The Hazardous Materials Transportation Safety and Security Reauthorization Act of 2005 authorizes the U.S. Department of Transportation (DOT), Pipeline and Hazardous Material Safety Administration (PHMSA) to provide assistance to public sector employees through planning and training grants.

The purpose of the Hazardous Materials Emergency Preparedness (HMEP) grant is to:
increase State, Territorial, Tribal, and local effectiveness in safely and efficiently handling hazardous materials incidents

encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of response to hazardous materials transportation incidents
enhance implementation of the Emergency Planning and Community Right to Know Act of 1986 (EPCRA)

The HMEP grant program is funded by registration fees collected from hazardous materials shippers and carriers who transport via intrastate, interstate, or foreign commerce.
The fees fund:Training and planning grants for projects related to
hazardous materials transportation incidentsPublication and distribution of the Emergency Response
Guidebook (ERG)

PHMSA sets the amount of funding for each state or territory and approves the award to each state
Award amounts are determined by: Number of 302 facilities reporting in the state Population of the state Number of highway miles within the state

EOC Leadership Exercises – for events concerning hazmat preparedness and response
Fixed Facility HazMat Preparedness – exercise and plans that include transportation of material to and from fixed facilities
Food or refreshments – working lunches for classes with extended hours, or held in a remote location.
Outreach – must have a tie-in to hazmat transportation

Conditionally Allowable Expenses

A 20% match is required-• Grant recipients may use cash (hard match) or in-kind
(soft match) contributions, or a combination of cash and in-kind match.
• Examples of match: space usage, value of a participant’s time during an allowable activity (training or planning exercise), and donations by a local business
• Match can not be federal funds (another federal grant)
