The HIYC Member Handbook sums it up

Following an age-old tradition of yacht clubs, the second Sunday in January (after New Year’s Day) is designated as the “Change of Watch”, whereby the new officers for the coming year are inaugurated. Other happenings on the

agenda include the recognition of members’ achievements over the past year, with this occasion being the opportunity

for club members to witness and celebrate these achievements.

Cathy Cobb, and last year’s winner Bruce Richards present the Cully Cobb Memorial Trophy to this years deserving recipient Chuck Konesky. Chuck is this year’s member who most exemplifies the Corinthian spirit of sailing so exhib-ited by Cully at Harbor Island.

Dave Brandon accepts this year’s Caldwell Service award with Carolyn at his side. This award is in honor of Jack Caldwell and the service he provided to racing at Harbor Island for many years. The award was pre-sented by our Treasurer Fred Beasley.

Sea Scout News

January 13th – 15th two Sea Scout teams participated in the Seventh Annual Klondike Derby at Latimer High Adventure Camp near Fall Creek Falls State Park. Ten of our youth participated with 5 boys on the Team Le Beouf sled, 4 girls on the Team Charlie sled while one of our youth assisted with running the event. They were competing against 10 other sled teams from around Tennessee. The weather was not very Klondike-ish with highs in the 60s and the overnight low 50. The mud was torturous! The youth used strategy to compete not only pulling their sleds but also in the 10 skill challenges presented to them during the event. Our youth experiences ranged from never camping to extended camping on the Appalachian Trail. The boys kept their sled light carrying all their personal gear in backpacks, While the girls just had everything on their sled and did not run so as to conserve energy. Some of the challenges were Knot tying, Brain vs Braun, Mountain Bike Relay, Rifle shooting, cooking and several problem solving challenges including the use of a 3 and 5-gallon bucket to get an exact 4-gallon measure. Only with the exact 4-gallon measure could an incapacitated team member be moved to the next challenge. Our teams were able to complete all of the challenges and they ended each day worn out but smiling. The boys team made it to the top 5 for the cooking completion and the girls brought home the Best Team Effort Trophy. Ship 851 has an amazing group of Scouts and we are privi-leged to share their experiences.

Upcoming events: The youth of Sea Scout Ship 851 will be presenting a Youth Training course open to all Venturing Crews and Sea Scout ships in our area. This we hope to accomplish towards the end of February.

Our annual TWRA Boating Safety Class will once again be held this spring and is for youth 12 and over. The safe boating certificate is required by law for youth to be able to operate a boat with a motor.

Middle Tennessee Scout Pfeffer Regatta. Once again the youth and adults of HIYC’s Sea Scout ship 851 will be hosting this event for which crews from multiple states are known to participate.

Due to the Corps requirement to reduce the number of boats on moorings the Sea Scouts have two boats for sale, Athena our Pearson 26 and Coyote our North American Spirit 23, contact Andy or Brian if interested. Note that these boats must leave the club.

COMMODORE’S

COMMENTS

As your new Commodore, I want to welcome all to what promises to be a wild year of excitement and challenge. With our new Jr. Governor John Marshall and Secretary Bob Carlton, Harbor Island Yacht Club members can rest assured that this Board of Governors is as strong a team to meet these challenges as I have seen in my 26 years of membership. There are a few new Committee Chairs as well for 2017. We welcome new House Managers Markley and Julie Gordon! Julie will keep the House Calendar. This year, all events will be transparent as to their sponsor & purpose on the calendar. Powerboats will be managed by John Robertson and Jim Milliman. The Club Catalina has new partners in Tom and Kaye Mason. The “go-to” guy for all things moorings is HIYC Iron Man, Don Kaufman! The Board also voted on new Long Range Planning members: John Robertson, Cindy Lovelace, and Don Kauf-man. Thanks to all who served in these capacities in the past!

Going forward, we are in a sea of change. The Board is committed to make the transition to a smaller mooring field a shared and supportive endeavor, with every member onboard! Long range, the simple fact is that we will have to make room for boats that are sailed with some frequency both from the land and from the water in order to sustain growth of an active sail-ing club. In the shor t run, that means moving stored or unused boats away from HIYC. In late 2016, then Commodore Fortune and I met twice with the Corp of Engineers after receiving notice on our non-compliance according to the terms of our 2005 lease (See Figure 2). The aerial overlay, Fig. 1, at right from the US Corp of Engineers says it best: The dark red is our lease area of 11.51 acres. The light blue; approx. 8.4 acres, is everything we have to remove. We pled our case for forgiveness and alternatives, but to no avail.

