History & Milestones
Government College (Autonomous), Rajamahendravaram,popularly known as Arts College, is a unique and historic institutionin the state of Andhra Pradesh, established on the bank of holyriver Godavari and in the centre of the town of Rajamahendravaram.
Milestones:
Since its inception in 1853, the College has been making itsinvaluable contribution to the field of learning by serving hugenumber of students across the state of Andhra Pradesh in generaland East and West Godavari districts in particular. Originallyestablished as a Zilla School in the beginning, it was upgraded as a

Provincial School of Madras Presidency in 1868. It is the first andthe oldest Government College in Andhra region. The high schoolclasses were discontinued in 1885 and the institution has since thenremained exclusively as college for University classes. The Collegewas affiliated to the University of Madras in 1891. It was one ofthe three graded Colleges maintained by Government in MadrasPresidency, the other two being Presidency Colleges at Madras andKumbakonam college at Kumbakonam.
The College was affiliated to Andhra University in 1926. The UGCgranted Autonomous status to this college during the academic year2000-2001 which has been extended from time to time. Under theAutonomous Grade set up, the college introduced Semester system.The college was accredited by NAAC with ‘A” Grade in 2004 andagain it was re-accredited by NAAC with “A” grade in November2011 (CGPA 3.09). This is the only Government College in EastGodavari district to get NAAC ‘A’ grade.
In the academic year 2012-2013, the Under Graduate Courses werebrought under the affiliation of Adikavi Nannaya University,Rajamahendravaram, thus initiating the transfer of affiliation fromAndhra University, Visakhapatnam. Adkikavi Nannaya Universityhas been issuing the Degree Certificates to the UG students since2015. The PG courses also have been brought under AdikaviNannaya University from the academic year 2016-17.
The College was conferred the status of “Center of Potential forExcellence (CPE)” by the UGC in April 2016. Under ‘RashtriyaUchchatar Siksha Abhiyan (RUSA)’, the College has been proposedfor upgrading to University Status.
Proud Associates of the College:
Throughout its history, the College has the credit of having giftedpeople as its faculty and students. The fraternity of its scholarlyfaculty members includes Dr. Sarvepalli Radhakrishnan, the firstVice-President and second President of India who worked as afaculty member in the Department of Philosophy (1916-1919), andSri Kandukuri Veeresalingam Pantulu, a social reformer of AndhraPradesh who worked as a faculty member in the Department ofTelugu (1876-1877), besides many other scholars of national and

international fame.
Some of the students of this Alma Mater, who later turned intogiants in various walks of life were Sri K.V. Reddy Naidu, ActingGovernor of Madras Presidency in 1936, Andhra Kesari SriTanguturi Prakasam Pantulu, who became the first Chief Ministerof the erstwhile Madras Province that was to become later AndhraState, freedom fighters like Sri Gadicherla Harisarvottama Raowho took active part in Vandematharam Movement in pre-indepence era, Sri Varahagiri Jogaiah Panthulu (illustrious fatherof Sri V.V. Giri, former President of India), Sri V.K. KrishnaMenon, former Defence Minister of India and Sri P.S. Rao, whoworked as the Chairman, Damodar Valley Corporation, and formerGovernor of Kerala and an awardee of Padmabhushan, and SriKoka Subba Rao, the former Chief Justice of Supreme Court ofIndia, just to name a few. The college also produced someoutstanding literary and artistic stalwarts like Sri Damerla RamaRao, a renowned Painter. The decades of post-independence alsohave witnessed many proud products from this college who provedtheir mettle in different fields and brought accolades to the college.
Growth in Academics:
Undergraduate courses were started in the college in 1930. PUCand Intermediate courses were withdrawn in 1971-72. PostGraduate Courses in Mathematics, Physics and Chemistry werestarted during the academic year 1971-72. The college has thedistinction of being the first College in Government sector tointroduce the Post Graduate courses in Science subjects. M.A.(Telugu) and M.Com courses were introduced from 1982 and 1987respectively. M.Sc. (Zoology) was started during 2001-02 andM.Sc. (Botany) was started in 2009 on self-finance basis.Vocational course in B.Com (Computers) was introduced duringthe academic year 2007. B.A. with Economics, Statistics andComputer Applications was started in 2008. The college has startedrestructured courses in B.Sc. on self-finance basis withcombinations of Mathematics, Physics, Computer Science;Mathematics, Statistics, Computer Science; Biotechnology,Botany, Chemistry and Microbiology, Zoology, Chemistry. A newgroup in B.A. with History, Economics and Telugu literature was

