1. OBJECTIVE AND SCOPE
The objective of this process is to set out the detailed provisions for the certification and ongoing regulatory
oversight of Training Providers for providing training to ANS staff and develop the framework and the detailed
requirements that the Providers of training for ANS staff must demonstrate, to obtain the ANS Training
Provider certificate.
This Process shall be effective immediately after signature by the Director of the HANSA.
Note: The HANSA Director may grant temporary and conditional exemptions from specific provisions of this Procedure to allow a sufficient period for transition, provided that it does not conflict with the implementation of fundamental regulations.
2. LEGAL FRAMEWORK

Endorsed Internal Training Policies & Training Requirements
3. APPLICABILITY
I) This process shall apply to ATM/ANS Training Organizations /Providers requesting certification for the provision ATM/ANS staff Training
II) Provisions laid down in this document apply to any ANS staff Training Provider having its principal place of operation and, if any, its registered office within Greece.
III) Training Organizations for ATCOs Training shall be subject to certification by HANSA according to EC 216/2008, 1108/2009 and EC 805/2011(Mandatory Requirement)
IV) ATM/ANS staff (other than ATCOs) Training Organizations are allowed to apply for certification on their own discretion, meaning that they are eligible for certification, provided that there are National Arrangements, National Provisions, National Legislation and relevant to their certification HANSA procedures
V) Particularly and apart from the existing National Legislation for the certification of Technical & Engineering Personnel undertaking safety related tasks are used, as a certification basis, the EC 1034/2011 article 9 and EC Regulation 1035/2011 Annex ii 3.3
VI) An ATM/ANS Training Provider for ATCOs must not provide ATM/ANS training unless it has been certified by HANSA or by a National Supervisory Authority of another Member State which has been recognized by HANSA
4. DEFINITIONS TERMS AND CLARIFICATIONS
ATCO -Air Traffic Controller
AFIS - a service provided by Aerodrome Flight Information Service Officers (AFISO) to give information useful for the safe and efficient conduct of flights in the Aerodrome Traffic Zone (ATZ) and to give taxi instructions on the apron and maneuvering area.
AFIS Officer -Appropriately Trained and Competent ANS Personnel, dully authorized to provide AFIS services The Term AFIS Officer is written in the EUROCONTROL Manual for Aerodrome Flight Information Service(AFIS) Edition 1.0 of 17 June 2010 and in the UNITED KINGDOM (2009), UK AIP,GEN 3-3 - 1, Civil Aviation Authority, GEN 3.3 - AIR TRAFFIC SERVICES
ATM/ANS Training Provider -means an organization which has been certified by HANSA to provide one or more types of ATM/ANS training;
ATCO training means the entirety of theoretical courses, practical exercises, including simulation, and on-the-job training required in order to acquire and maintain the skills to deliver safe, high quality air traffic control services; it consists of: (a) Initial training, providing basic and rating training, leading to the grant of a student licence, (b) Unit training, including transitional training prior to on- the-job training and on-the-job training, leading to the grant of an air traffic controller licence, (c) Continuation training, keeping the endorsements of the licence valid, (d) Training of on-the-job training instructors, leading to the grant of the instructor endorsement, (e) Training of licence holders entitled to act as competence examiners and/or competence assessors in accordance with Article 24; (f) development training

