Introduction - 1

This report presents 2008 results for the Rift House/Burn Valley neighbourhood area, and comparisons with data from Hartlepool Borough as a whole. National comparisons are included where available.

The household survey was first undertaken by Ipsos MORI Social Research Institute in 2004 on behalf of Hartlepool Partnership, Hartlepool NDC and Hartlepool Borough Council, and it was repeated again in 2006 and 2008.

Rift House/Burn Valley results are based on 85 interviews conducted face-to-face in home among residents aged 16+ between April-October 2008. In 2004 and 2006 the neighbourhood was referred to as ‘Brinkburn/South Park’ and results are based on 84 and 88 interviews respectively. Hartlepool Borough results are based on interviews conducted across all neighbourhood renewal areas and wider Hartlepool: 1,365 in 2004, 1,249 in 2006 and 1,371 in 2008.

The source for national comparisons are shown as footnotes. Note that many of these should be viewed as indicative, given slight differences in how questions are asked, differences in timing and fieldwork approaches.

Introduction - 2

Data are weighted to correct for multiple dwellings or households at addresses. Data based on individual responses are also weighted to reflect the number of adults aged 16+ in each household and by gender and age profiles for the Borough based on updated census information.

For questions based on all respondents, differences of 16 percentage points are required between the 2004, 2006 and 2008 figures for Rift House/Burn Valley to be sure they represent actual changes and are not due to chance. Similarly, when comparing the figures for Rift House/Burn Valley with Hartlepool Borough, differences of more than 11 percentage points are required to be sure they represent actual differences. However, smaller differences may still give an indication of direction of change.

Satisfaction with area

Four in five residents (80%) of Rift House/Burn Valley are very or fairly satisfied with the area as a place to live.

This is a consistent with Hartlepool Borough as a whole (86%) as well as nationwide figures (85%).

Satisfaction with the area as a place to live has remained consistently high in Rift House/Burn Valley since 2004.

Quality of life

About nine in ten Rift House/Burn Valley residents (89%) rate their quality of life as very or fairly good.

This is the same as the proportion that do so across Hartlepool Borough (89%) and is in line with the views of residents nationwide.

Again, residents’ views of their quality of life in the neighbourhood have remained consistently high since 2004.

Improving quality of life

Priorities for improving the quality of life in the area are similar in Rift House/Burn Valley to Hartlepool Borough as a whole.

Suggestions relating to roads and transport, particularly parking provision and the speed/volume of traffic, are most commonly mentioned as ways of improving the area (40%).

Issues relating to the environment (35%), such as the general appearance of the area and litter/rubbish, are also frequently mentioned, as are issues relating to children/young people (32%) such as play areas for young children and facilities for teenagers.

In employment

Two in five (39%) Rift House/Burn Valley residents are in paid work in 2008 and this is significantly lower than the proportion in Hartlepool Borough as a whole (51%).

Overall there has been little change over time in the proportion of residents in the neighbourhood who are in paid work.

Eleven per cent of Rift House/Burn Valley residents are unemployed.

This is slightly higher than the proportion across Hartlepool Borough as a whole, but not significantly so, and has remained constant since 2004.

Work status summary 2008

When looking at the work status of all household members aged 16+, just over half in Rift House/Burn Valley are economically active and just under half are in paid work.

Rift House/Burn Valley residents are slightly less likely to be economically active and in paid work than residents of Hartlepool Borough.

Rift House/Burn Valley residents are about as likely to be registered unemployed (8%) – and economically inactive (46%) – as residents of Hartlepool Borough (5% and 42% respectively).

More than a quarter (29%) of Rift House/Burn Valley households have a gross weekly income of less than £200 and the same proportion earns between £200 and £500.

Only four per cent have a weekly income of £700 and above.

This is very similar to income levels across Hartlepool Borough as a whole.

About one in ten households (9%) in Rift House/Burn Valley have a weekly household income below £100 per week.

This is on a par with Hartlepool Borough as a whole (9%) but higher than the national level (3%).

Safety after dark

Just over half (56%) of Rift House/Burn Valley residents feel very or fairly safe walking alone in their area after dark, a decline from 71% in 2006.

This is similar to the proportion in Hartlepool Borough who feel safe doing so (62%).

Nationally, the figure who feel safe is slightly higher – around seven in ten (69%).

Area getting safer

Three in five Rift House/Burn Valley residents (62%) feel that the area is about as safe as it was three years ago. This is the same as in Hartlepool Borough as a whole (65%).

About one in six (16%) feel that the area has become less safe, similar to 14% for Hartlepool Borough.

A similar proportion (17%) feel the area has become more safe in the last three years, compared to 14% for Hartlepool Borough.

