Introduction

Jamia Millia Islamia, established in 1920 became a Central Universitythrough an Act of Parliament on December 26, 1988. The University hascome a long way in its march to carve a distinct niche in the academicworld as an institution of higher learning. It has embarked on the newthreshold of academic excellence by establishing Academic Centres andpromoting a congenial atmosphere for the students to pursue higherstudies in a vast array of disciplines from Arts, Social Science, Law, MassCommunication to sciences, Nano-Technology Engineering, Electronics,Physiotherapy, Dentistry.

Jamia Millia Islamia offers Hostel facilities to its students coming fromdifferent parts of the country and the world. Admission in hostels shallbe granted to the meritorious students in various Faculties, Departmentsand Centres of the University. Nurturing unity in diversity, JamiaHostel provides common Residential facility to students from differentcountries and from different parts of India as well as from differentsections of society.

The Hall of the Girls’ Residence has five residential complexes, four forthe students of the University and one for the working women in abeautiful and secure compound. The Hall of Girls Residence is namedafter Halide Edibe (1884-1964), a renowned writer, reformist and anationalist from Turkey. She was extolled by her people as an idealwoman, who combined creativity with patriotic political activism. As aprolific and versatile writer for nearly sixty years, her contributionincluded novels, short stories, criticism, memoirs, translations andarticles on social, educational and political issues. Jamia Millia Islamiabenefited from her excellence, when she delivered eight extensionlectures in the Campus in the year 1935. These lecture series werepublished under the title “Conflict of East and West in Turkey’.

All the Girls’ hostels in Hall of Girls Residence are named after eminentpersonalities, who were committed to promote women education andupliftment in Jamia Millia Islamia

Gerda Philipsborn Hostel

In 1920s M. Gerda Phillipsborn, a German Social Worker wasinfluenced by Dr. Zakir Husain and his two friends, Dr. AbidHusain and Professor M. Mujeeb, when they were in Germanyfor higher studies. She was greatly inspired by their vision ofnurturing JamiaMillia, which wasat its nascent stageupon their returnof India. Forsakingher homeland, shecame to Jamia inDecember, 1932,and was given theresponsibility ofthe Nursery andPrimary Schools established a year after. She was a motherlyand affectionate mentor and guide for the youngsters and theyfondly called her “Apajan” or sister.

She took special interest in the activities of women and childrenin Jamia. She involved the women in activities that broughtthem out from the seclusion of their homes and inculcatedfamilial relations among them. She organized a “NationalWeek” in commemoration of the Jallianwala Bagh tragedy andintroducing a new section, “Payam-e-Biradari”. in the weeklyJamia children’s magazine “Payame-Taleem”. The purpose ofthis section was to inculcate a sense of community among itsreaders and to communicate with each other. She played a

pioneering role in laying strong foundations of Jamia. She diedhere on April 14, 1942.

HosteBegum Anis Kidwai Hostel

Begum Anis Kidwai (1906 – 1982), a Rajya Sabha member andsocial activist, came from a patriotic family. After the murder ofher husband in 1947, she took Gandhiji’s advice and dedicatedherself to social work, helping the Partition victims at the campsat Purana QuilaandHumayun’sTomb. Duringthat period,she kept adiary in whichshe inscribedher thoughtsand herexperiences.This recordwas laterpublished under the title “Azadi ki Chaon Mein”. In recognitionof her literary contribution, she received the Sahitya kalaParishad award for Urdu in 1981.

Anis Kidwai was a woman of immense courage and honesty.Her commitment to the cause of democracy, secularism,women’s education, and their economic emancipation remainedundeterred during the horrors of Partition. Her home providedrehabilitation to many women in distress, struggling with thedifficulties in work or marriage, or recovering from violence andabuse.

Aruna Asaf Ali Hostel

Aruna Asaf Ali (1908-1996) born at Kalka, Haryana waseducated at Sacred Heart Convent in Lahore and in Nainital.After hermarriage withAsaf Ali, aprominentCongressman,she becamedeeplyinvolved inthe freedomstruggle ofIndia. Herfirst majorpolitical participation was during the Salt Satyagraha in 1930.During her arrest in Tihar Jail in 1932, she went on hunger strikeagainst the treatment meted out to the political prisoners by theBritish. Her protest led to the improvement in their condition.