ATSEP -Air Traffic Safety Electronics Personnel(ICAO Term Doc7192) Note: HANSP ATSEP are defined in P.D. 410/93 and National Law 3913/2011 () ATSEP training (for HANSP): the entirety of theoretical courses, practical exercises, including on-the-job (OJT) and on-site (OST) training required in order to acquire and maintain the skills to deliver safe and high quality CNS services; it consists of: (a) Initial training: the basic training designed to impart fundamental knowledge of the CNS/ATM environment and skills applicable to all learner ATSEPs (b) Qualification Training (system/equipment rating training), including OST and OJT: training designed to impart domain related knowledge and skills appropriate to the qualification stream to be pursued in the CNS/ATM environment and is leading to the grant of an ATSEP license. (c) Continuation training: training designed to keep the endorsements of the license valid and/or expand the qualifications in the same or others domains in the CNS/ATM environment, (d) development training: training designed to provide additional knowledge and skills demanded by a change in job profile, such as Safety Manager, Instructor and any other career development in the CNS/ATM environment ANS Staff: ATCO, ATSEP, Telecom Officers, AFIS, AIS, ASM ATFM, and MET staff
Assessor licence endorsement for ATCOs qualifications of the Assessors is indicated in detail in the approved by HANSA, Unit Training Plan and Unit Competence Scheme
Certificate means any approval, licence or other document issued as the result of certification;
Certification means any form of recognition that a product, part or appliance, organization or person complies with the applicable requirements including the current provisions as well as the issuance of the relevant certificate attesting such compliance;
Competence Assessor Training And Assessment for ATSEPs Competence assessors (CA ) for ATSEP are normally the experience d Heads of units, holders of a valid ATSEP license. CAs should assess the ongoing competence of ATSEP, This training should include exercises in practical and oral assessment and instruction. The CA should also be subject to assessment. It is recommended that competence in the assessor role is verified by a suitable and qualified person (e.g. another competence assessor qualified with the same ratings) at least every three years.
Course Design Document A course design document is a submission from a training provider seeking approval to conduct a course of ANS training staff
Engineering & Technical personnel undertaking operational safety related tasks(SES Reg Term): The Engineering &Technical Personnel of an Operating Organization including personnel of subcontracted operating organisations who operate and maintain ATM equipment approved for their operational use. Note: The above term is a broader term for the Engineering & Technical Personnel of an Operating Organization, including ATSEP, which is contained in the European SES Legislation EC Reg 1035/2011 Examiner for ATCOs A rated air traffic controller with an Air Traffic Control Licence endorsed with a current, qualification that permits the holder to carry out examinations in the operational environment for which the rating is issued.
Exposition For the purposes of this document, an exposition is a submission from an organization seeking certification as an Training Provider.

Instructor Person responsible for imparting specialist knowledge and training
OJTI (On The Job Training Instructor )for ATCOs indicates the competence of the holder to provide on-the-job
training instruction. Holders of an OJTI licence endorsement are authorised for supervision at a working
position for areas covered by a valid unit endorsement.
1. Holders of an instructor endorsement shall be authorised to provide on-the-job training and supervision at a working position for areas covered by a valid unit endorsement. 2. Applicants for the issue of an instructor endorsement shall: (a) hold an air traffic controller licence; (b) have exercised the privileges of an air traffic controller licence for an immediately preceding period of at least one year, or such longer duration as determined by HANSA having regard to the ratings and endorsements for which instruction is given and (c) have successfully completed an approved on-the-job training instructor course during which the required knowledge and pedagogical skills were assessed through appropriate examinations.

Qualifications for the OJTI Instructors are indicated in detail in the approved by HANSA Unit Competence Scheme.
On-site Training Instructor (OSTI) for ATSEP is a term used to describe an instructor whose role depends on instructional objectives and the instructional problem to be resolved. This role can be lecturing, reviewing, guiding and consulting. OSTI Training and Competence Assessment An ATSEP nominated to be an OSTI by his operational unit should attend an instructional techniques course .OSTIs should be assessed at least every three years
Rating for ATCOs means the authorization entered on or associated with a licence and forming part thereof, stating whether the person concerned continues to satisfy the conditions of that rating, and after satisfying any training requirements that result from this assessment.
Rating Endorsement for ATCOs means the authorization entered on and forming part of a licence, indicating the specific conditions, privileges or limitations pertaining to the relevant rating;
Simulator Equipment used to simulate all or part of a specific or generic operational environment
Student Air Traffic Controller Licence Holders of a student air traffic controller licence shall be authorised to provide air traffic control services under the supervision of an on-the-job-training instructor in accordance with the rating(s) and rating endorsement(s) contained in their licence.
The student air traffic controller licence shall contain the language endorsement(s) and at least one rating and if applicable, one rating endorsement.
Supervisor licence endorsement for ATCOs Holders of an instructor endorsement shall be authorised to supervision at a working position for areas covered by a valid unit endorsement. qualifications of the supervisors is indicated in detail in the approved by HANSA, Unit Training Plan
Synthetic training devices (STD) When an STD is used for practical training on situational awareness and human factors or to demonstrate that skills are acquired or maintained, it shall have a level of performance that allows adequate simulation of the working environment and operational situations appropriate to the training provided.
Student Air Traffic Controller Licence Holders of a student air traffic controller licence shall be authorized to provide air traffic control services under the supervision of an on-the-job-training instructor in accordance with the rating(s) and rating endorsement(s) contained in their licence.
The student air traffic controller licence shall contain the language endorsement(s) and at least one rating and if applicable, one rating endorsement.
Supervisor licence endorsement for ATCOs Holders of an instructor endorsement shall be authorized to supervision at a working position for areas covered by a valid unit endorsement. Qualifications of the supervisors are indicated in detail in the approved by HANSA ,Unit Training Plan
The Commission Regulation means the Commission Regulation 805/2011 of 10 August 2011 laying down detailed rules for air traffic controllers’ licences and certain certificates pursuant to Regulation (EC) No 216/2008 of the European Parliament and of the Council Training Provider means an organization which has been certified by HANSA to provide one or more types of training; Training course (i) Training shall be given by a training course, which may comprise theoretical and practical instruction, including training on an STD, if applicable. (ii) A course shall be defined and approved for each type of training.
Unit Competence Scheme for ATCOs means an approved scheme indicating the method by which the unit maintains the competence of its licence holders;
Unit Training Plan for ATCOs means an approved plan detailing the processes and timing required to allow the unit procedures to be applied to the local area under the supervision of an on-the-job-training instructor.

