal string beans ($8.75), sauteed in chili and dried shrimp, retain their crispness. The most expensive dish is a whole crab, sauteed in spicy-sweet chili sauce or in dried shrimp and

cracked black pepper. The divine Singapore chili crab, which was $24 in 2000, now is $26. You can sop up the sauce with a side

order of buttery sweet buns ($3), or choose a less assertive rice. (Jas-mine, brown and coconut rice are on offer.) At lunch, the menu features rice and noodle plates for $6.95.We were having a varied configu-ration of flavors in seafood, beef and vegetable dishes, but we didn’t want plain rice. The server wisely suggested Nasi Goreng ($8.50), the Malaysian-style fried rice. It has calamari, prawns, peas, carrots, egg, onion and a mild personality that mixes well with others. Each dish is labeled by its heri-tage. Many are vegetarian, or can be made vegetarian. The irresistible unleavened Indi-an bread roti ($4) is a starter that can easily become an ender. Try not to fill up on buttery griddled bread, charred in spots, that you tear apart. The only flaw is the thin

dipping sauce, which needed more depth of flavor and some girth. The only real loser was a new dish, Chinese five-spice duck ($12.75). The tasty braising sauce pepped up slices of tofu but couldn’t rescue dry pieces of duck breast. Sea bass is perfectly steamed in banana leaves ($17.75), in a stunning broth with shiitake mushrooms, ginger, tomato and red pepper. But a little more fish would be nice. Desserts are cooling, summer-time treats, as you would want in a climate that has been likened to “one giant sauna.” Champagne-infused lychee, Malaysian crepes and fried banana each are $5.50. Bite into a hot, crisp egg roll on your way to steaming banana, near pudding in consistency. Fried banana comes with the tropical ice cream of your choice. Another good way to end the meal is with sweet and pungent ginger tea ($1.50). Everyone gets gum, once completely banned in Singapore because of the mess it made on the streets. Now you can chew medicinal gum, with a prescription. A

Menlo Park schools are alive with the sounds of music from kin-dergarten through eighth grade,

thanks to a mix of public and private funding that has allowed them to avoid the deep cuts many Bay Area schools have had to make in recent years. The Menlo Park City School District’s music program has grown steadily with an infusion of funding from the 2000 parcel tax, Jeanie Ritchie grants to teach-ers, and the Menlo Park-Atherton Educa-tion Foundation. Every child in the district’s four schools — Laurel, Encinal, Oak Knoll and Hill-view Middle — now has the opportunity to sing in a group, learn an instrument, play in a band or orchestra and perform at concerts. On Tuesday, June 12, the Hillview con-cert band travels to AT&T Park to play the national anthem before the San Fran-cisco Giants game. Hundreds of Menlo Park students, parents and teachers will be in the stands. This also is a fundraiser for the Hillview music program. (For tickets at $20 each, go to www.the-band-at-the-giants.com.) “Community support of music and the arts has enabled the district to expand music in the elementary schools and bring three music specialists aboard,” says Richard Vaughan, “Mr. Music” at Hillview. The district’s music program has grown over 100 percent during the past five years, he said, with the addi-tion of music specialists Bee Tee, John

Ashcroft and Mr. Vaughan joining Bob Crabb. Students in all elementary grades have 75 minutes of music each week. Music specialists have introduced German composer Carl Orff ’s music education program for children, which combines movement, singing, playing percussive instruments and improvisation. Fourth- and fifth-graders can choose band, orchestra or the choral music pro-gram that meets twice a week. Students don’t need to have their own instru-ments. They may borrow an instrument from the district’s “instrument bank” to use as their own during the school year. “There’s an interest in having a choral music program at Hillview, but it’s a matter of scheduling and space,” says Mr. Vaughan. The instrumental music program broadens at Hillview Middle School to include orchestra, band and jazz band. This year, Mr. Vaughan started a new “School Rock” program as an elective for seventh- and eighth-graders. “The students form rock ‘n’ roll bands, write original compositions and perform classic rock — Led Zeppelin, Green Day and Red Hot Chili Peppers,” says Mr. Vaughan. There’s also a fiddle club that meets at noon. Forming a “garage band” next year is being considered. Mr. Vaughn has received a Jeanie Ritchie Grant every year since he joined the dis-trict. These grants are unique, he says, because they give opportunities to bring artists, such as “Crosspulse,” the dynamic Bay Area percussion group, to perform at all the schools for all grade levels . “Bridging the World with Rhythm,” the title of this year’s Jeanie Ritchie grant, took students on a “musical world tour” as they participated in “Cross-pulse” assemblies and then in smaller workshops with the musicians and their classroom teacher. They learned the Afri-can Cha Cha and the “hambone,” played African drums, had fun, and gained an understanding of how music from Africa has influenced the Americas. A year ago, another Ritchie grant brought the Turtle Island String Quartet

for performances at all the schools. The acclaimed quartet performed at Oak Knoll, then flew down to Los Angeles that afternoon and picked up a Grammy Award that evening.

