Anewyearbeginsinhaiti.Forchildrenwhoarereturningtorehabilitatedhomesandnewclassrooms,itstartswithpromiseandoptimism.butformanyothers,theyearbeginsalmostasitdidin2010,withfurthercrisesbearingdownoncommunitiesandthreateningcollectiveplansforthefuture.

oneyearon,childreninhaitiarestillreelingfromthelingeringimpactoftheJanuary2010earthquake,whichremainsthesinglelargestcatastrophetohitthecountryincenturies.morethan220,000liveswerelost,and750,000childrenweredirectlyaffected.

despitetherubbleandtheruin,therewasatimidsenseofhopeinhaiti’scapacitytoovercomethedevastationinthefirstweeksafterthequake.Thisoptimismwasspurredonbyextraordinarydeclarationsofinternationalsolidarityandcontributionsfromgenerousdonors.

yourcrucialsupporthashelpeddrivesomeextraordinarysuccessesforchildrenoverthepastyear,asdetailedinthisreport.UNICEFandpartnersareworkingtirelesslytobuildontheseachievementsamidserioussetbacksandfurthercrisesthathaveinhibitedrecoveryandreconstruction.Solvingcomplexchallengesofspace,rubbleclearanceandlandrightshasbeenimmenselydifficultinhaiti,andhasslowedeffortstorebuildcommunitiesandresettlethemorethan1millionpeoplewhoremaindisplaced.Adeadlycholeraoutbreaktowardtheendoftheyearaffectedmorethan100,000people,andpoliticalriotsfollowingtheNovemberelectionsimpededeffortstosavelivesandcontainthedisease.Thesecriseshaveprovidedtheheart-wrenchingrealitycheckthathaitianchildrencontinuetofaceseriouschallenges.

Asasecondemergencyresponseforcholeraisbeingmounted,haitiansarenotonlyindangeroflosingadditionallovedones–theyarealsoindangeroflosingthathesitantsenseofhope.Throughyoursupport,UNICEFremainssteadfastinitscommitmenttosustaininghopeandensuringabrighterfutureforhaiti’schildrenbybuildingonouraccomplishmentstodateandaddressingallthatisunfinishedintheearthquakeresponse.

Asalong-termdevelopmentpartnerinhaiti,UNICEF’sworkin2011willcontinuetostrengthenthehaitiangovernment’scapacitytorebuildessentialsystemslikehealthcareandwatersupplythroughsustainablesolutionstobenefitgenerationstocome.Wealsoseektostrengthencommunities’resilienceandhelphaiti’swomenandchildrenliftthemselvesoutofvulnerability.UNICEFpledgestoensurethatchildren’svoicesareheard,andthatchildrenareatthecentreofrecovery–itistheirvisionfortheircountrythatwillbeourblueprinttobuildahaitifitforchildren.

her son Herwens. through your support, uNiCEF is reaching displaced families like

theirs with essential services.

WaTer, saniTaTion and hygiene

beforetheearthquake,accesstosafewater,sanitationandhygienewasdeclininginhaiti.Theearthquakethreatenedtosethaitifurtherback–especiallyinport-au-prince’sslums.Emergencyeffortstobringsafewaterandsanitationtothedisplacedsavedlives,buttheunderlyingchallengeofbuildingsustainablesolutionsremainsandisespeciallycrucialtopreventingthe spreadofdiseaseslikecholera.

•Attheheightoftheemergency,UNICEFwassupportingtheprovisionofcleanwatersuppliestocloseto680,000people.UNICEFtransitioneditseffortsinmaytosupportmoresustainablesolutions,includingrepairsandexpansionsofpipednetworks.UNICEFisnowworkingwithpartnerstoextendwaternetworksinslumstoservemorethan130,000people.

•Toensurethatdrinkingwaterissafenotonlyatitssourcebutalsoatthepointofconsumption(apressingneedwiththeoutbreakofcholera),UNICEFhasbeenworkingwithpartnerstoprovidemorethan10tonsofchlorineandover45millionwaterpurificationtablets,benefitting3millionpeople.