In 1942 she attended the Bombay Congress Session, whichpassed the historic Quit Indian Resolution. She was one of theleading activists during the Quit India Movement and wentunderground to evade arrest. Her property was seized by thegovernment and a reward of Rs. 5000/- was announced for hercapture. She presided over the flag hoisting ceremony atGowalia Tank Maidan in Bombay. She became one of thelegendary heroines of India’s freedom struggle. She wasawarded the Lenin Prize for Peace in 1975 and the JawaharLalNehru award for International Understanding in 1991. She washonoured with India’s highest civilian award, the Bharat Ratna

in 1998. To commemorate her immense contribution, a stampwas issued by the Indian Postal Service.

Bi - Amma Hostel

The name Bi Amma is given to new hostel on the name ofAbadi Bano Begum who was born in 1850 in Rampur, (U.P.) in1857. Abadi Bano Begum , popularly known as Bi Amma was anardent nationalist whose family members had suffered thetrauma of 1857 revolt and she had a strong desire to see thecountry free from British rule. Despite having no formaleducation, Bi Amma was an exceptionally devout, courageousand intelligent lady. Widowed at young age, she shouldered herresponsibility of raising her sons with utmost sincerity anddignity. She sold off her property and jewelry to educate hersons at Aligarh and Oxford. Her sons Shaukat Ali andMuhammad Ali popularly known as Ali brothers joinedKhilafat and Non-Cooperation Movement. After the arrest ofnationalist leaders, including Ali brothers, Bi Amma threw offher veil to play frontal part during the freedom struggle. Shecollected funds, organized meetings and asked the Indianwomen to use khadi and boycott foreign goods. She addressedhuge gathering and inspired women to play to greaterparticipatory role in the freedom movement. She was aprotagonist of Hindu-Muslim unity and campaigned hard forcommunal harmony and unity, which were imperative to winfreedom. She passed away on 13th November 1924.

The Foundation stone of the Bi Amma Girls hostel was laid on18th February 2010 by late Mrs. Uma Khanna wife of ShriTejender Khanna Honourable’ Lieutenant General of India. Ittook almost two years to complete. It was inaugurated on 28

September 2012 by a woman of great eminence and protagonistof women’s education lok sabha speaker Mira Kumar on 28th

September 2012. In her inaugural addresse and interaction withthe hostel residents she has emphasized on women education.

The foundation stone was laid down by Shrimati Sonia Gandhion May 14, 2013. The new Hostel will accommodateapproximately 400 girl students.

2. Admissiona) Students seeking admission to the hostel must apply

on the Application Form available on the Jamiaofficial website or in the Provost office, Hall of Girls’Residence, Jamia Millia Islamia.

b) Admission to the hostels is exclusively o the basis ormerit as per admission criteria for the course inwhich he is admitted at the time of his admission tothe hostel

c) The students who have availed hostelaccommodation for one course and join anothercourse will have to apply afresh on the prescribedapplication form for hostel accommodation. Suchcases will be treated as new admission.

d) Foreign students are required to submit theapplication for hostel accommodation through theForeign Students Advisor duly forwarded by therespective Embassy.

e) All foreign / NRI students are required to give name,address, and contact number of a person in Delhi tobe contacted in emergency.

f) Only those NRI students who got admission in therespective departments under NRI category will beeligible for this reservation.

3. Eligibility

a) Accommodation in the University Hostels isavailable only to the bonafide students of full timecourses.

b) Applicants must have secured a minimum of 50percent marks in aggregate in the last qualifyingexamination;

c) Students whose parents/guardians/spouses resideand work in Delhi/NCR are not eligible for thehostel accommodation.

4. Admission Criteria

* For First year applicants of all courses, the marks obtained in qualifying exam shallbe considered.

* For Under Graduate applicants of II/III/IV/V yr, the average marks of qualifying andUG I yr +UG II yrs (and subsequent years if applicable) shall be considered

* For Post Graduate applicants of III semester, the average marks of qualifying examand PG I and II semesters shall be considered.

