Inspection of Sanitary, Sewerage and

Drainage Works

[Under Section 35(1)(e) and (f) of

the Sewerage and Drainage Act

(Chapter 294)]

It is known that these different forms are submitted by different QPs at different

stages of the development of the project. Hence built into the form is the

feature which allows one particular section of the form to be submitted. (For

example, if only the civil PE is ready to make his submissions, he can proceed to

do so using the form). If more than one QP/PE is ready to make theirs, more

sections of the form may be submitted at the same time by selecting the

relevant sections.

ENV-CBPU-CLRTOP01-NEW SUBMISSION Application for Clearance of

Temporary Occupation Permit (TOP)

- New Submission

New declarations added for developer/owner to endorse with regards to:

• maximum allowable peak surface runoff stipulated in the COP and

constructed according to approved plans

• SOP of the maintenance, operation and monitoring of the detention

tank system

• Inspection of crest levels being constructed to approved plans

annually/every 3 years upon obtaining the TOP

• Submission of the following documents as required annually upon

obtaining the TOP

1.1 Guide for Development Control (DC) Clearance Forms

ENV-CBPU-DCCLR-NEW SUBMISSION

Application for Development Control (DC) Clearance – New Submission

a) The DC clearance form is updated to support the work flow process. As part of an effort to

improve our service to the industry, PUB has introduced the classification of projects into

major and minor. This allows processing through separate tracks so that minor projects can be

processed more quickly.

b) A development is considered a minor project if it meets all of the following criteria:

• The development area is less than 0.2 Ha

• The development is 3 storeys or less

• No linkage to MRT

• No Basements (no pumping system)

• No Drainage Reserve affected

• Single Residential, shophouse or simple infrastructure projects that does not generate

used water or Change of Use (e.g. conversion of void deck to Child Care Centre)

• Has used water discharge flow rate of less than 2 litres per second

c) All other projects are classified as major projects.

d) For minor projects, QPs may submit both the DC plan and Detailed Plan (DP) at the same time,

allowing for shorter processing time. Previously, QPs need to obtain DC clearance before DP

can be submitted.

e) On the second page of the forms, there is a section called Development Details. This section

must be filled to allow the sorting of the project – into major or minor – to take place.

Accurate information is necessary to facilitate processing of the submissions.

your submissions.

f) For projects sorted as minor, QP will be directed to the next section – “SUBMISSION FOR

DEVELOPMENTAL CONTROL (DC) CLEARANCE WITH DETAIL PLAN”.

g) For projects sorted as major, QP will be directed to the next section – “SUBMISSION FOR

DEVELOPMENTAL CONTROL (DC) PLAN”.

h) There are sections in the form that must be selected and filled only when the project involves

the respective sections. For example, if the project involves:

(i) sanitary/sewerage work, Section A needs to be selected and filled by QP

(ii) sanitary/sewerage AND drainage work, Section A and Section B need to be selected and

filled by QP

i) The selection of the section can be done by marking the checkbox.

j) If the box is unchecked, the whole section will be greyed out and the QP will not be able to fill

that particular section.

k) Compulsory fields within these sections must be duly filled only when the section is selected

for submission. The sections are listed as follows:

m) The Catchment & Waterways department’s Checklist for DC plans is now part of the DC

clearance forms. Please fill up the fields in the checklist if the project involves drainage works.

QPs need not submit a separate signed copy of the checklist for DC submission.

n) There are a number of “Select” fields that can be found throughout the forms. These fields,

when clicked, will show a drop-down menu with options for the QP to choose accordingly.

your submissions.

o) Compulsory fields are highlighted in yellow, as shown in Appendix 1. These must be filled to

enable successful submission of the forms in Corenet.

With direct / indirect linkage

Developments with linkages (direct or indirect) to special

underground facilities such as MRT stations shall comply with

the minimum platform level and crest level (Clause 2.1.1c and

Clause 2.2) as stated in the latest addendum or edition to the

Code of Practice on Surface Water Drainage.