5. GENERAL
Applications for certification to be an ANS Training Provider must be submitted to HANSA where the applicant has its principal place of operation in Greece or their registered offices.
The provision of training to ATM/ANS staff including related assessment procedures, shall be subject to certification by HANSA.
6. APPLICATION FOR CERTIFICATION
TRAINING PROVIDER APPLICATION 6.1 An ANS Training Provider applying for Certification shall notify HANSA at least 30 working days prior to
submitting an Application for Certification. 6.2 Applications for training provider certification shall be submitted to HANSA at least two months before
the anticipated start of any proposed training. 6.3 A Training Provider having notified HANSA of the intention to apply for Certification shall prepare an
Application for Certification. For this purpose the Training Provider shall use the form included in Annex I and submit it to HANSA
6.4 The Training Provider shall attach to the Application: (a) A written exposition showing how its organization, facilities, equipment, accommodation, staffing,
assessment processes and quality management system enable it to provide ATM/ANS staff Training to required professional standards. A template of an acceptable form of exposition is shown in Annex II
(b) A Course Design Document, for the proposed courses of training. An acceptable layout is shown in Annex III.
(c) A statement signed by the accountable manager, confirming compliance with the requirements defined in detail
6.5 On receipt of an application, HANSA will issue a general questionnaire and compliance matrix which the applicant will be required to complete.
6.6 The applicant may also be required to complete additional questionnaires and compliance matrices appropriate to the type(s) of training that they intend to provide
6.7 The completed questionnaires and compliance matrices will indicate to HANSA any areas that need to be addressed by the applicant to achieve compliance with the requirements
6.8 A decision whether to grant a certificate will normally be given within two months of the application being received, but may take up to four months.
6.9 Should the completed questionnaires and associated compliance matrices indicate that the applicant is likely to achieve compliance an audit of the applicant will be arranged.
6.10 A draft audit report will be sent to the applicant within 20 working days of completion of the audit. The applicant will be allowed 10 working days to raise any factual inaccuracies contained in the audit report. HANSA will review the applicant's response and amend the report where considered appropriate.
6.11 If necessary, a subsequent meeting may be arranged with the applicant organization by HANSA audit manager.
6.12 The final audit report and any recommendations will be sent within 15 working days of resolution of any issues identified in the draft audit report.
6.13 Following satisfactory resolution of any audit recommendations, HANSA will consider all aspects and will advise the applicant of its decision to grant or deny certification.
7. ISSUANCE OF THE ATM/ANS TRAINING PROVIDER CERTIFICATE
7.1 Where certification is granted, HANSA shall issue a certificate for a limited period 7.2 On-going oversight will ensure that the conditions of the Certificate are continuously met
8. REQUIREMENTS FOR TRAINING PROVIDERS
GENERAL REQUIREMENTS AND ADMINISTRATION
8.1 Training Providers shall demonstrate by evidence that they are adequately staffed and equipped and operate in an environment suitable for the provision of the training necessary to obtain or maintain Student Air Traffic Controller Licences and Air Traffic Controller Licences for ATCOS, and certificate of competence for AFIS, ATSEP and other ANS staff Training
8.2 Training Providers shall grant access to any person authorized by HANSA to the relevant premises in order to examine the relevant records, data, procedures and any other material relevant to the execution of the tasks of the Training.

