Public administrations need to address new societal challenges under financialconstraints, responding to growing expectations
The take-up of new technologies, increased connectivity, availability of open dataand open services support the collaborative forms of service design and deliveryand they increase transparency
Personalised public services : empowering citizens and businesses todirectly participate in the design, creation, selection and delivery of someof the public services.
M-government: adjusting services to the way citizens are communicatingand delivering them to a variety of mobile devices.
Transparency: open data and information, coupled with technology,enable monitoring of the public sector and its performance and leads tomore transparency.

Current societal and economic challenges as well as rising expectations toreduce the burden on users, put pressure on all public administrations toprovide efficient, open and citizen-centric public services.
Because of their size, knowledge and agility, SMEs are key actors for theprovision of those innovative services
The "apps" market for mobile devices is a very dynamic however, mostlylacks application specifically for the public sector
Engaging SMEs into the potentially huge public sector innovation market is a
challenge for local and regional public authorities.

Scope
Supporting innovative SMEs, including start-ups for the design and creation of innovative applications inorder to foster the delivery of mobile public services;
Helping the interaction of citizens and businesses with public administrations;
Coupling open public data and services with information and services offered by the private sector,leading to innovative, user-friendly and personalised services that can be accessed easily;
Solutions need to consider scalability, multi-lingualism, sustainability and where necessary, the cross-border dimension as well as ensure replicability.