started in the academic year 2015-2016.
At present, the college offers instruction in 22 UG programmesand 7 PG programmes. The Departments of Physics and Chemistryhave been recognized as Research Centers by Andhra University.They have been offering M.Phil., and Ph.D. courses, both part-timeand full-time. The Department of Physics has established a Nano-Research laboratory in collaboration with the BARC, and withfinancial support from the DST, Govt. of India.
In addition to the regular formal UG and PG courses, the College hasbeen sanctioned a Community College under which one year DiplomaCourse in Food Processing & Preservation was started in 2015.
Further, the College is offering several certificate and diplomacourses in various fields such as Communication Skills, Journalism,Nursery, Medical Lab Technology, Human Rights, Dance, etc., notonly to the regular students but also to the outsiders of the college,thus extending its services to the community.
By producing rankers in the UG and PG courses, and also byencouraging the students to pursue higher education, the Collegehas been rendering its services in the field of academics.
Further, the Jawahar Knowledge Center (JKC) in the College hasbeen providing employment opportunities to the students, throughcampus recruitments, after training them in industry-required skills.
The college is proud to have well qualified and ingenious staff withvast academic and research experience.
The college proved to be the natural destination for the studentsseeking admission into undergraduate and postgraduate courses asthe college is well equipped with necessary latest pedagogical andadministrative infrastructure that caters to the needs of the students.The college is equipped with 16 science laboratories, a digitalizedlibrary with a treasure trove of 85,000 books , a state – of – the artJawahar knowledge Centre for equipping the students with globalskills and e – class rooms for ICT enabled teaching. To accommodatethe students of far flung areas, there are two well established hostels,viz., Metcalfe hostel for boys and another hostel for women. TheN.C.C and N.S.S wings of the college have become two flagship
programmes of the college which are actively engaged in inculcatingthe patriotic spirit and social responsibility among the students.
Now, with the expected status of upgrading to University, theGovernment College (Autonomous), Rajamahendravaram is surelygoing to have a special place in the academic history of AndhraPradesh, and with this new responsibility the College moves forwardto serve the society by providing value based quality education andproducing potential human resources for the betterment of thesociety.

Inter-Disciplinary ElectivesAs per the special Governing Body meeting of the Government College [A],
Rajamahendravaram held on 20 May 2014, the Government College [A],

TISS – Parallel Degree Program:
In association with the TISS (Tata Institute of Social Sciences), the Government
of Andhra Pradesh is conducting a program to offer an additional degree to the
UG students from the academic year 2015-16. The Government College
(Autonomous), Rajamahendravaram has also been selected for offering this
program to its UG students. The Program includes instruction in industry
required job oriented courses such as – Analytical Skills, Communication Skills
& Soft Skills, Financial literacy, Digital Literacy, Entrepreneurship, Legal
literacy, and Youth Leadership.
The entry is restricted to 200 students. In the final year, the students have to
appear for an exam conducted by the TISS. The successful candidates will be
awarded Degree by the TISS in addition to the regular degree awarded by the
College/ University.