Band members performed at a reception for Gov. Arnold Schwarzenegger in Atherton and gigs at Kepler’s, the Farm-ers Market and the Nativity Carnival. Her daughter, Hilary Benedick played the trumpet in the Hill-view band and jazz band, and last fall moved on to Menlo-

Atherton, where she plays in the M-A band. Trent Benedick, a sixth-grader at Hillview, played the drums in the Oak Knoll band and now plays with the Hilview band. Parent Emily Liggett says the music program has been “a very positive experience” for her son Greg. He started play-ing the saxophone at Encinal, went on to play in the Hillview jazz band, then made a smooth transition to the M-A Jazz Band, led by Frank Moura. This summer Greg is going on the M-A Jazz Band tour to Europe. A recent SRI study speaks to the importance of placing greater emphasis on music and fine arts in education because it inspires and instills creativity in young people. A

Encinal principalStacy Marshallresigns her post■ Menlo Park district begins search for successor.By Marjorie MaderAlmanac Staff Writer

Encinal Principal Stacy Mar-shall submitted her resigna-tion May 24 after being on

pregnancy disability and child-rearing leave since last October. She cited her new role as the mother of twins as the reason for her decision to resign as principal of the grade 3-5 school in Ather-ton, according to Ken Ranella, superintendent of the Menlo Park City School District. Mr. Ranella said the district will begin an “open recruitment process” for the next Encinal principal, similar to the process used by the district historically for principals and district-level administrators. He expects the search could be completed by early July. “We are certainly encourag-ing Maria Clemo, who has per-formed admirably as the interim principal this year, beginning midterm, to become a candidate for the permanent position,” Mr. Ranella said. Ms. Clemo was vice principal at the district’s Oak Knoll School when she was tapped to fill the interim principal position at Encinal. She had taught previ-ously at Encinal and had admin-istrative responsibilities there. “We are proud of her develop-ment from teacher to adminis-trator in the district and recog-nize her as a capable educator and administrator,” the super-intendent said. Ms. Marshall was acknowledged by Mr. Ranella for two accom-plishments. She led the staff in a “remarkable improvement of stu-dents’ achievement” as evidenced by the state test scores, and she facilitated Encinal’s attaining the California Distinguished Schools Award last year. While on leave, Ms. Marshall wrote and submitted the neces-sary application for Encinal to become a national Blue Ribbon School, said the superintendent. The results will be announced in the fall. The selection process for a permanent principal will reflect the specific needs of Encinal. The school will expand substantially during the next few years from 386 students in grades 3-5 this year to a K-5 school with an enrollment of nearly 700 students. Commencement speakers will be Eric Chandler and Dectora Jeffers, well-known members of the Menlo School family who will be leaving the campus later this month. BID OPENING. The bidder shall complete and submit the blue copy of the Proposal to the City Council form that is inserted in the Contract Documents. No other copy of the Proposal Section will be accepted. Sealed bids, containing said blue copies of the completed Proposal Section, and subject to the conditions named herein and in the specifications for CITYWIDE STREET STRIPING PROJECT addressed to the City of Menlo Park will be received at the office of the Transportation Division up to 2:00 p.m., June 15, 2007, at which time they will be publicly opened and read.

1. WORK DESCRIPTION. The work to be done is a 1 year striping program with an option of renewal for up to 3 years. The program consists of two tasks: Routine striping and marking and Responsive striping and marking and has an annual budget of approximately $60,000.00

2. WORKING DAYS. The work under this Contract is to be completed within 2 days for responsive Striping and 30 days for Routine Striping.

3. CONTRACTOR’S LICENSE. A Class “A” Contractor’s License is required for this work. No bid will be accepted from a Contractor who has not been licensed according to Chapter 9, Division 3 of the Business and Professional Code.

4. BID DEPOSIT. A Bid Deposit equals to at least ten percent (10%) of the total amount of the bid shall be placed in the sealed Proposal. The Bid Deposit shall be in one of the following forms: cash, cashier’s check or certified check payable to the City, or bidder’s bond in favor of the City executed by an authorized surety company.

5. PERFORMANCE BONDS. Performance guaranty bonds as set forth in Section 2-3 of the Special Provisions will be required from the successful bidder.

