REGULAR MEETING MINUTES MONDAY, OCTOBER 19, 2015

Prior to the Call to Order, the Board Secretary read the following statement:

“Once the meeting is called to order no public comment slips will be accepted by the Board. Public comment is limited to Harrisburg City residents only. School District Policy 903 will be followed during the Board of School Directors public meeting. Copies of this policy are on the table in the back of the room.”

The Board of School Directors of the Harrisburg School District held a regular meeting on Monday, October 19, 2015 in the boardroom of the Administration Building, 1601 State Street, Harrisburg, PA 17103 pursuant to due notice to each Board Member. Jennifer Smallwood, President, Board of School Directors, called the meeting to order at 7:00pm followed by the flag salute.

6. PUBLIC COMMENT-AGENDA ITEMS (Time limit of three minutes per person) 1. Sylvia Regal-609 Curtin Street-questioned Item 8.8L, why there is no librarian and money is being

transferred out of that account and Item 9.3H and whether it is needed due to the state budget impasse.

2. Rufino Megbajo-1420 Walnut Street, Apt. 2-commented on the fact her kindergarten son must walk a mile to School School alone because of her work schedule. She stated that is unacceptable for a young child. She stated there are no reliable crossing guards on the route her son must walk to school. Ms. Smallwood commented that the district is looking into additional transportation, however, it cannot be promised, as the state does not reimburse for all bus transportation.

Marshall Math & Science Academy's Hispanic Awareness Month 7.2 Harrisburg Public Schools Foundation-Karen Snider, Executive Director

Ms. Snider reported the Foundation received $92,000 in mini-grant requests from district teachers, however, there is only $29,000 available; congratulated Ms. Smallwood and Dr. Utley for recruiting people to adopt classrooms; reminded the public about the clothing bins available on school campuses as a way to raise money for the Foundation; reported the annual Pancake Breakfast netted $15,000 for the district’s homeless program, and reminded the public about the Barnes & Noble Book Fair on Saturday, October 24, 2015.

7.3 Academic, Instruction, and Student Services Committee-Destini Hodges, Chair Ms. Hodges reported the Committee met on September 22 at 6:00pm in the boardroom and discussed PBIS, Explore programs, curriculum implementation, gifted program update, and heard staff testimonies regarding the new curriculum.

7.4 Ad Hoc Negotiations/Human Resources Committee-Jennifer Smallwood, Chair Ms. Smallwood reported a teleconference was held on September 29 from 5:15-6:00pm to discuss personnel actions for the October 19, 2015 agenda.

7.5 Budget, Facilities, and Finance Committee-James Thompson, Chair Mr. Thompson reported that the two monthly meetings were held in early October, that the Board will consider a bond refinancing this evening in the amount of $10 million for a savings of $382,000 and closing is expected to take place on November 24. Mr. Nick Falgione, PNC, was present to provide details and answer questions. Mr. Thompson thanked Mr. Falgione and his team and Mary Powell, Esq. for their perseverance in helping the district to monitor this matter. He reported we are half-way through the GESA project and bringing buildings into better

7. REPORTS 7.5 Budget, Facilities, and Finance Committee-James Thompson, Chair-continued

environmental control. Mr. Kyron Robinson, of ProRank, gave a detailed presentation to the Board regarding its findings about the participation rate of Minority, Women, and Disadvantaged Business Enterprises in the district. He stated McClure has been very cooperative and sees the ProRank findings as an excellent first step for the district to increase M/W/DBEs participation. ProRank recommends placing goals in contracts to ensure active recruiting and implementation of the Board’s goal for increased participation. Ms. Lawson praised the report, citing this has been a priority for her as a board member. Ms. Smallwood stated she would like to have the M/W/DBEs participation policy on the November 16 board agenda for a first reading. Mr. Thompson noted a 30% increase in student enrollment from this time last year and we should keep this in mind as we make places for the future. The September Treasurer Report shows a fluctuation in cash on hand as the state endures a budget impasse. The District receives local revenue to sustain operations and we have a $30 million fund balance. Next month the District has a $10 million debt payment. As we move into the beginning of creating the 16-17 SY budget, we will have to consider taxes.