Admission Procedure:Separate Application is to be submitted online for each Group. At the timeof interview/ admission, the following certificates need to be submitted forverification:
1. Transfer Certificate; 2. Conduct Certificate; 3. Study Certificate (for fouryears); 4. Residence Certificate (only for private study); 5. Income Certificate(from MRO) latest; 6. Permanent Caste Certificate issued by MRO in caseof SC, ST & BC; 7. 10th Class Pass Certificate; 8. Intermediate PassCertificate; 9. NCC/Sports/ Physically Handicapped/ Ex-ServicemenCertificate (as applicable); 10. Fee Payable. Photostat copies of thesecertificates need to be submitted at the time of admission.
Details of Enrolment/ General Rules of Admission:1. The online applications for admission into the College should be filled
properly by providing all the necessary information. The provisionallyselected lists and waiting lists are displayed in the Notice Board/ intimatedthrough SMS to mobiles.
2. The candidates selected for admission should bring their Parent/ Guardianat the time of interview without fail.
3. At the time of Interview times, extension of time will not be given to thecandidates selected under merit list to produce any certificate or paymentof fee.
4. The students must abide by rules and regulations of the college. Uniformis compulsory for UG and PG students.
5. The College reserves the right to alter the fee structure and other conditionsmentioned in the prospectus when there is a change in the rules fromtime to time by the Government and University.
6. Admission will not be made if sufficient number of applications are notreceived in any group combinations, and the applicants may beaccommodated in the combination in which the seats are vacant subjectto their eligibility and willingness.
7. The candidates are informed to keep the required number of Photostatcopies of the documents which they submit at the time of admission.

General Rules to be followed After Admission:I. I.D. Card & Dress Code:
Student must carry the Identification Card compulsorily andshould wear the College Uniform for all days in the week excepton Saturday.
II. Attendance:
1. 75% of attendance in theory and 90% of attendance inPracticals is compulsory for every Semester.
2. The candidate who is not eligible for the examination due tothe shortage of attendance i.e., less than 75% may becondoned upto 66% on medical grounds with a fee of Rs.500/-. Otherwise, they will have to seek re-admission in the samesemester in the next academic year.
III. Tuition Fee:
1. Candidates must pay the tuition fee of the semester withinthe stipulated date.
2. Defaulters of payment of tuition fee will not be eligible totake the examination.
IV. No Waiving of Fees to discontinued Students:
As per the University instructions, students who discontinue theirstudies for various personal reasons should pay the entire fee forall the three years. Under any circumstances no waiving of fee todiscontinued student is admissible. Parents are advised to makeclear note of the fee structure as it is an Autonomous Institution.No T.C. and C.C. will be issued if there are any dues from thestudents.
V. Examination Fee:
1. Candidates who pay the tuition fee and have minimum 75%attendance will be eligible to pay examination fee.

2. The candidates who do not pay the examination fee will notbe promoted to the next semester.
VI. Hostel Facility:
Hostel accommodation available for Boys and Girls separately.The students will be admitted in the hostels on first come firstserve basis. For other details like fee, etc., students are advisedto contact the Dy.Warden Sri K.Ratna Manikyam, Lecturerin Commerce
VII. Scholarship Holders:
1. The SC and ST Scholarship Holders are not eligible to getScholarship if they discontinue in the middle of the course.
2. The SC and ST candidates who wish to take TC withoutcompletion of the courses have to pay all their dues andtake TC.
3. The Scholarship Holders have to submit the Original Casteand Income Certificate in the Office.
VIII. Admission on T.C.:
There is no admission on T.C. as the College is Autonomousand its Examination pattern and syllabus are different.
IX. Re-Admission:
Students – (i) who do not pay the Tuition fee; (ii) who do nothave the required attendance; and (iii) who do not pay theExamination fee, may seek re-admission for continuing in thesame Semester in the next academic year.
X. Parent – Teachers Meet:
Parent or Guardian must attend the Parent-Teacher Meet withoutfail whenever intimated by the proctors. Each student mustsubmit 4 self-addressed cards and two stamp-size photos to theirproctors concerned.

Administrative Overview
Administrative Setup:
The College has been conferred Autonomy in the year 2000. The administration
of the College is overseen by a Governing Body, chaired by the Hon’ble
Commissioner of Collegiate Education. The day-to-day administration is
directly supervised by the Principal, who is the Member Secretary of the
Governing Body. In executing the administrative functions, the Principal is
guided by the CPDC (College Promotion and Development Council) which
consists as members the Parents, Philonthropists, Alumni, Experts,
Academicians and selected Faculty members; and is assisted by the
Administrative Office headed by an Administrative Officer. In academic sphere,
the Principal is assisted by the Academic cell consisting of Academic
Coordinator and two Assistant Academic Coordinators.

