Suggested Codes for Jute and Jute Products

& Product Descriptions

Preface

The Harmonized Commodity Description and Coding System [Harmonized System-HS] of

commodity classification developed by the World Customs Organization (WCO), Brussels

has been in use throughout the world since the late 1980s. Each item is categorized under a

definite code number which facilitates its identification and makes its trade and trans-border

transportation easy and free from complexities. As per WCO procedures, the HS codes

beyond 6 digit level are country-specific ones. Each country has its priorities of sub-dividing

the sub heading of HS Codes. The same code may, therefore, mean different products from

country to country.

Jute and jute products are mainly produced by Bangladesh, India, China, Thailand, Nepal and

Myanmar. Jute and jute products have been assigned HS Code numbers by the respective

Customs Organizations mainly based on the request and demand from traders and consumers.

It is advantageous for the producing countries to use the same HS codes for the same product

to the extent feasible. This will also help traders and consumers in importing countries. It is

also observed that descriptions of the same jute product of different countries are not uniform

as some have described one item briefly and some have described elaborately. This also

creates problem in fully understanding the items.

To make the system simple and free from confusion, the Secretariat of the International Jute

Study Group (IJSG) felt it is necessary to prepare Common HS Codes for jute and jute

products which could be used by all concerned in an effective way.

The broad objective is to facilitate the preparation of Common draft HS Codes with product

descriptions to avoid confusion among the traders and consumers for easy marketability of

jute products. The final decision to accept these recommendations will be taken by the

respective Governments.

In view of the above the IJSG Secretariat placed a project proposal entitled “Preparation of

Common HS Codes for Jute and Jute Products including Product Descriptions” in the

Third meeting of the Committee on Projects (COP) held on 20-21 October, 2003 which was

approved.

The IJSG Secretariat organized the first Working Group meeting on the preparation of

Common HS Codes at its Headquarters in Dhaka on 28 January 2004 under the chairmanship

of Mr. Md. Abdur Rahim, Secretary, Ministry of Jute, Government of the People’s Republic

of Bangladesh. The representatives from Ministry of Jute, Ministry of Commerce, National

Board of Revenue (NBR), Federation of Bangladesh Chamber of Commerce and Industries

(FBCCI), Bangladesh Jute Mills Association (BJMA), Bangladesh Jute Association (BJA),

Bangladesh Jute Mills Corporation (BJMC), Bangladesh Tariff Commission (BTC),

Bangladesh Standards and Testing Institute (BSTI), Controller of Imports and Exports

(CI&E) attended the meeting.

It was decided that in the meeting efforts will be made to harmonize the description and code

numbers within the parameters set by WCO and alignment to the descriptions with the

international organizations will be attempted to the extent possible.

The Second Working Group meeting was held in Kolkata on 25 February 2004 under the

chairmanship of Mr. S. Majumder, Jute Commissioner, Ministry of Textiles, Government of

India. The meeting was attended by the Secretary General of IJSG, Commissioner of

Customs (Port), Kolkata representatives of National Centre for Jute Diversification (NCJD),

Jute Manufacturers Development Council (JMDC), Bureau of Indian Standards (BIS),

Directorate General of Commercial Information and Statistics (DGCI&S), Directorate of

Foreign Trade (DGFT), Indian Jute Mills Association (IJMA), Calcutta Jute Fabrics Shippers

Association (CJFSA), Ambica Multifiber Ltd.

The representatives felt it is necessary that harmonization of codes of both India and

Bangladesh as well as other jute/kenaf producing countries will improve trading opportunities

and facilitate business developments. It was also felt necessary that the new diversified jute

products may be classified for consideration on their predominance in essential character and

application. Furthermore, jute items or products that do not have specific code numbers could

be fitted in at appropriate places between existing codes. It was also decided that the 6 digits

codes have to follow exactly the same description /codes of WCO and with a view to

improving the understanding of jute products, some descriptions will be explained/ clarified

whenever necessary.

The Third Joint Working Group Meeting was held under the Chairmanship of Mr. T. Nanda

Kumar, Secretary General, IJSG on 28 July 2004 at IJSG Secretariat, Dhaka. The meeting

was attended by Mr. S. Majumdar, Jute Commissioner, Ministry of Textiles, Government of

India, Mr. A.K. Das, Commissioner of Customs (Port) Kolkata, Mr Ashish Kumar Paul,

Deputy Secretary, Ministry of Textile and Jute, Government of Bangladesh, Mr. Atiqur

Rahman, First Secretary, Customs, Policy and Budget, National Board of Revenue (NBR),

Dhaka and Mrs. Reba Rani Saha, Deputy Controller, Office of the Controller of Imports and

Exports, Ministry of Commerce, Government of Bangladesh.

It was decided in the meeting that an Expert Drafting Committee be formed under the

chairmanship of Mr. S. Majumder, Jute Commissioner, Government of India with Mr. Atiqur

Rahman, NBR, Dhaka and Mr. A. K. Das, Commissioner of Customer (Port) Kolkata as

members to finalize the report.

Based on the recommendations of the meetings and the report of the Expert Drafting

Committee, the final report of the Compilation of Harmonized System (HS) Codes for Jute

and Jute Products & Product Description has been prepared.

This report is recommendatory in nature and the governments concerned may adopt these

suggestions to extent feasible.