8.2 In addition to the regular audit, HANSA may make unannounced inspections to check compliance with the requirements.
Management system of Training Providers
Training Providers shall:
(a) have an efficient management system and sufficient staff with adequate qualifications and experience to provide training
(b) clearly define lines of safety accountability throughout the approved Training Provider, including a direct accountability for safety on the part of senior management;
(c) have available the necessary facilities, equipment and accommodation appropriate for the type of training offered;
(d) furnish proof of the quality management system as part of the management system in place to monitor compliance with and the adequacy of the systems and procedures which ensure that the training services provided satisfy the respective national, European and International requirements set out in the relevant Regulations;
(e) include a system of record-keeping that allows adequate storage and reliable traceability of the relevant activities;
(f) demonstrate that sufficient funding is available to conduct the defined training and that the activities have sufficient insurance cover in accordance with the nature of the training provided.
(g) designate a person in charge with authority to assure that training may be funded and achieved under the standards required by HANSA
(h) designate a training manager, as responsible for everything related to training, (i) Designate a person as liaison (focal point) with HANSA
Facilities and equipment.
(a) the Training Provider shall have classrooms, simulators, offices and recreation rooms, as well as the
basic publications in order to develop the training courses in a satisfactory manner.
(b) The training provider shall have documented and updated all the information regarding the training and its evaluation, and have the appropriate elements to maintain the security of such documents. In the event that such documents are maintained by a computer system, it must meet the same conditions. Under these circumstances, the training provider must have the adequate tools for printing and reproducing such material for the use of students in training or under instruction and for the training staff. Any copyright and copy needed to comply with this requirement will be under the training provider responsibility.
Quality Management System.
The Quality Management System of the Training Provider must:
(a) Define a quality policy aimed to grant and satisfy the training requirements.
(b) Establish quality assurance programs to provide procedures aimed to certify that all the operations
have been achieved according to the envisaged requirements, standards and procedures.
(c) Demonstrate the effectiveness of the quality management system through manuals and supervision
documents.
(d) Adopt, if necessary, corrective measures plan.
Requirements for Training Courses, Initial and Unit Training Plans and Unit Competence Schemes
(a) Training Providers shall provide HANSA with the methodology they will use to establish details of the
content, organisation and duration of training courses and where applicable Unit Training Plans and
Unit Competence Schemes and Competence Schemes for ATM/ANS staff .
(b) This shall include the way examinations or assessments are organised. For examinations related to
initial training, including simulation training, the qualifications of the examiners and assessors shall be
indicated in the UTPs and UCSs approved by HANSA.

9. QUALIFICATION REQUIREMENTS FOR CLASSROOM INSTRUCTORS, INSTRUCTORS, EXAMINERS AND ASSESSORS
Instructors shall:
1. have appropriate knowledge in the field where instruction is to be given; and have demonstrated the ability to use appropriate instructional techniques.
2. Instruction on practical skills shall be given by appropriately qualified instructors, who have the
following qualifications:
i. meet the theoretical knowledge and the experience requirements appropriate to the instruction being
given;
ii. have demonstrated the ability to instruct and to use appropriate instructional techniques;
iii. have practiced Instructional Techniques in those procedures in which it is intended to provide
instruction;
iv. receive regular refresher training to ensure that the instructional competences are maintained.
3. Instructors must demonstrate knowledge of the structure and objectives of the course and of the
training plan they offer.
4. shall be subject to the assessment of their competence by continuous assessment methods through
procedures established by the Training Provider.
Instructors will also be able to make assessment tasks on the training they provide.
10. QUALIFICATION REQUIREMENTS FOR THE ATCO INSTRUCTORS , EXAMINERS AND ASSESSORS
Instructors shall:

