thesis who enter the program before 2013-2014 and finish the program with success and
took at least twenty four credits as stated in 30th article 3rd clause of H.Ü. Graduate Education
and Assessment Regulations, and students who do not take enough credits yet will graduate
being subject to ECTS (European Credit Transfer System) without considering the registration
date.
By the end of Fall Term of 2014-2015 Academic Year, students of Master Programs without
thesis who enter the program before 2013-2014 and finish the program with success and

SCIENTIFIC RESEARCH PROJECT APPLICATION REGULATIONS
CHAPTER ONE
PURPOSE, SCOPE, REFERENCES AND EXPLANATIONS
Purpose and Scope
Article 1- (1) This regulation sets policies, standards, and procedures to evaluate the
scientific project offers supported by Scientific Project Coordination Unit and coordinated by
Hacettepe University lecturers and researchers completed their doctoral studies, specialty in
medicine, proficiency in art, to accept, to follow their processes, and to evaluate the results.
Reference
Article 2- (1) This regulation is organized on the basis of the decrees of “higher Education
Institutions Scientific Research Projects Regulations” and “Use of Allocations Offered for Scientific
Research Projects Transferring Private Account, Recognition in Budgets of Higher Education
Institutions and Rules and Regulations of Private Account Operation”.
Article 3- (1) Special Terms used in this regulation are as follows:
a) University: Hacettepe University,
b) Scientific Research project: projects which contribute to the field and scientific
environment or contribute in national scope when completed, or which are expected to
contribute to the country technologically, economically, socially, and culturally, which
can be conducted in the higher education institutions or outside them, or with the help
of national and/or international agencies or institutions, or projects for raising scientists,
or infrastructure development projects,
c) Committee: Hacettepe University Scientific Research Project Committee,
d) Sub Committees: Sub Committees of Hacettepe University Scientific Research Project
Committee,
e) Researcher: Lecturers who are assigned by project manager in the project unit in order to
carry on the scientific research project and students who continue their undergraduate
or graduate studies related to the project topic and graduates,
f) Scientific Research Project (SRP) Coordination Unit: Hacettepe University Scientific
Research Project Coordination Unit,
g) Coordinator: Hacettepe University Scientific Research Project Coordination Unit
Coordinator.
CHAPTER TWO
BODIES, DUTY, AUTHORITY, AND RESPONSIBILITIES
Committee
Article 4- (1) Committee is comprised of six lecturer who get published in journals scanned in
international indexes and/or who are cited in these journals and balancing the number of Directors
and Coordinators of Institute of Science, Health, Social Sciences, Educational Sciences and balancing
the related science branches and who are assigned by Rector considering the proposals of the Senate
under the supervision of a Vice Rector assigned by the Rector when s/he cannot attend to.
(2) Term of office of committee members is 4 year. When a member’s term of office is finished, s/he
can be assigned again. In accordance with the regulation, when members who are a part of
committee because of their main jobs resigned from their main jobs, their committee membership
also ends. When Committee members other than the Directors of Institutes do not fulfill their duties,
authorities, and responsibilities, and when they are determined and their reasons are presented to
the Senate, with the proposal of Senate, they can be relieved of their duties by Rector. Instead of a
committee member resigned with any reason, a new member is assigned.
Number of Committee Meetings and Quorum of Decision
Article 5- (1) Committee meet at least once in a month with one more member of the half of the
total with the call of Committee President, decisions are made on open ballot and unanimously.
When the number of votes is equal, the vote of Committee President determines the result.
Committee’ Duties, Authorities, and Responsibilities,
Article 6- (1) Committee fulfills the following duties:
a) Prepare and announce project application schedule,
b) Determine application rules; application and evaluation criteria of project to be supported,
c) Determine and announce limits of supports for projects every year,
d) Determines the criteria to be followed in project applications an evaluations Stated in the
Regulations about Scientific Research Projects in accordance with the “Rules that will be
followed in the Election of Research Projects” and Hacettepe University science policy,
e) Propose members who get published in journals scanned in international indexes and/or
who are cited in these journals for the sub committee to Rector ,
f) Decide on the project applications,
g) Decide on the reports and results of projects,
ğ) Decide on the requests of project administrators about additional time, additional budget, and
other requests, can investigate the project works on-site considering the Application Rules and
Essentials stated in the Regulations, can change the project coordinators, or can abolish the
project,
ı) Decide on what to be done when there is a situation contrary to the articles of Protocol and
regulations,
i) determine the number of project or projects that researchers can take part as administrator or
researcher,
j) Do the other works assigned by Rectorship within the scope of Regulations about Higher
Education Institutions Scientific Research Projects.
Coordinator
Article 7- (1) Coordinator is a lecturer who is responsible of performing the works of SRP
coordination Units in the name of council of higher education, who is assigned by Rector, and
who is responsible to Rector.
