$498 million in ARPA HAF funds for Tribes or Tribally Designated Housing

Entities and the Department of Hawaiian Home Lands.

Allocations based on formulas used for the Emergency Rental Assistance

Program (Consolidated Appropriations Act, 2021)

Allocation to be published after Tribal consultation process

Notice of funds request deadline is Sept. 30, 2021

Program Funding Funding to States, based off U.S. Treasury formula using:

• Unemployment

• Distressed mortgages

$9.961 billion Homeowner Assistance Fund in ARPA• $1.055 billion to California

Program Purpose To prevent homeowner mortgage delinquencies, defaults,

displacements, foreclosures among other hardships.

Program Plan A program plan is due to U.S. Treasury by June 30, 2021 for their review

and input

U.S. Treasury requirements

• Eligibility

• Homeowners with hardships after January 21, 2020

• Mortgage cannot exceed Fannie Mae and Freddie Mac limit at time of origination

• Targeting

• At least 60% of funds targeted at 100% Area Median Income (AMI)

• Prioritize socially disadvantaged

• A Sample of Allowable Uses

• Mortgage assistance

• Homeowner insurance, HOA fees, property taxes

• Electric, gas, water, internet

Prioritize low income, socially disadvantaged and underserved communities

To the best of our ability:

• set up a system that is easy and streamlined

• prevent duplication of other state or federal assistance programs

Holistic approach:

• eliminate delinquent mortgage payments, including forbearance

• allow homeowners to remain in homes with an affordable payment

• connect vulnerable homeowners to counseling options

• facilitate long-term recovery solutions for unemployed, underemployed or

severely housing burdened homeowners
