Treasury c e r t i f i c a t e s on hand show a dec l i ne of about 12.3 m i l l i o n s , i n d i c a t i n g t h a t the bulk of the 754 m i l l i o n c e r t i f i c a t e i s s u e due on November J had been de-l i v e r e d by s u b s c r i b i n g banks i n payment f o r L i b e r t y bonds. At the c e n t r a l r e s e r v e c i t i e s the i n c r e a s e in the c e r t i f i c a t e ho ld ings i s a p p a r e n t l y due t o a l a r g e e x t e n t to investment by t he se banks i n the most r e c e n t i s s u e of 4g pe r c e n t t ax c e r t i f i -c a t e s . These wi th -drawals a re accompanied by an i n c r e a s e of 173*5 m i l l i o n s i n n e t demand d e p o s i t s of a l l r e p o r t i n g banks, and of 88 .5 m i l l i o n s i n the n e t d e p o s i t s of the c e n t r a l r e s e r v e o i t y banks .