•Todate,throughacombinationofportabletoilets,diggingofpitlatrines,andUNICEF-supportedsanitationsuppliesandmaterials,morethan11,300latrineshavebeensetup,servingover800,000people.

•UNICEFisstrivingtokeepcampscleanandmaintainsanitationstandards,workingwithprivatecompaniestode-sludge600latrineseveryday,withsafeguidelinesandtrainedpartnersinplace.

•Asustainablesanitationapproachforthefutureisbeingplanned,promotingcommunityownershipinbuildingandmanaginglocalsolutionsforsafesanitation.

•90,000hygienekitshavebeendistributedtodisplacedfamiliesandmorethan5,000trainedhygienepromotershavereachedhundredsofthousandsofpeoplewithhygienemessages–akeycomponentinkeepingwater-bornediseasesatbay.

•UNICEFsupported150schoolsand76,000childrenbydrillingboreholes,installingwashroomsandhandwashingfacilities,andprovidinghygienepromotionmessages.

Someofthemosttroublingimagesintheaftermathofthequakewerethoseofcollapsedschools–withcloseto5,000schoolsaffected.yetthecommitmenttowardeducationisstrong,andithasbecomethemainavenueforrebuildinghaitiandsecuringabetterfutureforitschildren.UNICEFhasbeenworkingtoreachthe50percentofchildrenwhoremainoutofschool,includingthoseincampswhofacecontinuingobstaclesinaccessingeducation.

•Togetchildrenbacktoschoolasquicklyaspossible,UNICEFandpartnerssupplied1,600tentstosetupmorethan225temporarylearningspaces.distributionoflearningmaterialsandschoolequipmentbenefittedmorethan325,000childrenand42,000teachers,ensuring600schoolsreopenedonApril5,2010.

•UNICEFandpartnerslaunchedanationwide“AlltoSchool”campaigninoctober,targetingnotonlychildrenwhoseschoolingwasinterruptedbythequake,butalsochildreninslumsandneglectedruralareaswhohadneverbeforeaccessededucation.Nationwide,UNICEFisreaching720,000children,15,000teachersand2,000schools.

•Challengeswithrubbleclearancemeantschoolconstructionplanswereconstantlyadaptedtochangingcircumstances.Todate,UNICEFhasbuilt57semi-permanentschools(with60moreontheway)usinghurricane-andearthquake-resistantdesignsandincludingsafewaterandsanitationfacilities,benefittingmorethan24,400children.plansforafurther200semi-permanentschoolsareunderway.

•UNICEFcontinuestocoordinatewithpartnersonpermanentschoolconstructionplanstohelprestorethe5,000schoolsdamagedbythequake.

•UNICEFworkedwithhaiti’sministryofEducationtotrainmorethan11,000teachers,manyofwhomreceivedspecializedtraininginpsychosocialcaresothatclassroomscouldbecomehealingspacesforchildrentraumatizedbythedisaster.

•Tostrengthenearlychildhooddevelopment,UNICEFiscurrentlytrainingpreschoolstaff,andover53,000childrenbenefittedfromthedistributionofEarlyChildhooddevelopmentkits.

•UNICEFtrained154schoolinspectors,directorsandteachersondisasterriskreductionandeducationinemergencies.

•Withtheoutbreakofcholera,UNICEFmovedswiftlytosupport5,000vulnerableschoolswithdistributionsofsoapandwaterpurificationtablets,benefitting1.5millionchildren.

ChristielafontantisoneofmanychildreninvisionNouvelleSchoolwhoisbenefittingfromeightnewsemi-permanentclassroomsrecentlyconstructedbyUNICEF.

WithhaitiintheeyeofstormsthatregularlysweepacrosstheCaribbean,anti-cycloneandanti-earthquakeresistantstructuresarefundamentaltoensuringthathaiti’schildrenfeelsafeandsecuretoreturntoschoolandresumetheireducation.Treatedroofsdeflectthesun’sintensityandopen-airclassroomsallowwhatgentlebreezethereistoflowthroughsothatchildrencanlearninmorecomfortablesurroundings.

”ThedayoftheearthquakeIwasathome,”recallsChristie.“Itfeltlikeatractorrumblingthroughthehouse.Ididn’tgotoschoolforthreemonths…Iamhappytobebackinthisschool.”