Quoting the example of Orchard MRT station, developments with

direct linkage are Ion Orchard and Wisma Atria which are directly

connected to Orchard MRT station. Developments with indirect

linkages are Ngee Ann City and Lucky Plaza which are indirectly

Application for Clearance Certificate for Detailed Plan on Drainage and Sewerage

(Sanitary / Sewer) Works

[Under Section 33(1) of the Sewerage and Drainage Act (SDA), Chapter 294]

a) Projects classified as major, as described in Chapter 1, will undergo a separate DP submission

process. This can be done with the PUB-BPU-CLRDP01 form.

b) Previously, there were two forms for DP submissions, one for sewerage works (PUB-SEW-

CLRDPSEW01) and one for drainage works (PUB-DD-CLRDPDRA01). These two forms are now

combined into one single PUB-BPU-CLRDP01 form.

c) There are sections in the form that must be selected and filled only when the project involves

the respective sections. For example, if the project involves:

(i) sanitary work, Section A1 needs to be selected and filled by QP

(ii) sanitary AND drainage work, Section A1 and Section B need to be selected and filled by

QP

d) The selection of the section can be done by marking the checkbox.

e) If the box is unchecked, the whole section will be greyed out and the QP will not be able to fill

that particular section.

Includes works on any sanitary plumbing or drainage system and

the fixing, alteration and repair of a sanitary appliance

Sewer

Includes engineering works for the construction, alteration and

maintenance of any sewerage system

Sewage Treatment Plant

Refers to sewage treatment works, septic tank, imhoff tank,

percolating filter, sludge digestion tank, or any tank designed for

the pre-treatment, treatment or the stabilisation of sewage

Drainage

If the project involves drainage works only, this field can be left

unfilled. QP can proceed to fill up Section B: Drainage Work of

the PUB-BPU-CLRDP01 form to submit for DP clearance.

3.1 Guide for Completion of Work Form

PUB-BPU-COMPOFWORK

Certificate of Completion and Inspection of Sanitary, Sewerage and Drainage Works

[Under Section 35(1)(e) and (f) of the Sewerage and Drainage Act (Chapter 294)]

a) The PUB-BPU-COMPOFWORK form puts together all the Completion of Work forms for

Sewerage, Sanitary, M&E and Drainage. These forms were previously known as Form C, Form

C1, Annex A, Annex C and Annex D. This is to give the Lead QP an overview of the various

Completion of Work forms that has to be submitted to PUB over the course of the project.

b) It is known that these different forms are submitted by different QPs at different stages of the

development of the project. Hence, built into the form is a feature which allows one particular

section of the form to be submitted even if other required sections are not ready for

submission. (For example, if only the Civil PE is ready to make his submissions, he can proceed

to do so using the form even if the M&E PE is not ready to submit theirs). If more than one

Application for Clearance of Temporary Occupation Permit (TOP) – Resubmission

a) The following new declarations are added:

• The crest levels, platform levels, flood protection levels are in compliance with Code

of Practice on Surface Water Drainage and constructed according to approved plans.

• The maximum stormwater discharge from the development is in compliance with the

maximum allowable peak runoff stipulated in the COP and constructed according to

approved plans.

• As the QP, you will need to declare the following “I have liaised with the Developer/

Owner to ensure that a Maintenance/Managing Agent has been established to

undertake the SOP of the maintenance, operation and monitoring of the detention

tank system.”

b) The following new attachments are added to allow the submission of the following documents

(in line with the current edition of Code of Practice on Surface Water Drainage):

• As – built survey plans indicating crest levels, platform levels, flood protection levels

based on approved flood protection measures

• As – built drawings for detention tank systems and final design calculations, and

factory test report for its pumping system

• Standard Operating Procedure for pumped drainage system(basement / detention

tank)

• Standard Operating Procedure for flood barrier

• Developer/Owner declaration on the following - I shall inspect and declare that the

crest levels are constructed to approved plans annually / every 3 years upon obtaining

the TOP

• Developer/Owner declaration on the following:

- I shall submit the following documents as required annually upon obtaining

the TOP

- Certificate of inspection on flood barriers on site, including leak test

certificate

- Amendments to SOP for flood barrier

- Certificate of inspection on pumped drainage system (basement/detention

tank)

- Certificate of inspection on ABC Waters design features