The specifics of this report can be found below (Figure 2, “Report of Compliance…”), 20 Sept 2016. We did request additional water acreage as the report mentions, but that request was denied. Notice the amount we currently pay the Corps to lease 11.51 acres: $6770 annually. This amount is bound to rise as well dur-ing this review. Your Board is working tirelessly to identify the least painful solutions, but we need your help as well. If you have unused boats and/or trailers stored at HIYC, please consider taking them home or to a better storage facility.

In order to meet these challenges, it has necessitated that our past laissez-faire attitude toward stored and unused boats is no longer a viable business plan for the future of HIYC. Some members with multiple, stored, and/or derelict boats will be asked to remove them as soon as possible. We’d hope as a supportive member, no other action other than this request will be necessary. Policies concerning Mooring and Slip Wait List will be updated and revised to reflect much needed and streamlined approaches to establishing ownership with proper insurance and registration. No one, especially me, enjoys to be in this position at this point in time; but as your Commodore, I ask for your support as I willfully accept this responsibility and promise to serve this club and each of you to the best of my ability going forward.

Cruiser Regatta – February 25, 2017

INVITATION - Harbor Island Yacht Club cordially invites you and your crew to attend the 1st Annual Mardi Gras Cruiser Regatta, February 25, 2017 on Old Hickory Lake in Old Hickory, TN.

RULES The regatta will be governed by the rules as defined by The Racing Rules of Sailing (RRS). Changes to the following RRS sections will be made for this regatta: 29.1 (Individual Recall), 32.2 (Shortening of Course after the

Start), 33(a) (Changing the Next Leg of the Course), 35 (Time Limit and Scores), 42.3(h) (Propulsion-Exceptions), 44.2 (Two-Turns Penalty), 61.1(a) (Informing the Protestee), 62.1(a) (Redress), A2 (Series Scores), A4.1 (Low Point Scoring System), A8.2 (Scoring – Series Ties), A11 (Scoring Abbreviations), Race Signal AP (Postponement).

SAILING INSTRUCTIONS - The Sailing Instructions will be available at registration. A draft is available at www.hiyc.org. CLASSES - Light A, Heavy A, Heavy B, and C classes are anticipated for this event ELIGIBILITY AND ENTRY

The regatta will be open to all cruiser or racer/cruiser boats properly registered with HIYC. Participants may enter the race by complet-ing registration at the table in the HIYC clubhouse before the skippers' meeting.

Each boat sailing in a handicap class must have an established PHRF rating that has been assigned by the HIYC-PHRF Committee. If your boat is not listed on the HIYC Ratings List, please submit a HIYC Rating Application prior to the regatta. To obtain a PHRF rating, please contact Peter Bennett at [email protected]

FEES - The Regatta registration fee is $20.00. Sign-ups at hiyc.org. SCHEDULE

SATURDAY February 25, 2017 9:00 am: Registration, Coffee and Donuts 10:00 am: Skippers’ Meeting 11:25 am: Warning Signal

RACING The racing will consist of river distance courses for all classes. One race will constitute a series. No races will be started in less than three (3) knots of sustained wind as determined by the Race Committee.

THE SITE, RACING AREA AND COURSE Harbor Island Yacht Club will be the site of all shore-side activities. The racing area is between mile Cumberland River 216.5 and mile 227 on Old Hickory Lake. The Distance Course will begin at a start-

ing line between mile 220 and mile 225. The course will be further described in the Sailing Instructions. The course, set on Old Hickory Lake, may intersect the navigational channel. Commercial traffic (barges) and deep-draft craft in the

channel have right-of-way over sailboats and must be treated with utmost respect. When a boat sailing under these rules meets a vessel that is not, the rules of Part 2 (When Boats Meet) are replaced by the Inland Navigation Rules. Any boat impeding the passage of a right-of-way vessel is subject to protest by the race committee or the protest committee.

ON-THE-WATER COMMUNICATIONS – VHF radio channel 68 will be used by the Race Committee for warnings and communications to the competitors while on the water. All competitors are required to have and use a VHF Radio.

PRIZES - Trophies will be awarded for all classes to the top three (3) finishers. WAIVER - Competitors in this event are participating entirely at their own risk. See RRS 4, Decision to Race. Competitors agree that the

race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. As an inducement to the race organizers to produce the regatta, each competitor agrees that by participat-ing in this event each competitor is deemed to have waived all claims against and released the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law and is deemed to have warranted that he has obtained this same release of the race organizers by each crew member.

