As Lincoln grows in size and density,planning for future parks and openspaces becomes increasingly moreimportant. Designed correctly, openspaces can create a setting thatencourages further reinvestment whileimproving the appeal of the community,not only for those living or workingdowntown, but also for visitors.

Lincoln has already invested in anumber of existing and planned parksand open spaces. In addition, thequadrangles, paths, and open spaces onthe UNL campus comprise an extensivesystem contributing to the overallcharacter of the City. Integrating thesespaces into one cohesive plan willprovide Lincoln with a complete “greennetwork.” This network will not onlyensure the addition of new openspaces, but also will help to preserveand maintain what exists today.

The parks and open spaces frameworkdescribes a collection of new outdoorareas that:

Are for public use.Are sited as a focus of activity anddevelopment, not relegated asleftover space.Are adaptable for a variety ofactivities, both active and passive.Can incorporate sustainable practiceswhere appropriate.Are safe both day and night.When coupled with the off-streetpedestrian/bicycle system, providegreen off-street access to downtownattractors.Provide a green linkage to adjacentneighborhoods, including theAntelope Valley, the University ofNebraska campus and HaymarketPark.

Improvements and additions toLincoln’s parks and open spacesnetwork include M Street Park Blocks -M Street between 7th and 11th Streetsand between Centennial Mall and 21stStreets.

East and West Park Blocks – M Streetbetween 7th and 11th Streets andbetween 16th and 21st Streets.Urban Park Blocks – M Streetbetween 11th and 16th Streets.Centennial Mall – between R and KStreets.Railyard Park – on the west side ofDowntown running north-south fromH to M Street, and east-west from 4thto 6th Street.

Proposed M Street Park Blocks

M Street Park BlocksThe Park Blocks are intended toprovide a memorable, easily identifiablepublic open space for southwest andsoutheast downtown districts. ThePark Blocks will:

Provide a focus and amenity fornearby redevelopment.Provide green linkages connectingmajor recreational parks in SouthHaymarket and Antelope Valley.Provide lawn areas for passive andactive impromptu recreationopportunities.Include a multi-use (bike/ped)pathway.

The Park Blocks will require willingacquisition or dedication ofapproximately 50’ of setback withinexisting private parcels . These ParkBlocks:

Do not reduce the viability ofdevelopment of any planned buildingtype on adjacent parcels. Instead,they improve property values ofadjacent parcels.Can be phased or added as parcelsredevelop, although it is preferablethat the Park Blocks are assembledand constructed in a single phase.Could require narrowing of existingM Street roadway facilities.

Beginning in 1996, the DowntownLincoln Association, Lincoln ArtsCouncil and the Mayor’s office begandeveloping ideas for a 12th Street artscorridor. The 12th Street Corridor Planwas created in conjunction with the“Imagine Art Here” workshop held onDecember 11, 2002. The corridor isintended to provide a signature streetthat promotes a public art, cinema andperformance arts identity in downtown.The design should seamlessly knittogether existing cultural, education,and non-profit institutions such as theLied Center for Performing Arts, theSheldon Memorial Art Gallery,Southeast Community Center at EnergySquare, the Douglas Grand Theater, theGreat Plains Art Collection, the LentzCenter for Asian Culture in HewittPlace, and the National Arbor DayFoundation. It encompasses five blocks

of 12th Street, from the SheldonMemorial Art Gallery on the Universityof Nebraska campus to the St. PaulUnited Methodist Church on M Street.The street would:

Incorporate recommendationsdeveloped in the 12th St. Public ArtPlan. (Not part of this DowntownMaster Plan process.)Include development of murals orother facade enhancements on blankwalls of buildings - most notably thewestern side of the Tier One Bank.Create an exuberant, memorable, andall-seasons landscape theme.Include sculpture, medallions orother art pieces.Minimize the visual impact of existingskywalk over 12th Street.