4. Facilities in the CollegeGeneral Infrastructure:The College is situated in a sprawling campus of 38 acres. It has old andnew buildings consisting sufficient class rooms. The campus is mainlydivided into two blocks namely Science Block and Arts Block. New P.G.Block has been constructed and some of its rooms are temporarily beingutilized by Adikavi Nannaya University, Rajamahendravaram for runningits classes. Within the large vicinity lay many other institutions such as Dr.Allu Ramalingaiah Government Homoeopath College, Dr. BRAOU StudyCentre, Andhra University Study Centre, O/o the RJD of CollegiateEducation, Post Office, etc. Sports facilities such as Professionally builtTennis Court, Volleyball Court and Basket Ball Courts are available in theCollege ground. Metcalf Hostel for Boys, Students Mess and newly builtGirls Hostel also are situated within the campus.
Other Facilities:1. Hostels for Boys and Girls:
Hostel accommodation is available for Boys and Girls separately.Metcalfe Hostel for Boys was started in 1950. A separate hostel forgirls has been constructed with UGC funds and it has been opened inAugust 2011. The students will be admitted into the hostels on firstcome first serve basis.
2. IT Infrastructure:The College has been utilising the IT Infrastructure such as Computersand Networking for speedy and effective delivery of academic andadministrative services to the students and the staff. Sanction ofscholarships to the students and payments of salaries to the staff aredone using the computers and online facilities.
3. Laboratories:The College boasts of State-of-the-Art Laboratories for the ComputerCourses as well as Science courses. The laboratories in the Departmentsof Physics, Chemistry, Botany and Zoology cater to the requirementsof Degree and P.G. students. They further accommodate Researchscholars doing M.Phil and Ph.D. under the guidance of the SeniorFaculty members of the college. The Museum in the Department ofGeology contains the rare collections.
4. Crystal-growth & Nano-Science Research Centre:A Nano-Science Research laboratory has been established in theDepartment of Physics, in collaboration with the Chemistry division,Baba Atomic Research Centre (BARC), Mumbai, to promote andfurther research culture among the students and faculty members. The

centre receives financial support from the ‘Board of Research inNuclear Sciences’ (BRNS), Dept. of Atomic Energy, Govt. of India,under a Major Research Project. One JRF has been allotted underthis project.
5. Jawahar Knowledge Center (JKC):The Jawahar Knowledge Center (JKC) was established in this collegein December 2005 for the benefit of the student community. TheJKC helps the students get employment in prestigious Software andother IT and Non-IT organisations and Public sector, by impartingthem the right employability skills such as – Communication Skills,Soft Skills, Analytical Skills and Technical Skills. The centre wonacclaim at State level and is now upgraded as Nodal JKC to monitorthe JKCs in the East Godavari District. For the last 7 years, the centerhas helped many students get jobs in Multi National Companies andprestigious organisations like Infosys, TCS, MahindraSatyam, Wipro,Genpact, Syntel, Accenture, 24/7, HCL, ILM, Dr. Reddy’s Lab, etc.

6. English Language Lab:The English Language Lab is set up with 26lakhs for imparting bettercommunication skills in order to cope with the modern trends.
7. E-Class Rooms:To encourage application of Information and CommunicationTechnology (ICT), 8 LCD Projectors and Laptos have been providedfor e-teaching.
Wireless LAN Internet facility provided for easy access to Web.
8. Library:The college Library is not only the Oldest but also one of the biggestlibraries available in Degree Colleges. It has a rare collection of booksincluding some books which were published in the year 1800 A.D. Ithas very good collection of books in English, Telugu, Urdu, Tamil,Sanskrit, and Oria language and Literature. It has been serving as aReference Library for the subjects like Mathematics, Physics,Chemistry, Botany, Zoology, Commerce, Economics, and so on.
The College Library has a total Collection of 79,732 books as ondate, relating to various subjects. Now it is a fully computerized alongwith C.C. cameras. It is a good resource center for readers at present.The library is run with vast infrastructure consisting of building doubleducked iron racks and reading room.