controllers; and receive regular refresher training to ensure that the assessment standards are
maintained up to date.
ii. Assessors on practical skills must hold a valid Assessor Licence Endorsement
11. QUALIFICATION REQUIREMENTS FOR ATSEP INSTRUCTORS, EXAMINERS AND ASSESSORS

i. have demonstrated the ability to assess the performance of, and conduct tests and checks on ATSEPS;
and receive regular refresher training to ensure that the assessment standards are maintained up to
date.
ii. Assessors on practical skills must be qualified for the task
12. AFIS Officers TRAINING REQUIREMENTS
The Training Requirements for AFISO are described in the relevant National Legislation. Telecommunications
personnel is authorized to provide A.F.I.S. in Hellenic airports where ATC Tower service is not provided. To
this end, the purpose of related training is to ensure their level of competency. In this frame, HCAA has
established a training plan to ensure that Telecommunications personnel is properly trained in order to
maintain the levels requested for the service provided.
The training plan for AFIS contains:
a. AFIS Initial Training which is described in PD 304/1996 and Ministerial Order D5/D/37640/5088/2006
(ΦΕΚ 1593/2006) .
b. AFIS Unit training which is described in PD 304/1996 .

13. ATCO TRAINING REQUIREMENTS
The training of air traffic controllers must adequately prepare student and/or trainee air traffic controllers for the grant of an ATC licence and/or associated rating(s). Such training must provide the necessary skills and knowledge to an appropriate level of competence to enable student or trainee air traffic controllers to provide an air traffic control service while operating under the supervision of an OJTI. For the purposes of safety regulation procedures, air traffic controller training is divided into three phases: a) initial training; b) unit training, comprising transitional training, pre on-the-job training and OJT; and c) continuation training. HANSA approves courses of rating training and the simulators used on those courses. The requirement for approval extends across the whole range of ATC training courses. The requirements on which ATC training courses are based, are specified in the approved by HANSA Unit Training Plans. That document states the performance objectives that controllers must demonstrate in any particular rating and/or rating endorsement. All training plans are required to indicate the amount of training, if any, that will be conducted on a simulator. The simulator will be approved by the HANSA as part of the course approval process for any particular training

plan. The Training Provider is required to demonstrate how the simulator and the associated exercises will provide adequate support for the particular Training Plan.
PART A
Initial training requirements for air traffic controllers
The Initial Training shall ensure that student air traffic controllers satisfy at least the objectives for basic and
rating training, as described in Eurocontrol’s ‘Specification for the ATCO Common Core Content Initial
Training’, edition of 21 October 2008, so that air traffic controllers are capable of handling air traffic in a safe,
quick and efficient way.
Initial ATC training courses must provide student and/or trainee air traffic controllers with the necessary skills and knowledge to a level of competence that will prepare them for training at operational units and, as a minimum, satisfy the above mentioned requirements. The Initial Training shall cover the following subjects:
Aviation law, air traffic management, including procedures for civil- military cooperation, meteorology,
navigation, aircraft and principles of flight, including an understanding between air traffic controller and pilot,
human factors, equipment and systems, professional environment, safety and safety culture, safety
management systems, unusual/emergency situations, degraded systems and linguistic knowledge including
radio telephony phraseology.
The subjects shall be taught in such a way that they prepare the applicants for the different types of air traffic
services and highlight safety aspects. The initial training shall consist of theoretical and practical courses,
including simulation, and its duration will be determined in the approved initial training plans. Acquired skills
shall ensure that the candidate can be considered competent to handle complex and dense traffic situations,
facilitating the transition to unit training.
The competence of the candidate after initial training shall be assessed through appropriate examinations or
a system of continuous assessment.
PART B
Unit Training requirements for air traffic controllers
Unit Training must provide the student or trainee air traffic controller with the necessary skills and knowledge
to a level of competence that ensures that they are able to deliver safely an operational service at that unit.
Unit Training Plans shall detail the processes and timing required to allow the application of the unit
procedures to the local area under the supervision of an On-The-Job Training Instructor. The approved plan
shall include indications of all elements of the competence assessment system, including work arrangements,
progress assessment and examination, together with procedures for notifying HANSA.
Unit training may contain certain elements of the Initial Training which are specific to national conditions.
During unit training air traffic controllers shall be sufficiently trained in safety, security and crisis
management.
The duration of Unit Training shall be determined in the Unit Training Plan. The required skills shall be
assessed through appropriate examinations or a system of continuous assessment, by approved Competence
Examiners or Assessors who shall be neutral and objective in their judgment. To this end, HANSA shall put in
place appeal mechanisms to ensure fair treatment of candidates.
PART C
Continuation Training requirements for air traffic controllers
Continuation Training must provide the air traffic controller with the necessary knowledge and understanding to continue to maintain that level of competence. Rating and unit endorsements on Air Traffic Controllers’ Licences shall be kept valid through approved
continuation training, which consists of training to maintain the skills of air traffic controllers, refresher
courses, emergency training and, where appropriate, linguistic training.

