  • Call to Order Chairman Michael Felt called the Halifax Community College Board of Trustees meeting to order on August 30, 2016 at 10:00 am in the president’s conference room at Halifax Community College, Dr. Phillip W. Taylor Complex, Weldon, NC 27890. Trustee Quorum President Griffin reported to the chair that a quorum was met for the meeting. Invocation Trustee Webb gave the invocation. Adoption of Agenda Trustee Edwards made the motion to adopt the agenda as printed and remove the consent agenda item, approval of compensation increase allocation, to the personnel and student services committee. Trustee Hux seconded the motion. The motion carried. Introduction of Visitors Everyone present introduced themselves. Ethics Statement Chairman Felt read the ethics statement. There were no conflicts of interests. Trustee Hux asked if she would have a conflict of interest with the bylaws, since she was a Halifax County Board of Commissioner. Chairman Felt and President Griffin both responded no. Trustee Business Consent Agenda

    Chairman Felt asked if there was any discussion on the consent agenda items. Dr. Edwards had already removed the approval of compensation increase allocation from the consent agenda, so it could be discussed in the personnel and student services committee report. Trustee Edwards made the motion to approve the consent agenda, which included approval of minutes from the June 28, 2016 regular meeting, approval of minutes from the July 14, 2016 special meeting, Bylaw Change: Article IV-Committees, Section 3, C. Finance Committee, VII-To review all matters concerned with securing of adequate financial support for the needs of the College for current operating expenses and support for its needs for capital outlay before the presentation to the Halifax or Northampton County Commissioners and other agencies and offices by the President or designee. Trustee Hux seconded the motion. The motion carried.

    Committee Reports

    Building and Grounds-Trustee Eatman deferred to Ms. Debra Smith, Vice President of Administrative Services, for the update from the committee meeting. Ms. Smith discussed the EDA grant for a corporate type of center. HCC had met with Upper

  • Coastal Plains Council of Government. HCC will know in 60 days, if our project will be viable. The funding is limited. President Griffin mentioned that if the funding works out for a corporatee training center; it would clear up room to put Northampton County Early College on campus. Chairman Felt asked about updating the current facilities. President Griffin responded that the paperwork that was approved at the July 14, 2016 special meeting covered facilities upgrade with funding from the Connect NC Bond.

    Finance-No report

    Personnel and Student Services-Trustee Edwards mentioned that the personnel and student services committee met this morning prior to the meeting. The committee reviewed two items, which were the nomination for Vice President of Institutional Effectiveness and Advancement, Edwin Imasuen, Ph.D. and approval of the compensation increase allocation. 1. Nomination for Vice President of Institutional Effectiveness and Advancement-

    Trustee Edwards stated the committee reviewed Dr. Imasuen’s resume. Previously, he worked here as the Director of Institutional Effectiveness, Planning and Assessment. He helped HCC get the 10 year SACS-COC report completed stated Dr. Griffin. Dr. Edwards mentioned that he thought Dr. Imasuen was a very articulate, smart, and impressive. Dr. Edwards made the motion to approve the nomination from the president to hire Edwin Immasuen, Ph.D for hire. Trustee Eatman seconded the motion. The motion carried.

    2. Approval of the Compensation Increase Allocation-Debra Smith, Vice President of Administrative Services discussed the compensation increase allocation. She requested the Board of Trustees approve the state mandate of a 1.5% across the board adjustment for permanent employees. The total state funds allocated amount was $96,536. It broke down to $77,996 for salary increases with the remainder for FICA and retirement. She also recommended a 0.5% bonus for permanent employees and a 1% merit bonus. The total state funds allocated amount was $119,484. It broke down to an additional across-the-board bonus for permanent employees of $36,212 and funds available for merit bonuses of $73,522. Trustee Edwards made the motion to approve the compensation increase allocation. Trustee Clements seconded the motion. The motion carried. Ms. Smith stated the compensation increase allocation fund policy would be implemented with the October payroll.

    Academic Committee-No report Chairman Comments and Announcements Update on the Presidential Search-Chairman Felt announced that the presidential search is still in progress. The presidential search committee was reviewing applications. He also asked the Board to let the presidential search committee do their work. During the next presidential search committee, they will be going into closed session to discuss the applicants.

  • Board of Trustees Monthly Meeting Dates-Chairman Felt passed around meeting dates for the regular meetings and the finance and buildings and grounds committee meetings. The personnel and student services committee and the academic committee meet on a as needed basis. ACCT Membership-Chairman Felt also shared with the Board that the annual membership for ACCT had been paid. State Board of Community College Regional Luncheon with System President Jimmy Williamson-Chairman Felt stated the he and Dr. Griffin attended the State Board of Community College Regional Luncheon with System President Jimmy Williamson on August 23, 2016 at Pitt Community College. It was a great event. Dr. Williamson singled out Dr. Griffin and discussed his integrity, hard work, and accomplishments. The system present is expected to visit all campus. We will find out the date at a later time.