* Applicants of Diploma courses, where qualifying exam is class X, marks of class Xshall be considered for the first year students; average marks of class X and I yr andaverage marks of class X and I+II yr for the second year and third year studentsrespectively shall be considered.

** Certificate from Revenue Officer / Higher Divisional officer must beproduced.

*** Copy of Voter Card/ Ration Card/ domicile certificate to be submitted asproof of domicile in the mentioned areas.

5. Admission Procedure

a) The merit list of the students of eachDepartment/Centre shall be prepared separately.

b) Available seats in each hostel are distributed to eachdepartment/centre on pro rata basis.

c) A committee constituted by the Vice-Chancellor/Provost will conduct an interview of theapplicants for admission/re-admission in the hostels.

d) Preference will be given to the applicants pursuingregular degree courses starting from undergraduatecourses

e) It is mandatory for both the Local Guardians to bepresent at the time of interview.

f) Students/Persons staying in hostels shall not beaccepted as Local Guardians.

g) Two LGs are required at the time of the interviewand they should not be residing at the same address.

h) Both the LGs are required to submit the followingdocuments:One of the following documents should be submitted as residenceproof: Water/Telephone (landline or post paid mobile bill)/Electricitybill/Statement of running bank account(Scheduled Commercial bankexcluding Regional Rural banks and local area banks)/ Income TaxAssessment Order/Election Commission Photo ID card/Gasconnection bill/Certificate from Employer of reputed and widelyknown companies on letter head/Aadhaar Card/Passport)

i) The Parents of the selected candidates will berequired to meet the hostel authorities and completethe hostel admission formalities within ten days,failing which the hostel seat will be cancelled.

6. Renewal of Hostel Admissiona) All resident including foreign students who are

promoted to II, III or final year / semester of theircourses shall be required to submit hostel renewal

forms in the beginning of each academic session inthe office of Provost, Hall of Girls Residence.

b) Ph.D. residents are required to submit their progressreport forwarded by their supervisor through theHead of the Department along with the renewal formin each academic session. Ph.D. students are allocatedhostel accommodation for one year at time for amaximum period of five years.

c) The bonafide resident whose result is awaited/orwho has applied for re-evaluation etc. must apply intime but finally allotment may be granted only afterthe clearance of the results.

d) If these students fail to get the required marks theyhave to vacate the hostel within eight days otherwisea fine of Rs 200 per day for the first five days andsubsequently Rs 500 per day. Re-evaluation casesmust be cleared by 30th of August.

e) All M. Phil /M Tech/ LLM students are required tocomplete their dissertation within 6 months after thecompletion of their course work or the duration oftheir course mentioned in the syllabus. After theexpiry of this period they will have to vacate thehostel.

f) The renewal of hostel admission would only begranted to those residents:i) Who have secured minimum 50 per cent marks

in aggregate in previous examination.ii) Have cleared all dues before appearing at the

annual /semester Examination.iii) The conduct report of the applicant from the

concerned warden is satisfactory. There are nocomplaints of indiscipline and misbehaviourwith the hostel staff or fellow residents.

g. Those residents who have to do internship in thecoming academic session as compulsory part of theircourses for the purpose of evaluation/degree have tosubmit in writing to the hostel authorities at the timeof renewal the duration of the internship certified bythe head/Director of the department/centre. Theyare also required to submit the undertaking byparents to stay in the hostel during the internshipperiod.

h. Local guardians of the applicants for renewal of hostelaccommodation are required to be present at the timeof the interview.

i. Participation in events organised by hostel/University is mandatory.

7. Disqualification

The following students shall not be eligible foradmission/renewal in the hostels if:a) Those who failed in the examination for which they were

given admission to the hostel.b) Who were detained from appearing in examination by the

university authorities.c) Who did not appear in the examination on their own

volition.d) Disciplinary action(s) was/were taken against them by the

university authorities.e) They have violated hostel rules/by laws or have been

found guilty of non-compliance of the Hostel code ofconduct & have been reprimanded, fined, or punished inany other way by the Proctor / Provost / Wardens.

f) They are employed part or full-time.

g) Residents whose parents, guardians/husband have shifted/ transferred to Delhi/NCR after admission in the hostel,shall have to vacate hostel accommodation.