Intheolddamagedschool,whichstandsoppositethenewclassroomacrosstheschoolyard,thelessonplanfortheweekofJanuary12,2010,isstillononeoftheblackboards.Itservesasapowerfulreminderofhowtimestoodstillinhaitithatday.

Newsemi-permanentclassrooms,newlessonplans,andchildrenlikeChristiebackinschoolareatestimonythattimecanmoveforwardforhaiti’schildren,andthatchallenges,howeverunprecedented,canbeovercome.

forget what happened. There’s a lot of air, and it

feels cool inside. i enjoy learning mathematics.

priortotheearthquake,1.2millionchildreninhaitiwerealreadydeemedextremelyvulnerable,withtheirplightalltoooftenoverlookedandtheirvoicesunheard.oneyearon,haiti’schildrenarestillonthebrink,buttherallyofattentiononchildren’srightsholdsthepromiseoftransformation.

•UNICEFandpartnersworkedtoidentify,registerandreunitelostorseparatedchildrenwithparentsandcaregivers.Todate,nearly5,000childrenhavebeenregisteredandmorethan1,200havebeenreunited.

•AhotlinesetupbyUNICEFandSavetheChildrencontinuestorefercasesofseparatedchildrentomobileteams,whoworkthroughoutthecountrytohelpreunitechildrenwiththeirfamilies.

•onemonthaftertheearthquake,33Child-FriendlySpaceswerebenefitting7,425children.Twelvemonthson, Child-FriendlySpaceshaveexpandedmorethanten-fold,offeringcloseto95,000childrendailyopportunitiestoengageinrecreationalactivities,accesspsychosocialsupportandreclaimtheirchildhood.

•Todevelopanetworkoftrainedsocialworkersandtoprofessionalizesocialworkoverall,UNICEFsupportedthetrainingof140socialworkersanddeployedthemthroughoutthecountry.

•UNICEFissupportinggovernmenteffortstoupgradeitslegalframeworksonadoption,withimprovedsafeguardstoensureinter-countryadoptionsaredoneinthebestinterestsofchildrenandasalastresortwhenfamily-basedsolutionsforcarearenotfeasible.

•UNICEFhasworkedwithgovernmentpartnersinhaitiandthedominicanRepublictoreinforcelegalframeworksagainstchildtraffickingandchildlabour,especiallychildrenusedasdomesticservants,whosenumbersarefearedtohaveincreasedoverthepastyear.

•Some100policeofficersand225stafffromlocalgovernmentorganizationsweretrainedtostrengthenreferralsofcasesofsexualabuseagainstchildren.

•UNICEFhasmobilizedandadvocatedthehaitiangovernmenttoestablishanintegratedsocialprotectionsystemtohelprapidlyexpandbasicsocialservicestothemostvulnerablefamilies.

Josephandmarie(nottheirrealnames)andtheirthreedaughterslostnearlyeverythingtotheearthquake.Withtheirhomecompletelyflattened,thefamilywasleftwithnoshelter.Joseph’smodestincomeearnedasaricefarmerandmarie’ssmallbusinesssellingproducewassuddenlystripped.

Withnomeansofmeetingtheirchildren’sbasicneeds,likefood,waterandshelter,Josephandmariemadetheheart-wrenchingdecisiontoputtheminaresidentialcarecentre.“Iwasembarrassedandashamed,”saysmarie.“ItwasthemostdifficultthingIhaveeverhadtoface.”

“Wefeltwehadfailedinourdutyasparents,”addsJoseph.

Throughdonorsupport,UNICEFhasbeenworkingwithpartnersonareunificationprojectthatprovideslong-term,

sustainablesolutionsforparentslikeJosephandmarie, whowereforcedtogiveuptheirchildrenduetoeconomicpressure.

Josephandmariemetwithsocialworkerswhoassessedtheirviabilityforrestartingtheirbusinessesandexploredotherincome-generatingoptions.

Josephisnowtendinghisricefieldsonceagainandhasbeenabletoemploystaff.TheprojectalsohelpedJosephandmariemoveintoanewlyconstructedhome,setupabankaccountandbudgetforfutureneedslikefoodandschoolsupplies.