Charges of Coordinator:
Article 8. (1) Coordinator performs the following works:
a) Regulate and perform program and activities of SRP Coordination Unit in accordance with
decrees of Directives, Regulations, and Committee,
b) Prepare announcements about projects and, exchange letters,
c) Be spokesman in the committee meetings,
ç) Prepare the agenda for committee meetings,
d) Communicate with and coordinate in SRP Coordination Unit and Committee Activities,
e) Present reports about Committee SRP Coordination Unit’s activities to Rector or Vice Rector
assigned by Rector,
f) Be responsible for the project buying,
Present reports to the Rectorship about projects going on or finished which are supported in
order to inform Council of Higher Education.
Sub Committees
Article 9- (1) Five different sub committee is made up as Medicine and Health Sciences, Science
and Engineering Sciences, Social Sciences, Raising Scientist, an Support Projects in order to
contribute to the Committee’s activities when needed. Sub committees are made up between
the lecturers of University as seven main and one substitute member determined by Rector.
(2) Term of office of committee members is 4 year. Every sub committee chooses a president and a
secretary between their committee members. When a member’s term of office is finished, s/he can
be assigned again. When it is found necessary, and when there are sound reasons, sub committee
members can be relieved of their duties by Rector. When there is not any legal reason, and when a
member did not participate in three meeting subsequently, they are relieved their duties. When
members have assignments less than three months or health certificate and therefore they cannot
attend to the meetings, committee president call for the substitute member. Instead of a committee
member resigned with any reason, a new member is assigned.
Works of Sub Committees
Article 10 -(1) Sub committees perform their works in accordance with the rules and regulations
determined by the Committee. Sub committees meet at least once in a month with one more
member of the half of the total with the call of Committee President; decisions are made on open
ballot and unanimously. Evaluations of the Sub committees are presented to the Committee by Sub
Committee President.
CHAPTER THREE
PROJECT TYPES, APPLICATION AND EVALUATION,
CONDUCTING AND FOLLOWING THE PROJECTS
Project Types
Article 11- (1) Project types supported by SRP Coordination Unit are listed below.
a) Comprehensive Research Project (CRP): Projects comprising personal or interdisciplinary
scientific research and development activities of lecturers and researchers who has PhD,
proficiency in medicine, and art.
b) Graduate Thesis Projects (GTP). Projects comprising graduate theses and research projects of
thesis supervisors and students worked on together.
c) Research Infrastructure Projects (RIP): Projects carried out by University lecturers in order to
develop infrastructure of University. Committee may request private negotiation for this kind
of projects.
ç) Guided Projects (GDP): Scientific Research Projects which will be prepared by them or by
researchers in the areas found necessary by Rectoship and Committee
d) Research Projects with International Participation (PIP): Projects conducted in coordination
with international universities and research and development centers. Projects supported
only by the international institutions are not within the scope. Committee may request
private negotiation for this kind of projects.
e) National Research Projects (NRP): Projects conducted in coordination with national
universities and research and development centers. Committee may request private
negotiation for this kind of projects.
f) Support Projects (SPP): Projects for supporting the research centers which has infrastructure
in order to carry on their researches giving them material, software, accessories, calibration,
and analysis.
g) Fast Support Project (FSP): Short-term, low-budget research and development projects
which will be carried out in our University. Project period is limited to 12 months in this
scope.
ğ) Raising Scientists and Development Projects (RSP): projects to increase the familiarity of
researchers nationally and internationally, and thus increasing the coordination, to develop the
research environment and opportunities, supporting researchers to get more foundation from
the national and international institutions, in order to raise researchers suitable to country’s and
university’s science policies. University can make the researchers prepare such projects. Support
types are listed below as part of this scope:
1. Support of Participation to Scientific Organizations (PSO)
Support for researchers to present their scientific studies results or to follow new developments
related to their fields in national or international conference, symposium, or artistic activities.
The support to be provided and application rules are determined and announced by the
Committee.
2. Scientific Conference Arrangement Support (SCA)
Supports for conference, symposium, congress prepared by our university researchers.
3. Development of International Collaboration Support (ICS)
Supports of researches conducted by our university researches at the international universities
or research and development centers. Lecturers who have not been abroad have priority.
4. Property Right and Patent Support (PPS)
Support given to the researchers who have high value researchers and original studies in order to
encourage them.
5. Raising Researcher and Scientist Support (RSS)
Support to contribute to raise qualitative researchers and scientists for our country and to
develop the culture of research and development. Every kind of expense needed in these studies
and courses such as materials, software, and travel are met.
6. Scientific Success Support (SSS)
Support given to researchers who get published in the indexes of SCI, SCI-E, SSCI or AHCI with a
high number, or who have cited with a high number, or who was given award by Hacettepe
University, TÜBİTAK, TÜBA etc. because of their high success level. However, some high quality
journals in Social Sciences can be accepted in this support program.