8. Mess Rules

a) Mess is compulsory for all the residents.b) The residents are required to take meals in the Hostel

Dining Hall. Dining Hall timings shall be fixed as notifiedfrom time to time. All residents shall adhere to thesetimings.

c) Food shall not be taken out of the Dining Hall. Only sickresidents may be allowed by the Warden/Care Taker tohave light meals in their rooms on the written advice ofthe University doctor.

d) Carrying of mess articles/plates to the rooms and commonplaces is strictly prohibited.

e) Room-mates are not allowed to take food on behalf ofabsentees.

f) The hostel mess may not function during the vacation forthose who are permitted to stay in the hostel. If the messfunctions, the charges would be as per arrangements made.

g) The care takers shall record the daily attendance of theresidents in the mess register at the time of breakfast.

h) Lunch pack facility is also available for residents, on priorrequest.

9. Attendance and Leave rules

a) The residents should be back in their respective hostelslatest by 7:45 p.m. Attendance will be at 8:00 p.m. sharp.Residents taking leave from the hostel are required to leavethe hostel campus before 7:45 p.m.

b) No resident would be allowed to go out of hostel premisesafter 7:45 p.m. All residents shall get their attendancerecorded in the evening during the ROLL CALL by theCaretaker. In case they fail to do so disciplinary action willbe taken against them.

c) Daily attendance of MCRC students will be marked at8.00p.m. In case they are expected to stay out late foracademic work/shoots etc, they shall have to seek priorpermission from the concerned Warden which shall besupported by recommendation by the Director/concernedteacher and endorsed by local guardian.

d) A resident staying in the department beyond normal time(7:45 pm) should submit written permission from the Headof concerned department, duly endorsed by theParents/Local Guardians.

e) Residents may be granted leave on weekends and onUniversity holidays and a maximum of two late nightpermission (till 10.00 pm) in a month. Leave and late nightPerforma dully filled seeking prior permission of theWarden 24 hours in advance on a request dulyrecommended by their Parents/Local Guardians,endorsing full address of the place to be visited and contactnumber. Permission for night stay will be granted only forplaces where the resident is authorized by the parents/localguardians to stay. The residents will not be allowed to gofor night-out to other hostels in Delhi. Absence from theHostel without permission or for the stay to unauthorizeddestination will be treated as violation of hostel rules andwill result in the cancellation of hostel seat with immediateeffect.

f) Stern disciplinary action shall be taken against those whoare found forging the signatures of their parents/localguardians for the purpose of taking leave from the hostel.

g) In case of academic excursion/ field work the residentsmust get their leave applications duly forwarded by theHead of Department and duly endorsed by the localguardians and submit the same to the hostel office beforeproceeding on leave.

h) Those already on leave can extend their leave throughwritten intimation else they will be treated as absent fromthe hostel without any information and permission.

i) Residents remaining absent withoutintimation/permission and payment of fees for more thanthirty days consecutively will be liable to disciplinaryaction including cancellation of admission. The hostelauthorities can get her room vacated as per procedure andto allot it to another student. In such cases the luggage ofthe resident would be handed after she clears her dues.Repeated long absence from the hostel, even with priorpermission to the authorities, is liable for disciplinaryaction.

j) Residents should intimate to the Hostel Officeimmediately if there is any change in address & contactnumber of Parents or Local Guardians.

k) No leave will be granted without the endorsement of thelocal guardian.

l) Ph.D. students cannot absent themselves from the hostelexcept for field work. For field work, leave applicationsshould be forwarded and recommended by the researchsupervisor and countersigned by the Head and the Dean ofthe Department in advance before proceeding on leave.The same will apply for their leave from the hostel duringthe vacations or in case they require leave from the hostelfor more than seven days.

