Purpose

• Legislation introduced in 1997 by Senator Thomas K. Norment (R-3rd) pertaining to bicycles. Senate Joint Resolution 311 made a request for the Commissioner of VDOT to appoint a bicycle/pedestrian coordinator for each highway construction district

• Hampton Roads was among the first districts to respond and the Hampton Roads Pedestrian and Bicycle Advisory Committee (PABAC) was created in 1999 to address issues pertaining to bicyclist and pedestrians.

• Hampton Roads is currently one of only a few districts in the state that has a regularly scheduled advisory committee.

Mission

Mission: “Foster reduced traffic congestion and more livable communities byencouraging the safe and continued use of bicycle and pedestrian facilitiesthrough multi-faced education of the pedestrian and bicycling community,vehicle operators, policy makers and facility designers, for the purpose ofensuring recognition of pedestrians and bicyclist as necessary components of amultimodal transportation system.”

Goals:1. Educate, promote and encourage pedestrian and bicycle safety2. Advocate for the needs and interests of the walking and bicycling community3. Promote the construction and maintenance of bicycle and pedestrian facilities4. Support the development of comprehensive pedestrian and bicycle plan5. Promote the development of livable communities that support non-motorized

travel

Bicycle and Pedestrian Policy

In accordance with the Commonwealth Transportation Board’s Policy for Integrating Bicycle and Pedestrian Accommodations, all (VDOT) projects

start with the assumption that some accommodation will be provided. In order for an exception to be made and accommodation not to be provided, the

provision of a potential accommodation must fall into one of six categories established in the policy:

1. Scarcity of Population, Travel and Attractors2. Environmental or Social Impacts3. Safety would be compromised4. Total cost excessive or disproportionate5. Purpose and scope does not facilitate accommodation6. Bicycle and pedestrian travel prohibited by law