Project Application
Article 12- (1) Project application is conducted filling the “Project Application Form” which includes
research aim, priorities, budget, and staff. Application Conditions and evaluation schedule is
announced according to the decrees of Unit Committee. Whether researchers will be project
president or just researcher or support number is determined by Committee.
Evaluation of the Projects
Article 13- (1) Projects proposals presented to the SRP Coordination Unit are evaluated whether they
have the necessary requirements or not. The projects having the necessary requirements are
presented to the sub committees for evaluation. Project proposals which are inn process of
evaluation can be decided by the committee keeping the type in mind, or some projects can be sent
to referees, the number and qualities of whom are determined by Committee. Committee decides on
whether the project will be supported or not reading the reports of referees and sub committees.
Committee can request verbal presentations from the researchers when found necessary by the
relevant committee. Projects are accepted if the committee decides on accepting it wit a detailed
report and if the rector approves this report.
Project Protocol
Article 14- (1) For the projects decided to be supported, protocol is signed between Rector or Vice
Rector assigned by Rector and project researchers. Project researchers have to follow all the rules
written in the protocol. Start date of the project is accepted as the day protocol is signed. Project
researchers have to submit necessary documents to SRP Coordination Unit if their project is
accepted. If they do not submit their papers they do not get any foundation. When the project is
signed and excuse, these projects are cancelled.
Interim Reports
Article 15- (1) project researchers have to present their interim reports including their studies and
developments beginning from protocol date in every six months being suitable to the format
announced to SRP Coordination Unit. Interim reports are evaluated and followed by the committee.
When they find it necessary, committee can send the reports to referees or sub committees. For the
projects lasting less than six months, no report is requested. For the projects being more than one
year, the financial support to be given to the project in the following terms depends on the positive
report of the Committee.
(2) When there are problems because of the failure of the study or other reasons, project researcher
have to present the report to SRP Coordination Unit beginning from the come out day of the problem
in 1 month.
Result Report
Article 16- (1) Project coordinator presents results of the research and the Project Result Report
which is prepared in the format determined by Committee in two months after the project finished,
if the researcher is the coordinator of graduate thesis, s/he presents the soft copy of the thesis
which was approved by the jury to SRP Coordination Unit. Also, if there are publications related to
the project, they are presented to the SRP Coordination Unit. For the thesis projects, project
coordinator has to hand in the report showing that the thesis is found successful by the institute of
faculty to SRP Coordination Unit. Results reports are evaluated by the Committee and decided
whether it is successful or not. When it is found necessary, Committee can consult to the referees
and sub committees.
Publication of the Project Results
Article 17- (1) For any kind of thesis or publication supported by SRP Coordination Unit, there should
be a sentence like this or similar to this “This work was supported by Hacettepe University Scientific
Coordination Unit. Project Number: ...”. Besides, a copy of the publication supported by SRP
Coordination Unit has to be presented to the Committee. University has the copyright of the
scientific results obtained.
Project Time and Resulting
Article 18- (1) Research projects are completed in maximum three years. With the decree of
Committee, and sound request of the project coordinators, 1 year extension can be given.
Project Budget and Application Principles
Article 19- (1) the support that will be provided is determined by Committee every year and
announced. Committee can restrict the request of computer, printer, stationery, photocopy, travel,
and etc.
Additional Resource
Article 20- (1) Projects are essentially completed according to the budget and expenditure plan
determined by Committee. When required, and requested by the project coordinator, changes in
expenditure plan can be decided by Committee. When requested by the project coordinator, with
the decree of Committee, additional resource can be provided not being more than 50% of the total
project cost. Additional resource that can be provided according to the type of project is decided and
announced by the Committee
Announcing the Results
Article 21- (1) Rectorship informs the Council of Higher Education about the projects supported,
going on, and completed. This information is released to the public via internet.
CHAPTER FOUR
ENFORCEMENT
Article 22- (1) While projects continues or finished, if any unethical behavior is found, the following
enforcements are imposed:
a) The project is cancelled with the decree of the Committee,
b) The materials bought as part of the project and not damaged are taken back. If they are
damaged, their costs and all the other expenses are taken back with interest from the project
coordinator.
c) Person or people in the project team who behaved unethically cannot take any support for 4
years.
ç) Committee expresses opinion about the discussion of the topic in our University Ethics Board
to Rector.
Article 23- (1) When they found necessary, committee can investigate the project or can make
the specialist of topic investigate. In the following situations, projects are cancelled with the
decree of the Committee.
a) If the project do not show the improvement predicted because of the fault or negligence of
the project team or if the project is not conducted in accordance with its aims,
b) I the project coordinator leave without handing over the project to another coordinator
approved by the Committee.