10. Vacating seat/room

a) All residents shall vacate the hostel at the end of eachacademic session or within three days of the lastexamination, or on the submission of M.Phil. / Ph.D.dissertation/ thesis.

b) In the event of their vacating the hostel during the session,prior information of at least fifteen days shall be given bythe resident.

c) Residents must hand over hostel belongings provided tothem, before leaving the hostel.

d) During summer vacations, residents are required to vacatetheir rooms and get them sealed by the hostel staff; andhand over keys of the rooms & cupboards to care taker.

e) A resident vacating the hostel will be issued the gate passby the caretaker after she pays all her dues, completelyhands over the charge to the caretaker and obtains aClearance Certificate from the hostel office.

f) All hostels will be closed on 31th May every year. Residentswhose regular examinations continue beyond 16th May andthose who have to attend Project/ Summer Training/Field Work as a compulsory part of their regular course forthe purpose of evaluation will be accommodated in a singlehostel identified for the purpose, after obtainingrecommendation from their respective Head of theDepartment through their respective Faculty Deans. Thisarrangement will remain operational till 15th July.

g) Official Mess facility will not be provided to the residentsduring vacations. However, special arrangement for Messwill be made available till 30th may, provided a minimum100 residents are willing to avail the facility and deposit

advance Mess charges for the period with Mess Wardenbefore 30th April.

h) M.Phil./ Ph.D. scholars are supposed to follow theuniversity vacation schedule and vacate the hostel as soonas the university closes. However, in special cases, onrecommendations from their respective supervisorsthrough proper channel, accommodation will be providedin the identified hostel.

11. Conduct

a) Any resident damaging/misusing the hostel property inany manner shall pay the full cost of the damaged propertyincluding the installation charges, if any. In addition, shewould also be liable to a fine imposed by theWarden/Provost.

b) Cooking inside the hostel rooms is strictly forbidden. Theuse of electrical gadgets, like Refrigerator, Heater/blower,Immersion Heater, Electric Press and TV etc. isprohibited. Any forbidden gadget, found in a hostel room,shall be confiscated and a fine Rs. 500/- may be imposed onthe owner for the first violation, and Rs 1000 on the secondviolation and expulsion, thereafter.

c) Residents are not allowed to hand over the keys of theirrooms to any person other than the caretakers/hostelauthorities.

d) Residents shall maintain hygiene and keep theirrooms/washrooms and hostel premises neat and clean.Hostel / Rooms may be inspected /checked byhostel/university authorities at any time.

e) Residents are expected to come to Dining Hall, CommonRoom, Visitors Room, Reading Room and Office properly

attired, failing which they shall be liable for disciplinaryaction.

f) Residents must strictly follow the timings ofTV/Common/Reading Rooms as notified from time totime.

g) No items from places of common use shall be taken torooms. A default in this regard may attract a fine Rs. 100/-per item.

h) The residents are responsible for the safety of theirvaluable belongings. There is no liability on the hostel stafffor the loss of money, jewellery or any other item fromtheir rooms or from any other premises of the Hall of GirlsResidence.

i) All the residents (including foreign students) have to abideby hostel rules and regulations. Any violation will lead toexpulsion from the hostel.

12. Discipline

a) Silence hours have to be strictly observed from 10 p.m. to 6a.m.

b) Residents desirous of consulting warden about their day today problems can do so at the time specified by theirrespective Wardens.

c) Residents are required to bring their own bedding andother items of personal use.

d) No resident on her own shall shift from the allotted roomto another room. No furniture should be shifted from oneroom to another.

e) All residents shall be issued a ‘Resident I-Card’ from theOffice of the Provost. Residents must keep I-card withthem at all times and produce the same on demand byhostel authorities and security staff. In case of loss, a

duplicate card may be issued on payment of Rs. 50. OnCompletion of academic session, they should submit thesame to the hostel authorities.

f) No resident shall indulge in any activity in hisroom/hostel, which may cause disturbance or annoyanceto his roommate/neighbours or to the hostel/universityauthorities. Appropriate disciplinary action shall be takenagainst such students.

g) Consumption/Possession of alcoholic drinks, narcoticdrugs is totally banned. Any violation will lead toexpulsion from the hostel.

h) Smoking in the hostel premises is prohibited.i) Residents shall not misbehave or manhandle any resident

and Office Staff on duty. Any such misdemeanour shallattract severe punishment including expulsion from thehostel.