9. Study Centers:The Distance Education study centers of three prestigious Universitiesviz., Andhra Univerisyt, Dr. BR Ambedkar Open University andIGNOU are available in the College campus.
The Study centers are run by experienced teachers and educationaladministrators who always strive to reach high academic standards.The core academic staff of the School will carry on the academicactivities with the help of the well experienced teachers in theirrespective fields, who are working in this University as well as inother Universities.
10. MANA T.V.:A separate T.V. room with Tele Conferencing facility is available. Inthis room the lessons / guest lectures, programmes, etc. broadcast bythe MANA TV are exhibited to the students. In addition to this, theCommissioner also frequently uses this network to approach theColleges and interact with the Principal and other staff members. Basedon the lessons and topics, the students are allowed into the MANATV as per a Time Table:
11. Seminar Hall, Quadrangle & Alumni Open-Air Auditorium:The College has an Air-conditioned Seminar Hall. This is equippedwith LCD projector and Audio system. Generally, all the meetings,facilitations, etc., are held in this Seminar Hall.:
In the Science Block, an Open Air Stage which is called ‘Quadrangle’is available. The same is used for public functions such as FreshersDay, Annual Day, District Cultural Festivals, etc.
An Open-Air Auditorium was constructed by the College AlumniAssociation which was inaugurated by the Hon’ble Chief Minister inMay 2015.
12. Centralised Audio Announcement System:Given the large size of the college and due to the fact that the Classeshave been spread into three blocks, viz., Arts Block, Science Blockand P.G. block, it is difficult to circulate any notices, importantinformation, etc., to the students and faculty members. To avoid thisdifficulty, a centralized Audio system has been made available withspeakers in all classrooms and Staff rooms so as to make any importantinformation to all the students faculty members at one time.
13. Drinking Water Facility:The College has a Safe Drinking Water facility with the installationof Water Filter.

5. Examinations, Evaluation & ResultsThe College was granted autonomous status by the UGC from the academicyear 2000-2001. Under the Autonomous set up, the college introduced Semestersystem. The Syllabus for each semester and the examination pattern are setupwith the help of Board of Studies for each subject. The Examination cell of theCollege is a confidential wing consisting of one Controller of Examinationsand two Assistant Controllers of Examination. The Examination cell is a fullycomputerized, fool proof environment which conducts the examinations in aconfidential and transparent manner and makes the evaluation process in a highlyconfidential and professional environment.

From 2007-2008 onwards, the Evaluation process for Degree courses is asfollows for each Semester:

1. In every semester, two internal assessment tests, each for 20 marks,shall be conducted. The best of these two tests shall be consideredand half-of these marks shall be added to the marks scored in theviva voce (5 marks), seminar(5 marks) and assignment (5 marks).

3. 35% is the minimum pass marks in internal and external togetherand must secure 35% in external exams.

In the CBCS system (from 2016-17 admitted batch, towards third cycleof the autonomous status), the evaluation process is as follows:
1. External Exams________ 60 marks
2. Internal Exams ________ 40 marks
(In internal Theory - 25 marks,

Assignment - 5 marks,
Seminar- 5 marks)
3. In every semester, two internal assessment tests, each for 25 marks,shall be conducted. The average of these two tests shall be added tothe marks scored in the viva voce (5 marks), seminar(5 marks) andassignment (5 marks)
4. There is no minimum marks for internal assessment test
5. 40 % is the minimum pass marks in internal and external togetherand must gain 35% in external exams.
6. No provision to conduct internal examinations again. Students shallcompulsory pass in regular internal exams. Otherwise, they have tosecure the total 40% marks in external examinations only, even thoughthey secured 35% marks in previous external examinations.
7. Project wok in 4th and 6th semester.
8. One general elective paper in 4th semester.
9. Attendance is compulsory for the viva voce examination in everyinternal examination.

C. Credit System (Applicable upto the batches of 2013-14):
Credit system has been introduced for awarding grades instead of theexisting class awarding system at the end of the degree. There are a totalof 120 credits for all the 6 semesters. Out of them, 30 credits are given forPart-I (Languages) and 90 Credits for Part-II (Group subjects). 10 extraCredits will be awarded based on students’ participation in co-curricularand extra-curricular activities such as NCC, NSS, Sports, Cultural activities,Blood Donation, etc.
D. Choice Based Credit System (CBCS) (Applicable from the batch of2014-15):
The CBCS (Choice Based Credit System) is going to be introduced to theI year undergraduate students from the academic year 2014-15. Underthis system, a student has the choice to pick out one or more of the subjects,such as Interdisciplinary elective Advanced and one Skill based electivesoffered by each department besides core subjects as a part of the curriculum.Certain number of credits will be awarded for each core as well as chosensubjects under this system.
Under CBSE system, one interdisciplinary Elective (IE) will be offeredby each department in the second year
In final year, the student has to choose one advanced elective and one skillbased elective besides core subjects in each optional paper in each semester
Another notable change in the curriculum is the adoption of modular system