During continuation training air traffic controllers shall be sufficiently trained in safety, security and crisis management. Continuation training shall consist of theoretical and practical courses, together with simulation. For this
purpose, the Training Providers shall establish Unit Competence Schemes detailing the processes, manning
and timing necessary to provide for the appropriate continuation training and to demonstrate competence.
These schemes shall be reviewed and approved at least every three years. The duration of the continuation
training shall be decided in accordance with the functional needs of the air traffic controllers working in the
unit, in particular in the light of changes or planned changes in procedures or equipment, or in the light of the
overall safety management requirements. The competence of each air traffic controller shall be appropriately
assessed at least every three years. The Air Navigation Service Provider shall ensure that mechanisms are
applied to guarantee fair treatment of licence holders where the validity of their endorsements cannot be
extended.
14. CRITERIA FOR CERTIFICATION OF ENGLISH LANGUAGE PROFICIENCY TEST PROVIDERS
For the case of English Test Providers for ATCOs the questionnaire in Annex V is applicable.
15. PROVISION OF SERVICES OF THE TRAINING PROVIDER FOR ATCOS
1. Initial, Unit and Continuation training courses, required to obtain the Student Air Traffic Controller Licence, and the Air Traffic Controller Licence ratings, rating endorsements, licence endorsements (Competence Assessor endorsement, Examiner endorsement, Instructor endorsement, OJTI endorsement, Supervisor endorsement ).
Training means the entirety of theoretical courses, practical exercises, including simulation, and on-the-job training required in order to acquire and maintain the skills to deliver safe, high quality air traffic control services; it consists of:
(a) Initial training, providing basic and rating training, leading to the grant of A Student Licence, (b) Unit Training, including transitional training prior to on- the-job training and on-the-job training,
leading to the grant of an Air Traffic Controller Licence, (c) Continuation Training, keeping the endorsements of the licence valid, (d) Training of On-The-Job Training Instructors, leading to the grant of the Instructor endorsement, (e) Training of licence holders entitled to act as Competence Examiners and/or Competence Assessors in
accordance with Article 24 of the Commission Regulation;
The objectives of initial training are described in Eurocontrol’s ‘Specification for the ATCO Common Core Content Initial Training’ developed at the request of the members of Eurocontrol and are considered the appropriate standards. For unit training the lack of generally accepted standards needs to be offset by a range of measures, including the approval of examiners and competence assessors, which should guarantee high standards of competence. This is all the more important as unit training is very costly and decisive in terms of safety. ICAO has developed standards also in areas where there are no common European training requirements. In the absence of European training requirements Member States may rely on such ICAO standards.
16. TRAINING GUIDELINES FOR TELECOMMUNICATIONS PERSONNEL
All the candidates for Telecommunications personnel must hold at least an Academic Degree and a Certificate
in English language (Proficiency or Lower Certificate). The various Academic Degree which are applicable are
depicted in the Presidential Decree 118/2008 – Gazette 181/A/2-9-2008.
Following the completion of the recruitment process the new recruits are trained (Initial and Advanced
Training) at the HCAA Training Center (SPOA). After successful completion of the Initial and Advanced Training
they are considered as Cadet Telecommunications personnel and acquire the Ratings on the domains of Fixed
Aeronautical Telecommunications, Mobile Aeronautical Telecommunications and AFIS.