7.6 Community Relations Committee- Danielle Robinson, Chair Ms. Robinson reported no meeting was held this month and the next meeting is October 28 at 6:00pm in the boardroom. She is meeting with the parent liaisons to discuss rotation of location for the Committee meetings.

7.7 Harrisburg Community College Delegate Report-Lola Lawson Ms. Lawson reported no meetings have been held. 7.8 Capital Area Intermediate Unit Delegate Report-Patricia Whitehead-Myers

Ms. Whitehead-Myers reported highlights of the September meeting were distributed to board members by email. The next meeting is on October 28 at the Summerdale office.

7.9 Chief Recovery Officer-Dr. Audrey Utley Dr. Utley reported the CRO Advisory Committee will meet with the Academic, Instruction, and Student Services Committee next Tuesday to hear a presentation about the District’s three-year Comprehensive Plan (2016-2019) and that an administrator’s handbook is under development.

7.10 Policy and Procedure Committee-LaTasha Frye, Chair Ms. Frye reported there was no meeting this month. The next meeting will be November 12 at 6:00pm in the boardroom. She stated the M/W/DBEs participation policy will be on the November board agenda.

9. FISCAL MATTERS 9.3 Contracts/Agreements/Memoranda of Understanding

The Administration recommends approval of the following items subject to the final review of the Interim Chief Financial Officer and Business Administrator and District Solicitor:

9.3A Emerson Network Power – approve the renewal of the agreement with Emerson Network Power for the maintenance contract for the UPS (batter back-up) units for the Data Center at a cost of $8,138.88.

9.3B Dauphin County Drug and Alcohol Services MOU – approve a four year renewal

agreement with the Dauphin County Department of Drug and Alcohol Services to provide on-site services for students with drug, alcohol and tobacco problems at no cost to the district.

9.3C E-Rate Consulting Contract – approve the renewal contract with Tritt-Schell Consulting

Services for E-Rate application consulting for the period July, 2016 through June, 2017 (“Year 2016 E-Rate) in the amount not to-exceed $45,000. The prior contract was for a not-to-exceed $55,000 and the total billing equaled $35,000 for the fiscal year.

9.3D Independent Contractor Agreement – approve a contract with Dr. Gerald L. Fowler to

provide professional development services in vocabulary development strategies at a rate of $800 per day for a period of six (6) total days.

9.3E Independent Contractor Agreement– approve a contract with Diane Harris to provide

ASPIRE Assessments and demographic information on students at a rate of $50.00 per hour for the period September 23, 2015 through June 30, 2016 at a not-to-exceed cost of $20,000.

9.3F Independent Contract – approve a contract with Eisenhart and Associates Educational

Counseling, Newville, PA to conduct ten days of professional development on content vocabulary development at a rate of $300 per hour ($150/hour for preparation) not to exceed $20,000.

9.3G Nativity School Food Services Agreement – approve the renewal of the PDE 3086

contract with the Nativity School, 2135 North 6th Street to provide meals to students based upon their daily participation and reimbursement.

9.3H Interpreter Services Quote – approve a quote with the Latino Connection for interpreter

services throughout the school district at a cost of $95.00 per hour for the first 200 hours of service.

9.3I Barak Drama Ministries, Inc. – approve a contract with Barak Drama Ministries to provide

mentoring to Marshall students as part of the Gear-UP program at a cost not to exceed $2,000.00.

9.3J CMI Woodward Proposal – approve a contract with CMI to provide complete

specifications on the removal of hazardous materials from the Woodward School at a cost not-to-exceed $3,000. Additional cost of $500 per day to monitor the removal of the materials and provide testing at a cost not-to-exceed an additional $3,000.