from Academic year 2014-2015. In this system, the syllabus offered byeach department in each subject for a semester is called a Module. Thuseach Department frames six modules of syllabi corresponding to sixsemesters.
The modules and allocation of credits for various courses is shown intable 1
Besides 120 credits for actual curriculum, one each credit will be awardedto the students who take part in various extra-curricular, Co-curricularactivities such as NCC, NSS, Sports & Games, Cultural and Literaryevents, Project work and Community Social work totaling to 125 creditpoints which are mandatory. Extra credits will be awarded for attendance,certificate course etc.
CREDITS:
In each course there are 120 credits. In each course, the performance ofeach student is assessed for120 credits of which 30 credits will be that oflanguages and foundation courses. Interdisciplinary elective, which willbe offered is fourth semester of every course, carries 2 credits
In B.Sc. course, each optional in each module will be awarded 3 creditseach and 2 credits each for each practical optional subject. Besides, oneadvanced elective and skill based elective which will be offered in 5&6semesters respectively awarded 2 credits each in each optional subject.
In B.A course, each core optional subject carries 4 credits each. However,in module 5&6, one advanced elective and one skill based elective willbe offered by each department one credit each.
In B.Com, the allocation of credit points for various subjects is different(see table). In module 5, there will be 3 credit points for advanced electiveand same number of credits for skill based elective.
E. Supplementary Examinations:
Supplementary examinations are conducted for all students in all semestersgenerally in the month of June/July.
F. Instant Examinations:
Facility to appear for Instant examinations is available only for the Finalyear regular students having not more than 2 backlog papers across allthe semesters.

6. Internal Quality Assurance Cell (I.Q.A.C.)IQAC Activities
The Internal Quality Assurance Cell (IQAC) of the collegecontinues as a facilitator of activities and programmes aimed atachieving academic excellence in the college. The IQAC thus functionsas an advisory body to the college and Academic and Research &Extension activities, student Welfare schemes, Infrastructuredevelopment and other Healthy practices as per the guidelines of NAAC.
The IQAC assures the qualitative Teaching-Learning and otherservices to the stakeholders by carefully monitoring every academicand administrative aspect in the College. Various departments of thecollege periodically submit their activities such as changes in thecurriculum, seminars, workshops, guest lectures, invited talks, quiz,elocution, essay writing, iinter-colllegiate zonal, state-level sportsactivities, the activities of NCC/NSS/Red-Cross/DRC/JKC, and so onrelating to the IQAC.
The IQAC, apart from guiding and streamlining variousactivities, records them with relevant photographs on quarterly basisand submits the same to the authorities concerned. The IQAC of thiscollege draws a perspective plan in the beginning of the academic year.
7. Co-Curricular & Extra Curricular ActivitiesPhysical Education & Sports:
The College has a Comprehensive Physical Education Department forproviding opportunities in Sports & Games to the students. TheDepartment has the reputation for participation and winning prizes inDistrict-level/ University level/ State level and National level events.
NCC:
The College NCC wing has been working since its inception in thecountry in 1949. The unit has a strength of 200 students including girlstudents. Some of the cadets have participated in Republic Day paradeand won accolades. Two faculty members each from Men and Womenact as NCC officers.
NSS:
5 NSS Units including a Ladies’ wing with a total strength of 500students are established in the college for National Service Scheme.
Social Service League:

Women Empowerment Cell:Women constitute more than half of our country’s population. The Govt.College (A), Rajamahendravaram is no exception having nearly 1500 girlstudents both in UG and PG courses. Hence to protect and safeguard the rightsof girl students and to bring about the advancement, and to empower them,“WOMEN EMPOWERMENT CELL” was instituted on 3-03-2010 under thechairmanship of Dr.G.S.Moses, Principal..