j) Lights and fans must be switched off while leaving theroom. Water taps should be closed properly after use.

k) Posters or stickers should not be pasted on the hostel/roomwalls.

l) Parties, social or political gatherings in the hostel complexare not permitted.

m) Residents shall not use inappropriate language with fellowresidents.

n) Residents are entitled to use the facilities (washingmachines, pantry, mess, common rooms) provided only intheir allotted hostel.

o) Pantry services are provided only for breakfast. Cookingmeals inside the Pantry is strictly prohibited.

p) Residents shall not allow any guest or visitors inside herhostel room. No residents shall allow residents from otherrooms/hostel to stay overnight in their rooms or duringsilence hours.

q) Residents are required to duly make entries in the registerat the hostel gate if they enter or exit the hostel campusbefore 6 am and after 7:45 pm.

r) Ordering/ exchange of any item from outside is notallowed. In case of any emergencies special permissionshould be taken from the concerned warden.

s) No resident is allowed to break the hostel room lock orwindow pane etc. without securing permission fromwarden. Such actions shall be liable for fine/expulsionfrom the hostel.

t) The foreign students should also follow all the rules andregulation mentioned in the hostel manual.

13. Disciplinary Action

a) The Provost can for any default on the part of a resident,such as suppression of information in the application foradmission, act of indiscipline violation of any of the dulyprescribed rules, indulgence in indecent or violentbehaviour, or for non-compliance with the hostel rules andprocedures or for any other reason deemed sufficient fortaking a disciplinary action, issue warning, intimate theparents/guardian /Head of the Department / supervisor, ifany, impose fine minimum penalty of Rs. 100/- double-lock the room/cancel the allotment of room of aresident/expel or forcibly evict a resident at the risk andcost of the resident or take any other disciplinary action,including banning the entry to the hostel andrecommending non-issuance or de-recognition of degrees,depending upon the gravity of the act of indisciplinecommitted by a resident.

b) The Provost and the university authorities reserve theright to expel students in case their conduct is found to beof a grave nature or on a disciplinary ground. In that case

the entire hostel fees including the caution money will beforfeited.

c) Residents are required to abide by all rules and instructionsgiven in the Hostel Guidelines and as notified on theNotice Board from time to time. They are not to pleadignorance of the same. They are to co-operate with thehostel staff and actively participate in the smooth runningof the hostel.

d) At the time of admission, every student shall be requiredto sign a declaration that she submits herself to thedisciplinary jurisdiction of the Vice-Chancellor, theProvost and other authority of the University who may bevested with the authority to exercise discipline underJamia Act/Statutes.

e) Students found staying the hostel without paying therequisite fees will be evicted from the hostel without anyprior notice and the authorities will not be responsible forany loss/damage of items or inconvenience caused duringthe eviction process.

14. Procedure for Eviction

A resident may be evicted from the hostel for any breach ofdisciplinary norms of hostel or mess rules or if not conformingto academic requirements as stipulated in the AcademicOrdinance of the University or otherwise notified by theUniversity.

The eviction process will be initiated by the Senior Warden inconsultation with the Provost of the Hall of Girls Residence orthe Dean of Students Welfare in case the post of Provost isvacant.

Before eviction, the resident concerned will be served with a 5days Eviction Notice by the Senior Warden so that the resident

is informed of the proposed action and could take care of herpersonal belongings lying in the room, and vacates the room onor before the date fixed for eviction.

If the resident does not vacate by the date specified in the noticefor eviction, the lock of the room will be broken open in thepresence of:

i) The Senior Warden.ii) The Caretaker; andiii) The Chief Proctor or his representative, where necessary.

For this purpose, the Senior Warden will inform the concernedofficers, in advance.

Where the second-room mate or third room-mate is affected byeviction of the defaulting resident, the second room-mate/thirdroom-mate will be accommodated by the Sr. Warden in otherroom(s) as may be possible.

If, on breaking the lock, any personal belongings of thedefaulting resident are found in the room, these shall be listedover the signature of all those present at the time of eviction anddisposed of by the hostel administration in whatever manner itmay deem fit. The hostel administration will not bear anyresponsibility whatsoever for any loss or damage of suchpersonal belongings. The amount, if any, earned by disposing ofthe personal belongings, will be deposited in the General Fundof the Hostel.