The above Ratings as well as the Radiotelephone Operator’s General Certificate (article 37 of ITU/RR)
described in N.D. 2625/1953 – Gazette 292/A/1953, have to be acquired within two (2) years after the
recruitment.
Next, the Cadet Telecommunications personnel undertake the On-Job Training (OJT) according to the service
they have to provide. After successful completion of the OJT a local approval is issued to them.
The Telecommunications Personnel with twelve (12) or more years on duty, receive the rating of Aeronautical
Telecommunication Supervisor, after successful completion. HANSP assures that all Telecommunications
personnel obtain and keep the specifically required knowledge, experience, skills and linguistic proficiency
that are pertinent to their operational tasks.
The Telecommunications personnel competency is demonstrated by Certificate of Competence (Licence),
which is kept valid according to provisions of P.D. 304 (Presidential Degree 304 Gazette 209A/29-8-1996), as a
result of monitoring and maintenance the Telecommunications personnel skills.

17. ATSEP TRAINING GUIDELINES
The ATSEPs’ training of the HANSP is based in principle to the recommendations of ICAO, DOC 7192 Training
Manual, Part E-2 – Air Traffic Safety Electronics Personnel (ATSEP) and the provisions of the EUROCONTROL
Specification for Air Traffic Safety Electronics Personnel Common Core Content Training.
The ATSEP training proceedings are thoroughly described in the National Legislation “Ministerial Order
HCAA/D6/ Ε/33202/3782/28-08-1992 (Gazette 566/Β/17-09-1992) - Training Syllabus, as it was amended by
the HCAA Administrative Decision D6/E/2491/27-04-2005, and the provisions of the Presidential Decree 410 –
Gazette 174A/05-10-1993.
18. AIS STAFF TRAINING GUIDELINES
The AIS staff Training is provided at the Hellenic Civil Aviation Training Center (SPOA) and the relevant AIS

The necessity for ATFM personnel training and relevant training requirements derive from the EU Regulation 255/2010 laying down common rules on Air Traffic Flow Management, and particularly in article 14(1), defining that: Member States shall ensure that personnel of the parties referred to in Article 1(3) involved in ATFM activities are adequately trained and competent for their job functions. The ANSPs staff which perform ATFM functions under the remit of HANSA (all FMP posts, the Local ATFM staff, the AROs staff) are required to be adequately trained and competent for their job functions.
20. MET STAFF TRAINING GUIDELINES
The MET staff Training is provided by HNMS Meteorological School, the legal framework and the syllabus is
presented below:
HELLENIC NATIONAL METEOROLOGICAL SERVICE (HNMS) - METEOROLOGICAL SCHOOL
1. A Meteorological School operates within the Hellenic National Meteorological Service (HNMS). The
Meteorological School reports to the Governor of the National Meteorological Service. Its organization and
operation is governed by the following relevant provisions:
A. Presidential Decree 161/3-7-1997 "Organization, Regulation of the National Meteorological Service (HNMS)
of the Ministry of National Defense."
B. Ministerial Decision ΦΕΚ Β 1090/1-10-2000 "On the Rules of Internal Organization and Operation of the
Meteorological School of the Hellenic National Meteorological Service (HNMS)."
C. Amending Decisions ΦEK 696/7-6-2002, 1439/22-7-2008, 2151/16-10-2008, 2217/30-10-2008, 1840/23-11-
2010.
2. The mission of the HNMS Meteorological School is to provide basic training and specialization in
Meteorology as well as advanced professional training programs to the HNMS staff.
3. Military personnel of other branches of the Armed Forces and the Public services and Agencies may attend
the Meteorological School following a request from the head of their authority and competent approval by
the HNMS.
4. The Meteorological School may as well provide training to Meteorological Services’ and Organizations’ staff
of other states with charge or no charge of the provided education, as defined in the Regulation of

5. The Minister of Defense, on a proposal from the Governor of the Hellenic National Meteorological Service,
approves the Regulation of Organization and Internal Operation of the HNMS School of Meteorology, setting
out the more specific task of the organizational parts of the Meteorological School, the organization and
operation of staff training programs, student attendance and its duration, the conferred degrees and
certificates, examination tests and issues of teaching staff and any other necessary detail.
6. The compensation of the faculty of the HNMS School of Meteorology is regulated by Ministerial Decree
issued by authority of Article 41 of the Legislative Decree 721/1970.