INSURANCE - Each participating boat shall be insured with valid third-party liability insurance. 13. LAUNCHING & ACCESS - Launching, docking and hauling may be done at Harbor Island Yacht Club free of charge. Access to the club is through a security gate. The Winter Series Races for 2017 start with the Change of Watch regatta and run every Saturday until February 18. With the exception of the Change of Watch regatta, races 2 to 7 are pursuit starts. The winter series is self monitored. There is no committee or chase boat. Competitors sail at there own start time and at their own risk. There is no formal skipper meeting the day of the race. However if there are circumstances or weather changes that lead to an informal meeting leading to cancellation of the race or change of race course, this is acceptable and encouraged. The criteria for a race to be held is when the temperature is 40 degrees or greater established by the forecast at10:00 PM Friday night on Channel 4. There are two race course options. A 5 mile and 8 mile course will be determined by wind speed. The course choice will be posted on the club house race board. If it is predicted with an average of 5 MPH we will use the 5 mile course. If it is predicted greater than 5 mph we will use the 8 mile course. The spirit of the Winter Series is to develop crew, try different tactics, and have fun.

*** New Members *** Iain and Christine Montgomery have been married just over a year. Iain works as a Producer in Nashville, sailed as a kid and got interested again about 8 years ago. Most of his experience is on the bow of an S2 7.9, but he's been skippering his own V15 for the last couple of seasons and is looking forward to doing more dinghy and big-boat sailing at HIYC. Christine works as an equine veteri-narian in Franklin and crews with Iain occa-sionally. She's also sailed some regattas on big boats. Besides sailing, they enjoy hik-ing, camping and running with their dog, Wheaties.

Astute readers will notice that no names are on this month’s waiting list. Our historical records are a mess and have not been accurately maintained or updated. Consequently we are asking Members who wish to be added to send an email to the man-ager of this list, Rear Commodore Fortune at [email protected] Very sorry for this inconvenience; but, a minute of your time will facilitate an accurate report of who actually wants what.

Members being assigned slips are, at this time, only responsible for payments into the dock maintenance and utility fund, which varies by dock, except for C Dock. All slips on A Dock are fully amortized and there is no fee to be move in. Slips on B Dock are also fully amortized and there is a $500 maintenance fee to move your boat into a slip on that dock. The newest slips are on C Dock and the unamortized value as of January 1, 2017 is $4,818, so if you move your boat there, that will be the amount of the check you write to the original investor. Formerly known as the Causeway Dock, the D Dock is fully amor-tized; but, the maintenance fee is $250. Mooring Field fees are, at present $100 annually, assessed to Members who have assigned balls on January 1. Presently, no new moorings will be awarded until we sort out our lease with the Corps. Also, as Commodore Butler has announced, there is a concerted effort to move boats off premises which are, basically, stored and not realistically going to be sailed in the foreseeable future. This means keel boats on trailers, although the Board will be re-quiring Members with multihulls and dinghies on trailers that are not sailed to be moved also.

Slips, as they are vacated, are awarded to Members based on their seniority. Please note, if your dues are past due your name will not be added to the waiting list and if you become delinquent, your name will be removed from the list. If your boat is permanently in a slip, your name will not be added unless you commit to move to another dock if a slip becomes available. Further, Club policy now limits Members to one keel boat on premises per Member, so multiple boats on balls will no longer be permitted.

Volunteers, in particular your hard working Board and Fleet Admirals are working on assisting Members who wish to move their boats – either by sharing a trailer or crane or finding a service to haul boats to a dump. The Sea Scouts and the Nash-ville Sailing Foundation will not be accepting “donations” of keel boats, as there is no room for them on HIYC property, in slips, on a ball or in the parking lot.

Put on your foul weather gear and layer up for the Frostbite series of racing on Old Hickory Lake. Gather in the clubhouse at noon and race at 1:00 pm every Sunday throughout January and February. Meet again after the race for a hot toddy if you like.

In accordance with the rules for docks and moorings published in 2015 we are re-quiring the following: · All members wishing for a 2017 mooring assignment must fill out an application. · The application must have attached a copy of your certificate of insurance and a copy of your current TWRA Registration Card. · You must state that your boat is in condition to be sailed, and if not must de scribe the required work and indicate a timeline for the completion of the repairs. · The Club Treasurer must confirm that your membership is in good standing with all dues and fees current. · Your mooring application must be received by Jan 31, 2017. · Initial assignments will be made in early February. · We will begin a reconfiguration of the mooring area in the spring with a goal of moving as many moorings as possible into the permitted mooring area.

The Alive Hospice O. L. Shultz Regatta joins Alive Hospice of Middle Tennessee and HIYC. This race is part of the National Hospice Regatta Alliance. It's named in honor of former Commodore O. L. Shultz, an active racing sailor served by Alive Hospice. The race this year will be on Saturday April 1st, and Saturday April 8th. Save the date.