6. CITY’S RIGHT TO REJECT BIDS. The right is reserved, as the interest of the City may require, to reject any or all bids, or to waive any informality or minor irregularity in the bids.

7. GENERAL PREVAILING WAGE RATES. The Council has ascertained the general prevailing rate of wages applicable to the work to be done. A tabulation of the various classifications of workpersons to be employed and the prevailing rate of wages appli-cable thereto is on file in the Office of the Director of Engineering Services.

8. OBTAINING THE PROJECT PLANS AND CONTRACT BOOK. The Project Plans and the Contract Documents may be pur-chased at theTransportation Division upon payment of $40.00 for each set. Project Plans and the Contract Book will be mailed toprospective bidders upon payment of $40.00 plus $10.00 for postage and handling.

9. OBTAINING THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION SPECIFICATIONS. The State of California Department of Transportation Standard Specifications and Standard Plans may be purchased at the State of California Department of Transportation Publication Distribution Unit, 1900 Royal Oaks Drive, Sacramento, CA 95819; Telephone: (916) 445-3520; Fax: (916) 324-8997.

10. WITHDRAWAL OF PROPOSALS. Any bid may be withdrawn at any time prior to the time fixed in the public notice for the opening of bids only by written request for the withdrawal of the bid filed with the Transportation Manager. The request shall be executed by the bidder or his/her duly authorized representative. The withdrawal of a bid does not prejudice the right of the bidder to file a new bid. Whether or not bids are opened exactly at the time fixed in the public notice for opening bids, a bid will not be received after that time nor may any bid be withdrawn after the time fixed in the public notice for opening of bids.

11. RELIEF OF BIDDERS. As stated in Public Contract Code Sections 5100 to 5108, inclusive (State Contract Act) concerning relief of bidders and in particular to the requirement therein, that if the bidder claims a mistake was made in his/her bid, the bidder shall give the Transportation Managet written notice within five (5) days after the opening of the bids of the alleged mistake, specify-ing in the notice in detail how the mistake occurred.

12. DISQUALIFICATION OF BIDDERS. More than one Proposal from an individual, firm, partnership, corporation, or combina-tion thereof under the same or different names will not be considered. Reasonable grounds for believing that any individual, firm, partnership, corporation or combination thereof is interested in more than one Proposal for the work contemplated may cause therejection of all proposals in which such individual, firm, partnership, corporation or combination thereof is interested. If there is reason for believing that collusion exists among the bidders, any or all proposals may be rejected. Proposals in which the prices obviously are unbalanced may be rejected.

13. PREVIOUS DISQUALIFICATION, REMOVAL OR OTHER PREVENTION OF BIDDING. A bid may be rejected on the basis of a bidder, any officer of such bidder, or any employee of such bidder who has a proprietary interest in such bidder, having been disqualified, removed, or otherwise prevented from bidding on, or completing a federal, state, or local project because of a violation of law or a safety regulation.

14. RESPONSIBILITY FOR VERIFYING CONTRACT ADDENDA. All bidders shall verify if any addenda for this project have been issued by the City of Menlo Park. It is the bidder’s responsibility to ensure that all requirements of Contract addenda are included in the bidder’s Proposal.

15. ESCROW FOR SECURITY DEPOSIT IN OF RETENTION. Pursuant to Public Contract Code Section 22300, for monies earned by the Contractor and withheld by the City to ensure the performance of the Contract, the Contractor, may, at its option,choose to substitute securities meeting the requirements of said Public Contract Code Section 22300.

16. SHORING AND BRACING. Pursuant to the provisions of California Labor Code Section 6707, each bid submitted in response to this Notice to Bidders shall contain, as a bid item, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life and limb in trenches and open excavation, which shall conform to applicable safety orders. By listing this sum, the bidder warrants that its action does not convey tort liability to the City, Engineer and their employees, agents and consultants.

17. AFFIRMATIVE ACTION. Each prime and subcontract bidder will be required to comply with the City of Menlo Park Affirmative Action Program as set forth in Council Resolution No. 2340. Guidelines and report forms are provided with the Contract Documents and shall be considered part of any Contract made pursuant thereto. The prime contractor and each subcontractor shall complete the City of Menlo Park Compliance Report and submit it with the bid proposal or within 48 hours of the bid opening if you are the lowest or second lowest bidder.

18. MINORITY EMPLOYMENT PROGRAM. Prime contractors and subcontractors must submit their Minority Employment Program (MEP) to the Transportation Manager with their bids or within 48 hours of the bid opening.