If any furniture articles/fixtures allotted to the student foundmissing or damaged, the cost of article or damages to articlesshall be recovered from the student, keeping in view the originalprice of the article minus depreciation value, as may be decidedby the Concerned Warden.

15. Ragging

Ragging in all its forms is totally banned in the premises of thehall of Girls Residence. Any student found indulging inRagging will be expelled.

As per University Grants Commission Letter No.F 1-16/2007(CPP-II), dated April, 2009 related to UGC Regulation oncurbing the menace of ragging in higher educationalinstitutions, 2009, the students are advised to take note of thefollowing:

As per the orders of Hon’ble Supreme Court of India "Ragging"means the following:

“Any conduct whether by words spoken or written or by an actwhich has the effect of teasing, treating or handling withrudeness any other students, indulging in rowdy or indisciplinedactivities which causes or is likely to cause annoyance hardshipor psychological harm or to raise fear or apprehension thereof ina fresher or a junior student or asking the students to do any actor perform something which such student will not do in theordinary course and which has the effect of causing orgenerating a sense of shame or embarrassment so as to adverselyaffect the physique or psyche of a fresher or a junior student”.

Punishable Aspects of Ragging:* Abetment to ragging;* Criminal Conspiracy to rage;* Unlawful assembly and rioting while ragging;* Public nuisance created during ragging;* Violation of decency and morals through ragging;* Injury to body, causing hurt or grievous hurt;* Wrongful restraint;* Wrongful confinement;

* Use of criminal force;* Assault as well as sexual offences or unnatural offences* Extortion;* Criminal trespass;* Offenses against property;* Criminal intimidation;

Strict action shall be taken against those found guilty of raggingand/or abetting ragging.

Each resident shall have to sign an undertaking to the effect thatshe is aware of the law prohibiting ragging as well as thepunishments, and to the effect that she has not been expelledand/or debarred from admission by any institution on thesegrounds and that she if found guilty of the offence of raggingand /or abetting ragging, is liable to be punished appropriately.

An undertaking shall also be signed by the parent/guardian ofthe applicant to the effect that he/she is also aware of the law inthis regard and agrees to abide by the punishment meted out toher ward in case the latter is found guilty of the offence ofragging and /or abetting ragging, is liable to be punishedappropriately at the time of joining the hostel.

Punishment

Depending upon the nature and gravity of the offence asestablished by the anti-ragging committee of the institution, thepossible punishments for those found guilty of ragging shall beany one or any combination of the following:

1. Suspension/ Expulsion from the hostel2. Cancellation of admission3. Rustication from the institution4. Debarring from admission in the hostel in future5. Fine ranging between 25,000-1, 00,000 rupees

6. Collective punishment: When the persons committing orabetting the crime of ragging are not identified, theinstitution shall resort to collective punishment.

15. Visitors

a) Visitors allowed entry in the hostel premises on Sundaysand Gazetted holidays between 9:30 am to 5:30 p.m. andmeet the hostel residents in the visitor’s room only.

b) Only parents and local guardians, mentioned in the HostelAdmission form will be treated as visitors.

c) Visitors should complete all the entries in the registeravailable at the hostel gate with the security guard.Residents are not allowed to talk to the Visitors at theGate. Any violation of the rule will lead to strictdisciplinary action.

d) On demand, they must identify themselves through photoidentity cards (identity card/bus pass/driving license/Pancard/etc.).

e) Visitors’ vehicles are not allowed inside Hostel Campus.f) No visitors are allowed on Holi.

16. Guests

a. Guest Accommodation for female guest (mother and realsister) of the residents is provided on first come first servebasis only for three days on specified charges. It can beextended for the maximum period of eight days by theProvost .Booking for guest accommodation has to be donewell in advance.

b. Residents’ Guests are not allowed to stay in the hostelc. It is the responsibility of the residents to ensure that

unauthorized guests are not present in their rooms.

d. The residents having unauthorized guests in hostel roomsshall be liable to disciplinary action which includesexpulsion from the hostel.

e. No resident shall keep or give shelter to anydebarred/campus banned/rusticated students in her room.In case of violation, the hostel allotment of the erringresidents shall be cancelled.

f. Guests shall not be rude or discourteous to the Hostel staff.Any such behaviour shall attract punishment or expulsionfrom the Hostel of the resident who have such guests.