    President’s Report

    President’s Comments and Report-During the president’s report, which was in a PowerPoint presentation, President Griffin shared with the Board that Halifax Community College Collaborative Agreement with Halifax County Schools for the truck driving training/CDL program. He informed the Board that students can begin applying for financial aid on October 1, 2016. President Griffin also updated the Board on the access road. Letters with copies of the resolutions and estimated cost of the access road were sent to Representative Wray, Senator Bryant, and Senator Smith-Ingram. President Griffin updated the Board on the Board of Commissioner funding from Halifax and Northampton Counties. Dr. Griffin discussed the U.S. Department of Education Eligibility and Certification approval report for Nurse Aid. Lastly in president’s comments, President Griffin announced that he and Daniel Lovett were presenters at the Rural Community College Alliance Conference in Alabama next month. Their workshop topic is Broken Spirits Need Healing: A care for wellness, values, clarification, & life skills coaching. During the President’s Report, President Griffin provided the enrollment update. Current enrollment is 1129. The enrollment does not include mini-semester and late starting prison classes. He also shared the summer 2016 FTE breakdown comparison and enrollment by gender. He also broke down the enrollment by associate degree, certificate, and diploma programs. Dr. Griffin informed the Board that 69 students were enrolled in Northampton County Early College. The students were housed at the Squire Academic Center in Gaston, NC. Northampton County Early College was serving grades 9, 10, 11. Currently, 24 students were enrolled in classes at HCC Thirty or more students are expected to enroll during mini-semester as slots and sections become available. Lastly, during the president’s report, President Griffin shared various greetings and salutations. President Griffin received a Certificate of Appointment from the City of Roanoke Rapids, a Certificate of Membership from

  • Halifax County Business Horizons, thank you notes from Dr. Eric Cunningham for presenting a workshop to the Halifax County Board of Education, and a thank you note from a former student, Jackie King. (More details from the president’s report are in Attachment A.)

    Informational Items Academic Affairs

    1. Update on Default Prevention Management Plan-Ms. Tara Keeter, Director of Financial Aid, provided the Board of Trustees with an update on HCC’s Default Prevention Management plan monthly status report July 2016.

    2. SACS-COC 5th Year Report and QEP Report due September 16, 2016-Dr. Fulmer provided an update on the SACS-COC 5th Year Report and QEP Report, which is due September 16, 2016.

    3. Career Coaches Project-Dr. Fulmer discussed the application for funding the NC

    Works Career Coaches for Halifax County High Schools-Northwest and Southeast. Community colleges will be notified of approval status in December 2016.

    Administrative Services

    1. Report: FY 15-16 State Expenditures through June 30, 2016 and Financial Report: FY 16-17 State Expenditures through July 30, 2016.-Ms. Debra Smith, Vice President of Administrative Services, gave the financial reports. She provided the financial reports on local funds, state funds, and the Centre funds.

    Institutional Advancement President Griffin announced the foundation board meeting was last month. During the meeting, they discussed recruitment of new members to the foundation board, scholarships awarded, brick by brick campaign, golf tournament, infrastructure upgrades by the PBI grant, and grants update. More detailed information is in the president’s report.

    Student Government Association Report-Shawn Fredericks presented the SGA report. He updated the Board on the activities of the Student Government Association.

    Approval of the President’s Report Trustee Robinson made the motion to approve the president’s report, which included president’s report and informational items. Trustee Eatman seconded the motion. The motion carried. Special Announcements

  • Daniel Lovett is the RCCA Innovator of the Year.-Congratulations to Daniel Lovett. He is the RCCA Innovator of the Year.

    HCC Awarded the EOC Grant-The United States Department of Education recently notified HCC that we will receive $1,180,000 to establish the HCC Educational Opportunity Center beginning in the Fall of 2016. The five year Educational Opportunity Center (EOC) project will also include a partnership with Roanoke Chowan Community College. The EOC will serve participants in the four contiguous counties of Halifax, Hertford, Northampton, and Bertie. The EOC project will join our Student Support Services (TRIO) Project in a continuing effort to provide educational opportunities for our first generation and low-income population living in the depressed northern area of North Carolina. The HCC Educational Opportunity Center program will provide counseling and information on college admissions to 1,000 qualified adults per year who want to enter or continue a program of postsecondary education.

    Adjournment Trustee Eatman made the motion to adjourn. Trustee Robinson seconded the motion. The motion carried. The meeting was adjourned at 11:35 am.

    • President Griffin, Michael Bulter, former RVEC Principal, and Thomas Bracy, RVEC Liaison presented on the RVEC at the 2016 NISOD Conference.

    • Jerry Edmonds, Director of the Small Business Center, Kim Edwards, Graphic Artist, and Gary Redding, English Instructor & PTK Advisor were recipients of the 2016 NISOD Award and were at the conference to accept their awards.

    Northampton New Tech Early College Update • When the House passed their budget last month, it included funding for five rural early

    colleges, which included Northampton New Tech Early College • Each new early college was appropriated $300,000 from state coffers. • The Senate cut the funding for the five rural early colleges in the budget it passed earlier this

    month. • On June 9th, President Griffin spoke at the press conference hosted by the Office of the State

    Senate Democratic Caucus. He shared with the press the statistics on how RVEC students have performed and achieved better than students nationwide.

    • After the press conference, there was a tour of the Northampton County New Tech Early High School proposed site

    Halifax Community College Phi Theta Kappa (PTK) assisted Weldon Middle School with raising funds for the Soap Box Derby. The Soap Box Derby is a youth soapbox car racing program which has been run in the United States since 1934. World Championship finals are held each July at Derby Downs in Akron, Ohio.

    Education’s requirements that accrediting bodies continuously monitor institutions. To ensure compliance, we are scheduled to submit the Fifth Year Interim Report and the Quality Enhancement Plan (QEP) Impact Report in September 2016.

    North Carolina TechHire Alliance Program

    • Halifax Community College will recruit, assess, train, provide certifications to, and place 25 participates each year in the NCTP program over a 4 year period June 1, 2016-May 31, 2020. HCC will receive $800,000 over 4 years.

    • Halifax Community College will focus on Industrial Systems & Welding Technologies based on the needs of jobs in our service region (i.e. Atlantic Coast Pipeline).

    • Certifications include GED, Welding Certificate, Industrial Systems Certificate, Human Resource Development, OSHA 10 Certificate, Career Readiness Certification, AWS Certification (American Welding Society), and FANUC Robot Training.