21. TRAINING PROVIDER’S COMPLIANCE
CONTINUED COMPLIANCE
The certified Training Provider must notify HANSA of any proposed changes to the organisation that affect the certificate before any such change takes place, to enable HANSA to determine continued compliance with this document and to amend, if necessary, the Training Provider certificate.
1. HANSA may prescribe the conditions under which the certified training provider may operate during such changes unless HANSA determines that the certificate should be suspended.
2. HANSA will audit every certified Training Provider at appropriate intervals following certification. This audit will seek to confirm that the Training Provider is operating in accordance with the requirements for certification.
3. HANSA may conduct an audit, as required, where changes to the organisational structure of the Training Provider, to its QMS processes, its training facilities, its course design documents or unit training plans, so requires.

4. HANSA may elect to audit, at any time, any areas of a training provider's operations which are subject to the requirements of this document.
5. If HANSA finds that the holder of a certificate no longer satisfies the requirements or conditions of that certificate, it shall take appropriate measures, which may include revocation of the certificate.
If HANSA finds that the holder of the certificate issued, no longer satisfies the requirements laid down and any conditions attached to the certificate, it may take appropriate measures which may include the revocation of the certificate or withdrawal of recognition of the training certificate.
22. MONITORING OF TRAINING PROVIDERS ’ ACTIVITIES AND ENFORCEMENT
20.1 HANSA shall monitor compliance with the requirements and conditions attached to the Training Provider’s certificate.
20.2 HANSA shall audit the Training Providers on a regular basis with a view to guaranteeing effective compliance with the standards laid down in the Procedure.
20.3 In addition to the regular audit, HANSA may make unannounced inspections to check compliance with the requirements contained in the Procedure.
20.4 If HANSA finds that the holder of Training Provider’s certificate no longer satisfies the requirements or conditions (if any) attached to its certificate, it shall take appropriate enforcement measures, which
may include withdrawal of the certificate.
23. VALIDITY
The ATM/ANS Training Provider certificate will be valid for a limited duration period, defined by HANSA and
written on it.
24. RENEWAL OF CERTIFICATES
The Training Provider certificate renewal applications shall be submitted to HANSA six months prior to expiration date of the certificate, submitting, the updated documentation demonstrating continuous compliance the initial and ongoing certification requirements HANSA will issue a new certificate, subject to a satisfactory review of the compliance to the requirements and of any audits that have taken place since the issue of the previous certificate. If the application is not submitted timely the applicant may forfeit the right to continue providing the certified services for which the initial certificate was granted . In such a case a new initial certification procedure is applied.
25. RECOGNITION OF CERTIFICATES ISSUED BY OTHER EU MEMBER STATES.
HANSA shall validate the certificates issued by the National Supervisory Authority of any Member States,
though it may need to consult the respective authority/ies for disambiguation information purposes.

In this section, the Training Provider shall show how it complies with the requirements of the applicable European and National legislation regarding the provision of training services to ANS staff,. SECTION 1 - INTRODUCTION
In this section, the Training Provider will provide an outline of the course development process with details of participants, including operational input from ANS experts and any other professional sources. The following information shall be included:
a) proposed starting date of first course;
b) number of courses planned per annum;
c) planned minimum and maximum number of students on the course;
d) number of simulator training positions available for the course.
Section 2 –Compliance
Guidance
The course design document should:
a) show the timetable of lessons and practical exercises for the course, including details of any self -study arrangements. The timetable should show that briefings relating to practical (e.g. simulation, OST, OJT) exercises are provided to the students at appropriate times;
b) outline lesson plans showing the sub -topic to which the lesson relates,the underpinning knowledge and the assessment method by which the student’s performance is judged;
c) include details of the practical (e.g. simulation, OST, OJT) exercises showing how they increase in complexity and traffic loading through the course and the topics to which the exercises relate;
d) show the planned assessment scheme, with examples of assessment;
e) provide briefing details given to students on the assessment scheme;
f) show the process used to obtain student input concerning the extent to which the course meets its objectives.
SECTION 3-STAFFING
Staff details for those who will contribute to the course:
a) name;
b) topics in the course to which the instructor will contribute, showing whether directed towards theoretical or practical training or a mixture of both;
c) additional responsibilities in respect of the course or other courses, for example designated course manager;