17. Hostel Welfare Association

a) Residents are provided ample space of freedom to ensuresmooth functioning of the hostel, and to generate a livelyatmosphere.

b) For purpose, a Hostel Welfare Association consisting ofMess, Cultural and Maintenance Committee is electeddemocratically each year by the General Body comprisingof residents in each hostel separately.

c) The Senior Warden of the hostel shall be the Advisor ofthe Association and the Provost its Patron.

d) All the activities of the Association shall be held with theprior approval of the Provost. In this regardWardens/Hostel Welfare Association shall discuss theproposal(s) with the Provost.

18. Gymnasium

a. Gymnasium facility is available to the hostel resident onnominal fees of RS. 1000 per annum. Membership of Gymshall be granted to other female students of University andfemale faculty as per rules of Hostel.

b. Gymnasium will remain open from 7.00 am to 9.00 am and5.30 pm to 7.30 pm, on all working days.

c. The members shall strictly abide by the rules & regulationsof the Gym, failing which disciplinary action will be takenagainst them.

19. Fee Payment schedule

a. Hostel and Mess fee is charged in two instalments, thefirst instalment to be deposited at the time of admissionand the second to be deposited immediately in the monthof January. Payment has to be made through check anddraft only.

b. If a resident fails to deposit the Mess Fee on due date, alate fee fine of Rs. 100/- shall be charged up to 15 days.Thereafter, the mess facility shall be withdrawn andappropriate action shall be taken against such defaultersincluding expulsion from the hostel.

c. Caution Money will be refunded to the resident at the timeof leaving the hostel. However, residents are required toproduce a clearance certificate from the concernedoffice/department/centre before claiming the same.

d. In case of withdrawal of admission from the hostel withina week, all the fees of I

stinstalment except the admission

fees shall be refunded. Beyond that period, no fee will berefunded except the Caution Money after producing of theclearance certificate.

e. All the residents who have been granted re-admission haveto deposit hostel and mess fee by 2nd week of August,failing which their admission would be cancelled

f. Physically challenged students, whose parents’ annualincomes is not above Rs. 1.50 lakhs per annum areexempted from the payment of room rent.

Mess RebateThe mess rebate will be given only in following condition:

a. Winter and summer vacations.b. Leave from the hostel due to illness, supported by Medical

Certificate.c. Duration of academic tours duly approved by University,

supported by Head/Dean and prior intimation to the messwarden before leaving the hostel.

d. Duration of field work outside Delhi/Noida, upon a dulymade request through Warden to Provost recommendedby their respective supervisor and Head of theDepartment.

e. No mess refund shall be for less than 15 days and not morethan 30 days in one academic year.

f. The Application for mess rebate has to be given beforeproceeding on leave.

21. Medical facilities

a. The residents of the Hall of Girls can avail the services ofAnsari Health Centre maintained by Jamia Millia Islamia.All cases of illness should immediately be reported to thehostel authorities. It would be the responsibility of theLocal Guardian to attend to a sick resident whenevercontacted by the hostel authorities. In case, both the localguardians fail to report then the parents are required toauthorise substitute local guardian to take care of theirwards.

b. If the residents suffer from contagious/infectious disease,she will be asked to shift her local guardian’s/ Holy Familyhospital immediately; payment for hospitalization andtreatment has to be made by resident/LG.

c. Resident will be allowed to re-join the hostel aftersubmission of Medical Fitness Certificate obtained fromAnsari Health Centre of Jamia or any other registeredhospital/dispensary consulted by the resident duringillness. Such students must observe the prescribed periodof quarantine before returning to the Hostel.

d. In case of medical emergency, the hostel authorities willtake the resident to the nearest Hospital. If the Residentdeclines or does not want to go to the hospital, the localguardian will be required to take away their ward forprivate medication.