About three in five (59%) Rift House/Burn Valley residents are very or fairly satisfied with the quality of the service provided by the police. This has improved significantly from 43% in 2004.

Neighbourhood satisfaction is consistent with Hartlepool Borough as a whole (62%), which has also experienced a significant rise in satisfaction levels from 48% in 2004.

Serious problems 2008

About one in eight Rift House/Burn Valley residents think that disturbance from crowds and gangs and drug dealing or use are serious problems in the area (13% and 12%, respectively).

Vandalism, graffiti and deliberate damage to property are seen as serious problems by one in ten residents (10%), while 9% identify car crime as a serious problem.

The opinions of Rift House/Burn Valley residents match those of residents of Hartlepool Borough as a whole when considering issues that may be serious problems.

Disturbance from crowds and gangs or hooliganism is the issue most commonly identified by Rift House/Burn Valley residents as a serious problem in the area (13%). This remains at the same level as in 2004, after declining slightly in 2006.

The neighbourhood is in line with Hartlepool Borough as a whole (11%).

Drug dealing/use

The proportion of Rift House/Burn Valley residents concerned about drug dealing and use has remained constant since 2004 (at 12%), while the borough has experienced a significant decline over this time (from 21% to 13%).

Both the neighbourhood and Hartlepool Borough are now in line with national figures for concern about this issue.

One in ten residents (10%) of Rift House/Burn Valley think that vandalism, graffiti and other deliberate damage to property is a serious problem in the area.

This proportion has declined slightly, but not significantly, since 2004 and is consistent with the views of residents across Hartlepool Borough (10%) and nation-wide (9%).

Just over two in five (44%) Rift House/Burn Valley residents say that their health has been good over the last 12 months.

This is about the same as the proportion of Hartlepool Borough residents who say this (49%) but is significantly lower than the national figure (62%).

Long standing limiting illness

Over one in five (22%) Rift House/Burn Valley residents say that they have a long standing illness or disability that limits their activities.

This has improved from 39% in 2004, and has taken the neighbourhood to a level slightly lower than the Borough as a whole (29% in 2008) and in line with the national level (19%).

Healthy eating

Less than one in ten Rift House/Burn Valley residents (8%) say that they eat five portions of fruit or vegetables every day. This is lower than the those who do so in Hartlepool Borough as a whole (18%).

The proportion of neighbourhood residents eating five portions daily has dropped significantly by 17 percentage points since 2006, but the proportion who say they never eat five portions has also dropped significantly by 19 percentage points.

8% of Rift House/Burn Valley residents never eat five portions of fruit or vegetables a day, compared with 12% in Hartlepool Borough as a whole.

Compared to 2004, more people in the neighbourhood are eating five portions a day at least three or four times a week, bringing Rift House/Burn Valley into line with the Borough as a whole.

Smoking

Three in ten Rift House/Burn Valley residents (31%) smoke cigarettes, similar to the proportion in Hartlepool Borough as a whole in 2008 (30%) and relatively unchanged since 2004.

The proportion of the population nationwide who smoke is significantly lower (22%).

Length of residence in area

About two in five Rift House/Burn Valley residents (42%) have lived in the area for between 5 and 20 years; a further 35% have lived there for more than 20 years.

The pattern of length of residence in the neighbourhood is similar to Hartlepool Borough as a whole, although residents across the borough are slightly more likely to have lived there 20+ years and less likely to have lived there between 5 and 20 years.

Key findings - 1

Rift House/Burn Valley is a neighbourhood where many residents have lived for five years or more and where the vast majority are either social renters or owner occupiers.

Perhaps because of this, satisfaction with the area as a whole is very high, as are ratings of quality of life and a feeling of being part of the local community.

However, satisfaction with accommodation is lower than the borough-wide average.

Rift House/Burn Valley residents are also now less likely to feel that they can influence decisions that affect their area.

Residents in Rift House/Burn Valley feel similarly to the residents of Hartlepool Borough as a whole about many common neighbourhood problems. Similarly, their feelings of safety and satisfaction with the police are not significantly different.

The issue of teenagers hanging around on the streets is considered to be a serious problem in the Rift House/Burn Valley area, more so than in Hartlepool Borough as a whole.

Key findings - 2

Fewer residents in the neighbourhood feel safe walking in the area after dark; however, overall feelings of safety have remained constant since 2004.

Rift House/Burn Valley residents tend to rate their health over the last year highly, though they eat slightly less healthily than other residents across Hartlepool Borough. The proportion of long standing limiting illness has decreased significantly over the past four years.

While most people don’t feel they need to improve literacy and numeracy skills, maths skills are most commonly identified as needing improvement.


Recommended
