Asian Helsinki Chemicals Forum and the 4th Summit Meeting on Chemical Regulations in Asia Pacific
(HCF&SMCR 2019) will be held in Shanghai on 24th -25th October 2019 as a merged conference. The
Asian HCF will be a shorter version of the 2019 HCF taking place in Helsinki on 23rd-24th May with
high-level keynote speeches and open debate among speakers and public on hot topics in chemicals
regulation globally. The three topics will be taken from the five presented in Helsinki as they are equally
relevant to Asia. The compositions of the panels and the audience will be different so that the content
and conclusions will be suitable and unique to the Asian context. HCF&SMCR 2019 also will invite
government officials and company regulatory experts from China, EU, Japan, Korea and Southeast Asia
to make presentations on updated chemical regulations and compliance issues in those countries.

What is Helsinki Chemicals Forum?
Helsinki Chemicals Forum (HCF) is an independent non-profit forum aimed at promoting chemicals
safety and chemicals management globally through an annual conference in Helsinki, the home city of
the European Chemicals Agency (ECHA). It is financially supported by the City of Helsinki and different
Ministries of Finland and logistically supported by the Finnish Fair Corporation. The annual conference

in Helsinki is built around high-profile panels and keynote presentations as well as related debates. The
themes for the seminar are selected for their global relevance and topicality by the HCF Programme
Committee that brings together representatives from stakeholders in chemicals regulation from the
most developed countries. The Advisory Board validates the programme and advises the Secretary
General – Geert Dancet, former Executive Director of ECHA - in his leadership role.

What is the SMCR?
The Summit Meeting on Chemical Regulations in Asia Pacific (SMCR) which was founded by the CIRS
Group is regarded as the pioneer summit in China to communicate chemical regulations in Asia Pacific
region. The first Shanghai Summit Meeting was held in 2011, and has won intense support from
competent authorities from China, Japan and Korea since then. SMCR has rapidly become one of most
influential chemical regulatory conferences in Asia. SMCR invites chemical regulatory experts, officials
and industry representatives to share chemical regulatory updates and compliance solutions with an
aim to assist collaboration among countries in Asia Pacific region, build transparent sharing of
regulatory updates and enforcement measures, and promote the safety and sustainability of chemical
industry in Asia Pacific region.