(2) The materials bought as part of the project and not damaged are taken back. If they are damaged,
their costs and all the other expenses are taken back with interest from the project coordinator. Also,
people cause the cancelling of the project team because they have fault cannot take any support for
3 years from SRP Coordination Unit.
Article 24- (1) Committee can decide on making changes in the content of the project, in the project
team, pr cancelling the project in the following situations.
a) If the project cannot be carried out because of the health problems of the project team
members or because of legal obligations,
b) If the student holding graduate study but leave and therefore the thesis cannot be
conducted,
c) If most of the project members do not have contact with University, and project cannot be
conducted,
ç) If any compulsory reasons come out without the negligence of the project team and
approved by the Committee, and the project cannot be conducted.
(2) The materials bought as part of the project are handed back when the project is cancelled
because of the above motioned reasons to SRP Coordination Unit. These materials can be given
to the other units or departments found suitable in order to be used in other researches.
Article 25- (1) If the project interim report is delayed for 1 month without any excuse accepted
by the Committee, all the processes are stopped until the report is handed in. If the warning is
not taken into consideration and report is not handed in 15 days, the project is cancelled. The
materials bought as part of the project and not damaged are taken back. If they are damaged,
their costs and all the other expenses are taken back with interest from the project coordinator.
Also, project coordinator may not take any support for 3 years from SRP Coordination Unit.
Article 26- (1) If the project report is not presented in time, all the projects of the project
coordinator are stopped until the report is handed in. If the warning is not taken into
consideration and report is not handed in one month, the project is cancelled. The materials
bought as part of the project and not damaged are taken back. If they are damaged, their costs
and all the other expenses are taken back with interest from the project coordinator. Also,
project coordinator may not take any support for 3 years from SRP Coordination Unit.
(2) To the project coordinator whose report is found incomplete and despite the warnings who
do not hand in the completed form of the project in 1 month, project coordinator may not take
any support for 3 years from SRP Coordination Unit with the decree of Committee. However, for
the project found incomplete, if the project coordinator requests, and it is accepted by the
Committee, additional time can be given for some of the studies to be conducted again or for the
correction of the result report. This time and if there are any, previous additional time cannot be
more than one year in total.
Article 27- (1) For any kind of thesis or publication supported by SRP Coordination Unit, there should
be a sentence like this or similar to this “This work was supported by Research Fund of Hacettepe
University. Project Number: ...”. If there is not any statement like this or if the project results or the
publications are not presented to SRP Coordination Unit project coordinator may not take any
support for 3 years from SRP Coordination Unit.
Article 28- (1) in accordance with the articles of Regulation, if a project coordinator or researcher
who was warned before is warned twice, these people cannot benefit from the supports of SRP
Coordination Unit permanently.
CHAPTER FIVE
VARIOUR AND LAST PROVISIONS
Machinery and Equipment
Article 29- (1) When the projects are completed, the machinery, equipment, and hardware
provided by SRP Coordination Unit for project, they are under the control of project
coordinators. Project coordinators are responsible for the protection, maintenance and repair of
them. The machinery, equipment, and hardware provided by SRP Coordination Unit for project
can be used by the university researchers when required in an appropriate time with the
approval of project coordinators. The machinery, equipment, and hardware of the completed
projects are open to the use of our University researchers. Committee is responsible for
presenting these machinery and equipment for common use, or taking back to use in other
projects, or using for other purposes.
Book Purchase
Article 30- (1) In the projects where book purchase are requested, the requested books have to be
project material, and the university library have to approve the purchase of these books. The books
purchased are registered are the office stock in our University Central Library
Reserving the Records
Article 31- (1) Project coordinator have to reserve all the data of the project for five year beginning
from project completion date.
Changes in the Project Team
Article 32- (1) Committee can make changes in the project team when found necessary and
requested by the project coordinator. Committee can delay the project for 6 months if health
problems are faced with or in other unanticipated situations on condition that it will not be counted
as the normal time of the project.
Article 33- (1) For the cases not stated in the Regulations, provisions of “Regulations of Higher
Education Institutions Scientific Research Projects”, Use of Allocations Offered for Scientific Research
Projects Transferring Private Account, Recognition in Budgets of Higher Education Institutions and
Rules and Regulations of Private Account Operation and provisions of general legislation are
performed.
Abolishment
Article 34- (1) “Hacettepe University Scientific Research Project Application Regulation” which was
accepted with the decree of Hacettepe University Senate dated 24.12.2003 and with number 145 of
2003 and changes are abolished.
(2) for the projects started before this regulation come into operation, decrees of Hacettepe
University Scientific Research Project Application Regulation will be followed. However, cases not
found in the regulation which was abolished, this regulation are followed.
Operation
Article 36- (1) The provisions of this regulation is conducted by Hacettepe University.
