•Per OPNAV direction, future NTSPs are to be electronic versions posted on applicable web based database.

•New instruction 1500.76C - mandates use of SPAWAR HARPS database.

–Scheduled for distribution later this year

What is HARPS

The Human Analysis & Requirements Planning System (HARPS) provides:

•A platform and guidance for data collection and analyzes supporting efficient management of the human element of work for a materiel solution.

•Automated business processes and workflow to collaboratively define, analyze and document human demand signals for the Manpower, Personnel, & Training (MPT) communities.

Background

•Developed under agreement with the Virtual Systems Command for Human Systems Integration (HSI VS)

–MOA Signed out by all of the SYSCOM Commanders

•SPAWAR, NAVAIR, NAVSEA–HSI Integrated Architecture development identified processes most ripe for automation

•Initially funded by CONGRESS–Part of the larger SEAPRINT Project

•Implemented by OPNAV N151 •Developed/Maintained by SPAWAR
