Anewyearbeginsinhaiti.Forchildrenwhoarereturningtorehabilitatedhomesandnewclassrooms,itstartswithpromiseandoptimism.butformanyothers,theyearbeginsalmostasitdidin2010,withfurthercrisesbearingdownoncommunitiesandthreateningcollectiveplansforthefuture.
oneyearon,childreninhaitiarestillreelingfromthelingeringimpactoftheJanuary2010earthquake,whichremainsthesinglelargestcatastrophetohitthecountryincenturies.morethan220,000liveswerelost,and750,000childrenweredirectlyaffected.
despitetherubbleandtheruin,therewasatimidsenseofhopeinhaiti’scapacitytoovercomethedevastationinthefirstweeksafterthequake.Thisoptimismwasspurredonbyextraordinarydeclarationsofinternationalsolidarityandcontributionsfromgenerousdonors.
yourcrucialsupporthashelpeddrivesomeextraordinarysuccessesforchildrenoverthepastyear,asdetailedinthisreport.UNICEFandpartnersareworkingtirelesslytobuildontheseachievementsamidserioussetbacksandfurthercrisesthathaveinhibitedrecoveryandreconstruction.Solvingcomplexchallengesofspace,rubbleclearanceandlandrightshasbeenimmenselydifficultinhaiti,andhasslowedeffortstorebuildcommunitiesandresettlethemorethan1millionpeoplewhoremaindisplaced.Adeadlycholeraoutbreaktowardtheendoftheyearaffectedmorethan100,000people,andpoliticalriotsfollowingtheNovemberelectionsimpededeffortstosavelivesandcontainthedisease.Thesecriseshaveprovidedtheheart-wrenchingrealitycheckthathaitianchildrencontinuetofaceseriouschallenges.
Asasecondemergencyresponseforcholeraisbeingmounted,haitiansarenotonlyindangeroflosingadditionallovedones–theyarealsoindangeroflosingthathesitantsenseofhope.Throughyoursupport,UNICEFremainssteadfastinitscommitmenttosustaininghopeandensuringabrighterfutureforhaiti’schildrenbybuildingonouraccomplishmentstodateandaddressingallthatisunfinishedintheearthquakeresponse.

WaTer, saniTaTion and hygiene
beforetheearthquake,accesstosafewater,sanitationandhygienewasdeclininginhaiti.Theearthquakethreatenedtosethaitifurtherback–especiallyinport-au-prince’sslums.Emergencyeffortstobringsafewaterandsanitationtothedisplacedsavedlives,buttheunderlyingchallengeofbuildingsustainablesolutionsremainsandisespeciallycrucialtopreventingthe spreadofdiseaseslikecholera.
•Attheheightoftheemergency,UNICEFwassupportingtheprovisionofcleanwatersuppliestocloseto680,000people.UNICEFtransitioneditseffortsinmaytosupportmoresustainablesolutions,includingrepairsandexpansionsofpipednetworks.UNICEFisnowworkingwithpartnerstoextendwaternetworksinslumstoservemorethan130,000people.
•Toensurethatdrinkingwaterissafenotonlyatitssourcebutalsoatthepointofconsumption(apressingneedwiththeoutbreakofcholera),UNICEFhasbeenworkingwithpartnerstoprovidemorethan10tonsofchlorineandover45millionwaterpurificationtablets,benefitting3millionpeople.
•Todate,throughacombinationofportabletoilets,diggingofpitlatrines,andUNICEF-supportedsanitationsuppliesandmaterials,morethan11,300latrineshavebeensetup,servingover800,000people.
•UNICEFisstrivingtokeepcampscleanandmaintainsanitationstandards,workingwithprivatecompaniestode-sludge600latrineseveryday,withsafeguidelinesandtrainedpartnersinplace.

•Togetchildrenbacktoschoolasquicklyaspossible,UNICEFandpartnerssupplied1,600tentstosetupmorethan225temporarylearningspaces.distributionoflearningmaterialsandschoolequipmentbenefittedmorethan325,000childrenand42,000teachers,ensuring600schoolsreopenedonApril5,2010.
•UNICEFandpartnerslaunchedanationwide“AlltoSchool”campaigninoctober,targetingnotonlychildrenwhoseschoolingwasinterruptedbythequake,butalsochildreninslumsandneglectedruralareaswhohadneverbeforeaccessededucation.Nationwide,UNICEFisreaching720,000children,15,000teachersand2,000schools.
•Challengeswithrubbleclearancemeantschoolconstructionplanswereconstantlyadaptedtochangingcircumstances.Todate,UNICEFhasbuilt57semi-permanentschools(with60moreontheway)usinghurricane-andearthquake-resistantdesignsandincludingsafewaterandsanitationfacilities,benefittingmorethan24,400children.plansforafurther200semi-permanentschoolsareunderway.

WithhaitiintheeyeofstormsthatregularlysweepacrosstheCaribbean,anti-cycloneandanti-earthquakeresistantstructuresarefundamentaltoensuringthathaiti’schildrenfeelsafeandsecuretoreturntoschoolandresumetheireducation.Treatedroofsdeflectthesun’sintensityandopen-airclassroomsallowwhatgentlebreezethereistoflowthroughsothatchildrencanlearninmorecomfortablesurroundings.
”ThedayoftheearthquakeIwasathome,”recallsChristie.“Itfeltlikeatractorrumblingthroughthehouse.Ididn’tgotoschoolforthreemonths…Iamhappytobebackinthisschool.”
Intheolddamagedschool,whichstandsoppositethenewclassroomacrosstheschoolyard,thelessonplanfortheweekofJanuary12,2010,isstillononeoftheblackboards.Itservesasapowerfulreminderofhowtimestoodstillinhaitithatday.
Newsemi-permanentclassrooms,newlessonplans,andchildrenlikeChristiebackinschoolareatestimonythattimecanmoveforwardforhaiti’schildren,andthatchallenges,howeverunprecedented,canbeovercome.

Josephandmarie(nottheirrealnames)andtheirthreedaughterslostnearlyeverythingtotheearthquake.Withtheirhomecompletelyflattened,thefamilywasleftwithnoshelter.Joseph’smodestincomeearnedasaricefarmerandmarie’ssmallbusinesssellingproducewassuddenlystripped.
Withnomeansofmeetingtheirchildren’sbasicneeds,likefood,waterandshelter,Josephandmariemadetheheart-wrenchingdecisiontoputtheminaresidentialcarecentre.“Iwasembarrassedandashamed,”saysmarie.“ItwasthemostdifficultthingIhaveeverhadtoface.”
“Wefeltwehadfailedinourdutyasparents,”addsJoseph.
Throughdonorsupport,UNICEFhasbeenworkingwithpartnersonareunificationprojectthatprovideslong-term,

overtwo-thirdsoffundswereprovidedasun-earmarkedcontributionsthatallowedUNICEFtotargetresourceswheretheywereneededmost,ensuringquickerandmoreflexibleresponses.Forexample,thankstoflexiblecontributionsmadeatthestartoftheearthquakeresponse,UNICEFwasabletoreprogramUS$15.9millionofavailableun-earmarkedfundstomountanimmediatecholeraresponse.
Urgenthumanitarianneedsforchildrenremaininthenextyear,includingmaintaininglife-savingservicesandsupportingongoingrelocationandsustainablesheltersolutionsfordisplacedcommunities.UNICEF’stotalhumanitarianrequirementsfor2011amounttoUS$157million(including US$47.4milliontotackleincreasingcholeraneeds).
