HARBOR COMMISSION MINUTES:

October 12th, 2020

PRESENT: Fisher, Hansen, Blesma, Berck, Bronkema

ABSENT: Wiltse, Orschel

CALL TO ORDER: Meeting called to order at 7:00 P.M.

APPROVAL OF MINUTES:

a. Regular Harbor Commission meeting held September 14th, 2020: Commissioner Hansen motioned, and Commissioner Blesma seconded to approve minutes from the regular meeting September 14th, 2020. All members present voting yes. Motion carried.

REPORTS:

a. Harbormaster Singleton presented the monthly report to the Commission. b. Council: Report presented by Trustee Bronkema c. Treasurer: Harbormaster Singleton provided up to date FY2020-2021 revenue and expenditure report.

CITIZENS COMMENT: 1 citizen comment PRESENTATION FOR BOAT RACE: Mr. Matt Soper provided the commission with a power point presentation for a potential power boat race located in East Grand Traverse Bay. Commission decided to have the Harbormaster put an email out to the seasonal slip holders regarding the potential of a race event. Additionally, the Commission requested that Chairman Fisher write a memo to Village Council exploring possibilities of hosting a race in 2021. OLD BUSINESS:

a. Bio-swale construction began October 5th b. Annual contract has been signed for new storage facility and all items have been transferred into new unit ahead

of the October 1st deadline c. Harbormaster has been selected by the Michigan Boaters Industry Association to the Operations Committee for

the State’s Clean Marina Program. Attended first board meeting 9/18. d. Harbormaster, 45th Parallel Marine and Great Lakes Diving and Salvage set date of construction for the last week

in October. e. Harbor Vista Condominium is proposing the Harbor as well as the Village help to fix the roadway parallel to the

upper harbor launch on Bridge St, which needs repair. DPW Superintendent observed with construction contractor that most of the damage to the street was caused by record high water levels and the current height of the water table. Stand by for updates.

f. Actively beginning a solicitation for potential dredging for the spring of 2021 g. Re-keyed all buildings, pad locks and storage closets on site at the Harbor h. Conducted safety audits on 3 vehicles and trailer making necessary improvements. New headlights, wipers, tires,

trailer wiring harness, fuses replaced in both pick-up trucks for trailer circuits and trailer brake lights i. New fuel hose reel ordered with 18” hose connector and check valve connector j. Continued maintenance of replacing pedestal light components, photocells, tripped red LED circuit board and

fuses

NEW BUSINESS:

a. Harbor received approval for barge and divers to conduct operations on damaged docks. 45th Parallel Marine Inc will begin working on or about the 21st of October. Great Lakes Diving and Salvage has been delayed until the following week.

b. Received 3 quotes for bathroom countertop, sinks and plumbing and presented to the commission. This is a budgeted project on the harbor’s capital fund for 2020. A motion was made by Commissioner Hansen to have Harbor Flooring fabricate and install the quartz countertop in both the men’s and women’s bathrooms. Motion

second by Commissioner Bronkema. A roll call vote was held with all commissioners voting yes (5-0). Motion passed.

c. French drain installed by harbor staff and RW Mercer for water sensor system in underground storage tank (UST) d. Receiving quotes for new hanging light fixtures in Pavilion e. Submitted application for floating dock extension on Elk River f. DNR not increasing transient or seasonal rates for 2021 season

1. Fabricated and installed new framework for bathroom counter tops 2. Ordered sinks, faucets, and lighting 3. Fixed with divers 13 slips, raised the fuel dock 1 foot, leveled boat launch dock 4. Tested and fixed visual red warning lights on power pedestals, ordered 18 replacements 5. Conducted preventative maintenance on power pedestals relays, wiring, control wiring on both

30 and 50 amp 6. Procured new night LED courtesy lights for power pedestals 7. Had 3 different commercial companies give estimates for fixing de-humidifier and all HVAC

related items in bath house 8. Winterized bath house and laundry, water completely off at harbor 9. Began painting both men’s and women’s bathrooms 10. Fixed sewage line at fuel dock, installed new fernco fittings 11. Built two new steps on fuel dock 12. New training material and schedule for staff in spring of 2021 13. Contracts sent out for 2021 seasonal boaters 14. Barge winterized, small equipment winterized and stored 15. Counter tops in day room measured for refit 16. New lights came in for over grill area 17. Safety panels installed on overhead heaters at bbq area 18. D&W Mechanical conducted tri-annual boiler inspection in accordance with Michigan Licensing

and Regulatory Affairs regulations, certification current
