1 Half-day Seminar – 1 June 2013 (Saturday) Cross Boundary Transportation System Background The Chartered Institution of Highways and Transportation (CIHT) is a learned society concerned specifically with the planning, design, construction, maintenance and operation of land-based transport systems and infrastructure. It aims to provide a forum for the exchange of technical information and views on highways and transport policy; to provide specialist advice to government and other bodies; to make roads safer for the travelling public; and to encourage training and professional development to meet today's requirements. Every year CIHT Hong Kong Branch organizes a half-day seminar to provide a platform for academics, professionals and other interested parties to exchange views on selected technical topics. This year the event will be jointly organized with the University of Hong Kong and held on 1 Jun 2013 (Saturday) morning, at Meng Wah Complex of the University of Hong Kong. Professionals and students from Universities, Consultants and Contractors, as well as those related to transport or highway industries, will be invited. A nominal fee will be charged to each attendee to cover the cost. Theme Hong Kong is one of the busiest cities in the world, with over 48,000,000 visitors in 2012. With the close proximity to Shenzhen and the rest of Mainland China, there are numerous economic, social and business activities across the boundary. The number of person-trips getting across the boundary is around 320,000,000 per year. To cope with the huge and ever-growing cross-boundary demands, the Hong Kong Government has planned new and expansion of transport facilities at the boundary points. The theme of this half-day seminar “Cross Boundary Transportation System” aims to provide an overall view on the newly constructed facilities, under construction structures as well as future infrastructures. The topics have a wide spectrum covering the most advanced operations in Hong Kong. It is meant to be an interesting and fruitful seminar that shows the latest development of highways and transportation in Hong Kong.

Half-day Seminar- 1 June 2013 (Saturday) Cross Boundary Transportation System

Theme 1 – Planning for Cross-boundary Transport Infrastructures Synopsis: With the emergence of the Greater Pearl River Delta region as a city-region of global significance and the intensified regional socio-economic interactions between Hong Kong and the PRD cities, strategic planning consideration for Hong Kong is extending spatial horizon beyond the territory across the boundary towards the GPRD region. This is also stretching the time horizon from the imminent future to a more far-sighted perspective under which the overall vision of the territory and the regional development trend and direction are in the picture. Cross-boundary transport infrastructure is not merely about hardware construction that would reduce the monetary cost of an ever-increasing regional mobility. Town planners perceive it as the key to promote convenience, safety and comfort of cross-boundary activities that could meet the rising public aspirations. Within the strategic planning context, through capitalising on the development opportunities while addressing environmental constraints, provision of cross-boundary transport infrastructure could be instrumental to achieving vibrant economy, social progress, quality environment and global competitiveness. Biography Speaker Mr. K. K. Ling is a professional town planner with extensive experience including planning for the new airport and the Tung Chung New Town, review of the Town Planning Ordinance, harbour front planning and development, planning enforcement and prosecution, cross-boundary planning, and planning for new development areas. Mr. Ling is the Director of Planning, heading the Planning Department of the Hong Kong Special Administrative Region Government. He is also the chairman of the Metro Planning Committee and Rural & New Town Planning Committee of the Town Planning Board. Mr. Ling was the President of the Hong Kong Institute of Planners from 2007 to 2009.

Theme 2 – Hong Kong-Zhuhai-Macao Bridge Hong Kong Link Road Synopsis: The Hong Kong Link Road (HKLR) project involves construction of a dual 3-lane carriageway of about 12km long connecting the Hong Kong-Zhuhai-Macao Bridge (HZMB) Main Bridge at the HKSAR boundary with the Hong Kong Boundary Crossing Facilities (HKBCF) situated at north eastern waters of the Hong Kong International Airport, which comprises an approx. 9.4km long viaduct from the HKSAR boundary to Scenic Hill on the Airport Island; an approx. 1km long tunnel passing under Scenic Hill, Airport Road and Airport Railway to the reclamation formed along the east coast of the Airport Island; and an about 1.6km long at-grade road on the reclamation connecting to the HKBCF. The project is implemented under “design and build” works contract type and sub-divided into two contract packages, which are Contract No. HY/2011/03 Section between Scenic Hill and HKBCF and Contract No. HY/2011/09 Section between HKSAR boundary and Scenic Hill. This seminar will cover the implementation status as well as the key challenges of the project. He has been involving in the HKLR project for long time since its investigation study through to the current construction stage.

Theme 3 - Express Rail Link – A Leap towards Hassle-free Travel between Hong Kong and Mainland Cities??? Synopsis: The 26-km long Hong Kong Section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL) runs from a terminus located immediately north of the proposed West Kowloon Cultural District to the boundary of Hong Kong and Shenzhen. The XRL will connect with the 16,000-km National High-speed Railway Network, linking Hong Kong with major Mainland cities with significantly reduced travelling times. It will play an unparalleled role in fostering closer social and economic ties between Hong Kong and the Mainland, injecting momentum and creating new opportunities for future development in the medium and longer term. The construction of XRL commenced in January 2010, with completion targeted for 2015. Due to both its scale and the speed with which the project is being implemented, construction of XRL demands a high level of project management skills and a sizeable workforce. Extensive site formation and structural construction are taking place at the West Kowloon Terminus, while tunnel excavations with blasting and Tunnel Boring Machine are occurring at different sections of the alignment. The presentation will provide a detailed introduction of Express Rail Link and its benefits to both Hong Kong and the Mainland. The progress of construction works and challenges encountered will also be shared. Speaker: Mr. T C Chew, FREng, C.Eng, FIET, FIMechE, FICE, FHKIE, FHKEng Mr. T C Chew is currently the Projects Director of Hong Kong MTR Corporation Limited. TC has worked in the rail transit industry in the United Kingdom, Singapore, Hong Kong and overseas for over 35 years. He has held senior position in both contractor and client based organization on rail projects implementation over the last 15 years. He is a member of the Hong Kong Construction Industry Council and chaired its procurement committee. He is a Chartered Engineer, a fellow of the Royal Academy of Engineering, Hong Kong Academy of Engineering Sciences and a number of professional institutions in the United Kingdom and Hong Kong.

Theme 4 - Hong Kong International Airport Medium & Long Term Development Synopsis: Since its opening in 1998, Hong Kong International Airport (HKIA) has grown into one of the finest and busiest airports in the world with more than 100 airlines flying to about 170 destinations worldwide, including 50 cities in the Mainland. In 2012, HKIA set new traffic records by managing over 56 million passenger trips and more than 350,000 flight movements. HKIA also remained the busiest international cargo airport by moving 4 million tonnes of cargo in 2012. To meet this demand growth the Airport Authority has embarked on the HK$12 billion Midfield Concourse and Western Apron Development projects. In March 2012, Government announced approval, in-principle, that the Airport Authority should adopt the three-runway system as the future development option for its next stage of planning. The Authority has commenced the statutory Environmental Impact Assessment and the preparation of the associated design details of the facilities under a three-runway system. Kevin Poole, Deputy Director, Projects, Airport Authority Hong Kong will share with us the challenges of managing the HKIA developments.
