It is apparent that the Local Authority is not able to request such further information based on apparent environmental grounds at this stage of the process. On behalf of Hagen Oil, I refer to your correspondence of 6 June 2014 in which you note that the

Environmental Effects Report (EER) addresses many of the public, State Government and Council

comments. However you note that there are a number of issues raised, solely by the Launceston

City Council, which you have deemed require further information. It is apparent that the Local

Authority is not able to request such further information based on apparent environmental grounds

at this stage of the process. Nevertheless, as the EPA we recognise that you can seek such

Details required in relation to days of operation. The EER states that the plant will operate from7am to 5.30pm for

processing materials. Normal operation will be Monday to Friday., in line

with normal business practice and to meet Hagen Oil client expectations.

However receival of materials may occur outside of these hours.

C.2, p1,

para2

States uncovered areas of site will have compacted gravels,

recommend that these surfaces are sealed.

The yard including driveway and parking areas are not intended to be used

for any material storage, apart from solid waste skip bins.

Nevertheless after review, the Civil Engineer has advised that the material

to used will be desecrated basalt to DIER specification, known as shoulder

material, which will compact to 100% and then be top dressed with 5mm

blue metal. He has also advised that the finish will be adequate for all

weather proposed use.

C.9, p22,

para 2

States that the proposed yard will be constructed to enable

vehicles to drive through and avoid reversing which can be a

noisy operation. However, Figure 6 on page 16 indicates that

vehicles will need to reverse on site.

Require clarification on truck movements on site and impact

that this may have on nearby residents if trucks need to reverse

on site.

Figure 6 remains unchanged and clearly demonstrates truck movements in

the yard. Note an original A3 copy of plan was previously submitted to

both the EPA and LCC. A minor amount of reversing will occur and this

potential noise is as expected in an industrial zone and is consistent with

surrounding land uses (E.g. Sainty bus depot)

B.3, p14-15 Figure 4 shows an area proposed to be used as a bunded area

for drum processing, while in Figure 5 the same area is shown

Figures 4 and 5 have been redrafted and combined into a single plan,

here in referred to as Figure 45 and where ever reference is made to either

as being proposed to be used for a tank farm and treatment

tanks. This should be clarified and a site plan provided to

demonstrate all uses of the site, such as drum storage, tank

farm, settling tanks, storage of legacy waste, drum washing,

waste bins, car parking. This may help to also clarify and

demonstrate that the site has sufficient available space &

capacity for the proposed use, particularly in relation to the

statement that some of the settling processes may take up to

several months to achieve the objective of separation for reuse

or management, (statement on page 8).

Fig 4 or Fig 5 in the EER, this will be substituted as referring to Figure 45.

Figures 6 and 7 remain unchanged. Copies of Figures 45, 6 and 7 are

attached for A3 printing.