Afterseveralmonthsapart,Josephandmariewerereunitedwiththeirdaughters.Theexcitedlooksasthegirlsrushedtogreettheirmotheratthedoorstepoftheirsmallhomesaysitall:theyareonceagainafamily.

• Improving access to health care for more than 1.7 million people in the most vulnerable communities.

• Strengthening the capacity of health staff and facilities to respond to cholera, especially community health workers, nurses and doctors.

• Setting up 3,000 sites nationwide to ensure quick access to oral rehydration therapy and rapid referrals for cholera patients.

•FromJanuarytooctober,UNICEFandpartnersimmunizedmorethan1,900,000childrenagainstvaccine-preventablediseases(includingmeasles,dTp,rubellaandpolio),whileprovidingvitaminAsupplementation.

Thefactthatmalnutritionlevelsamongchildreninhaitihavenotdeclinedsincetheearthquakeisapowerfultestamenttotheimpactofreliefoperations.buttheearthquakeunderlinedchronicnutritionalchallengesfacinghaiti’schildren.largegapsinaccesstoservicesremainforchildreninremoteruralareasandthoselivinginurbanslums.UNICEFhasbeenworkingwithpartnerstostrengthenservicestoreachallchildren.

•Reliefeffortstopreventmalnutrition,includingblanketfeedingandlarge-scaledistributionofdewormingtabletsandmicronutrients,helpedhaltaspikeinmalnutritionlevelsaftertheearthquake.oneyearafter,UNICEFcontinuestosupport159therapeuticfeedingcentresand28stabilizationcentresthattreatedmorethan12,000severelyacutelymalnourishedchildren.

Ateightmonthsandawhopping11kg,Sebastianisalert,sittingup,clamberingoverhismotherandalmoststandingonhisown.heisanexampletotheyoungmothersofawell-nourished,breastfedbaby.

luciennegivescreditforSebastian’sgoodhealthandgrowthtothenursesattheUNICEF-supportedmother-babytent,whereshelearnedhealthypracticesforcaringforSebastian.

“beforetheearthquake,Ihadnoideaabouthowtohandleababy,howtoevenholdababy,andcertainlyIknewnothingaboutbreastfeeding,”sherecalls.

headnursemauvette,wholecturedatanursingschoolpriortotheearthquake,hasseenover450womenlikeluciennethroughthemother-babytentinmaisgate.

Sincethecholeraoutbreakthatbeganinoctober,mauvettehasbeenkeepingextrabusy,vigilantlymonitoringhygienepracticestoensurechildrenareprotectedandhealthy.

Anyoneenteringthetentmustwashtheirhandsthoroughlywithchlorine-treatedwaterandsoap.handwashingdemonstrationsandlecturesonpreventingcholeraarealsoprovided.

TheglobalrallyofsupportforchildreninhaitibydonorslikeyoudrivesUNICEF’scontinuedcommitmenttoimprovethelivesofthemostvulnerable.

Intotal,UNICEFreceivedUS$309.5millionfromdonors(includingmorethan$14millionfromCanadiandonors).Expendituresin2010amountedtoUS$186.7million,ofwhichUS$62.2millionissupportingactivitiesandsuppliestobedeliveredandusedinthecomingweeks.Thebalanceoffundswillsupportongoingrecoveryeffortsineducation,waterandsanitation,healthandnutrition,andchildprotection.

overtwo-thirdsoffundswereprovidedasun-earmarkedcontributionsthatallowedUNICEFtotargetresourceswheretheywereneededmost,ensuringquickerandmoreflexibleresponses.Forexample,thankstoflexiblecontributionsmadeatthestartoftheearthquakeresponse,UNICEFwasabletoreprogramUS$15.9millionofavailableun-earmarkedfundstomountanimmediatecholeraresponse.

Urgenthumanitarianneedsforchildrenremaininthenextyear,includingmaintaininglife-savingservicesandsupportingongoingrelocationandsustainablesheltersolutionsfordisplacedcommunities.UNICEF’stotalhumanitarianrequirementsfor2011amounttoUS$157million(including US$47.4milliontotackleincreasingcholeraneeds).
